ECA and AIF launch prestigious February 2012 African Innovation Prize

The United Nations Economic Commission for Africa (ECA) and the African Innovation Foundation (AIF) are delighted to announce the African Innovation Prize (AIP) to be awarded for the first time in February 2012. This prestigious and well-endowed award aims at encouraging innovations that contribute to sustainable development in Africa.With this award, AIF and UNECA acknowledge, support and encourage innovators and entrepreneurs- the group of stakeholders who till now have been neither considered nor benefited under Africa’s development cooperation agenda."Innovation is a combination of identifying problems, and finding groundbreaking implementable solutions; we hope the prizes will contribute to tapping into the ingenuity of Africans to solve Africa’s problems,” says the ECA Executive Secretary and Under-Secretary General, Mr. Abdoulie Janneh. I share in this great vision. Building capacity at the grass roots is the way to go. I believe if the idea is shovelled through universities it can go along way. this is my idea. You let IT/Computer Science graduates or students seeking attachment to volunteer and run with it as an option. Have a portal where they can express interest and egion they are willing to serve. Have a contact person and let thembe guided on what to do. You will be surprised how many that will show up...appreciate their efforts with certificates of participation or letters of reference. I would do the same if I were a student seeking to pass on my experience for the benefit of community. Second, have an online based video lesson that can assist the grassroot trainers or those willing to adopt a 'DO IT YOURSElF' approach. The Time [July, 11] has profiled and sign-posted Kenya’s technology prowess- The Silicon Savanna. Commenting on the deliberations of the recent conference for mobile-phone software geeks, Pivot25, the reporter marvels at the high adoption rate of mobile applications Kenya and Africa. “ For the first time, hundreds of millions of people found themselves in a sort of grid, one that allowed them to talk to one another”. But emerging innovations and resilience should not really surprise anyone. Africans are not creating anything new using these gadgets. They only use them to escalate what they have been doing. Our value systems honor the sharing of resources and Mpesa has only helped to amplify the age-long practice. If we like saying a few unkind words to each other face-to-face, we will say more on SMS. If we pickpocket and pilfer offline, we siphon and defraud online. It is the amounts and scales that change, not the values. The good thing about the emerging technologies though is that they are universal, democratic and quite liberating (of course for those with access and know-how). They invent and patent the gadgets in the other world but we are proving to be the king users. They invented the car but never gave us the source code. We could not also access it remotely. The Internet is one civilization we will not be denied. The digital zealots like PS Ndemo have helped spur growth in the tech sector. My worry is if the rural communities are not connected soon, we will only succeed in bridging the digital divide with the world as a country. The elite, who are anyway endowed in other aspects of life, will continue to prosper from innovations. And technology will be found wanting in the scales of bridging the undesirable rich-poor divide.

Mwendwa made a good point on the post office versus the post bank (see below). I sent out the two links in a rush yesterday, so didn't even think that far. I've had a quick google look at PostBank and it looks like they are using the agency banking concept themselves to widen their reach: http://www.postbank.co.ke/this.news.php?title=Agency%20Banking%20with%20Pos… Also, I suspect that part of the explanation might lie in what KCB and Postbank can do: As far as I can see from the Postbank website, the corporation can only accept desposits, but cannot intermediate these, i.e. cannot provide loans (I've seen some online references that it was thinking about introducing these services, but am not sure how far that went). KCB is a full commercial bank, so it can do both deposits and loans. I think agents can't decide on loan applications, but they can disburse loan payments, and accept repayments. Does anyone know more? CCK Statistics - is this correct?

I have just been looking at the recent CCK Sector Stats report http://www.cck.go.ke/resc/statistics/SECTOR_STATISTICS_REPORT_Q2_2010-11_x2… With reference to internet connections as given on page 16 of that report, it shows a HUGE decline (-54.3%) in fibre connections between two quarters from 8, 369 to 3,824. I gather fibre cuts have plagued operators but they have nonetheless been forging ahead laying fibre (metro fibre mainly) for residential and business use. Is this correct? Perhaps someone from CCK can clarify? Maybe operators themselves can validate/refute this? -- Francis Hook +254 733 504561

Thanks Ty, for the comprehensive response, you rightly mention the fact that there are many strategies but execution is the problem, I recently heard an interesting speech by his excellency the president at the military academy in Lanet where he urged the academy to equip itself against emerging threats through enhanced curricula , I assumed emerging threats include Cybercrime, what is the role of Universities and academic institutions in combating Cybercrime in view of the recent collaborative efforts between KU, Egerton and our uniformed forces? Hello Listners, Under the cloud business concept - Infrastructure as a Service - IaaS, there are private clouds – which Francis alluded to in an earlier posting. That is a dedicated, or leased, portion of a provider’s hosted facilities. Also, the public cloud which are designed as a multi-tenant environment. More regulatory compliance is required on public clouds since these clouds do not observe geographical boundaries. Therefore, industries which are concerned with the physical location of sensitive data may be reluctant to go public, they would not pass an audit. In terms of cost, public are less expensive due to its multi tenancy concept. Organizations do not buy, install, operate or maintain servers or other equipment. However, private are more expensive since the client has to transfer all the computing power and underlying software to the providers site. Considering these scenarios, it is imperative to define a niche and build policy frameworks that would spur the growth of either one or both. How secure is mpesa

Hi, I am writing this post with a heavy heart as it will likely reverse gains that have been made in the ecommerce and ebanking/mbanking environment. A client of mine, who shall remain unnamed for now in typical Kenya fashion, runs a site that accepts payments using the mpesa paybill system. Due to the close similarity in various paybill number there has been a tendency for people to send money to the account erroneously. As the errors have grown over time the client has had to come up with a way to manage the reversals so us to reduce the impact on their operations. Last week Safaricom accessed the paybill number's account and initiated reversals without notifying them. How sure is Safaricom that the person who indicated that they had sent the money to the wrong number had not already consumed services? As the post master general in waiting I am concerned that such action would have negative effect on ecommerce as reversal of a transaction based on the request of one party will definitely harm the other. The reversed transaction still incurs the owner of the paybill number a cost that is not reversed, this issue was previously raised with the former MD of Safaricom Mr. Michael Joseph who instructed one of the managers to look into and resolve. It has been over 2 years and the issue is yet to be concluded. This action also indicates the issue of Safaricom mistreating SME organisations, if the error was made with the KPLC or Co-Op Bank accounts would the staff have the audacity to make direct reversals on the system? I believe the term for such action is blatant impunity that can only be practised by a monopolistic player in an industry. With a heavy heart I send this post hoping that it will act as a wake up call both to Safaricom and the regulators (CCK & Central Bank) that we need better control and monitoring of the money transfer market otherwise we stand to scare the public which would result in its slow down. Victor, Agreed public interest is paramount in any policy regulatory framework for example protection for the consumers by requiring the mobile companies to carry insurance in order to protect and promote public confidence in the Mobile payments. Similar to the FDIC here in the US that insures depositors for at least $250,000 per insured bank; the FDIC identifies, monitors and addresses risks to the insurance funds limiting the effect on the economy and in case a bank fails. Somebody correct me if I am wrong but to my surprise CBK doesn't seem to have a simillar risk management framework in place for consumer protection should a Bank fail in Kenya? LK

Thanks Andrea thats great info on DPFB, it is not apparent on their site and I checked a Kenyan Bank website and didnt see any such reference. I am happy that consumers deposits are covered by the DPF but it wouldnt hurt to have this clearly spelt out in the ICT Policy ie the mobile transactions are covered under the insurance held by the commercial banks holding the mobile funds. Safaricom logged onto the paybill account and made a reversal without notifying them or being requested from them, which is the bone of contention here. Please lets address that issue as you have not yet done so in your mail. 2. The charges incurred by the paybill number cannot be invoiced as if that is done it shall be deemed that services where rendered to Safaricom thus incurring taxes and with holding tax. Dear Aki, Many thanks for your response, looking forwad to your resourcefullness as we carry on with the discussion in the next ten days on the KICTANET List, the proceedings will also be shared on skunkworks, with regard to the question on KeNIC , i might not be in a position of authority to respond but i would like to inform you that a presentation on the new look KeNIC website was made at the AGM last week. It was interesting to note that as registrars we will now be able to transact with the registry through our mobile phones which is a major step, i hope Paul Musee or David from KeNIC will respond to you fully. I am sure other Participants at the meeting like Mwendwa Kivuva can also bring out another angle to this. On Cloud Computing we have scheduled a day to discuss the issue comprehensively, with regard to whether the government has made it mandatory to store electronic records at a location beyond their premises, i dont think this is the case since i havent seen a component of disaster recovery planning embedded in the National ICT policy, your question brings out the need for a comprehensive disaster recovery Master Plan, i hope PS Ndemo or any lister who may be in the know could bring us upto speed with the current state of affairs. With regard to your question on broadband, we will also have a fullday to discuss broadband related issues. It is worth mentioning that earlier this year a lister (I think Harry Delano) wrote about the need for a National Broad Band Policy similar to what the FCC had come up with in the United States, i am not very sure whether Kenya will have a unique 4G/LTE scenario, i am confident there are listers in the know who will share. I saw 4G/LTE being tested in Vilnius Lithuania during the last IGF, the more reason listers are encouraged to register for the forthcoming IGF since it serves as an important platform for knowledge exchange. Dear Listers, Last year KICTANet commissioned the 3rd online discussion on Internet Governance, aimed at raising awareness, encouraging debate and discussions on Internet Governance Issues as well as identifying new emerging issues. The discussions were centered around critical Internet resources, among the issues discussed were the impact of the undersea cable, the impact of the unified licensing model, emerging policy and regulatory issues, management of the dot KE CCTLD, Adopting IPV6 Challenges and Milestones and finally electronic crimes, privacy and data security. The report was discussed in a Face to Face meeting and presented at the East African IGF that was held in Kampala Uganda. The discussions are here once more, this is a special year in that Kenya will be hosting the 6th IGF under the new five year period. *Background and Introduction to Internet Governance* The Internet Governance Forum (IGF) is a multi-stakeholder forum for policy dialogue on issues of Internet governance. It brings together all stakeholders in the internet governance debate, whether they represent governments, the private sector or civil society, including the technical and academic community, on an equal basis and through an open and inclusive process. [1] The establishment of the IGF was formally announced by the United Nations Secretary-General in July 2006 and it was first convened in October / November 2006.- http://en.wikipedia.org/wiki/Internet_Governance_Forum _1 The first five years were concluded with the 5th Internet Governance Forum that was held in Vilnius Lithuania. Dear Listers, Here's a message by European Commission Vice President Nelie Kroes who is expected in Nairobi for the IGF to be held in Nairobi in September. Europe has a champion VP on internet governance issues and also acknowledges the critical role the internet plays in economic, social, political and cultural development. http://blogs.ec.europa.eu/neelie-kroes/i-propose-a-compact-for-the-internet/ Today I had the pleasure of speaking at the OECD’s High-Level Meeting on the Internet Economy. It is a chance for people across the world – from the US and Japan to Mexico and South Africa – to get together and talk about the challenges we are facing. From how to deliver broadband for all, to how to keep the Internet open. I spoke about my view of what matters on the Internet. There’s been a lot of discussion recently about principles which do, or should, underpin the network. The G8 recently agreed a few – principles like openness, freedom, non-discrimination and respect for human rights. Other bodies, including the OECD itself, are also developing their own. I think this is a very worthwhile exercise for these bodies – and for the European Commission, too: it’s clear to me that the Internet is a European strategic domain – and our stance towards it should be underpinned by the same values, priorities and interests as everything else we do. If, like me, you believe that the Internet is a force for positive change in the world, then it’s worth thinking about what the key features are that we couldn’t do without, the “internet essentials”, imperative features which must be preserved if the Internet is to go on playing the role it plays in the world. So I’ve set out my own initial ideas about this. I think the main ingredients are these: - Civic responsibility. On the internet, we are not atoms. And just as when we are out in “normal”, offline society, we bear responsibilities to each other which go beyond the purely legalistic, especially when there is harmful behaviour out there. - One internet – we should safeguard the idea that, on the Internet, every node can communicate with every other. This unity is what allows the Internet to thrive in the way it has; we need to avoid fragmentation. - Multistakeholder governance of the Internet – because the participation of all stakeholders in policy making is a good one, which we support in this domain and others. - Pro-democracy. With the right tools – like open access to Government information, and platforms for collective action – the Internet can become an instrument supporting democratic life, and we should promote it as such. - Architecture matters – the architecture of the internet is fundamental to its dynamics. I’m sure the architecture will change in the future as new challenges emerge – but we need to be aware of the implications that different models might have. - Confidence of users is a prerequisite: barriers to confidence and trust are barriers to access. If we don’t solve problems like protection of personal data, privacy and identify; like online safety for children; like cybercrime and resilience of the network, then people will be turned off the net and we won’t unlock the Internet’s potential. And finally, - Transparent governance – so that the multistakeholder model doesn’t fall apart. In particular we need to be transparent about the role which government representing their citizens play, and ensure that those views aren’t ignored. So you could call this “a Compact for the Internet”. This isn’t about regulation – as I’ve said before, the Internet should remain a place of freedom, and regulation should be only an exceptional last resort; in any case keyhole surgery rather than amputation. But, as the Internet develops – becomes more and more part of our lives, and develops into new areas like the Internet of Things – then we need a vision of what properties of the Internet should remain. (See my speech on the IoT here). These are just my initial ideas – I’ll be developing them further over the coming months. Of Vision 2030 and Misplaced Priorities

It is absurd to see what is happening to our health sector. My cousin died and we buried him three weeks ago, before that he had travelled to western,some members of the group he travelled with got malaria and were treated, so he bought anti malaria drugs and took. this is what happened, He collapsed and went into coma, somewhere in along jogoo road and we were notified, He was quickly rushed to Jamaa hospital, where he was put on antibiotics and upon no improvement transferred to Kenyatta hospital the following morning at 8am. Upon arrival we were stalled for two hours before being attended to, they took 1st blood for testing we were notified that CT scan for Kenyatta were not working and we were to take him to Nairobi West hospital for the Scans, we were back to Kenyatta at 2pm. Told to take the patient at casualties, we were the ones to push the stretcher, the 5th year students started writing their reports, Doctors came in and said the CT scans were all normal, the 1st blood test was not found and we were told a second blood test should be done, it would take 3hrs to 5hrs for results so we agreed to go do it on our own in private wing at doctors plaza, We are attended to by 2nd Doctor now, after it was done everything was found to be negative, so we are told blood from his fingers should be removed again we do it in less than 10 Mins. The 2nd doctor reviews everything and leaves; we are left with the medical Interns who are telling us all questions to be addressed to the doctors. Finally at around 7pm 3rd doctor comes in and checks does a few analysis asks us if he was in a malaria prone area, checks the CT scan and agrees to admit the patient , He is put on quinine. We are told to take him to 8th floor to wing 8B.We push our patient to the elevator and take him there. There we meet with a nurse who take the records, tells us we take clothes and blanket from the store, change him and put him in one of the rooms. We do so. They tell us visiting hours are between 12 and 2pm and 4 and 6pm and tell us to leave. We see him at 1pm and he has finished the quinine. Nothing else is done to him. The following day his brother comes to see him very early in the morning and only to be told he is dead. Cerebral Malaria is a very lethal form of malaria and kills within 3 days. When a patient dies of cerebral Malaria they won’t say he died of cerebral Malaria. They will say SEPSIS and then Say Swelling of Ménages or Encephalitis, which for my cousin’s case, cause of death was Encephalitis and Sepsis, when you research on, encephalitis can be caused by Malaria. So according to statistics when one dies of encephalitis in Sub-Saharan Africa what is the behind cause of the disease = MALARIA. The poor services offered at Kenyatta Hospital have been on the lime light, and it continues. If M-Health is developed the best place to try it is in a large medical institution but according to the current status of Poor services at Kenyatta will this succeed. Kenya is money minded Economy, Who will you find at Kenyatta casualties the CEO of m-Health or the poor Kenyan who cannot even afford to take blood to be tested at the private wing? What is the deal with Kenyatta Hospital referring people to Nairobi West Hospital for any Testing? Is there a profit sharing Business between the Public and the Private hospital? Have Kenyan Doctors gotten used to seeing people die that it does not surprise them? We can develop very good systems, the best just like m-pesa to be implemented to the rest of the world but will it work in Kenya with our NOT so Motivated Public Sector Doctors and Nurses and Hospital Administration? Why not get biochemical engineers to develop a genetic bomb for mosquitos, I say a Genetic Bomb as I love fish and I know they thrive on Mosquito Larvae, so why not modify them so that the next generation do not reach adult hood and the fish will eat them as larvae, this will still maintain the balance of the eco system and Have us eliminate the problem of ROMAN FEVER, AGUE OR MARSH FEVER? How many Empires, Human Era, or human Age Shall we allow Mosquitos to Destroy? If you read history of malaria, Apart from being an epidemic in sub-Saharan Africa, 500,000 American soldiers were infected with malaria during World War II and 60,000 died. It is documented that Malaria may have contributed to decline of Roman Empire. If Encephalitis (St Louis encephalitis) is the most common disease transmitted to humans by mosquitos in the United States and It has started occurring in Kenya, Are the concerned stake holders aware of this? Read “Why researchers can’t control Mosquitos, by Lee dye January 7 2006.” Abc News. Many people have thanked certain prominent people because of their quick support to cancer treatment and looking for funds to support all departments concerned with it. This wouldn’t be the case if they were not personally affected. A step is being made because am prominent, am a victim so am awakened to deliver this service, because I will be a beneficiary. “If it does not affect me or my wife or my daughter or son then let nature take its course. “Is a slogan that is used by Kenyans and more so the political and Elite. Am not shocked when people speak of Malaria killing people, there is no viable vaccine, Malaria is one of the oldest disease affecting the human species, it has been around for 50, 000, and it will be here till End times, It should have been included in the Revelations - with a light touch, last year (2010) it contributed to 2.23% of deaths around the world, the majority of deaths are young children in sub-Saharan Africa, while 90% of deaths occur in Sub-Saharan Africa. So what is Sub-Saharan Africa not doing that the rest of the world has done to curb this disease?(Answer is, When there was a wide fumigation campaign in India, Sri lanka and other prone areas in Asia and Africa was excluded completely,(Read CDC-Malaria-About Malaria - History). But Mosquitos are as important as Petroleum in this world. Without this mosquito Some Pharmaceutical companies would have closed. Departments of Donor Funding and Health Care Non-Governmental Organizations would have been shut down. That is why there will be no new Vaccine anytime soon. So as Children Die in Western and Nyanza region as well as other Sub-Saharan Countries there are people who know if this insects are eliminated then they lose their lively hood. If I was a Smart Investor in Donor Aid and wouldn’t want a region to Cut of my funding them then I would never eliminate the problem but nurse the wounds to the problem with drugs and other preventive care for a fee. So when people talk of E-Health program I get excited but does it apply on the ground? Because I believe for us to develop a good system we must create a Knowledge Base that is accessible then must train the medical practioners and educate the public. It comes down to Incident management, Event Management, Problem Management, Access Management. Measure of the effect of an incident, problem or event by urgency and Priority by the Medical Systems. Even if you develop an m-health application that has a service for Request for ambulance in case of emergency or Accident and it will involve paying via m-pesa, Even if I pay and it received at service desk and disbursed in this Kenya how long will it take to arrive at point of incident? Because am a jobless Kenyan, with a smart mind and am realistic, and cautious,I buy a cheap net, ensure I take anti malaria’s and avoid tarmacking in areas with suspicious pools of water puddles. Hoping the concerned parties will read this and make policies and legislation s. The best I can do is voice, but I have no economic power to go and fumigate western and Nyanza regions for free, am not the financial arm of the government is to disburse the budget nor the health arm to choose which between Yellow Fever,Cancer and Malaria will be my priorities,and for the wise you already know the answer.

Storm Clouds are brewing

Hi, The message below was sent out by SwiftGlobal about a failure at their data centre which gives a clear sign that we are not ready for public clouds as the current ones seem to have turned into storm clouds and are beating down hard. Dear Customer, This is to notify you that there will has been a power problem since Monday 27/6/2011 late afternoon at ILH (Town) which is our redundant site. This involved a total shutdown on power last evening as they replaced a contactor which got burnt during the day's power fluctuations. The generator was also not working to allow these electrical works to be completed. During this exercise there was service interruption to all clients and services terminated at this Location i.e (co-located server, webserver). This also causing slow internet speeds due to an overload on servers at the main site. We continue to experience this interruption as they are still working on the power issue. We regret the inconvenience this has caused you. Kindly bear with us as this crucial exercise is carried out we will keep you updated. For any further queries, please feel free to contact our support desk on 6921000 or write to support(a)swiftglobal.co.ke The message clearly indicates that swift have no long run power backup and are also dependent on a shared backup generator. A data centre must been able to operate for at least 6 hours with no external power. What is also more interesting is that the statement and sequence of events listed by SwiftGlobal are very similar to those of KRA when there systems went down a few weeks ago. Could this mean that apart from me there is no one else in the country with the local expertise to design a industry standard data centre? This is because, IMHO, for a country like Kenya to achieve economic growth based on application of ICT to supplement the traditional aspects of development, then a National ICT policy should come in handy to aid in pointing out the various points and roles that the various players should take.
