I have enjoyed with interest the debate on KBSM adopting information technology in their operations. It would be good to state that they have been working on an e-ticketing and fleet management system since early last year. It is now in its pilot stage. Hopefully soon, it should be operational, initially together with the old system until complete phase out. Proper customization of technology and business methods, now and in future , are the two major constraints. This means that there is an untapped opportunity. On the issue of issuing tickets at least KBMS receives 80-90% of the moneys due to it, the other operators have absolutely no record keeping or collection system which would mean that the owners will be lucky to receive more than 50% of the takings. A lack of monitoring in any business is a sure recipe for failure, I have seen this even in technology environments like cyber cafes where billing systems do not capture revenue from printing and CD writing. In the ISP business many did not implement integrated billing systems allowing their staff to run virtual organisations. They never realised where the lick was even after firing half the staff and still continue to haemorrhage. Hi Listers, A few days ago an was in a Kenya Bus and got a deja vu moment as I looked at the conductor standing in front of me dispensing his ticket. http://quadrantshift.co.ke/wp-content/uploads/2011/06/kbs-ticket-machine.jpg. The moment tool me back to 1978 and I a sitting in a number 29 bus coming from Eastleigh, where I went to school (now you can understand my lack of etiquette at times) to Buru Buru where we lived. To date the machine remains the same with what seems to be a very basic activity, dispensing tickets. Which would explain why it remains the same no fancy additions or features, but what many of you might not know is that it seats at the heart of a very elaborate system. This easily overlooked device gives Kenya Bus Management Company the wealth of information that keeps them ahead of the pack and kept them operational event after all the groups of raiders who have owned the company over the past 20 or so years, lose of their garage in Eastleigh, lose of the monopoly in Nairobi and Mombasa, lose of the sole use of the Bus Terminal in Nairobi. Now that little gadget that we all take for granted as we start new transport organisations is what has kept them going. There is a product ready to be transitioned to the 21st century if only we stopped looking for opportunities for innovation in all the wrong places. A true innovation. Regards PS. Listers, I just watched the above mentioned presentation on Citizen Tv and i must commend all involved in the production for a great job, however i have the following observations: The advert looks a bit alien yet it is meant to capture the attention of Mwananchi in Mararal, why cant we consider the use of local languages say Kiswahili, at least an average villager can understand the Language. Secondly i was hoping there would be a component to advocate for preservation of the cable as a strategic national resource, you will all agree with more homes embracing Fibre and triple pay services, downtime will be intolerable in the near future, the key problem has been vandalism, why cant we educate the public to desist from such in the same breath, i remember participating in a radio interview with an international station when the Seacom cable landed and they asked me to do it in Swahili, it took me a back but the strategy was clear, educating the common man in a language they understand. I remember Robert Yawe raising the issue of communication strategy in a recent meeting we had on Digital Villages, hence my reason for raising the flag hopefully before the billboards and newspaper adverts go out there. -- Barrack O. Hi Andrea, I'm totally in agreement with you that this area is subject to extreme hype, and I look forward to someone doing some proper research on the likes of Samasource and txteagle for us to really to see what their outcomes are :) However, I do think that the idea of impact/social outsourcing has merit which deserves attention. It starts from the empirical evidence from Asia that BPO/outsourcing generally brings benefits to middle-class and educated but with little trickle down to those closer to poverty......and social outsourcing has been successful in many cases in reaching such groups! (e.g See 'datamation' in India who employ over thousands from poor backgrounds in outsourcing, or my supervisor Richard Heeks' research in India related to small enterprise outsourcing http://ict4dblog.wordpress.com/2011/05/31/development-2-0-case-study-social… ) Also, I'm not sure the larger BPO players have much to fear from this competition. Larger players by their nature will deal with larger batches of work with higher quality requirements. In the case of India's there seems to be no evidence that the 'conventional' BPO sector has been adversely effected by the presence and publicity of such social organizations. For what I hear there is some government in such ideas in Kenya, and this makes sense. BPO is central to Vision 2030, but it is an expensive undertaking. It seems logical that planners would look for ways to improve the equitable outcomes of such large investments throughout society, rather than their investing leading in increasing IT-led inequality.... Barrack, thanks. This will form basis for several workshops proposed for the upcoming UN-IGF and we may want to include it as an agenda item during our national IGF in July. The responsibility of enabling increased access/penetration to the internet while a very important issue is not really for ICANN. New gTLDs were launched and will crowd the domain name space and if most of our developing countries are not involved we shall continue to experience the digital divide. As noted earlier, there were previously 22 gTLDs none of them operated/owned in Africa for example we may have maybe 200-500 new ones, how many of these will be African applicants? We have managed to encourage ICANN to make provisions to support new gTLD applicants from developing countries, which is an important first step. Regarding competing favorably, we need more entrepreneurs in this area to apply and manage new gTLDS. ICANN Approves Historic Change to Internet's Domain Name System Board Votes to Launch New Generic Top-Level Domains Singapore | ICANN's Board of Directors has approved a plan to usher in one of the biggest changes ever to the Internet's Domain Name System. The Board vote was 13 approving, 1 opposed, and 2 abstaining. During a special meeting, the Board approved a plan to dramatically increase the number of Internet domain name endings -- called generic top-level domains (gTLDs) -- from the current 22, which includes such familiar domains as .com, .org and .net. "ICANN has opened the Internet's naming system to unleash the global human imagination. Today's decision respects the rights of groups to create new Top Level Domains in any language or script. We hope this allows the domain name system to better serve all of mankind," said Rod Beckstrom, President and Chief Executive Officer of ICANN. New gTLDs will change the way people find information on the Internet and how businesses plan and structure their online presence. Internet address names will be able to end with almost any word in any language, offering organizations around the world the opportunity to market their brand, products, community or cause in new and innovative ways. "Today's decision will usher in a new Internet age," said Peter Dengate Thrush, Chairman of ICANN's Board of Directors. "We have provided a platform for the next generation of creativity and inspiration." The decision to proceed with the gTLD program follows many years of discussion, debate and deliberation with the Internet community, business groups and governments. The Applicant Guidebook, a rulebook explaining how to apply for a new gTLD, went through seven significant revisions to incorporate more than 1,000 comments from the public. Strong efforts were made to address the concerns of all interested parties, and to ensure that the security, stability and resiliency of the Internet are not compromised. ICANN will soon begin a global campaign to tell the world about this dramatic change in Internet names and to raise awareness of the opportunities afforded by new gTLDs. Applications for new gTLDs will be accepted from 12 January 2012 to 12 April 2012.

Travails with Mpesa

I'm averse to using this list to vent issues but cognizant that sometimes customer service issues only seem to be addressed here, allow me to air something. A friend sent me money by Mpesa on 29th May - I was in Uganda at the time and only managed to get around to claiming the cash over a week later. I notice the SMS notification clearly states the cash must be claimed "within seven days". The agent I went to indicated the transaction should have been reversed and the money credited back to the sender. That was not the case. The sender was advised to advise me to call 234 or 0722 002234 so a new voucher/coupon/code could be re-issued. Called 234 (using my wife's line), went through the prompts and was on hold for 15 minutes. Called 0722 002234 and went through the motions and the final words I heard were something like "all our agents are busy" and got disconnected. Finally I wrote, on 13th June, to support(a)safaricom.co.ke and I am still waiting (for Godot?). -- Francis Hook +254 733 504561

Stephen, I wish you first asked what transpired before you make such remarks. CCK gets its policy direction from the Ministry of Information and Communications. The policy emanates from the political manifesto of the ruling party. In our current case, the harmonized manifesto. Here we agreed to a free market economy. This means that any market interventions must reflect the underlying economic policy. When we had accellerated price decline in Uganda, Congo and other countries, they resulted to a floor price, in other words price control. Had we taken that direction, we shall have undermined the underlying economic policy. Instead we temporarily suspended the glide path to study the wider impact on the economy. The CCK board arrived at that solution. In my view you are misunderstanding the independence rule. Central Banks world over are independent but their decisions are based on the policy direction of the country. Even if you were to head this country you will find that it is your policies that would govern the country since the buck stops with the leadership. It will make no sense if we have several independent decision makers. Different papers reported different stories but nobody has sought clarification or offer a solution under the prevailing circumstances. Best regards Alice http://www.unesco.org/new/en/media-services/single-view/news/new_broadband_… New Broadband Commission report seeks to bring high-speed connectivity to world’s poorest communities Advocates a mix of appropriate technologies, innovative financing models, and an emphasis on training and local, quality content Governments around the world need to formulate and implement national multi-sectoral broadband plans rapidly – or risk being seriously disadvantaged in today’s increasingly high-speed digital environment, according to a new report released today by the Broadband Commission for Digital Development <http://www.broadbandcommission.org/> during its third meeting at UNESCO Headquarters in Paris. Entitled /Broadband: A Platform for Progress/, the report advocates a coordinated, nationwide approach to broadband development that more closely resembles the development of national railway or electricity networks than the more laissez-faire, market-driven approach that has generally characterized the roll-out of mobile cellular technology. “To optimize the benefits to society, broadband should be coordinated on a countrywide basis, promoting facilities-based competition and with policies encouraging service providers to offer access on fair market terms . . . efforts should be coordinated across all sectors of industry, administration and the economy. Developing isolated projects or piecemeal, duplicated networks is not only inefficient, it delays provision of infrastructure that is becoming as crucial in the modern world as roads or electricity supplies,” the report says. For emerging economies and developing countries, wireless broadband looks likely to be the platform of choice, bringing services like micro-banking, telemedicine and fast sharing of information in local languages to communities, no matter how isolated. “Provided it is available to all and affordable for all, broadband-powered applications and content can be a powerful lever for achieving Education for All goals. Inclusive, universal and equitable broadband roll-out can be a tremendous accelerator for development and growth – one way to build Knowledge Societies and to share the wealth of the world’s cultural, linguistic and scientific resources,” said UNESCO Director-General Irina Bokova. “However, access to broadband is only one part of the picture – developing human capacity is absolutely vital, to ensure that individuals have the skills to make the most of new technologies,” she added. “This means education, it means media literacy, it means ensuring that all marginalized groups are included. All actors – national, international, private and public – must work together to these ends. The case for this has been made. Now we must make it happen.” The report makes a strong case for broadband as a driver of economic growth and new jobs, citing country case studies and reports by leading consultancies that point to increased employment opportunities, higher labour productivity and a strong stimulus to GDP. In low and middle income countries, for example, the report cites World Bank figures indicating a boost of 1.38 additional percentage points to GDP growth for every 10-percentage point increase in broadband penetration – and effect more pronounced than any other telecommunication service. “History has witnessed many ‘declarations of independence’. But in today’s interconnected world we might propose a new ‘Declaration of Inter-dependence’ – a recognition that the economic welfare of each individual country increasingly depends on access to the rest of the world through broadband Internet,” said ITU Secretary-General Dr Hamadoun Touré. “This new Broadband Commission report indicates that improvements in broadband penetration directly correlate to improvements in GDP. Basically, the more available and cheaper broadband access is, the better for a country’s economy and growth prospects.” Offering much more than faster access to web pages, broadband networks are a crucial element of the ‘Internet of Things’, by which ordinary inanimate objects communicate with one another using technologies like RFID, without the need for human intervention. Such networks are already revolutionizing inventory control and fleet management, and are set to play a growing role in key social sectors like healthcare, through e-health applications, education, through remote learning and teacher training, and environmental management through applications like smart grids, monitoring systems and smart buildings. The cost of broadband remains a problem in many nations. Recent ITU figures show that while in the top 21 most wired countries, broadband access costs less than 1% of an average monthly salary, in the least wired nations – which include the world’s poorest countries – access to broadband can cost double an entire month’s salary or more. That prohibitive pricing means that while advanced markets enjoy broadband penetration of over 30%, most of the world struggles with 5% penetration or less. *Prices falling, but most of the world remains unconnected* Positive findings released by ITU last week show that, on average, consumers are paying 50% less for high-speed Internet connections than they were two years ago. However, this fall is mainly due to price decreases in developing countries, with steep declines often reflecting the extremely high cost of broadband in the developing world. The top countries with the cheapest broadband prices relative to average national monthly income are all high-income economies: Monaco, Macau (China), Liechtenstein, the US and Austria. Customers in 31 countries – all of them highly industrialized nations – pay only the equivalent of 1% or less of average monthly GNI per capita for an entry-level broadband connection. At the other end of the scale, in 19 countries, a broadband connection costs more than 100% of monthly GNI per capita. And in a handful of developing countries the monthly price of a fast Internet connection is still more than ten times monthly average income. Despite encouraging trends, Africa continues to stand out for its relatively high prices. Fixed broadband Internet access in particular remains prohibitively high, and, across the region as a whole, still represented almost three times the monthly average per capita income. The test is intended to see how ready technology companies are to handle IPv6 addresses as well as what to expect when Websites are obliged to enable IPv6 in the future. There could be glitches but the Internet Society (ISOC) estimates that 99.95 percent of all users worldwide will not notice anything at all this Wednesday.
