Hi, I had forgot the following little fact about Microsoft: Bill Gates, Steve Ballmer and Paul Allen at Microsoft, seeing an opportunity in the making, approached a tiny software company, Seattle Computer Products, which had an x86-compatible OS which used a similar command interpreter to CP/M called 86-DOS. Microsoft purchased the OS and perpetual usage rights, which they then re-christened as "DOS", for a mere $75,000. After negotiating an almost unheard of non-exclusive licensing agreement with IBM, the company would be established as the leader in personal computer software for decades to come. I wonder should we be overemphasising the ability of one to code or do we need to also develop and encourage negotiators and scouts who can identify a product and find a home for it? Technology and Teachers

Dear Jane, As Warigia mentioned, technology will not replace or substitute teachers. No cause for alarm re: KNUT. What teachers need to do is to work on technological competencies in the areas of ICT use. Technology has become a vital TOOL that enhances classroom teaching and learning. Tech savvy Teachers would then be able to choose what, when and how to employ technology in respect to course content. Technology alone cannot teach. What teachers will see in class is an extended learning process for learners unlike teacher led sessions. Teachers become facilitators offering guidance to learners as they explore concepts and ideas on their own. NB. Teachers must be there to introduce learners to new concepts and learning objectives, device activities, assess knowledge, etc. Technology brings big leaps in education but teaching remains a teachers role. e-Discussion on Aligning records management with ICT e-government and Freedom of Information in East Africa

Dear Listers Greetings. Kictanet will hold a 10 day e-discussion on Aligning records management with ICT e-government and Freedom of Information in East Africa, a study conducted by International Records Management Trust (IRMT) and supported by IDRC . The study covered five Eastern African Countries namely Kenya, Rwanda, Uganda, Burundi and Tanzania. The findings are categories under three broad themes namely: 1. Planning for Records Management Requirements in ICT systems, 2. Electronic Records and Citizens, and 3. Freedom of Information and Records Management. Under each theme, three main concerns are identified as follows: 1. Planning for Records Management Requirements in ICT systems Lack of planning for records management requirements in ICT systems, Lack of planning for records management functionality in ICT systems, Consequences of the lack of planning for coordinated records management across systems. 2. Electronic Records and Citizens Records Management Controls Protect Records as Evidence: erroneous information can become ‘authoritative’ source in the absence of original records. Judicial processes are affected by the failure to address records management requirements. Evidentiary value of electronic records: relying on electronic records before the law recognizes them as evidence put government and citizens at risk. If electronic records are to have value as evidence, the laws of evidence need to be reformed. 3. Freedom of Information and Records Management Misconception of FOI in East Africa, Inconsistence between Acts of Parliament, Record Keeping for freedom of information. The e-discussion will start next week on monday September 12, and will end on September 23, 2011. Attached please find three papers for each them. They are 3 pages each. We look forward to another lively debate from listers not just from Kenya, but also Uganda, Tanzania, Burundi and Rwanda, as the research focused on the five countries. Below is the proposed programme: Dates Issue Main Question 7/9 Announcement/Introduction of proposed e-discussion, provide papers to listers and request them to read in readiness for the debate Theme Planning for Records Management Requirements in ICT systems 12/9 Lack of planning for records management requirements in ICT systems The lack of schemes of service and training programmes for records managers has been identified as a factor in the governments’ ability to manage their records in the electronic environment. How can governments address this problem? 13/9 Lack of planning for records management functionality in ICT systems The lack of co-ordination between systems has been identified as an issue by governments in the region. A number of agencies and boards have been established in each of the countries studied to address this lack of co-ordination. How is the lack of attention to records management impeding these agencies and boards from fulfilling their mandate to co-ordinate ICT implementation? 14/9 Consequences of the lack of planning for coordinated records management across systems Standards have been developed internationally for introducing records management requirements in ICT systems. However, governments and standards bureaux in the East African region have not adopted/adapted these standards. Why is this the case, and what steps could be taken to support the introduction of good practice standards in the region? Theme Electronic Records and Citizens 15/9 Records Management Controls Protect Records as Evidence: erroneous information can become ‘authoritative’ source in the absence of original records The widespread misperception in government organisations in East Africa, that electronic records are inherently more secure than hardcopy records, is encouraging computerisation and digitisation that is not necessarily well-planned. How can the risks of overlooking records management issues during computerisation be highlighted to senior management within government? 16/9 Judicial Processes are Affected by the Failure to Address Records Management Requirements Poor hardcopy records management has been cited as a cause of delays in judicial processes. Electronic records management is often expected to reduce these delays, but the research shows this has not been the experience of the courts in the EAC countries. What steps could be taken to ensure records management inputs to computerisation and digitisation projects in the courts? Weekend 17 18 19/9 Evidentiary Value of Electronic Records: relying on electronic records before the law recognizes them as evidence put governemtn and citizens at risk. If electronic records are to have value as evidence, the laws of evidence need to be reformed Government organisations across the EAC are already creating electronic records of their decisions, actions and transactions with citizens, though the laws of evidence in the EAC countries do not recognise electronic records. Reform of these laws is the first step to ensuring that electronic records can be considered as admissible evidence in court. What steps could be taken to raise this issue with Law Reform Commissions and legislators? Theme Freedom of Information and Records Management 20/9 Misconception of FOI in East Africa Given that the Kenyan Bill has been under consideration for four years, the Ugandan Act has not been implemented in the six years since its enactment, and there is no discernible plan to introduce Freedom of Information in Burundi, Rwanda and Tanzania, East African governments do not seem to be embracing FOI. What factors have caused this lack of enthusiasm? 21/9 Inconsistence between Acts of Parliament The conflicts between existing Acts of Parliament and new FOI laws need to be addressed, particularly the 30 year rule. FOI laws may erode the powers of National Archives and contradict the provisions of existing Acts. What steps can be taken to highlight these issues to legislators, given that the recommendations of Law Reform Commissions and NGOs have not yet been acted upon? 22/9 Implications of government Record Keeping for freedom of information Government organisations in the region are unprepared for the demands that FOI will place on records management services. Poor record-keeping may serve as an argument for delaying Freedom of Information enactment and the failure to implement Freedom of Information Acts. What strategies could be developed to synchronise Freedom of Information and records management initiatives? It aims to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. The Collaboration on International ICT Policy for East and Southern Africa (CIPESA) has prepared a briefing note - attached - that explains the OGP, looks at OGP indicators and prospects in selected African countries (Ghana, Kenya, Liberia, Tanzania, Uganda, South Africa) and explores the role ICT could play in catalysing the achievement of Open Government in Africa. The study covered five Eastern African Countries namely Kenya, Rwanda, Uganda, Burundi and Tanzania Today, we still focus on the second theme namely: Electronic Records and Citizens. This will be our focus also for tomorrow (Wednesday). Under this theme, three issues were identified and today we look at the second issue namely that Judicial Processes are Affected by the Failure to Address Records Management Requirements Consider this: · Have poor keeping of hard copies resulted in delays in the judicial process? · Is the keeping of electronic records going to reduce these delays? · Is information lost when digitization is taking place? · How best can the electronic records be managed to ensure their effective use? Hi, Before I begin let me say thank you to Dr. Ndemo and Mr. Kukubo for bringing us the marine cable in addition Safaricom for offering reliable broadband both for my home and office use. I know I have been a wet blanket on the issue as I strongly felt that the model was inverted this has not changed even though the issue is water under the bridge. Please be assured I did not fall down over the weekend and bang my head, I have just been engrossed watching old postings on Youtube about technology, business and other mundane topics. There is something about the American's love for sharing information that is mind boggling but explains why they are a super power in literally every field that they decide to excel. We on the other hand misunderstood the statement that "information is power" by thinking of keeping it in a silo locked away yet it is only when others when others know what information you have. That is why a Masaai carries his snjora (simi - small sword) visibly. Many internet startups believe in using the stealth approach to developing a product which ends up being expensive and usually comes too late to market yet out there, at least in the case of America, there are thousands of users willing to give you feedback on your product, for free. Today I have watched a video titled "the secret history of silicon valley" which gives an in-depth reveal of how Microwave Valley became Silicon Valley. After watching the video, it over one hour long, you will appreciate why Silicon Savannah and other initiatives lack the right environment to flourish unless we have a better understanding and appreciation of what we are trying to emulate in Malili, iHub, incubators and business plan competitions. If we continue in the direction we are going we shall remain followers of trends and shall never be the originators. Let us use the tools available to become better acquainted with the of the fields we are venturing into to avoid half baked results. Domain portability

Hi, We keep making noise about the issues with number portability as relates to our mobile services but yet we do not have domain portability. ISPs treat domains they have registered as their personal property, is it? Does anybody know if WananchiOnline still exists as I have been calling the ISDN number listed and all I get is a looped auto attendant response, no one responds to the mails sent and when I visited the listed offices at Loita House I was attended to in the corridor (reminds me of the old Immigration department). I am trying to transfer a domain they registered that expired almost a month ago and no one contacted the client, when I look up the domain Mr. Mucheru is still listed as the contact person, maybe he could assist with the domain transfer. What steps could be taken to support the introduction of good practice standards in the region? 1) We need Content Management Strategy and Roadmap: An organization's vision, mission, objective and long term goals should be understood before starting a Content Management initiative. The Content Management strategy must be aligned with the organization's goals along with well-defined Key Performance Indicators. When coming up with the strategy, one must understand the past and current business needs of the organization and envision the future state. This in turn helps to create the right Content Management strategy roadmap. In order to help prioritize Content Management initiatives and ensure alignment with organizational goals, the Content Management strategy must be clearly communicated to the business and executive management. One must follow a holistic approach in leveraging existing systems, applications, solutions and create a Content Management platform by consolidating and rationalizing the existing Content Management infrastructure and products without impacting the business. This helps in the standardization of Content Management platform. Once there is a strong Content Management strategy and roadmap in place, it is easier to radiate and spread the change. 2) Become disruptive to resistance to Change: Change is something which every human being will resist initially. One must have a mindset of 'change is something which is constant and will bring in opportunities'. There must be a clear plan for change adoption, first in terms of identifying the like-minded, change-avert people who can influence change in the organization. They must be instilled with confidence and convinced with a strong business case that the new system is valuable and that change should be implemented. If this is successful, this team will act as your Change Agents across the organization and will radiate the message and value proposition of the change to the entire organization. The key is to identify the right set of people who are change champions. 3) Keep the project within the budget and keep the deadlines. This is a common syndrome for many projects. It is highly common for Content Management implementations due to the lack of understanding on chosen Content Management Product features. Often times, most of the people look at the product features and assume that they are out of the box features of the product. However, when the content use cases are realized and implementation starts, it may turn out that the use cases require customizations, which would involve more development effort, thus impacting the project schedules. Hence while choosing the product; the emphasis must be placed on product configurations rather than customizations. More customizations would require more maintenance and support of lights-on projects. Because Content Management implementations involve all the business and IT units in the organization, the dependencies within the groups must be thought out carefully and included in the schedule. 4) How to overcome lack of Information Governance and Information Architecture: This is the key to any content managed site. Information Governance will help define the roles and responsibilities for content authoring, creation, review and approval - which are necessary to ensure that the right content is available on the sites. This coupled with scalable Information architecture is the back-bone of any content managed site. Information architecture which deals with Content Taxonomy, SEO, Intuitive User interfaces, User experience, Metadata, searchable attributes etc must be identified before the design of the site is laid out. Any wrong step in this process will lead to a non-user friendly and un-maintainable site. 5) How to overcome lack of thoughtful, scalable and appropriate architecture: This is another key item which is necessary in order to build a strong, scalable content managed site. A great deal of forward thinking in terms of growth of user base, based on future business growth of the organization, must be taken into consideration while sizing the hardware. Other key items which must be considered are content archival process, site availability, and disaster recovery. Updates from meeting at All Saints Cathedral, Nairobi. Wednesday's attendance was good, with several PSs and Directors of government in attendance. Meetings are held on Wednesday 14th, 15th, 16th and 20th, at All Saints Cathedral from 6PM and meetings will continue at Home (Langata) all days. Obituary announcement will be made on Thursday 15th, 19th and 20th on Nation, and subsequent days. Kass FM have been making announcements twice daily, till the burial day on 24th (Eldoret -Cheptiret). An Harambee has tentatively been put on 21st(Wednesday) and the venue shall be communicated later. Church service will be held at NPC Karen on Thursday 22nd from 1PM. MPESA Number: Published in the Nation newspaper announcement on 15th Thursday. Burial will be held at Cheptiret Farm on Saturday 24th. 13KM from Eldoret, with Eldoret being 314KM from Nairobi. Open data initiative - how open is it?

quick query on the governents open data: Is there any way i can get actual raw data from the government portal for me to run my own visualizer/ algorithm against? What sort of data is available? Can i get a look at that data? How open to analysis is it? How much of it is there, how fast are updates? For instance if i wanted to know the total number of students enrolled for kcse every year since 1990 to date, categorised by county, gender, nationality etc... how many Id's were issued month on month since 1990? How many hospitals have been built since 1990, expansions? How much was spent on health care vs education vs infrastructure vs education ? Or maybe if i wanted to track governements spend per province since 1990, broken down to each project, is that data available now? If not will it be available in 2020 .... Ie is it being captured in a manner that will allow us to make sense out of it, in ways we're probably not even thinking of yet? I imagine as a net/cit-izen this data would be quite useful, if digested and presented in a useful format. The last forum was held in Vilnius Lithuania in September 2010 and it marked the end of the initial five year period. Developing software developer NGO partnerships in Kenya

Since my speaking trip to Kenya a year ago I've been pondering how to create a software development connections that never sleep. In short, my U.S. based NGO uses a GPL open source online groups platform called: http://groupserver.org The platform is out of New Zealand and presents far better web participation options than the Mailman platform this e-mail list runs on for example. (But it still works well on e-mail.) Anyway, we have a very small budget each year that we contribute toward new features and I am considering trying to extend that budget further with some speculative feature the development that if it works, we'd contribute the code back the open source code base or have installed on our customized platform So, how do I best make the opportunity known to the right folks in Kenya (be they technology building companies, solo programmers, tech NGOs, extremely talented students looking for some real world experience, etc.)? The technology niche challenge is that we need someone who can: 1. Download and install the latest http://groupserver.org release on a server test they control. (Not that easy apparently based on Mailserver requirements and misc. dependencies) 2. Program in Python and Zope. (The tool has some legacy stuff as more code migrates from Zope into Python "eggs" (no, I really don't know what that means) 3. Likes to experiment and can help define the software requirements based on our rough outline of features (example experimental features we want to explore include adding moderation to specific topics, allowing people to set e-mail delivery by topic, geography based private messaging circles ( http://beneighbors.org ideas), embedding more external social media content elements based on links shared, search alerts, better invite others tools for inclusive outreach, creating creative ways to access old archives from old school YahooGroups like monthly indexes to auto tag clouds to better serach, developing interesting statistics/use information that generate "what's hot" links, etc.! 4. Be inspired by our democracy/community building mission and understand that our budget is extremely limited. My thought is that the test for applying should be at least to install a working version of GroupServer and show it to us. So, where do I post/circulate this opportunity? I had the pleasure of briefly meeting Evelyn during one of my trips to Nairobi this year. I sat next to her during the first open government launch planning session hosted at the ICT board. I had arrived late and the room was packed...she went out of her way to make sure I got a seat and it was a comfortable one (I was about 5 and a half months pregnant then). After the meeting we chatted about motherhood and kids - it was a brief conversation, but her warm personality radiated through. Very sad to hear about her sudden passing.
