Hi All, It is now clear that as ICT professionals we are now loosing ground in as far as our influence in the organisation is concerned. When Mr. Kinyanjui was appointed IT Director at Kenya Airways I was sure that this was the beginning of a new wave in the running of organisations where the glass ceiling for those in ICT was soon to be broken. Unfortunately this was not be happen as he still remains in the same post while in other organisations such as KCB and Safaricom the posts of CIO/ICT Directors have either been downgraded or scraped all together. Securing the fibre

Hi Listers, I recently sat in a meeting that was looking into ways to deal with the sabotage of fibre optic and copper cable and was concerned by the emphasis of having new laws enacted to deal with the issue. If you went to Kenyatta National Hospital and stole the pipe that supplies oxygen to the ICU section during that then resulted in the death of a number of patients plus the deterioration of the condition of others, what would I be charged with? Would it be murder, attempted murder or theft of a gas pipe? Your response to this question will better explain why we charge those accused with vandalising data and power cables under the scrap metals act. I've been unable to find any documents published by kenyan engineers on the subject for local or regional use. Dear Listers Victor Gathara and I went to Olitoktok today. We drove through Emali. We made it to Olitoktok. We visited a digital vilage in Kimana, and one in Olitoktok. We also surveyed all the main cybers in Olitoktok. Due to the fact that the road to Namanga is in poor condition, we were not able to make it to Kitengela township. In Kitengela township, there is one pasha: conquer technologies and two tier two safaricom DVs: Pluto mobiles and Soliton Telmec So we visited 2/6 sites in this region or 1/3. Thanks, Rigia

MNP in Ghana - only 21, 059 subs changed NW in one month

Latest figures released by the telecoms regulator, National Communications Authority (NCA) say 25 days after Mobile Number Portability (MNP) was started in Ghana, a total of 21,059 subscribers have changed their mobile service providers. In a press release issued Tuesday August 2, 2011, the NCA says as at Sunday July 31, 2011, 25 full days of Mobile Number Portability (MNP) in Ghana, 21,059 mobile phone subscribers had successfully moved from one mobile service provider to another whilst retaining their mobile numbers. According to the NCA’s analysis of data for the period, 10% of porting was completed in 15 minutes or less, 23% was completed between 15 minutes and one hour. It also shows that 34% of the process was completed between one hour and four hours, 31% completed between four and 24 hours and 2% was completed in more than 24 hours. “The fastest port recorded so far in Ghana took place in a mere one minute, 10 seconds. The average port took place in five hours, 21 minutes from start to finish,” it adds. When the process began on July 7, 2011, 150 subscribers had ported by the close of the first day and by the end of the third day on July 10, over 1000 subscribers had switched their mobile service providers. MNP is a process that enables mobile phone customers to switch to another network provider and still keep their numbers including the code. One can however, only port again after 30 days of the initial porting or thereafter. Ghana has six mobile phone operators licensed to do business in the country. These are MTN, Tigo, Vodafone, Airtel, Expresso and Globacom. But Globacom is yet to start operations. There is however, no information about which providers subscribers are moving from and to. Basically the competition can be run for the most viewed content video hosted locally that will touch the One TeraBit/sec mark in about 30 days or so since being uploaded? Any takers, I hope.. Other savings will be utilized to scale up improved livelihood for all Kenyans. In other parts of the country we shall mob up the youth and take them to the new mega projects of Lamu and the rail links (this is what China and US did when they had a youth bulge) to build infrastructure that will ensure sustained job security. The resources will come from the KKV and converted to provide sustainable projects. Because of the wide spread wages and economies of scale, we can now provide cheap health insurance that will ensure affordable healthcare. Regards Ndemo. Dear colleagues So far, it looks like we may be going to Nyeri on the 9th (Tuesday). (there is a possibility we go on the 8th) . The goal of the trips is to take a look at the digital villages. We will attempt to visit pasha centers (ICT board) and Safaricom digital villages. We have developed a protocol, so the trip is academic in nature, although people may be interested in taking a look at what the dvs look like. Update on National Optical Fiber Backbone Infrastructure (NOFBI)

Hallo Listers, Other the last couple of days there has been growing interest in the status of the government build National Optical Fiber Backbone Infrastructure. Since last week PS Dr. Ndemo and his team at the MOIC have been engaging operators in discussions to find the best way to maximize value on the government built NOFBI infrastructure. In summary the outcome of the meetings has been that; 1. NOFBI is accessible to all interested licensed operators who shall provide the last mile solutions to their customers. 2. A management committee comprising of various operators and government has been put in place to finalize on suitable pricing and ensure as many people as possible have access to the backbone infrastructure and ensure that it is eventually self-sustainable. 3. The management committee shall share quarterly reports on the progress It is the hope of all those involved that the use of this shared platform will be a contributing factor to the reduced costs of internet access. Some of the problems Kenya have are created or ignored by rent seekers. e.g Hunger is big business for some people in government because it provides opportunity to circumvent procurement processes ,they benefit from transportation and buying of the maize. Maize prices is controlled by cartels in government. The energy sector is controlled by cartels. Some drastic, deliberate and courageous leadership is required to achieve the vision of people like Daktari. The other thing is that, Daktari doesn't have to wait till he is president,he can influence those changes now within government. Making it Impossible to Unsubrscribe from Services - Safaricom

Listers, I recently subscribed to a Safaricom's daily internet bundle. The subscription process is flawless and easy to follow, unfortunately, it is impossible to unsubscribe.especially when a day like today and yesterday, I have not been able to use the service as their net has been perpetually down. I cannot navigate through their Customer Service Menu (I have a touch screen phone.impossible to Press 1,2,3 prompts to advance to the next menu to speak to someone! ISP suspends service over Kshs 1/-

I know ISPs are not charities but I found it rather ridiculous for Zuku to suspend a client's connection over Kshs 1. Reminds me of a time a company sent an invoice for Kshs 0.05....with a Kshs 3.5 postage stamp attached. I suppose a FA system properly integrated with CRM would have flagged this kind of thing to keep the customer connected and carry forward the shilling to the next month. I think we are a really long way down the road when it comes to customer service...never mind we cannot get 100% uptime...and never mind the provider is supposed to credit clients when they fall below 97% uptime...and the client does not raise a fuss over that. --- Francis Hook +254 733 504561

Hi Listers, My journey to Postal Corporation as Post Master General is still alive and kicking, as we get closer to the elections I believe the chances shall improve. As I await the appointment I continue to regularly visit various post offices so as to keep my finger on the pulse of the organisation. Most of my visits reveal the continuing decay and at times wonder if the organisation can really be salvaged. Yesterday on visited the City Square Post Office and was shocked to find that they still have posters hanging advertising the Zaine service. Zuku (DTH) TV -- 3 transponders over NSS12 satellite East Africa Beam

Seems Zuku TV already have 2 transponders on NSS12 satellite ( SES ), while the third could be for VSAT apps ( am assuming will be iDirect X3 ). The two Zuku TV active (unconfirmed) transponders are on Ku Band 11105Mhz ( FTA channels 18-50 ) & 11604Mhz ( CryptoWorks encryption channels 56-81 ). I read somewhere that final target will be 80 channels. We are already on the way to DTT, I wonder why Wananchi would choose to go back to satellite which means end users will have to invest in Ku-Band sat dishes, LNBs, dish mounts, installation teams with spectrum analyzers and not to forget that during the rainy season we can expect Ku Band not to behave too well? With DTT, just one antenne and dvb is needed, come rain or sunshine. My knowledge of this sector is very rusty therefore I'd like to request if we have any broadcast engineers onlist who would care to share some insights into DTT versus Sat Transponder spacing and costing. Is it not much cheaper to go DTT on 8Mhz spacing with Mpeg4 than Sat Transponder spacing with Mepg 2? The other reason I ask is the VSAT transponder that Wananchi have chosen over NSS12, when will it be possible for us to create teleports right here in kenya with facilities for inland nations so that we not only use the national infrastructure but also provide extra services. To concide with the DTT changeover in 2012, I hope next year the some of the grants can go to some local content production companies who can create a one-stop studio and infrastructure sets to enable artists and content developers a plaform for content creativity. Will we see a start of "Warner Studios" at some point? These studios will have a feed to e.g Signet where the production company may own its own channel, or sell the content onto main broadcasters. Also for public interest, have the channel rates on e.g. Signet been decided between content and teletext services? Hope this information can be published so as to help many out there who maybe planning various involvements in the sector. Thank you.

Hi Listers, Today I was in the Westlands area and came across Telkom/Orange staff laying fibre optic cable through what was professionally done ducting. At a depth of over 7 feet this cable is definitely more secure than the one I saw in Kilimani area lying literally in the surface. The interesting thing is that all this was done when Telkom/KPTC had only 350,000 landlines across the country. We seriously need to do something about our work ethic and professionalism if we are going to surface to 2020 let alone 2030. Hi Listers, I have been following the activities of a local developer who has made great strides in creating a platform for hosting local content through his web site www.eziki.tv. Unfortunately due to the high cost of local hosting he has been forced, like many other brilliant young men and women, to host overseas where the cost are low but then they suffer the hit from bandwidth limitations. This young man has taken initiative and put down his resources to prove a concept and I believe he deserves direct local investment from funds such as Tandaa, Kazi Kwa Vijana and many others instead of us asking dreamers to present proposals and business plans for cloud based products. Introduction of Power rationing for industrial zones : A result of failure of national planning policies?

This game is repeated each time we are in drought years, with the quick "import" mentality rush to get in fdi partners or the rest to invest buy/lease diesel guzzling generators to compliment the shortfalls is becoming too routine. More results of shortcuts implemented over years of failed national planning policies and excuses that is resulting in many direct/indirect losses in the economy. This time around there are multiple excuses, from high demands during peak hours to breakdowns/maintainence of generators to delays in security guarantees for investors. High demands during peak hours is an incremental event and did not just appear overnight, water levels did not drop overnight and nor did investors just apply to supply power. We have known for years our climate is changing patterns ( no thanks to the major polluters i.e the developed nations who contribute most towards the climate behaviour ), rainfall patterns in our region has been out of sync for at least the past 10 years so. We have all the data, the remote sensing abilities and infrastructure to maintain an intelligent national network of early warning systems to counter gaps yet we are only capable of the ultimate solution = power rationing. It would be nice if MOA takes my offer of a public debate to trash out some of the issues. It will be nice for our future Media. I think we have fundermental issues that affect a free and fair Media in our country. We must be sensitive not only to legal requirement on objectivity but diversity of opinion. Most articles distorted the facts. For example, it was stated the company flouted legal requirement on shares when indeed the policy allows up to three years on this. The Ugandan and Rwanda story did not help although NMG made some apologies in tiny print somewhere far from where it was reported. Once more I thank you for your concern. Will Digital TV overtake the internet and mobile industry?

While many may disagree that DVBT/2 standards will be the next big market, possibly creating the next Kenyan HBOs and the outcome if implemented correctly will change the way we receive information or services. The hype of internet and mobile looks like a page in some history books and outdated. One of the main reasons for the sucess is the ability to deliver more channels over significantly lowered costs while at the same time using an entertainment platform ( as the TV ) for reaching millions. The segmentation of various licenses adds a further growth pattern to the market. In the old days of TV services, and kenya did not implement this, there were services known as TeleText services which provided much basic informational services to millions of people. In Kenya, I believe the DTT platform is going to change plenty much if the channel rates are within reach. I'd like to list some basic impacts : 1) Local artists groups will have the capacity to own a channel and create another "channel O" type of TV presence. 2) Shopping TV channel 3) Informational Services, including stock exchange data 4) Farmers Channel, realtime updates on various commodities 5) When and if the return path is implemented in the STB house box unit, inter-active services will become available. For example, in the UK, some online polling for various programs is done from the remote control of the STB receiver. 6) For prospective paytv content providers, Kenya is now wired up enough to take those channels that cannot be located on satellites and pushed over fiber connections to the final broadcasting infrastructure. Meaning one can buy content from the various parties say in Europe and arrange delivery via fiber into kenya. 7) Electronic Programme Guides that will allow weekly or monthly planners and also keep the young ones out of reach on certain programs. The internet has been too complicated to control on things like PG, R13 etc. I'm not sure how many kenyans carry laptops and smart devices to their lounges or entertainment areas. This is where, for at least 4-6 hours per day, the internet and mobile are discarded in favour of family quality time or just simply chill out and entertainment time. Looks like the internet and mobile are really going to becoming very boring sectors. Corrections welcome. Rgds. :-)

Hi all, It is apparent from the Rwanda decision that we all need to interrogate the DVB-T2 issue further and with the Kenyan context in mind. It might therefore only be fair to invite the Chinese company to such a forum to defend themselves so that CCK official and the Ministry are saved from the awkward position of always having to defend the Chinese. While that is being negotiated, maybe those in the know (CCK & Ministry) can clarify the context: 1). Will Signet upgrade to DVB-T2 in time? Is the needed funding available for them to catch-up now that DVB-T they set-up was shelved? 2). Will PANG meet the DVB-T2 obligation? Will they be the only DVB-T2 provider if Signet fails, once again, to meet it's public obligations? Once the context is clarified, we can discuss details.
