A simple security question

Apologies for cross-posting. This is a non-ICT related issue, but touches on people's security. Someone help me out. This is just a hypothesis: Let's say I'm carrying an IED in my back bag and attempt to enter a supermarket, the guard, with a metal detector, rolls the detector on me, asks me what I have in the back, and I say, Laptop. He lets me in. Do the security guards have training on handling bombs, or once a blast takes place, they run without looking back Solomon

It seems like Devolution is already working! :-) Now if only we can get the IT Infrastructure that we now take for granted in Nairobi to 'Mashinani' we will truly be moving this country forward. Grace, Thanks for bringing this to our attention. Gaitho raises very pertinent issues and reiterates the structural challenges with Thilka Road. Eng. Kidenda will do service to this country by explaining to Kenyans how these defects and issues will be addressed not to try and convince us that we have the best road...not for those who have ventured outside their mother's kitchen. Can we solicit specific responses from Eng. Kidenda about what next to address the issues and reduce road carnage on that road? Version 2.0 of Thika road should include some smart transport solutions (ICTs). I look forward to his reaction to the article. Dear All, The Directorate of e-Government has developed an internet portal to facilitate citizen access to integrated public services using a computer, PDA or phone. A catalogue of government services has been developed. It is intended that this simplified method of accessing a wide variety of government services will enhance service delivery and reduce opportunities for graft. The link to this service is www.kenya.go.ke or www.hudumakenya.go.ke. This portal also allows you to personalize the services that you require so that when you log on to the portal you only see the services that you want. The same applies to the links one visits on a regular basis including social networking sites. One can add and remove services at will. To do this one must first create an account. Try it out! Hi Listers, Americans have more money to spend on the entrepreneurship and taking risk on innovation which is very much part of their culture. It’s not about being stupid nor smart, it all gravitates to the real fact that Africa does not have the money to play with, nor does it have the culture of entrepreneurship to play with huge sums of money, but this is slowly coming, with the applications that we have seen, and Africa will reach this level. Given that gTLDs were also invented by the USA, it’s not surprising that people in US took more chance thus the many applicant, besides, do not forget that most of the new gTLD applications were brand protection names, given that most companies as well are western it’s only natural that the numbers would weigh in depending on the number of firms. I believe that Africa will soon be able to come at par, with the rest of the other developed nations, just a little more effort from the government to the Private sector. Gideon Rop. Failed States Index 2012 - Kenya #16, Somalia #1, Libya #50 (???),

Apologies this is not mainstream ICT but at the periphery some ICT aspects need to be considered as well...(open access to information, ICT enabling democracy/choice/transparency, ICT in corruption, etc) . This index is by the US group Fund for Peace. I wonder what metrics they are using or how they are weighting the values of the 13 indices they use. Kenya is ranked 16th...that's just 15 steps away from Somalia (???), 14 from DRC and shares the "teens" positions with Pakistan, Nigeria, Niger among others. The lower the score, the more "failed" a state is. Anyway....the links: 1 - http://en.wikipedia.org/wiki/List_of_countries_by_Failed_States_Index (updated with 2012 Index) 2 - http://www.foreignpolicy.com/failed_states_index_2012_interactive Personally I don't think Kenya should rate that poorly out of a 177 or so countries...I suspect some of the 13 indices are weighted more heavy than others (corruption, criminality, political situation etc) - and if such were removed from the index, just for the sake of seeing how it shifts the rankings, I'd like to think some EU countries would be in the top 50 at least....social unrest, steep economic decline, slum creation (US - housing/mortgage crisis has seen more people living in the streets in the last couple of years than in the last half a century), Wall Street demos, etc, ...."Suspension or arbitrary application of law" (Guantano Bay still open for business, The Patriots Act). And "Intervention of external political agents" - I think in Africa's case these "political agents" are usually from (or supported/fronted) by some developing countries that would want to nurture certain regimes in order to reap some economic gain...but that's an argument for another day. I'm also surprised the use of the adjective "primitive" by Korean Airlines, to describe Kenyans, elicited more reactions than this lowly ranking...should we get all hot and bothered about what is likely an issue of translation or summon our national pride and repudiate this "failed" states index? At this meeting we have a representative from CIC. The draft bills are on the CIC website. Lister's should be made aware of this process which is important as part ofthe constitutional implementation. When the act is passed it will improve our profile as a destination for data processing. As we speak there is a proposal in the EU law that would make it illegal for data to flow to countries that don't have data protection in place. *This has several implications.* Also, in a networked world, analysst indicate that the end game will be that there will be global centers of excellence in data processing. Open Data organises Strathmore Camp and turns one year The Open Data Development Camp 2012 will be held on 27th and 28th June at Strathmore University. The two day camp is part of The Kenya Open Data Pre-Incubator Program and aims at attracting more than 200 participants in the field. At the same event, a cocktail has been organized to mark the launch of the Kenya Open Data Initiative Portal which turns one year. On July 8 2011, President Mwai Kibaki launched the Kenya Open Data Initiative, making key government data freely available to the public through a single online portal. Registration for the camp has been ongoing and the event is expected to attract a diverse group of policy-makers, academia, and development aid workers, researchers, journalists, ICT-staff and software developers. The aim is to share experiences and networks, build tools, and show the power of Open Data. Hi, Well this is never surprising , Kenya for one is always ranked extremely well in others and worst in others quite paradoxical, particularly this case of failed states, i agree with one of the listers who said that perhaps some issues are weighed heavier than others, but at any rate i believe that Kenya ranks highly in most issues, except may be for embarrassing occasions when our MP's turn things out to suit their most immediate needs. On NGOs, the South African example is worth considering. Under Thabo Mbeki, the government put in a requirement that an NGO had to demonstrate how its work complemented the government's development goals/objectives/plans, including priorities. NGOs couldn't just walk in and do what they want in the name of development, obscuring development priorities and doing band aid stuff that only perpetuated dependency. Lister's, Kenya is lauded as being a leader in Internet infrastructure in the region. Provision of infrastructure is acknowledged as a driving factor towards achievement of Vision 2030. In deed in this years budget speech, Government made proposals to allocate money to expand the same. migration to digital television as well as a law aimed at curbing communication cables vandalism were also discussed. Nevertheless questions still remain because infrastructure remains concentrated in major cities and important centres and facilities in rural areas do not have sufficient access to the Internet. a) Are Government's efforts in the right direction towards providing infrastructure that will get us closer to universal access? b) With Kenya's new governance structure, how can Government facilitate efficiency at counties through ICT/Internet? c) Are private citizens/ civil society playing their role in increasing access? Hi Ory and all I am not sure there is any African country that has made the effort to organise national level consultations but if we borrow a leaf from our past experience in developing ICT related policies and regulations, including the most recent data protection and FOI discussions, it would be important for national consultations on ITRs. Lister's, According to http://www.idea.gov.uk/idk/core/page.do?pageId=18562122 the idea behind open data is that information held by government should be freely available to use and re-mix by the public. Kenya is among the countries that have embraced open data and e-government, It’s a movement to make non-personal data,: 1. open so that it can be turned into useful applications 2. support transparency and accountability 3. make sharing data between public sector partners more efficient. On the other hand , according to Wikipedia, e-government refers to digital interactions between a government and its Citizens *Questions* 1. What opportunities does the Open data initiative present to the Nation, to what extent have they been exploited? 2. What challenges does the use of open data present and how can they be mitigated? 3. What are the key drivers in the use of Open Data? 4. As a country do we have any form of Licensing that determines the use of Open data? 5. The government has embarked on a number of e-government initiatives, to what extent has the Citizenry embraced e-government? Dear Ali and all, Countries like the Netherlands, reported that they have held national consultations (workshops) to discuss these issues and develop a national position, while others like the US mentioned they have made the WCIT documents available to their constituencies. This is the bottom up approach that the ITU SG spoke about regarding the revision of the ITRs including the issue "openness and transparency beginning with public access to various documents. We have had a great tradition/practice since our Ministry was created, where we have discussed critical policies and regulations as a result of the open policy window provided by our government. For this instance, we should ideally follow the same multi stakeholder bottom consultations approach for both process and substantive issues. Dear All, I could send to you a much longer list of similar articles, blogs and publications about alleged ITU plans to take control of the Internet. I could also send to you many which state the contrary. But none of this will be of any use. The last meeting of the Council Working Group (CWG) for WCIT started this morning 20 June and ends on 22 June. Find attached the speech of ITU Secretary-General, Dr. Hamadoun I. Touré, delivered today at the opening of this last CWG WCIT meeting. ITU has 193 Member States. The decision on the content of the revised ITRs will be made by ITU Membership at the end of this year (3-14 December) during the WCIT in Dubai. For those of you who represent your countries in ITU, I would encourage you to increase the involvement of the citizens of your countries in your national consultations during this process. I would also hope that your positions and views regarding ITU and the process to review the ITRs are based on actual proposals and discussions taking place in the appropriate ITU forums dealing with this subject and not necessarily on blogs, publications, speeches and media reports many of which do not accurately reflect the facts. Also, please find attached a WCIT background brief which I hope will be helpful to have a basic understanding of what the ITRs are and the roles of sovereign states in the process leading to the review of this Treaty (the ITRs). Kelvin Yes yes you need to be corrected:) You will be surprised that violence against women cuts across board i.e. in rural areas, in urban areas, in slums, in the leafy suburbs etc. Further, violence is not only physical but also psychological. In regard to technology, there have been many cases of women's nude pictures being posted on internet by rejected lovers (and don't ask me why women allow their lovers access to their nude pics cause i have no answers). Women talk of the trauma they go through after something like this has happened (equate this to psychological violence). Do you remember sometime back, Kaz (she is in the entertainment industry) had to appeal to people to stop forwarding or circulating hers which were posted by an ex, cause it was causing her so much anguish? Patricia Kihoro of 2010 Tusker Project Fame told us in the survey we conducted on cyber crime and women, that there was a Patricia hate page created on facebook after she voted for Ng'ang'alito instead of Debal. This scared her and she didnt know how the the public would treat her after she left the academy. She told us that she put private settings on her facebook page so that it would be impossible to trace her in the searches. This is just an example of how women are intimidated through the net. Okay Kelvin. Pls share what men think as you promised. Charles raises an important point that the same online tools used to intimidate women could be used to strengthen and empower women. We are forced to suffer all forms of violence, because we love our men, despite their violence, and also because of the children. And sometimes we don't have a good social situation, because there is nothing for us anymore at our parents' home. Yes, you're scared of losing our home if ever we think to lodge a complaint or ask ourselves where will we live, especially when you don't work. We don't know who to turn to when we are victims of violence, because our friends give bad advice. For fear of further abuse, we are sometimes obliged to go along with the decisions of our husbands, even when they are bad. Does justice really care about these kinds of problems? Bloging may not be very popular or used by a large proportion of women, but it provides an instant window to combat those using the same for bad purposes.
