A lending hand for KPLC and other agencies from the private sector?

Listers, Anyone out there aware of any initiative where the private sector can give a lending hand to government to deliver quality services to its citizens? If not, is this something that can be explored? A suggestion/example I have in mind is for instance have some developers collaborate with say KPLC is putting a solution in place (integrate with whatever ERP they have in place) where electricity consumers can key in meter readings daily, weekly, or whenever they so choose. This could save the consumers quite a penny in that they are able to accurately monitor their consumption; access their itemized bills online and hopefully KPLC can lower the fuel levy that they so exorbitantly charge the consumer! It makes very little sense to go queue for 3-4hrs at their offices to sort out erroneous billing month in month out, because their meter reader decided not to do his/her work and instead submit estimates. These collaborative solutions can be extended to other government agencies so that they catch up with the rest of us in the 21st Century! Kind regards, Edwin

Listers, I totally agree with Robert that academic qualifications do not necessarily translate into the required experience. However from his list of personalities who have excelled in propelling their organizations to great heights despite their not so high academic qualifications, the one thing they all have in common is that they each had a vision to make their respective organizations what they are today. Robert,please share with us your vision on how you would revive the ailing PCK. In addition to this questionnaire, Mr. Riehl plans to organize on 24 November 2010, back-to-back with the IGF consultations, scheduled to take place in Geneva from 22-23 November 2010, a second phase of face-to-face open consultations on the Working Group on IGF. All girls team wins top prize for IPO48 Software application development competition

http://afnogchix.blogspot.com/2010/11/all-girls-team-wins-kshs-1-million.ht… An all girls team made of two BBIT fourth year students Lilian Nduati and Linda Kwamboka, and two alumni - Jamila Abass and Susan Eve Ogula and Catherine Kiguru a developer in Tracom , won the top prize of Kshs 1 million in the inaugural IPO48 software application development competition hosted by SEP (Strathmore Enterprise Program) at the University from 29th to 31st October. The four are members of AkiraChix a group of geek girls. The winning team developed an application dubbed M-Farm - an information service that focuses on delivering real time information to farmers on current market prices of their products. It also aims to bring farmers together in a collaborative forum. Essentially, the M-Farm service will help small-scale farmers get price information that will help them know where to get the best deal for their products through their mobile phones. It fills an information gap currently used by middlemen to the detriment of the farmer. The service will also provide farmers with weather alerts, connect with other farmers, find nearest farm stores and get help from farm experts. M-Farm has simple and easy to use features. It can be accessed in Kiswahili language and integrates an Interactive Voice Response (IVR). IPO48 is a boot-camp style initiative whose aim is for developers to build new web and mobile services in 48 hours only! It was organized by HumanIPO and Garage48.org. It was the first time the competition was being held in Africa. Blogger Moses Kemibaro wrote: the IPO48 was a highly competitive and successful event with many great software applications and business concepts coming to the fore. Its amazing how much creativity and ingenuity was presented there and I found myself thinking more like a venture capitalist, rather than observer. FYI Dear All, The African Union Commission (AUC) conducted an African Expert meeting to discuss all relevant issues regarding the .Africa *gTLD *project which aims at branding the African continent on the cyberspace and provide African community with a continental mark on the Internet. The meeting took place on the UNECA on 5-6 November 2010. The participants were 13 experts from different organizations and member states. It is worth mentioning that the AUC was mandated by the AU Communication and Information Technologies Ministerial Conference (CITMC) and the consequent AU Heads of States Summit decisions to carry out the required steps towards having .Africa *gTLD. * Thus, the meeting has recommended different scenarios and actions taking into consideration the tight timeline Africa have before the forthcoming round of applications in ICANN. These scenarios covered the issues of the potential institutional structure, Technical and Financial modules. The following points have been recommended as immediate actions to be taken: 1- Announce the intention in the public forum of ICANN and in all Technical, Business and Policy forums.. 2- Sign the Guide Book Letter. 3- Write a message to the GAC. 4- Formalize project Task Force. 5- Prepare and submit the required documents to ICANN. Starting each year in January, the MSc in Management & Information Systems: Change and Development aims to develop the "hybrid" mix of management and information systems skills that we know from experience is essential to the successful and strategic application of ICTs. Mr. Obama said outsourcing was the subject of stereotyping in the U.S. which has to be updated and Mr. Singh said India was not in the business of stealing American jobs. Matt Barrie is chief executive of Freelancer.com, an online marketplace that connects businesses looking to outsource work with service providers, many of them in India. The site has 1.9 million members. He talked to India Real Time’s Arlene Chang about his view of the U.S., India and outsourcing. Here are edited excerpts. Freelancer.com Matt Barrie, chief executive Freelancer.com IRT: As head of one of the largest outsourcing websites, you must have a view on outsourcing of jobs? Mr. Barrie: We were founded in 2004 and since then, our two primary markets have been the U.S. and India – expectedly. Of the employers posting jobs, 90% of those jobs come from the U.S. and of the jobs being completed 90% are done by Indians. I do not see this as Indians taking away jobs from the Americans or outsourcing as being a bad thing. If anything, this has been a tremendously good exchange. You have about 25 million small businesses in the U.S. and each of them needs people to help run and sustain their businesses. But they may not necessarily have the money or budget to do it through normal channels. Here, the service providers, a majority of which in the case of freelancer.com are Indians, are providing those businesses with the services they want within their desired cost. IRT: Is it a stereotype in the U.S. that India takes away American jobs? Mr. Barrie: It is a stereotype but the stereotype is actually contradictory. Most of our members seeking services are small and medium-sized businesses and each one of them needs to, for example, get itself a website and maintain it. This need is not necessarily met by the supply available within the U.S. Small businesses are always thinking of getting their things done for a lesser cost, they need to be constantly cost effective. The service providers on our website provide those services to them at a fraction of the cost. This enables small and medium-sized companies to cut costs, become more competitive, and thus helps them grow their business – all of which in turn helps the U.S. economy. As we talk, there are a tremendous number of jobs being created in the U.S. just, say, in internet businesses, whose back-office operations are being supported by outsourced hires. IRT: What are the statistics for the outsourcing exchange on your website? Mr. Barrie: Since we started in 2004, we have completed around 850,000 projects and seen $67.41 million traded. Of the 1.9 million users we have, 400,000 of them are from India and are service providers. A similar number are service seekers from the U.S. The average cost of a job through our website is less than $200. So, as an example, if someone wants to build a website for their business they would normally have to pay about $2,000 in the U.S. to get that job done. On freelancer.com, we have people who do the job for $200. That’s one tenth of the actual cost. The U.S. is the largest poster of jobs for us and India has the largest pool of service providers, but India is also a significant employer. After the U.S., U.K., Australia and Canada, it is India that posts the highest number of jobs that need to be done. IRT: What is the future of the outsourcing industry globally? Mr. Barrie: I think the next five years are going to be extremely interesting. Labor markets are always in flux and while the big businesses are doing the bulk of trade, there is already a fundamental shift in the amount and direction of labor supply. A huge amount of that labor supply is shifting to small and medium-sized businesses globally and as that happens there is going to be a revolution in places like India. If a person wants to start their own small business, all they have to do is go online and get someone who can get up a website for them and manage it – all this done on a shoestring budget. With more such businesses coming into being, there will be more work and the jobs not available previously will be out there. Hi, It is saddening to see how Postal Corporation is treated as a dumping ground for retired civil servants turning it into a sedated giant being denied the opportunity to play its rightful role in levelling the playing field. Many of us think that just because we rarely receive snail mail that it serves no purposes, we write articles and make statements of how email and instant messaging are the final nail in the coffin of Posta but I ask after your order the pair of shoes online and pay via mpesa or mkesha how do you expect to receive the shoes? SMS, email, or IM. I believe that we are doing a disservice to the country by killing Posta and someone needs to stand up and put Posta back to where it belongs as the enabler for e-commerce, e-learning, narrower of the digital divide and governance. Safaricom 3G Data Bundles - Skewed Decisions

Sometimes I wonder how the think tanks at Safaricom reason: What is the difference between a PrePay 3G Internet user and a PostPay one, that makes the PostPay one be given preferential treatment/consideration?? On The DN of today, Safaricom has an Ad on Pg 3 on which they have increased the 3G bundle amounts (disproportionately anyway), BUT ONLY FOR PostPay customers? Seems like those elitist tendencies. I have used Safaricom modem data bundles from the start on PrePay, hence my annoyance at Safaricom favoring PostPay (though I am a PostPay voice user). Safaricom has now decided the PostPay user should get 700MB, up from 300MB for KES 999. For now I'll stay with Orange. The very purpose of outsourcing this service has undergone a radical change. “Initially, clients preferred to turn the work to service providers because the service providers offered a cost advantage or some type of 'peak volume overflow' capacity that the clients could not staff themselves,” says Sid Pai, Partner & Managing Director, TPI India. Offshore call centers offering voice-based services were the perfect answer to this and one saw a massive build up of call centers in the early part of the decade. Very soon, the industry matured. Many call centers reached a point where they couldn’t scale up or they couldn’t retain key clients. This led to a shake-up in the call center industry, especially in India, where many of them were snapped up by IT services companies ( e.g. Infosys-Progeon, Wipro-Spectramind, IBM-Daksh, etc) seeking to enter the BPO industry. BPO’s addressing the voice market had growth challenges. The way out was to shift the focus to other areas of BPO like finance/ accounting, mortgage, insurance and other niche sectors like KPO and LPO. Says Atul Vashishtha, CEO of Neo Advisory, “The market for non-voice services was expected to grow faster, as the call center sector was more mature and significantly developed ." *Revival and New Hope* The voice-based BPO industry is reviving. “Investments in technology platforms, process improvements, equipment and facilities and acquiring specific vertical capabilities, made by the service providers are outpacing those by the client. Service providers are moving up the value chain,” says Pai. Voice- based services continue to expand their domain and tailor their offerings according to the needs of their clients. “Today customers are looking at unified communications to integrate various communication systems with their business applications to improve their business processes. These improved business processes lead to higher productivity for employees and greater customer satisfaction which in turn results in higher revenues and profits,” says Minhaj Zia, National Sales Manager, Unified Communications, Cisco India & SAARC. *Expanding scope of services* Clients today have access to a wide spectrum of services under voice. “Cisco subscribes to a range of services covering the entire gamut from technology services desk for customers and employees, human resources support for employees , escalation options for customers for quick access and marketing access to and from Cisco,” says V.C. Gopalratnam, Vice President (IT) and Chief Information Officer, Globalisation, Cisco, on the internal deployment of voice services in the company. Providers are also developing expertise in niche areas within voice services. Andrew Kokes, Vice President of The Americas, Sitel<http://www.osourcebook.com/profile.asp?id=1501>, cites an example. “Revenue generation is one of the key metrics that Sitel is measured against for most customer care programs (revenue per month, revenue per call), and is a large part of our core expertise. More than half of all Sitel-managed inbound programs incorporate some form of upsell or cross-sell offer.” The maturity of this segment allows outsourcing to many more locations as compared to emerging areas of BPO and thus finding price points and capabilities according to the specific needs of the client. “In all cases the services (we subscribe to) have a “follow the sun model” with sufficient geographical spread to cover all time zones effectively,” says Gopalratnam. *Collaboration and integration- the new formulas of growth* Collaboration and integration of communication platforms and capabilities are the new formulas of growth in this sector. “Collaboration is slowly moving towards new forms such as Enterprise Social Software, UC as a Service, TelePresence etc. Cisco’s Unified Contact Center solution.... provides a VoIP contact center solution that enables organizations to integrate inbound and outbound voice applications with Internet applications, including real-time chat, Web collaboration, and email. This integration provides for unified capabilities, helping a single agent support multiple interactions simultaneously, regardless of the communications channel the customer has chosen,” elaborates Zia. Voice services are set to move to a higher degree of integration at multiple levels. Kokes says, “Voice-based contact center services are rapidly moving beyond traditional "voice" communication to include a blend of voice and live-chat (i.e., text based) engagement. In such arrangements, contact center agents are provided with real-time indicators of a website visitor’s propensity to purchase, and can invite that online consumer to chat via IM before the customer navigates away from the site. Such a model also opens the door to Pay-for-Performance client arrangements, whereby the call center fees for service can be aligned with the program’s overall success in producing incremental online sales.” Zia also sees integration and improved technology as growth drivers for this sector. He says, “Enterprises will move beyond contact center to a customer interaction network with hosted contact centers for both enterprise customers and service providers. In a central office or data center, service providers will host the contact center infrastructure software, which will be shared by multiple business customers. Subscribing business customers will have IP or time-division multiplexing (TDM) infrastructures or a combination of the two.” A suite of integrated services can also be introduced, he says, like virtual call centers, network routing with computer telephony integration (CTI), networked interactive voice response (IVR), intelligent call routing (routing calls between contact centers based on call context information, agent availability, and customer information from databases) and multimedia applications such as Web collaboration and e-mail response management. With so much innovation happening and set to happen in this ‘traditional’ sector of BPO, analysts are optimistic of its transformational capabilities for businesses. “(Its potential to transform) looks evident given the investments made by the service providers on technology and platforms. In addition, leading service providers have built modern global services delivery infrastructures and implemented best practices that allow them to effectively and efficiently leverage their scale, volume, global capacity and technology to better serve their clients.” says Pai. To this, Atul Vashishtha adds that this is a market that will become increasingly global and Tier 2 players will need to specialize to succeed. "US and Russia face off over ICANN veto power Kevin Murphy, October 6, 2010, 13:14:29 (UTC), Domain Policy The ruling body of the International Telecommunications Union this week kicked off a major policy-making meeting in Guadalajara, Mexico, and has already seen the US and Russia taking opposing stances over the future control of ICANN. A group of former Soviet nations, chaired by the Russian Federation's Minister of Communications, seems to have proposed that the ITU should give itself veto power over ICANN decisions. A proposal filed by the Regional Commonwealth in the field of Communications (RCC) calls for the ICANN Governmental Advisory Committee to be scrapped and replaced by an ITU group. Consideration should be given to the expediency of having the functions of GAC carried out by a specially-constituted group within ITU with the authority to veto decisions adopted by the ICANN Board of Directors. If it is so decided, the ITU Secretary-General should be instructed to consult ICANN on the matter. The proposal was first noted by Gregory Francis at CircleID. It says that the GAC is currently the only avenue open to governments to "defend their interests" but that it has "no decision-making authority and can do no more than express its wishes". It also notes that fewer than 50% of nations are members of the GAC, and that only 20% or fewer actually participate in GAC meetings. The proposal was apparently submitted to the ongoing ITU Plenipotentiary Conference but, in contrast to ICANN's policy of transparency, many ITU documents are only accessible to its members. A reader was kind enough to send me text extracted from the document. I've been unable to verify its authenticity, but I've no particular reason to believe it's bogus. The RCC was set up in 1991 to increase cooperation between telecommunications and postal operators in the post-Soviet era. Its board is comprised of communications ministers from a dozen nations. Its position on ICANN appears to be also held by the Russian government. Igor Shchegolev, its communications minister, is chair of the RCC board. At the Plenipotentiary on Tuesday, Shechegolev said (via Google Translate): We believe that the ITU is capable of such tasks to international public policy, Internet governance, its development and finally, protection of interests of countries in ICANN. Meanwhile, the US has committed itself to the multi-stakeholder model of internet governance as embodied by ICANN. The State Department's Philip Verveer told the conference: the ITU should be a place where the development of the Internet is fostered. The Internet has progressed and evolved in a remarkably successful way under the existing multi-stakeholder arrangements. Changes, especially changes involving inter-governmental controls, are likely to impair the dynamism of the Internet-something we all have an interest in avoiding. ICANN itself has no formal presence at the Plenipotentiary, after ITU secretary-general Hamadoun Toure turned down a request by ICANN president Rod Beckstrom for observer status. Price wars -cheap is expensive

Hi, I have never participated in discussion on the calling tariffs mainly because when I bought my first mobile phone after using a pager for a long time my calling rate was 50/- so even at 8/- there had been a drop in my rate of calling. All that the price war has done is murky the waters, the cost of paying for the call has just been redistributed between the flasher and the flashee. My friend made a joke the other day that his askari told him he can flash him when he is on the way home. He took the askari on the offer and flashed him the following night when he was about to get home, the askari then called him back to ask exactly where he was. This seems like a way forward but the current level of support I am getting from my carrier makes we wish for the good old days of 8/- per minute. The customer service number that only rung 3 times at most sometimes goes unanswered, calls that stayed connected throughout the conversation however long and at whatever speed (sitting in the passenger seat) not any more. Even when the call to customer service goes through I have recently detected a coldness and on occasion feel rushed in the responses. With the number of support calls they need to handle now it is understandable. There is a good reason why Daimler has not dropped the price of the S class Mercedes to compete with the Marutu or Audi so I have an issue with Safaricom, please segment your market I would rather pay 8/- per minute if it means that I will receive better customer support. The effects of this lower rates is even affecting my Wimax service which as I raised before has a support desk that works 8 am to 5 pm I am sure because the staff are reassigned to handle support calls for 2/- callers. Michael, before leaving please migrate me to the 8/- per minute tariff and assign me the level of customer support I am used to, if I want to be treated like trash I will go to your competitors. Need to regulate trans-border data flow

As Kenya becomes more and more ICT-dependent, and personally identifiable information becomes more and more public, I think it is time we took seriously the importance to regulate trans-border data flow. Bodies like the UN take the flow of their employees information between countries very seriously in this time of border-less ICT communication. We as Kenyans also need to ensure our citizens' information remains here in Kenya as much as possible, and the first step towards that would be to have our own locally hosted ICT services similar to the likes of Linkedin, Facebook, Twitter etc. Guess what the impact of exposing such information would be in the long run, should the 'people' in possession of that information decide to make destructive use of it. The Anita Borg Memorial Scholarship <http://www.google.com/anitaborg-emea/>, established by Google in 2004, honors Dr. Anita Borg, a computer science pioneer who dedicated her life to changing the way we think about diversity and technology. In 2010, 350 students applied for the award, and among them, our first applicants and winners from Africa. Hi Listers As you are aware , Michael Joseph (MJ) leaves the office of CEO on 31st of this month after a 10 year career at Safaricom. As is tradition, we at KICTAnet bid our members welcome/ farewell and certainly this list is the tool of choice supplemented by a bash when feasible . this is what we want to do starting now - from 10 hrs today the 10th day of the 10th month of the 10 year of the new century we wish to take just 10 days to reflect on the MJ's 10 year safari ---- . As usual we expect fair and candid thoughts from our hearts and mind and the daily prompting questions will provide a structure for our discussion we shall present your candid views in style to MJ at a suitable time shortly after the closure of the list discussion---- To kick-start discussion , first let's look back over your shoulder - just recall when he landed in Nairobi in June 2000 and went to work on/at Safaricom. At 17k customers , with barely 9 base stations , the operator was the smallest and in the eyes of the potential consumer, an appendage of the towering TKL of the day . that was then , it's no more . What still lingers in your mind of MJ early days at Safaricom, his interaction with you , the customers , the media, the regulator , competition etc? . What factors shaped MJ's and Safaricom's destiny - did he create the opportunities or was he just smart enough to take advantage of the situation? . In juggling between competing technologies, customer expectation, staff demands, government, market competition, what strikes you as MJ's character that produces the results we see . Perhaps...they could. But evidently we need the database developed as it will help many other people who are interested in the skills available . I do understand that the extent of a research depends on the resources available. The fact that we have the stats on degree holders is a huge step in the right direction.
