SLOW INTERNET

Listers, I was wondering what had gone wrong with my usually-very-fast Internet connection in the last two days but it looks like the answer is here : http://www.standardmedia.co.ke/?articleID=2000053001&pageNo=1 . As you may be guessing by now, a ship has yet again docked in the wrong place and damaged a cable! Get used to the slow connection, it will be like this for at least 14 more days! (ouch) In the eyes of Albert Einstein, we(Kenyans) would be nothing but insane since we have done things in the same way expecting different results! I may not be a prophet but I can assure you this is not going to be the last cable cut! Some months ago, I asked the P.S whether there were any measures put in place to protect telecommunications infrastructure but he did not give me an answer since, according to him, my question was 'simplistic'! -- Kind Regards, Moses Muya.

http://www.itu.int/net/pressoffice/press_releases/2012/46.aspx -- Landmark decision by ITU Council on proposal for public consultation and open access to key conference document Online public platforms will be created to enable multi-stakeholder consultation Geneva, 13 July 2012 – During its annual session in Geneva, the ITU’s governing body, the Council, debated the issue of making ITU documents publicly available, especially those submitted to treaty-making conferences such as the forthcoming World Conference on International Telecommunications (WCIT-12) which aims to review and update the International Telecommunication Regulations (ITRs). The forty eight Member States that make up the ITU Council also discussed the need for open and online consultations with key communities, such as civil society stakeholders.1 In his remarks to Council during the debate, ITU Secretary-General Hamadoun Touré noted that “the world is changing, in large part thanks to the growth in telecommunications facilitated by the ITU, and we need to adapt to that changing world. As we have always done since our foundation in 1865”. Dr Touré noted that “all ITU members have full access to all WCIT-12 documents and can share them within their constituencies.” As well as proposing that ITU should hold open consultations on WCIT-12, he encouraged all Member States to do so too. Dr Touré stressed that while all documents are available in ITU’s six official languages, it is nevertheless “crucial for Member States to prioritize translation into other national languages, so that national level consultations, such as those currently underway in the Netherlands and Kenya, can encompass all citizens and ensure the widespread engagement of civil society in the important issues that are being debated in the run up to WCIT-12”. Following various proposals moderated by the Chairman of the Council, Mr Ahmet Çavuşoğlu, Head of the Department for International Affairs of Turkey’s Information and Communications Technologies Authority, it was agreed that the latest version of the main conference preparatory document will be made publically available on the ITU website within the coming days. This document is often referred to as TD64, and it gathers together more than 450 contributions that members have submitted during the preparatory process of WCIT-12. Additionally, the Council unanimously agreed that a publicly accessible page will be established on the WCIT-12 section of the ITU website, where all stakeholders can express their opinions on the content of the latest version of TD64, or any other matter related to WCIT. This open access for inputs was applauded by the Council as an important way for the ITU membership to be able to note the various viewpoints that surround the conference. The Chairman of the Council encouraged all Member States to give due consideration to these inputs in their preparation for WCIT-12. Referring to the importance of national consultations, Dr Touré said that he encourages “more of this kind of action at the national and regional level as we move forward. As we know, the ITRs in 1988 set the stage for the information society. And I am absolutely convinced that WCIT-12 will set the stage for the knowledge society.” 1 It should be noted that all civil society organizations, of an international nature and who are working on issues related to information and communication technologies, are already entitled to no-cost membership and indeed several such entities were welcomed into ITU this year and their membership was supported and endorsed by the ITU Council. Hi, I will give you a narrative walk through but time permitting I should be able to do a video clip showing how to go digital. 1. Buy certified set top box from an approved reseller 2. Remove set top box (STB) from the packing 3. Place next to TV set (99.99% of the chances are that it will be an analogue set) 4. Remove the aerial/antenna cable currently connected to you TV, DVD or VCR and connect it to the STB 5. Connect one end of the provided RCA cable (Yellow for Video, White and Red for Audio) to the corresponding ports on the TV and the other end to the STB 6. Slot in the Smart Card into the STB 7. Connect the STB power cables to the mains and switch it on 8. Switch on your TV 9. Using your remote or the control panel set your input source to COMPOSITE if you do not have this just set your TV to auto tune and you should pick the STB signal on one of the channels. 10. Using the STB's remote begin surfing the channels 11. You have gone digital, welcome to the future of broadcast. The reason for contacting them in the first place being that the author of the said blog threw stones and is hiding under the table, only Google knows who it is. KE office is well aware of the situation, just wondering what role CCK and the court system play in such a case... Given that’s the case, why are carriers so single-mindedly focused on acquiring new licensed spectrum and building expensive new 3G and 4G networks, when they could implement more Wi-Fi and tap into other sources of unlicensed spectrum? That’s the question a new study is asking. In a recently released report on unlicensed spectrum, wireless consultant and former Ofcom economist Richard Thanki argues that the wireless industry and its regulators have their priorities all wrong. If the idea is to build ubiquitous networks offering plentiful and cheap data, then carriers and governments should pursue the cheapest and most efficient technologies, which in most cases isn’t cellular infrastructure. That report will be one of the key topics of Center for Internet and Society conference held Wednesday at Stanford University (Our own Stacey Higginbotham will be moderating one of the panels). You canwatch the live stream here. Thanki argues that the ‘spectrum crunch’ is a misnomer. Carriers can support far more capacity if they deploy smaller cells, reusing the spectrum it already has to nth degree. What the mobile industry faces, Thanki says, is an “infrastructure crunch”: It hasn’t built out the density of cells necessary to support the demands for mobile data. Nokia Siemens Networks’ conception of a heterogeneous network This isn’t a new concept by any means – operators like AT&T, Verizon Wireless andSprint are now planning their first small cell deployments with an aim of implementing multitechnology heterogeneous networks in the future. But while their plans include Wi-Fi to varying degrees, those operators are still leaning heavily on small cells built over licensed spectrum they own and control, which to Thanki makes absolutely no sense. “For example a cellular picocell costs from $7,500 to $15,000 whereas a much higher capacity carrier-grade Wi-Fi access point costs around $2,000,” Thanki wrote. “The cost of a Wi-Fi chipset for a consumer device is around $5, whereas 3G cellular chipsets costs around $30. Thanki said that the insistence on licensed airwaves isn’t a function of efficiency or utility, rather it’s one of control: Cellular operators are calling for ever more exclusive-use spectrum, in some cases up to 1,000MHz of additional bandwidth. Fulfilling these requests will lead to a substantial concentration in the ownership of the most valuable spectrum, risking both decreased competition and innovation. As part of a balanced approach to meeting the growing demands for data, policy makers should also enable more dynamic spectrum sharing and licence-exempt access across the spectrum. As shown in this report, licence-exemption promotes methods of broadband delivery that are overwhelmingly more efficient in their use of spectrum than their licensed counterparts. In addition, the licence-exempt ecosystem has been notable for creating contestable and competitive markets, characterised by disruptive innovation. Standards like Wi-Fi, Bluetooth and emerging “super Wi-Fi” technologies can not only support more capacity at a much lower cost, they will be key to connecting rural and underserved areas as well as creating the Internet of Things, in which not just our phones, tablets and laptops are connected but also our homes, cars and appliances. The high costs of mobile data carriage and cellular hardware have already made Wi-Fi a much preferable alternative to mobile broadband, according to Thanki: Another way of understanding the scale of global Wi-Fi deployments is to compare the aggregate capacity of Wi-Fi networks to global cellular networks. The aggregate capacity of the world’s Wi-Fi networks can be conservatively estimated to be well over 16,500 terabits per second. In comparison, the total capacity of the world’s 3G and 4G radio networks is probably no more 600 terabits per second. Unlicensed spectrum is already the way the world is heading. Instead of trying to overcome their dependence on Wi-Fi and other unlicensed technologies, Thanki said, carriers and regulators need to embrace them. In his report he doesn’t say that the industry should do away with spectrum ownership completely, but he does recommend that regulators quash their bias for carrier-owned frequencies and strike a balance between licensed and unlicensed. Open data initiatives, from governments and grassroots groups are emerging in a wide range of settings. But what impacts do they have? And how can they lead to greater transparency and accountability, efficiency and innovation, and greater social inclusion? That's what the www.opendataresearch.org research network is planning to explore. The Web Foundation and International Development Research Centre (IDRC) are inviting research proposals that address current gaps in the evidence base underlying the implementation of open data initiatives in the developing world, and to inform policy and practice in a range of different settings. Research partners will be invited to form part of an international research network that will be established over the course of 2013. The project will fund a series of detailed case studies that examine the emerging impacts of specific on-going open data initiatives that address key development themes. Cases could look at: Open data in local and national budgeting processesOpen data for legislation processes and elections Open data in judicial systems Open data for smarter cities Open data for the delivery of privately provided public services Open data for the regulation of markets (e.g. extractive industries) Open data for the welfare and empowerment of marginalized groups and communities (e.g. data for small farmers) Open data and international development The call for proposals sets out full details of what we are looking for in the case studies, and the process for application. As a result of this call, we expect to issue a series of grants ranging from USD$25,000 to USD$75,000. Facing a growing number of threats, from cyber crime to espionage and warfare, governments are developing ambitious cyber security strategies, some of which include far-reaching and potentially ominous censorship, surveillance, and information operation components. Unless proper checks and balances are instituted locally, there will continue to be strong pressures to build "surveillance-by design" into newly built infrastructure -- particularly the newly emerging mobile and social media ecosystems. These troubling trends of information control and securitization portend the gradual disintegration of an open and secure commons of information on a global scale. It is essential that the process of cyber securitization taking place in the South includes local voices who can articulate a vision of cyber security in which rights and openness are protected on the basis of shared research and empirical knowledge. The aim of the Cyber Stewards project is to help support and develop those local voices. Why "Steward"? Stewardship is typically defined as an ethic of responsible behaviour in a situation of shared resources, typically with respect to the natural environment and the commons, such as the oceans and outer space. Although cyberspace is more of a mixed pooled resource that cuts across public and private sector than a commons per se, the concept of stewardship still carries considerable merit: it implies behaviour that goes beyond self-interest to accomplish something in the service of a wider public good. It emphasizes the need for balance and the appreciation of the complexity of the system. It carries with it a connotation of custodianship and citizen-based monitoring, all of which mesh with the aims of the network we are setting out to build. Why should South-based scholars and practitioners link up with a North-based institution, like the University of Toronto? Moving forward, it is imperative that stewards of cyberspace include representation from all stakeholders in the global communications environment, and that bridges are built between communities across North, South, East and West. Although the challenges of each locality are unique, together we live in a shared communications space that is becoming increasingly dense and interconnected. We have a shared responsibility to sustain that space in a manner that supports everyone's rights, while keeping it secure. Networking South-based Cyber Stewards with the University of Toronto's Canada Centre and Citizen Lab's already existing network of collaborative partnerships will help accomplish that goal and hopefully build a broad community of global Cyber Stewards that empowers us all collectively. Who will make up the Cyber Stewards program and how will it operate? There will be a diversity in research topics and methods, as well as regional and disciplinary backgrounds, in the constitution of Cyber Stewards. Yawe migrates to Digital TV

Hi Listers, Wanted to inform you that on the 19th of June 2012 I migrated from analogue to digital TV reception, the signal is crystal clear not like the graining images I have been accustomed to over the past many years. The move was necessitated by the need for some of my house-mates to watch Tusker Project Fame, I went VoD many months ago. To put an issue to rest especially those in the media who have been spreading malicious roamers about the migration that I did not buy a digital TV set. All I bought was a decoder for 2,999/- which I plugged into old faithful and "pap" I can now receive clear digital signal. It was encouraging to note that all the current free to air channels, some of which I did not even know existed, have jumped onto the transmission including NTV, KTN and Citizen which makes you wonder what all those legalise was about. The quality of the various channels is glaring, something that was not visible with the analogue signal. To get a more holistic experience I also paid for the basic bouquet for 500/- a month, the offering was not disappointing but the number of channels is mind boggling especially having been there during the days of single channel VOK (Voice of Kenya). I only wish they could allow me create my own selection of channels to receive, the standard offerings make me feel like I am in a straight jacket. Yes, this is what happens when you enlighten people, 2 days ago I was comfortable receiving 6 horrible free to air channels today I am demanding a la Carte. All of you out there who where saving to buy expensive digital TV sets you can take 2,999/- of that money and migrate to digital TV today. Regards PS. Airtel vs YU: Airtel to shut down YU

An inconspicuous column inside The Star today talks about a spat between Airtel and YU in which the former is threatening to shut down YU because of a payment dispute. 1.3b (I think) is the figure in dispute - arising from "Site Sharing" where Airtel has been sharing its sites with YU. How this plays out is gonna be interesting, but hopefully it doesn't go the way I think - YU shutdown. Which brings me to the Digitial TV scenario, and subsequently 4G/LTE. Will such a scenario play out between KBC/Signet and the other 160+ providers - such that a provider can easily be shut down for non-payment, leaving it's subscribers without service? Govt Budget - removal of duty on software

Hi All Just thinking abt the removal of duty on software in the recent budget. - What is the present rate of duty on SW and how much will this impact the cost of PCs (esp where they have an OEM agreement to sell with an OS)? Can we expect major reductions in the price of laptops/desktops loaded with an OS? - Also does this not remove protection of local developers (e.g. payroll systems, accounting, etc etc) by making imported software costs come down? - In the enterprise space, given that software delivery can be via the cloud, I think it makes sense to let go of this duty since its going to raise the same issue of how to tax e-commerce. -- Francis Hook +254 733 504561

InternetNZ offers $100, 000 in grants for internet research

Best Alice ---------------------- Latest funding round is for projects that explore the ³intersect of the internet and public policy or law² InternetNZ is offering $100,000 for policy and legal-related research projects, with a funding cap of $20,000 per project. InternetNZ, which last year received $7.15 million in domain name fees <http://computerworld.co.nz/news.nsf/news/internetnz-collects-715-million-i n-registry-fees-in-last-financial-year>, has a $500,000 annual budget for community funding. Internet NZ CEO Vikram Kumar says the latest funding round is for research projects ³that explore the intersect of the internet and public policy or law.² For example, this could include projects that explore policy around access to the internet for economically poor communities or an analysis of reference to key internet terms (such as Internet Service Provider) in New Zealand legislation. The funding round will be overseen by InternetNZ¹s grant committee, with advice from internet policy specialist Ellen Strickland, from the University of Queensland and Graeme Crombie, a partner at law firm Minter Ellison Rudd Watts.

While on this subject, I am wondering whether the case (at least at the leadership and management levels) about the high cost of poorly built & maintained roads. I read (back in time) a world bank study that suggested that every unit spent on maintaining roads saves between 3 and 4 units of the same; thus every shilling (in labour + material) invested in maintenance yields savings of 3~4 shillings in vehicle maintenance, lost time, etc. Kenya is NOT poor, but wasteful of resources; and perhaps poor at translating ideas into implementation. Apologies for cross posting. I've just heard on Radio, Mr. Wangusi urging the public to check whether the mobile phone they are using is registered. One needs to check the IMEI number by dialling *#06# then send the IMEI number to 1555. Your service provider should give you the response appertaining to the status of your phone. As part of the Internet Society's Next Generation Leaders (NGL) programme, the Ambassadorships to the Internet Governance Forum (IGF) are available to Internet Society members between the ages of 20 and 40. The Internet Governance Forum (IGF) is a multi-stakeholder forum for policy dialogue on issues of Internet governance. It brings together government, private sector, and civil society stakeholders, including the technical and academic community, on an equal basis and through an open and inclusive process. The IGF facilitates a common understanding of how to maximize Internet opportunities and address risks and challenges that arise. About the 2012 Ambassadors to the Internet Governance Forum (IGF) In 2012, the Internet Governance Forum (IGF) will focus on Internet Governance for Sustainable Human, Economic and Social Development.
