Listers, Internet intermediaries can be looked at as go-betweens, they act between two parties on the Internet enabling the transmission and sharing of information. They allow communication, and provide knowledge and content of all types, from email to entertainment. However, they do not make decisions about the type of content that passes through their facilities. OECD (2010, p. 9) identifies Internet intermediaries to include ‘Internet access and service providers (ISPs), data processing and web hosting providers including domain name registrars, internet search engines and portals, internet payment systems, e-commerce intermediaries and participative networking platforms which include internet publishing and broadcasting platforms that do not themselves create or own content being published or broadcast’. >From a Kenyan perspective, it is important to consider mobile service providers as intermediaries since mobile telephony continues to set the stage for adoption of Internet access even though they are regulated under telecom laws. Intermediary liability arises where governments or private litigants can hold Internet intermediaries liable for unlawful or harmful content created by users of their services. The power and influence of Internet intermediaries, as well as their limitations in enabling communication and facilitating information flows is now attracting more attention in Internet governance discussions. Questions: 1. What are the laws that govern intermediary liability in Kenya? 2. What sort of content would be deemed a liability by intermediaries and therefore justify removal? 3. Listers, While cyber space has provided secure tools and spaces where women can enjoy their freedom of expression and privacy of communication, the same benefits of anonymity and privacy also extend to those who use them for criminal activities, and use the internet to commit violence against women (http://www.kictanet.or.ke/?page_id=57) The use of cell phones, social networking and micro-blogging sites remain great tools to stay connected. But they are also easy to misuse. For example women have been intimidated, humiliated or even stalked using these tools. Questions 1. How can we strengthen participation of women in areas of internet governance, telecommunications, and cyber crime policy regulation? 2. Do ISPs and Mobile companies have policies on online/virtual violence against women? 3. What actions can be taken to encourage service providers, companies etc to develop corporate user policies and practices in relation to user rights to freedom of expression and privacy, transparency 4. ICT for ICT's sake...road carnage - is there an app for that?

I do not mean to throw cold water on home grown initiatives to leverage technology... http://www.itwebafrica.com/mobile/309-kenya/229396-dangerous-driving-app-la… but sometimes I think we need to pause a little and ask a ffew questions like: - if the app is really intended to make driving safer - bearing in mind the person who can make driving safer is the driver and NOT the passenger, how does such an app really help? if anything it prompts the driver to fiddle more with his phone while driving thus making him a danger to other road users. - if I may quote the article - "Allowing users to report dangerous drivers or vehicles as well as corrupt police officers, it is intended to flag situations that could potentially lead to an accident before they do." - we can already do this by dialling a number (and if we do not have a number, then one can be put in place) - do we seriously really need an app for this? - "“Once the user downloads the app, he will have a map with an updated index of the health facilities around the area they are travelling in and the hospitals that are closest to their location,” ...Google Maps already has this. - "The app, called ‘Nduru’ after the Swahili word for ‘scream’, allows Kenyans to report accidents, reckless drivers, dangerous vehicles and other high road risks." - I think there was a similar inititiative (overlap.co.ke) with similar intentions....but I gather that did not grow legs and perhaps served more to vent frustration that bring about any tangible action. I think a bigger part of the problem is how we are as Kenyans (drivers, police, passengers, pedestrians, etc) - our attitude is what needs to be changed more than yet another overload of info which no one will have time to look at/analyse and act on. Computer for Schools and Cloud Computing

Afternoon all, Computer for schools is definitely a very good initiative by the Kenya government and a strong statement that it supports ICT and hopes it will be a major driving force for the economy as we transition to a knowledge economy. This was clearly demonstrated by a budgetary in this years budget. The budget though small will definitely change something in the educational sector. Cloud computing technology on the other side is growing rapidly and is being said to have the capability of making the third world leap frog to first world in terms of technology. Imagine an application in the cloud which is taken up by at least half of Kenya's SMEs and the impact it would have on them. Cloud computing is also easy and fast to deploy from a user perspective and does not necessarily require the skills of an ICT project manager in the classical sence (you probably do not need an ICT project manager to move companies mails to Google apps or hosted Microsoft exchange). Cloud computing is envisaged to revolutionise computing in the classical sence in that people may not require PCs to do their work to an extent where BYOD (bring your own device) model will be used at our workplaces. If this really happens companies will definitely realize lots of costs reduction. It is also envisaged that people will increasingly move away from convectional computing devices (desktops and laptops) to smart handheld devices like smart phones, tablets etc. This technology should inform us a lot in our computer for schools provisioning strategies. The computer for schools approach has been buying out computers, setting up LANs and connecting them to internet in a laboratory. If trends in cloud computing continue we will see less and less of computers and more and more of handheld smart devices. Think about ourselves now and see how often we use the desktops in our offices. BYOD which is being fought by most ICT Managers will be an obvious situation. There is a possibility that the students in schools today might not use computers at all in their working life. I guess we should start thinking of how we can introduce these devices in schools because really they are the future of computing. Instead of teaching convectional programing we probably should be teaching mobile and cloud applications programming. The best thing about these devices is their mobility and the fact that you can charge once and use for several hours thus appropriate for areas with electricity power challenges. I could write more but those are my quick thought. regards, James

The purpose and Scope includes among other things: - Interconnection and interoperability of telecommunication facilities. - Giving precedence for the *Radio Regulations* in case of contradiction. - Allowing, within its framework, mutual agreements between countries. - To set primary rules for accounting and settlements between members. The ITR treaty was adopted in the *World Administrative Telegraph and Telephone* *Conference* (WATTC) held in Melbourne, 1988. The Cyber Stewards program is designed to address the urgent need to support South-based cyber security scholars, advocates, and practitioners to articulate a vision of cyber security in which rights and openness are protected on the basis of shared research and empirical knowledge. Cyber Stewards will be selected from across the global South. They will work locally while networking globally through the auspices of the Canada Centre and Citizen Lab at the University of Toronto. Cyber Stewards will define their own scope of work and activities based on their local context and pressing concerns. The expectation will be that Cyber Stewards will map, analyze, and ultimately impact the cyber security priorities of their own countries and regions on the basis of shared knowledge and practices. “We are excited about this opportunity, and the prospects that the Cyber Stewards network can accomplish,” says [4]Ron Deibert, Director of the Canada Centre and Citizen Lab. “Working together, we envision the Cyber Stewards will help contribute to a growing global movement of citizens, scholars and practitioners - a community of practice - whose aim is to protect cyberspace as a secure but open commons of information in which human rights are respected.” Detailed Overview As cyberspace expands and deepens in the global South, there are growing concerns around how cyberspace will be governed and constituted. The security of cyberspace is now an urgent concern. A cyber arms race among governments and non-state actors has begun in earnest. Facing a growing number of threats, from cyber crime to espionage and warfare, governments are developing ambitious cyber security strategies, some of which include far-reaching and potentially ominous censorship, surveillance, and information operation components. Unless proper checks and balances are instituted locally, there will continue to be strong pressures to build “surveillance-by design” into newly built infrastructure -- particularly the newly emerging mobile and social media ecosystems. These troubling trends of information control and securitization portend the gradual disintegration of an open and secure commons of information on a global scale. It is essential that the process of cyber securitization taking place in the South includes local voices who can articulate a vision of cyber security in which rights and openness are protected on the basis of shared research and empirical knowledge. The aim of the Cyber Stewards project is to help support and develop those local voices. Why “Steward”? Stewardship is typically defined as an ethic of responsible behaviour in a situation of shared resources, typically with respect to the natural environment and the commons, such as the oceans and outer space. Although cyberspace is more of a mixed pooled resource that cuts across public and private sector than a commons per se, the concept of stewardship still carries considerable merit: it implies behaviour that goes beyond self-interest to accomplish something in the service of a wider public good. It emphasizes the need for balance and the appreciation of the complexity of the system. It carries with it a connotation of custodianship and citizen-based monitoring, all of which mesh with the aims of the network we are setting out to build. Why should South-based scholars and practitioners link up with a North-based institution, like the University of Toronto? Moving forward, it is imperative that stewards of cyberspace include representation from all stakeholders in the global communications environment, and that bridges are built between communities across North, South, East and West. Although the challenges of each locality are unique, together we live in a shared communications space that is becoming increasingly dense and interconnected. We have a shared responsibility to sustain that space in a manner that supports everyone’s rights, while keeping it secure. Networking South-based Cyber Stewards with the University of Toronto’s Canada Centre and Citizen Lab’s already existing network of collaborative partnerships will help accomplish that goal and hopefully build a broad community of global Cyber Stewards that empowers us all collectively. Who will make up the Cyber Stewards program and how will it operate? There will be a diversity in research topics and methods, as well as regional and disciplinary backgrounds, in the constitution of Cyber Stewards. We anticipate that the group will form a network of peers, in which the Cyber Stewards regularly interact with each other, engage in knowledge sharing and joint research and development, and mutual mentorship. Cyber Stewards will interact virtually as well as through occasional joint workshops and major conferences, facilitated by the Canada Centre and Citizen Lab. OT: the STAR as a (mis)Information Media

I am beginning to hate the STAR now. It appears that they always want to look sensational with their news, which stops them from verifying the facts. Something reminds me that they appointed a lady recently to look into complaints such as I want to raise now, but I don't remember her contacts. Yesterday, the STAR published a photo in the front page, allegedly of the crashed Police Chopper, with smoke billowing from the engine. Today the STAR has again published a photo, in the front page, of one of the deceased pilots inside the cockpit of a different aircraft, wnd which the STAR shamelessly alleges is the cockpit of the aircraft that crashed. First, the photo they published yesterday is not even of a same model chopper as the one that crashed. Secondly, the photo they have today is the cockpit of an aircraft registered as 5Y-STA as opposed to 5Y-CDT which belongs to the chopper that crashed. Of late I have seen quite some misinformation inside the STAR. Could that be what they mean by "Fresh, Independent, Different"? That they are unable to verify simple facts? Of the 1930, 66 have designated themselves as geographic name applications. 116 applications are Internationalized Domain Names, or IDNs, using non-Latin scripts. Just three applicants seek support through ICANN's Applicant Support Program [that CS fought to get established.] Applications from 60 countries. Using ICANN's definitions of the world's regions: 911 applications came from North America. 675 from Europe. 303 applications are from the Asia-Pacific region. 24 are from Latin America and the Caribbean. 17 from Africa. Some domain names have been applied for by more than one applicant. There are 230 domain names for which at least two applications were submitted, involving a total of 751 applications. --

The Federal Government has issued public support for a contentious plan to revise the international treaty underpinning global telecommunications regulation. The International Telecommunications Regulations (ITR) treaty, governed by the International Telecommunications Union (ITU) and last revised in 1988, will introduce provisions specific to potential regulation of the internet for the first time in a revision expected to be voted on in December this year. The revisions would require global governments acceding to the treaty to undertake the proposals. Though no documents relating to the proposals have been officially released by the ITU, claims of closed-door negotiations between countries on the revised treaty have led to a concerted effort by the US chapter of the Internet Society, along with founder and ordained "father of the internet" Vint Cerf, to rally against the treaty. They claimed the revised treaty would allow the United Nations, which oversees the ITU, and individual governments to more carefully regulate the internet. A spokesman for the Department of Broadband told iTnews this week that the Federal Government "supports updating the [regulations]". "In doing so, the Government aims to ensure that the revisions do not undermine the useful purpose the ITRs have had since their adoption," they said. The composition of Australia's delegation to the conference – to be held in Dubai in December – is yet to be determined. However, it is believed any local delegation is likely to be led by key Department of Broadband personnel. Internet control? Concerns around the treaty have grown in recent months, particularly as the ITU working group charged with drafting the proposed regulations prepares to finalise a revised treaty in Geneva at the end of the month. But ITU secretary-general, Dr Hamadoun Touré, blasted claims over attempts to control internet governance as "frankly ridiculous" in a speech to agency staff this week. "We are not going to send in the blue helmets of the UN peacekeepers to police IxPs! And we are certainly not ready to make a grab for global domination," he said. "I always compare this to roads, and cars and trucks. It is not because you own the roads that you own the traffic. And you may not be able to make the traffic flow smoothly. You need to know the height, and weight and breadth and be involved in designing some of the features so the bridges don't collapse ... we need to find a way to have a meaningful debate about this, without one taking over the other. "So the real issue on the table here is not at all about who 'runs' the Internet ... the issue instead is on how best to cooperate to ensure the free flow of information, the continued development of broadband, continued investment, and continuing innovation." Documents leaked from the working group ( pdf) claimed the new regulations would aim to support a "new IP interconnection ecosystem", including measures dictating global governments to closely negotiate terms on facilities and quality of service mechanisms. Key provisions are also being negotiated between countries on revisions to portions of the treaty that dictate financial settlement on termination of internet traffic between countries, a measure APNIC chief scientist Geoff Huston said was "unenforceable" if based on existing telecommunications provisions. Political drive Touré said the ITU was not a "politically oriented organisation" and that a decision to re-negotiate terms was driven by its membership, rather than the secretariat. However, sources close to stakeholders claimed the renegotiations were highly politically charged and focused around a desire by some – particularly those in Asia and some in Europe – to wrest control over internet systems away from the US and minimise the potential effect US-based legislation such as SOPA and PIPA could have on worldwide networks. Though the ITU has continued to enshrine access to the internet as a basic human right, some have claimed the revised treaty could lead to the restructuring of ICANN – the global domain name registration body – away from US control, and cement government-level regulation and control over the internet. Specifically, leaked documents show countries debating over a treaty proposal that would allow member states to "suspend the international telecommunication service" in that country at their will, provided it notifies other members. Cerf, chief internet evangelist at Google, said a successful renegotiation of the treaty would create "significant barriers to civil society participation", allowing governments to more easily regulate access to the internet at a country level. "Such proposals raise the prospect of policies that enable government controls but greatly diminish the 'permissionless innovation' that underlies extraordinary Internet-based economic growth to say nothing of trampling human rights," he said. In Australia, some have suggested the treaty could more easily allow the Federal Government to implement data retention and internet filtering mechanisms. Net fundamentals Major equipment vendors are also thought to oppose the treaty but none besides Google, through Cerf, have come out against it. A source told iTnews that organisations opposed the treaty "on the basis that they'll leave things in or allow governments to do things that will threaten the fundamental, underlying design of the internet". APNIC's Huston argued that the treaty would not necessarily change plans for greater regulation that weren't already planned by governments, but warned the polarity of the debate surrounding the treaty could lead to future issues for interconnection between countries."Almost everything we do, we never quite get it right all over the world; we always seem to stuff it up," Huston said. "Weirdly, almost by accident, the internet got it right – one technology across the world, coherent. The concern that I have is that we have just a disparity of opinion when the ITRs come up that we end fragmenting ourselves ... we end up with less than one internet; we end up with many private networks, national networks and we're back to a far worse world. "It's not that the ITRs will destroy the internet in terms of regulatory impost ... [the US] aren't going to sign anything too repressive, [but] on the other hand other governments might want a different world. If that's the case, the world's networks will break apart." Cybercrime 'much bigger than al Qaeda' Does that mean that we are at war with cyberterrorists? 6/8/2012 3:16:00 PM by Antone Gonsalves It is unlikely that Americans will ever again see commercial jets crashing into skyscrapers, piloted by terrorists. ButDepartment of Homeland Security (DHS) Secretary Janet Napolitano believes that malicious computer code generated by groups like al Qaeda are just as big a threat to the security and stability of the nation. Does that mean that we are at war with cyberterrorists? Napolitano doesn't go that far -- she uses the term "cybercrime," as do a number of cybersecurity experts. Still, the damage worldwide is headed toward a half-trillion dollars a year. Napolitano, in a speech May 30 to business leaders and government officials, said that besides "al Qaeda and al Qaeda-related groups," cybercrime is, "the greatest threat and actual activity that we have seen aimed at the west and at the United States. Unfortunately, it is a growth arena." "Our cybersecurity as a country is inextricably linked to our economic capability," she said. "The systems we use are interdependent, interconnected and critical to daily life in the United States. Communication, travel, powering our homes, running our banking systems -- these are all interconnected systems." Napolitano cited a study by Symantec's Norton that estimated the cost of cybercrime worldwide at $388 billion -- more than the global market for heroin, cocaine and marijuana combined, and said, "I think those are conservative numbers, based on the things that come into DHS." But the U.S. is not just on the defensive. Napolitano's speech came just two days before The New York Times, citing anonymous sources in the Obama administration, reported that the president had secretly ordered the use of the Stuxnet worm to attack the computers that run Iran's main nuclear enrichment facilities. The Times reported that this was in collaboration with Israel, and was the continuation of a program code-named Olympic Games, started under President George W. Bush. The attack is estimated to have set back the Iranian nuclear program by as much as two years. Attacking another nation-state's potential military capability may sound like an act of war to some. Joel Harding, a former military intelligence officer and now a communication and public diplomacy information operations expert and consultant, wrote in a blog post shortly after The Times' story, "It's official. The United States of America was the first to use an atomic bomb against an enemy and now the United States is the first to have acknowledged using a cyber weapon against another country. We are now certified bad guys to the rest of the world." "To whoever leaked the information from the Obama administration, for whatever purpose, you have now doomed the United States to a terrible legacy forever," he wrote. David Jeffers, writing for PCWorld, called malware such as Flame "the Internet equivalent of biological warfare." But Harding told CSO he does not think this means the U.S. has started a cyberwar. "There will never be a pure cyberwar in my opinion," he said. "There will be operations in cyberspace but they will always be in support of other actions. By itself warfare in cyberspace cannot conquer an enemy. The effects will normally be temporary and probably not physical in nature." Still, he said the admission taints the U.S. in the eyes of the rest of the world. "It is a challenge to maintain a high moral position if we are the first to acknowledge the use of such a weapon," he said. Other security experts also say that "war" is the wrong term. Bruce Schneier, chief security technology officer at BT and an author, said that "throughout history, the definition of a 'major war' has involved casualties in the hundreds of thousands. That means dead people." Marc Zwillinger, of the Washington, D.C. law firm ZwillGen and a specialist in cyber conflict calls them "cyberattacks," and said he doubts the U.S. was the first nation to use them. "Our government, government contractors, and ISPs have been pummeled for years," he said. Whatever the semantics, there is unanimous agreement that the attacks are doing enormous damage. "Cybercrime is a really big deal," Schneier said. "Much bigger than al Qaeda, which has basically been a fairy scare story since 9/11." Zwillinger said: "It's something to take very seriously. It's not that hard to undermine our economy and cause lasting effects. How long was the Facebook trading glitch that is being blamed for a lot of uncertainty and panic in the trading of one stock?" "United States corporations lose billions of dollars in research to cybercrime and espionage every year," Harding said. "Now imagine these efforts [aimed at] national security products. Not only do we lose intellectual property and de facto our investment dollars, but we may have a national security problem." Another problem with cyberweapons, as a number of articles have pointed out since the discovery of the Flame virus in the Middle East (an espionage tool mainly targeting Iran) and the revelations about Stuxnet, is that they can boomerang, unlike bullets or bombs. Richard Lardner reports for The Associated Press that "a cyberweapon that spreads across the Internet may circle back accidentally to infect computers it was never supposed to target. It's one of the unusual challenges facing the programmers who build such weapons, and presidents who must decide when to launch them." [See also: U.S. companies, government not likely burned by Flame] Finally, whether it is cybercrime, cyberattacks or cyberwar, the U.S. seems woefully unprepared for it at some levels. The Washington Post's Robert O'Harrow wrote earlier this week of stunning vulnerabilities U.S. infrastructure. He profiled programmer John Matherly, now 28, who as a teen developed a search engine he called Shodan, and by 2009 discovered "an astonishing fact: Uncounted numbers of industrial control computers, the systems that automate such things as water plants and power grids, were linked in, and in some cases they were wide open to exploitation by even moderately talented hackers." "Over the past two years, Shodan has gathered data on nearly 100 million devices, recording their exact locations and the software systems that run them. 'Expose online devices,' the Web site says. 'Webcams. Routers. Power Plants. iPhones. Wind Turbines. Refrigerators. VoIP Phones,'" O'Harrow wrote. The story also told of a 22-year-old hacker from somewhere overseas who was able to hack a Siemens S7 controller and gain control of a water plant serving 16,000 people in South Houston. Harding said he doesn't know the status of most critical infrastructure. But he said he's "certain that many, if not most are not fully updated, do not have adequate monitoring or protections, have inadequate contingency plans and are unnecessarily exposed to the Internet, and are therefore vulnerable." "It is too expensive to unhook completely from the Internet, but that decision must be accompanied by diligent efforts to mitigate any vulnerabilities," he said. University of Toronto’s Canada Centre and Citizen Lab Announce the Cyber Stewards Program The Canada Centre for Global Security Studies (Canada Centre) and the Citizen Lab at the Munk School of Global Affairs, University of Toronto (with the support of the International Development Research Centre (IDRC)) are pleased to announce the launch of the Cyber Stewards program. The Cyber Stewards program is designed to address the urgent need to support South-based cyber security scholars, advocates, and practitioners to articulate a vision of cyber security in which rights and openness are protected on the basis of shared research and empirical knowledge. Cyber Stewards will be selected from across the global South. They will work locally while networking globally through the auspices of the Canada Centre and Citizen Lab at the University of Toronto. Cyber Stewards will define their own scope of work and activities based on their local context and pressing concerns. The expectation will be that Cyber Stewards will map, analyze, and ultimately impact the cyber security priorities of their own countries and regions on the basis of shared knowledge and practices. “We are excited about this opportunity, and the prospects that the Cyber Stewards network can accomplish,” says Ron Deibert, Director of the Canada Centre and Citizen Lab. “Working together, we envision the Cyber Stewards will help contribute to a growing global movement of citizens, scholars and practitioners - a community of practice - whose aim is to protect cyberspace as a secure but open commons of information in which human rights are respected.” Detailed Overview As cyberspace expands and deepens in the global South, there are growing concerns around how cyberspace will be governed and constituted. The security of cyberspace is now an urgent concern. A cyber arms race among governments and non-state actors has begun in earnest. Facing a growing number of threats, from cyber crime to espionage and warfare, governments are developing ambitious cyber security strategies, some of which include far-reaching and potentially ominous censorship, surveillance, and information operation components. Unless proper checks and balances are instituted locally, there will continue to be strong pressures to build “surveillance-by design” into newly built infrastructure -- particularly the newly emerging mobile and social media ecosystems. These troubling trends of information control and securitization portend the gradual disintegration of an open and secure commons of information on a global scale. It is essential that the process of cyber securitization taking place in the South includes local voices who can articulate a vision of cyber security in which rights and openness are protected on the basis of shared research and empirical knowledge. The aim of the Cyber Stewards project is to help support and develop those local voices. Why “Steward”? Stewardship is typically defined as an ethic of responsible behaviour in a situation of shared resources, typically with respect to the natural environment and the commons, such as the oceans and outer space. Although cyberspace is more of a mixed pooled resource that cuts across public and private sector than a commons per se, the concept of stewardship still carries considerable merit: it implies behaviour that goes beyond self-interest to accomplish something in the service of a wider public good. It emphasizes the need for balance and the appreciation of the complexity of the system. It carries with it a connotation of custodianship and citizen-based monitoring, all of which mesh with the aims of the network we are setting out to build. Why should South-based scholars and practitioners link up with a North-based institution, like the University of Toronto? Moving forward, it is imperative that stewards of cyberspace include representation from all stakeholders in the global communications environment, and that bridges are built between communities across North, South, East and West. Although the challenges of each locality are unique, together we live in a shared communications space that is becoming increasingly dense and interconnected. We have a shared responsibility to sustain that space in a manner that supports everyone’s rights, while keeping it secure. Networking South-based Cyber Stewards with the University of Toronto’s Canada Centre and Citizen Lab’s already existing network of collaborative partnerships will help accomplish that goal and hopefully build a broad community of global Cyber Stewards that empowers us all collectively. Who will make up the Cyber Stewards program and how will it operate? There will be a diversity in research topics and methods, as well as regional and disciplinary backgrounds, in the constitution of Cyber Stewards. We anticipate that the group will form a network of peers, in which the Cyber Stewards regularly interact with each other, engage in knowledge sharing and joint research and development, and mutual mentorship. Cyber Stewards will interact virtually as well as through occasional joint workshops and major conferences, facilitated by the Canada Centre and Citizen Lab. Interested parties from any of the following regions should send a CV and a five page outline that details project ideas to cyberstewards(a)citizenlab.org (Central America, Caribbean, South America, sub-Saharan Africa, Middle East and North Africa, and Asia). Successful applicants are able to demonstrate a strong interest in Internet Governance related issues and have an understanding of and experience in research. Internships last approximately three months with the possibility of extension. Interns are expected to work full time, but part-time internships are available to applicants studying in Geneva. The applicants may be post-graduate students or they may have completed their studies. The applicant must have study and/or work experience in one of the following fields: Internet governance, information and communications technology, public policy, public relations, international relations, political sciences, international law, economics. Of particular interest are applicants who have a personal interest and experience in more than one of the above fields. Interns are expected to participate in the daily activities and administration of the IGF Secretariat and also to undertake research activities. Well, that’s not really true, but member states of the UN’s International Telecommunications Union (ITU) are definitely going to negotiate an agreement related to the Internet at the World Conference on International Communications (WCIT - pronounced ‘wicket’) this December in Dubai. U.S. officials have warned that some member states, including Russia and China, have put forth proposals to regulate the Internet. Vint Cerf has warned that “Such proposals raise the prospect of policies that enable government controls but greatly diminish the ‘permissionless innovation’ that underlies extraordinary Internet-based economic growth to say nothing of trampling human rights.”So what are these proposals? Well, we don’t know exactly. To see them, you have to have access to the ITU’s password protected website. This lack of transparency brings to mind secret negotiations like the one that gave us ACTA, and several civil society groups have written to the ITU demanding access to the documents.The proposals are not classified and it’s not illegal to share them. In fact, they often are shared. At a recent panel discussion that I attended, the State Department’s Richard Beaird said, “Access to the proposals, of course, as I have done and others have done, is if you ask me, I will give you those proposals. I don’t want to have a flood of requests coming in from the room or those int he television audience.”At the time, I tweeted: “If someone will pass them to me, I volunteer to host a site with gov WCIT proposals.” It seemed weird to me that someone wasn’t collecting and publishing the documents, like how opencrs.com does with Congressional Research Service reports. I promptly forgot about the idea, but was reminded yesterday when Milton Mueller wrote this post urging the U.S. to make documents available. He wrote: Today, IGP has learned that the U.S. government is in possession of a document that brings together descriptions of all the WCIT proposals emerging from the ITU’s Council Working Group. The document, known as TD 64, compiles all the proposals on the table into a single document without attributing them to any specific government. No law or treaty stops the US government from making this document available to the public. We urge the U.S. government to release TD 64 of the ITU Council Working Group immediately. Of course, while it’s not illegal, publishing these documents is probably not considered polite in the rarefied diplomatic circles of the ITU. So, I thought we’d give folks with access to the documents a helping hand.Yesterday Eli Dourado and I spent a couple of hours putting together a website at WCITLeaks.org. For instance, on 31st May there was a congressional hearing on the same topic and experts were invited to give testimonies and provide recommendations. I do not agree that having no position is a position. The reason being that at the WCIT all 193 ITU member states (including Kenya) each have a vote. Even more interesting it would be good to hear the thoughts of most on 1. What issues should NOT be supported at the WCIT 2. What issues SHOULD be supported at the WCIT 3. Is MNP rocket science?

Just curious to know if anyone has tried (or knows anyone who has tried) porting their number to a different network and what their experiences have been. On my part it seems MNP is like rocket science. I applied to port from one network to another on 15th May, and two weeks later I still cannot receive calls or text messages from my previous network on the new SIM card. Neither international calls or texts. But when I insert my old SIM into another handset, I am able to receive such calls/texts from that network + international. Strange. In essence, while we have dual SIM phones - we now have dual phone subscriber using one number. To me, retaining the number I have used for the last five years (and related services like mobile money) is a "nice to have" but not a "must have" so I will get a new number altogether and forget abt MNP since three calls and two visits later (to my new network) my issue remains unresolved and I am disinclined to pursue this further - not even with CCK. My reason for porting related mainly to mediocre services (call drops, congestion, unclear data metering, etc). Anyone with similar tales to share? Anyone in the know as to how the process works between the old NW, new NW and MNP provider? -- Francis Hook
