As Collins has suggested, I shall provide my feedback through that forum. Dan, What I have in mind (and we can expand on this) is a Citizen Support Services model that can work in the following ways: In the village and even most government offices in Nairobi, crucial government forms are always in short supply. why not explore ways of getting this crucial documents to the grassroots (DVs buying from the government press and photocopying them and sell at a small fee, download where applicable, etc for the citizens)charge a small standard fee for the DVs to perform some basic back office work, like data capture. Imagine the enormous amount of data lying at the county/district level. How this can be deployed can be explored bearing in mind that we still have silos in government- although from last year's egovt summit, there ought be a single platform for all agencies- we can tap into this.In the future, groom the DVs to perform other support services such as emergency response, surveys, etc for the county government and even the central government. The list can be as extensive and as innovative as we want it to be. I would like steer clear of negativity, but will not relent in asking questions where things are unclear or sound a voice of a concerned citizen where I feel things are not being done right. A 20 something year old from my local village in Kisii with little to nil prior business experience signs up for the DV loan, and starts up the business. The question they need to be asking themselves is- " how do I pay back my loan"?...in other words, where is the business going to come from and is it sustainable? Given this, I was to suggest (and I have stated this in my posts) that the govt can provide a sizable source of business for the DVs using the BPO model. At least now one thing is pretty clear, never ask GOK hard questions (not even in 2011), else you are negative and unpatriotic. Robert, I have raised similar sentiments before (with the McKinsey (sp) study approach- I am yet to get clarifications) but this has been seen as unpatriotic and having a post-Kanu hangover. Not to take anything away from the accomplishments of Seven Seas and KenCall, but are these firms 100% representative of the industry? There are companies in Kenya that are now attracting international venture capital financing. Both BPO and call centre companies and non BPO tech firms. Once capital starts trickling into a sector, this is most promising. The global BPO sector is quite big and cannot be ignored. many countries are chasing the sector. Kenya's English language talent and skilled professionals provide us with strong credentials that must be leveraged. The Indian IT outsourcing sector and the Philippines call centre sector took years to grow and was led by the private sector. Government support came in much later. Kenya can learn and fastrack, and government support is important. Government services can catalyse the sector. Government and public sector spending on ICT is substantial across infrastructure, applications and services, project management and capacity. Hi Listers, Just felt that this is a topic that needs to be kept alive until we get some serious resolutions, it is one thing to scream about local content and another providing the enabling environment. We currently have no reliable application hosting and collection service providers I had thought that with the bashing by Safaricom of the incumbent ISPs they would have gone off to develop other areas, but from what is happening they might also be beaten to this by big green. It is time those claiming to run incubators for developers realise that without reliable and cost effective hosting and collocation facilities the tools they are providing shall remain theoretical. To a web developer hosting space is more critical than office space as their work place is virtual, so providing office space still leaves 60 - 80% of the recurrent project budget going to hosting and collocation. This is one of the times when I think we are justified in calling on KICT Board and the Ministry for Information to help. Today the average cost of collocation for a 2U rack space is US $ 400/- per month and a server costs about US 1,500/- which is the bear minimum for a redundant setup you require at least 6 U space, 2 servers and a firewall/switch. If there is someone out there who can provide the service for less and is connected to KIXP please stand and be counted. The idea still makes sense and our thinking might be that we focus on getting entrepreneurs to meet with prospective business partners. But it offers a good location for partnerships that require leveraging on skill. We maintain close contact with the sector. If you have any new feedback please share. The Kenya ICT Board tracks seats within the BPO sector has on a regular basis as part of our reporting on performance contracting. In obtaining information, we maintain that Individual company contracts are not for public discussion unless of course the said company authorizes so I cannot tell you who does what. However everything that has been said is important and your qualitative comments on the sector and why local companies don't outsource is true. People don't outsource unless they see value. Period. For many companies locally, it is early days. And we must not give up educating. This is not an ICT issue. It is a business process issue. I can however tell you that every single time we advertise or put out a tender and someone wins it, i bet a job is created and a company grows. (I have kept this forum in the loop). Please help us to widen the interest by local firms in all manner of opportunities. There are plenty and no one should be deterred. International business is great and has high job creation potential but the factors are sometimes beyond our control. Even one media report can have an negative impact. Dare I say,even what you right here and how you say it can have an impact. Keep it progressive and you will be amazed. I had some investors in last week to visit very specific shortlisted firms. They came in during the week our university students were raising issues on the unfortunate death of their colleague. Because of the amount of preparatory work the investor had done and their local prospective firms had done, they were not deterred and did not read the mood wrongly. This is a change from a few years ago. They will be investing money in one or two other companies. When a s sector starts to attract international capital, that is exciting and proof enough. The hungry business types locally will always carry the day. We are making progress and keeping our eye on the prize. Kenya's ICT sector is attracting a lot of positive attention. In the invitation, Kenyan players in the sector (including students) were was to visit South Africa to learn from them how and why they have been so successful. The concerned government agency did not obviously see the value in this and we missed this grand opportunity. There have been many of such lost opportunities and I honestly believe there is too much rhetoric and little to no action. To the best of my recollection, there was an effort by the standards and ethics committee of the then vibrant KBPOCCS to set up a code of ethics for the industry- this was a precursor to growing the industry. The guidelines were launched by the society with a public commitment (monetary) at the KICC graced by Dr. Ndemo ; where government was to support the society on a quarterly basis. This support was withdrawn without notice and many other initiatives such as marketing have been frustrated by the KICTB many times in the past. I honestly do not see any degree of unpatriotism to pointing this out. Update on the Wezesha laptop project

Listers The Kenya ICT Board would like to announce that a total of 9,676 laptops have been purchased under the Wezesha laptop initiative. The Kenya ICT Board has commenced a project review exercise that is expected to take about 2- 3 weeks. This review will allow the Kenya ICT Board to make project changes during the second half of the initiative. Among other things this review is necessary to add features that will enable a friendlier interaction with the Wezesha portal (www.wezesha.co.ke) for students, University Coordinators and the retailers. The Government of Kenya under the Ministry of Information and Communications, with the Kenya ICT Board as the implementation agency, launched 'Wezesha'—a laptop ownership initiative for university students across Kenya. This initiative supports the attainment of Kenya's Vision 2030. Under ‘Wezesha' which means 'enable' in Kiswahili, university students in participating public and private universities and colleges will be eligible for a price rebate on the purchase of a laptop. The Wezesha initiative shall support the purchase of 15,667 laptops. The purpose An empowered student is better equipped to carry out research, complete assignments. In addition the laptop becomes a critical tool for entertainment and information. It is the hope of government that students will become ambassadors for greater digital literacy across their communities and in their homes across Kenya improved access. The government also hopes to achieve greater student innovation and entrepreneurship, with students collaborating to create and execute bankable business ideas. The Kenya ICT Board indicates satisfaction with the uptake of the laptops under this scheme and expects to achieve 100% sales by mid year when the project is completed. Indeed some universities exhausted their voucher allocations quite quickly. How the program works Students interested in receiving the discounted laptops are required to visit the Wezesha web portal, www.wezesha.co.ke. The web portal is designed to manage the Wezesha initiative from registration to purchase of the laptop. The steps are as follows; Step one: Student registers online according to the University attended and receives email notification upon successful registration. Step two: Appointed University coordinator verifies that the individual registered is a current university student and grants approval in the system. Once approved, formal notification and electronic voucher for laptop purchase is sent to student via email. Step three: Student logs back onto the Wezesha portal selects preferred laptop from one of the pre-qualified retailers. Step four: Student goes to retailer’s shop with printed voucher number and balance amount to redeem laptop. Student must present national and student ID. Rationale behind proposed CCK change of guard?

In today's Business Daily is the story about the looming exit of Charles Njoroge from CCK. http://www.businessdailyafrica.com/Corporate+News/Change+of+guard+looms+at+… Looking at CCK's Mandate (http://www.cck.go.ke/about/what_we_do.html) and thinking of some aspects of that story (e.g. his appraisal score) and also looking at recent positive developments (anti-competition, lower tariffs, MNP, converged licences, etc), when reviewing Mr Njoroge's tenure vis a vis that mandate, what is the rationale behind his proposed removal? Saw the same piece last night and was wondering the same, thought that it would be so easy to catch this guys, like once they leave the robbed Mpesa agent the agent makes a call and the transaction is reversed. They could get away with not getting caught but would not have the money so would deter them from doing it again. The sim registration process was all a hoodwink or a quick get rich scheme by someone, don't know how but think so. Why would they start something and then not enforce it? Maybe someone in the know could enlighten us all. Academic Sanity Restored

Hi Listers, Finally the government has realised that is foolhardy to produce only graduates and the ministry of higher education has passed a directive that only 10% of institutions will offer graduates and 60% will offer diploma and higher diploma qualifications. Even though the standard for development is 1:10:100:1000 where for every graduate you produce, especially technical, you need to provide 10 high national diploma holders, 100 hundred national diploma holders and 1000 artisans. If we take the example of the ICT industry for us to fully exploit the skills of a single ICT graduate we need 10 programmers to fill in the code and 100 diploma/certificate (i.e. IMIS & ICDL) holders to support the application. Our current inverted pyramid has resulted in ICT graduates being relegated to coders or being retrained to handle activities that would have been best handled by a diploma holder. It was not too bad when it lasted as I was seeing the possibility of employing a graduate as the domestic technician come private tutor. Kudos to the ministry for finally waking up to the reality on the ground. I watched last night on TV an expose of how criminals rob MPESA and other traders in CBD. What i found interesting is that they transfer floats from the agents phones to their phones. This is something that has been happening and very recently. My wonder is, does it mean that the SIM registration was put on hold or some Mpesa agents do not adhere to set rules of demanding identification for every transaction. These people must be withdrawing the money anyway and whenever they do the transfer, their number is reflected. Could someone on the know highlight on this. I feel indeed horrified Sam

My suggestion would be that to roll out faster and increase the likelihood of success we need to look at first empowering existing cyber and other business center operators as they already have the entrepreneurial spirit, are already meeting their basic needs and understand business. To bring in the youth we can implement an interesting approach that is being done in South Africa where those interested in getting funds to venture into a specific industry receive apprentice type training by being attached to an operating business. Part of the loan/grant is used to pay their salaries while they are attached (KEPSA & GOK have a similar project) the rest will then be given to them to actually start the business. Companies have realised that this is not creating competition but actually developing a franchise operator or a distributor. In the same way the existing cyber cafe operators after being empowered would then be required to take on the Youth who will receive practical experience before being let out to setup on their own. I have heard the story that Orange and PCK are having a hard time transitioning into commercial enterprises; there are just too many managers from the monopoly era when job holders performance wasn't an issue; one just required political patronage. How many firms have expressed interest in investing/outsourcing to Kenya? Did they partner/expressed interest to partner with any firm in Kenya? Did they have contacts of these organizations in Kenya? Did Kenyan firms send have their profiles included in any marketing materials by the board at these events? 2. Prioritize large scale operators - Is this strategy working? How many operations that are under this threshold are successfully doing business in Kenya? Is the lack of 250 seat capacity operations as a result of lack of business, limited access to funding or lack of industry knowledge? 3. Government commitment to the industry - are the special economic zones extendable to foreign firms only or has this been applied to local firms that have onshore (Kenyan company outsourcing to a Kenyan firm) work? What is the criteria for special economic zone exemptions? Which agency is responsible for which licenses, exemptions, etc? 4. Improve the international perception of Kenya.as the country awaits for a NASSCOM type body to emerge - Does this report recommend then that the BPO/ITES working group assumes the role of the industry body? Does the board/ working group have guidelines for the industry? 5. Is the BPO syndicate committee in place? Who are the members and what are their roles? Hi, I stand corrected but didn't KICT Board indicate that they had computerised the payment system at the ministry of lands? I am trying to get a mortgage and the staff at lands are insisting that I must produce proof of having paid land rent in the past. They indicate that they are not able to produce a statement, if this is so can we be explained to in detail exactly what was implemented at Lands.
