The following is an highlight of the areas needing action:**** **1. **The alignment of the Board membership to the KeNIC’s Memorandum and Articles of Association. **** **2. **A review of the current Strategic Plan to align it to realistic Goals and Targets in the light of changing market conditions.**** **3. **A review of the KeNIC Stakeholders to reflect its core business. **** **4. **Development and strengthening of KeNIC’s Financial and Procurement policies, among other policies.**** **5. **Review of the management structure to reflect the revised Strategic Plan.**** KeNIC Board has diligently followed through the Consultant’s Institutional Assessment report by implementing the recommendations contained in the report with the aim of strengthening KeNIC’s operations. Inevitably, the implementation of the report is going to affect the constitution of the KeNIC board. However, the board wishes to remain intact until the AGM, after which its board membership will change, after the adoption by the AGM. Well if we made noise and Thika road was eventually marked why can't we be heard on this matter, GG can you lead us on making a public stand i am willing to write to whom it may concern on behalf of listers, KICTANET position on Konza Project we can append our signatures if need be to prove that we are a force to reckon with in any case we are key stakeholders in so far as the constitution is concerned, i think majority of us have been sufficiently involved in the process. Dear All, There is a lot of misinformation about ITU, the World Conference on International Telecommunications (WCIT-12) and the International Telecommunication Regulations (ITRs). Some of this misinformation is due to ignorance on the part of the authors of these articles while others are simply due to hidden agendas of the authors. Whatever the case, it is important to have some basic information about ITU, WCIT and the ITRs so that you know what to expect at WCIT in Dubai in December 2012. Lest we forget, there is more that is happening at the Registry of .ke that is hidden from the Internet community. As at the posting of the initial message of this thread, the chairlady was on her way out; she has already left. Now, what will happen if all the current staff left at once? Does the kenic board understand the magnitude of the importance of .ke to the thousands of businesses in this country that rely on this critical resource? Imagine waking up and finding that nation.co.ke, safaricom.co.ke, standardmedia.co.ke, mocality.co.ke, google.co.ke, just to mention a few, are all down. There's such a probability. Rumour has it the current staff can't cope with Buruchara's style of management (or better way of changing things), and unrealistic board resolutions. So, who will be in charge of our domains? Talk of a player being a referee too. Who owns kenic? Is it a few individuals? If I own a .ke domain, am I not a stakeholder of .ke? Food for thought

Macharia, I assumed you have been following the debate. Ordinariry we have been broadcasting in Standard Definition or SD. This format is oll technology that makes people look fat on the screen. High Definition or HD tends to give you an image closer to what you look in real life. Better we now have 3D that is is even better but you will have to use special glass to see the effect. Research is getting closer to get rid of the special glasses. Soon we shall get even better technologies in broadcasting. In transmission we have several technologies including Satelitte or Direct to Home (DTH) and Digital Terrestrial TV (DTT) which removes the aspect of multiple infrastructure for Analogue TV the one we are used to. To convert the digital signal to analogue TV you need a converter called a Set Top Box (STB). This is a temporary measure until new digital TVs are in the market. The question was whether the set top can transmit both the SD and HD using the current STBs in the market. I then responded that in DTH, the Personal Video Recorder (PVR) does that easily. PVR is a generic term for a device that is similar to a VCR but records television data in digital format as opposed to the VCRs analog format. VCRs utilize analog tapes to record and play programs broadcast over television, but PVRs encode video data in MPEG-1 or MPEG-2 formats and store the data in a hard drive. PVRs have all of the same functionality of VCRs (recording, playback, fast forwarding, rewinding, and pausing) plus the ability to instantly jump to any part of the program without having to rewind or fast forward the data stream. I am honored to have been appointed to this role as Head of Delegation for the United States at the World Conference on International Telecommunication -- or, as we often call it, the "WCIT." I am drawn to the WCIT because it presents an important opportunity for the United States and the world: * We have all seen, over the past 25 years, incredible successes and growth in telecommunications and the Internet universe; * Now, we face a pivotal question: How do we create an environment for the future /global /success of telecommunications and the internet? In my career in telecommunications, domestically and abroad, I have had the good fortune, as many of you have, to witness the rise and societal impact of two phenomena: the birth of mobile communications and the advent of the Internet. When I look back at my time in the mobile communications industry, it was a "beeper" business, which then transformed into a "cell phone" business. That cell phone business then went from a high-end market, initially targeting wealthy individuals, to a mass-market, "must have" service. And finally, it went from a developed-country business into a truly global one. Meanwhile, the Internet ecosystem has evolved, thrived and changed the very nature of human interactions and connectedness. The Internet is now flourishing with unimagined capabilities and uses, from advanced search to location services incorporating user preferences and social media---all of these focused on providing highly personalized and relevant services and user experiences. We can literally look to the stars -- and have our smartphones tell us what constellations and planets we are seeing. The development of the Internet is truly inspiring -- but that's not why I am here. What I want to talk about today is the opportunity we have, through the WCIT, to build the /environment for success/ for the future global telecommunications and Internet universe that everyone wants and needs. *Mobile* The foundation of that environment for success can be found, I believe, in the consumer-driven, competitive growth of the mobile service industry. That industry has pioneered an entrepreneurial spirit, engineered the rapid and cooperative development of industry standards, promoted market liberalization and driven an intense focus on satisfying customer needs. In just 25 years, we have come from no cell phones /at all/ to more than 5.3 billion mobile subscriptions worldwide. * Today, the world's developed markets have achieved, on average, 116% mobile penetration, and even developing markets average about 70% mobile penetration -- a figure estimated to reach 100% in the next 3-4 years. * Or consider this: roughly 90% of the world's population -- and even 80% of its rural residents -- now live in areas that have mobile network coverage. Around the world, 3G and 4G services are increasingly available, and millions of users now will likely obtain Internet access -- for the first time -- using their cellphones. How did the mobile revolution become so successful, so fast? * A wave of liberalization and competition driven by national regulators who opened their markets to multiple service providers; * Regulators who moved proactively to make spectrum available for commercial use; * Industry-driven standards-setting which brought technological innovation to market at accelerated speeds; * A new, consumer-oriented outlook -- adopted by industry and government alike -- that drove innovative services and business models, such as pre-paid services, text messaging and handset subsidies; and * Mobile operators, device makers, internet players and infrastructure providers who all worked together to form a healthy, vibrant ecosystem to deliver customer relevant mobile internet services Innovation was unchained to meet and promote demand, and the result has been growth at hyper-speed -- well beyond what any ministry or monopoly could have planned or directed. *Internet and Broadband* Meanwhile, as the mobility revolution was gathering steam, the Internet also was becoming a global phenomenon, on both mobile and fixed platforms. The adoption of the World Wide Web -- as we called it then -- gave the Internet a user-friendly interface, while the open and decentralized architecture invited content and easy, cost-effective access. And look at the results: There are now about 2.4 billion Internet users worldwide -- a number predicted to rise to 3.5 billion by 2016. At least 1.2 billion of those Internet users today are in developing countries. Moreover, demand for Internet access and other IP-based applications have fueled the growth of broadband networks. Fixed broadband technologies, including DSL and cable modem services, make it possible to download rich video and internet content, as well as voice calling through VoIP services. This content can be created, cached and transmitted anywhere in the world -- and increasingly, that includes developing countries that are linked regionally through new undersea cables and Internet Exchange Points (IXPs). As a result: * Broadband service is now available in 208 economies -- virtually every country in the world. * Fixed broadband subscriptions have more than doubled in five years, from 284 million in 2006 to an estimated 591 million at the end of last year. Of course, the growth of broadband capability is not confined just to fixed services. The marriage of the Internet and mobility -- embodied in 3G and now 4G networks -- is a growing reality. The number of mobile broadband subscriptions is believed to have surpassed 1 billion worldwide in 2011, and 3G service is available in more than 143 countries around the globe. Not surprisingly, we are seeing an explosion in the amount of data -- much of it in the form of VoIP and video -- circling the globe. Roughly 369 exabytes (an Exabyte is 1 million terabytes) of IP data were exchanged around the world last year -- a number that Cisco predicts will rise by 2016 to 1.3 zettabytes annually -- a figure equal to 1.3 /billion/ terabytes. Overall, IP traffic is forecasted to grow at a compound annual growth rate (CAGR) of 29 percent from 2011 to 2016. Operators, meanwhile, have abandoned the old 'walled gardens" that restricted non-proprietary content -- and they have done so with the customer in mind. Like the mobile industry -- and perhaps even more so -- the Internet is created, maintained and driven, in an organic, bottom-up way, by the people who need it and use it. Again, we have to ask ourselves: Who created this phenomenon? And the answer is both "nobody" and "everybody." The Internet is truly a decentralized ecosystem, pulling in network operators, applications designers and content creators from all over the world. *Societal Benefits* The beneficiaries of the mobile and internet industry growth are individuals and societies all around the world. The Internet creates: * *Economic benefits* -- Jobs--beginning with mobile network expansion and jobs created through online commerce and content delivery * *Commercial benefits* -- illustrated by farmers can use cellphones to link with buyers, check weather conditions and determine commodity prices in real time; * *Social benefits*/--/ Health care providers can use mobile technology to do remote diagnostics and treatments as well as training of health professionals. Governments can now make services available online, and people can inform themselves about political events and proposals; * *Human benefits* -- Groups can organize themselves online, friends can re-establish contact after years of separation, and everyone explores new meanings of connectivity and /connectedness./ In a global marketplace battling for growth, telecommunications and Internet industries have acted as multipliers of productivity, translating into greater employment and social benefits. In the OECD countries, the Internet now accounts for an average of 4.1% of GDP -- and up to 7-8% in the most "wired" countries, such as South Korea or the UK. Moreover, a University of Munich study, reported by the ITU, found that a 10% increase in broadband penetration yields an increase in GDP of .9% to 1.5%. With the Internet, we have benefits that are as concrete as a labor statistic and as ephemeral as a smile on a laptop screen. *The Internet Is Global* One thing also is clear: this phenomenon belongs to the entire world. Internet business ventures, social media companies, and enterprise applications are sprouting up all over the globe. Meanwhile, national broadband plans and policies which lower market-entry barriers, allow competition, encourage infrastructure-sharing, reallocate and re-farm spectrum, and provide tax incentives for investment are being implemented in both developed and developing countries alike. In Kenya, the government: * Articulated a clear national policy for its communications market, called Vision 2030; * Leveraged its geographic location to develop access to international fiber-optic cables, reducing wholesale bandwidth costs by 80%; * Used public-private partnerships to attract investment; and * Pioneered online banking services, such as the M-Pesa service, which is used by more than 80% of subscribers (13.5 million people) of Safaricom, Kenya's largest mobile operator. One of the so-called "BRIC" countries, Brazil, has also initiated a national broadband plan that: * Seeks to maximize competition in the mobile and broadband markets; * Fosters investment in the incumbent provider Telebras as a competitor in the wholesale broadband service market; * Employs technology neutrality in regulating networks, while encouraging network buildouts, and * Provides tax and financial incentives. Hong Kong, meanwhile, has leveraged a private-sector, market-oriented strategy to achieve: * A successful auction of LTE and WiMAX spectrum in 2009 -- even in the midst of the global financial crisis; and * Sustained private investment in broadband infrastructure, resulting in a broadband penetration rate of 83% at the beginning of last year. Developing countries are acting now to facilitate the development of the Internet. The key is to adopt nationally specific policies that leverage the broad-based nature of the Internet and mobile environments and create a "virtuous circle" of higher demand, economies of scale and greater supply. *Sustaining an Environment for Success* Another way to describe these market developments is what I call /innovation supply and demand/ -- the ability of innovators and entrepreneurs worldwide -- big and small -- to create new products and services on the foundation of a healthy telecom and Internet industry. This creates a supply of thousands of new products and services for a "demanding" set of customers who are anxious and willing to consume these new services in a world of greater mobility and connectedness. Governments work best when they implement an environment conducive to innovation supply and demand -- then step back and avoid counter-productive interventions. We should be clear about the specific ingredients for a successful Internet ecosystem: * The presence of a consuming public that is keen to learn, to be mobile, to achieve and to be connected; * Markets that foster innovation and competition, forcing providers to improve and become more efficient to attract and keep customers; * Notable economies of scale in all aspects of new products and services -- whether it be infrastructure, consumer devices or services -- driving down costs and permitting widespread adoption; * Intuitive service offerings that make simplicity and ease-of-use the top priority in driving market uptake; * Standards that permit interoperability between a burgeoning set of devices and services within an increasingly global marketplace; * Availability of spectrum for an increasingly mobile world; * And perhaps most importantly: /freedom/. This includes the freedom of ideas, the freedom of information and the freedom to take entrepreneurial risks in an increasingly vibrant and decentralized environment. We should recognize that the innovation we have seen in the mobile and Internet environments was not implemented in a top-down fashion by policy-makers. It was driven by multiple players and stakeholders around the world. There are thousands of social media companies, Web designers, retailers that market their own e-commerce offerings, analytics companies that break down complex data patterns to drive customer relevant offerings, mobile phone distributors, Internet cafes and community centers -- all of them with a role in shaping products and demand. The Internet has grown precisely because it has NOT been micro-managed, regulated or "owned" by any government or intergovernmental organization. Let's be clear about this: the Internet continues to demonstrate the effectiveness and success of the current multi-stakeholder structure -- and its own independence. No government or single organization can or should attempt to "control" the Internet. Sustaining this environment, I believe, offers the best chance to continue achieving our mutual goal of making an innovation-driven Information Society a reality all over the world. *WCIT* This brings us to the WCIT, which is the International Telecommunication Union's first conference to review the International Telecommunication Regulations (ITRs) since 1988. As we look back on what the delegates accomplished that year, we should appreciate the environment for success that they created. The genius of that work can be found not just in what the delegates chose to do back in 1988 -- but what they refrained from doing. The true "magnetic north" of their compass was to create a framework for interoperability and connectivity. But they did so without over-burdening the ITRs with rigid "fixes" for specific issues or perceived inequities. Within the scope of the ITRs, the 1988 delegates created an architecture for innovation, flexibility and broad-based consultation. The world has changed and, as with any successful organization, it is wise to consider how that change should be reflected in the ITRs. But it is critical to acknowledge the flexibility and guidance that the ITRs have provided, in light of our new environment. It is also vital to see the differences between the Internet and the structure of international telecommunications backbones, circuits and gateways that have been addressed in the ITRs. The Internet is a new and different phenomenon, entirely. It is not the legacy of common carriage and "bent-pipe" transmission; it is an ecosystem of content providers, application developers, social media companies, and data and video transmission providers -- and ultimately, ideas and knowledge. There is no Internet "central office" or headquarters. Its openness and de-centralization are its ultimate strengths. Now that the Internet is here and established, we need to nurture it as an environment that is: * Highly data driven; * Characterized by a free flow of information and commerce, happening at light speed, * Where innovation is organic and distributed worldwide, and * Where consumer interests continue to be met even where they differ from country to country and within countries. *Opposing Content Restrictions or Censorship* Several proposals have been made for the upcoming WCIT that, although seemingly well-intentioned, fail to acknowledge this "new world" we live in and what is required for future success. In particular, proposals to control content transmitted over networks run counter to the foundation of a free and vibrant telecommunications and Internet society. The ITRs serve to set an international framework for linking international telecom facilities. They should not be inappropriately stretched to cover any aspect of content routed over those facilities. Throughout the WCIT process, the United States has, and will continue to, express opposition to proposals that would place governments in a position of greater power to censor the Internet, track content or target end users -- even under the guise of combating spam, controlling traffic routing or identifying calling number information as a way to defeat alleged fraud and "misuse" of networks. There is an overriding issue of freedom of information that the United States recognizes as a core tenet of human rights. This is embedded not only in US constitutional law and tradition, but also within the founding documents of the United Nations. Both the Universal Declaration of Human Rights, and the International Covenant on Civil and Political Rights contain provisions (Article 19 and Article 19.2, respectively) that recognize freedom of expression, as well as the right to receive and impart ideas, in any medium and across borders Proposals to control content and routing, or to expand the definitions of international telecommunications to cover the Internet, ultimately will not work. Such proposals will only: * Stifle innovation, promote customer cynicism, and breed "work-around" solutions to undermine flawed policies; * Undercut the free flow of information and ideas, defeating the entire purpose of the ITRs themselves. Similarly, proposals that seek to artificially mandate pricing terms -- such as "transfer payments" between content providers and network operators -- will only result in failure. With regard to transfer-payments on data traffic, the U.S. would raise the following questions: * How would transfer payments be implemented in the current environment? * Who would determine the transfer prices and how to apply them? * Is the originator of an Internet search a sending or receiving party? * Finally, what happens if network operators refuse to transmit downloaded content because the "termination rate" to a certain country or ISP is excessive or uneconomic? * And probably most importantly, would such pricing lead to increased freedom or flow of information -- or less? To be clear, the United States will oppose changes to the ITRs that (1) restrict the free flow of content, (2) broaden the scope of the ITRs, however subtly, to impinge on the Internet's natural growth and evolution, or (3) impose uneconomic pricing or transfer-payment obligations on Internet content providers or backbone operators. In its initial tranche of contributions, the United States will make the following proposals, which are consistent with this approach. We will: 1) Consider only minimal changes to the preamble of the ITRs; 2) Seek alignment of the definitions in the ITRs with those in the ITU Constitution and Convention, including no changes to the definitions of /telecommunications/ and/international telecommunications service;/ 3) Approve ITR's which maintain the voluntary nature of compliance with ITU-T Recommendations; 4) Continue to apply the ITRs only to /recognized operating agencies/ or RoAs; i.e., the ITRs' scope should not be expanded to address other /operating agencies/ that are not involved in the provision of international telecommunications services to the public; and 5) Promote revisions of Article 6 to reflect the variety of flexible and innovative interconnection and termination arrangements found in competitive markets. There will be subsequent opportunities for the U.S. to make additional proposals, and meanwhile, I am engaging in bilateral discussions with other governments to hear their views and how they believe their own proposals will drive continued success of the telecommunications and internet industries For the United States, our approach is based on recognition that the existing environment today works amazingly well, and it is empowering telecommunications -- and human -- development by quantum leaps. In cases where imbalances occur, they can be addressed through market forces and consumer-focused /national /policies that empower local content development and stimulate local and regional traffic and demand. So what should be the focus of our unique opportunity to drive a new set of ITRs at the WCIT? * To reaffirm our belief in what will drive future market success; * To recommit ourselves to the goal of maintaining and promoting global telecommunications connectivity in the 21^st century; * To create an unfettered, free flow of ideas, information and commerce; * To establish high-level principles that foster an open and secure Internet and network operating environment; and * To be pragmatic in understanding that telecom and Internet economies are too large, too distributed and too diverse for any one organization to control. In more practical terms, this means preserving the principles of the ITRs' preamble -- including the value of connectivity -- maintaining the stability of the ITRs, as well as the voluntary nature of compliance with the ITU's standards recommendations, and preserving the definitions in the current treaty that have served the world well. It means avoiding changes to those definitions -- and to the overall ITRs -- that would broaden their scope, dilute their meaning and amount to "mission creep" for an international treaty that has been so effective in establishing a platform for growth and innovation. So, in summary, we should congratulate ourselves on the 25-plus years of success in building a vibrant telecom and Internet economy, driving economic growth, and empowering individuals with information, connectedness and commercial opportunities. Our challenge now -- more than any other -- is to maintain an environment for continued success, and to continue creating that environment around the globe, in all countries. We need to acknowledge how innovation is best created, through consumer demand, and realize that the Internet is beyond the scope of any one nation or regulatory authority to control or manage. By following these principles we will enable the telecommunications and Internet phenomenon to become our lasting legacy and platform of success for future generations. Thank you. --

RRA queuing system

Evening all, I watched the Rwanda ICT documentary last night on Citizen and was mesmerized at the simple queuing system they have put in place at RRA. The system is quite interactive and people just print their queue numbers using a touch screen by themselves. One may choose to wait for number to be called or may take off and do other things as long as he's back before his queue number is reached. I wish this could be adopted in public offices in Kenya especially KRA, immigrations, registration of births etc where people waste many hours queuing everyday. regards, James

Oh, this must have escaped me from any available fine prints! I redemeed 30000 points for a phone (Alcatel OT-918) and guess what? The phone is locked to Safaricom network. I have just discovered this after starting my adventures with the Android phone. Having redeemed a phone before (Huawei IDEOS which was never locked) it did not occur to me that one day I will be redeeming network-locked items. I think this is another level of MADHARAU. These were my Bonga points, diligently accumulated from spending my hard-earned money talking on SCOM network and I don't really think SCOM should have the power to decide for me what to do with a device I get from them as a result of being a Loyal customer (which now is surely going out of the window!) Does this now mean that those who redeem their Bonga points for Airtime cannot use that airtime to call numbers which are not Safaricom's? I see a situation where SCOM is becoming unwise. Let me see if their position is that I MUST not use the phone on a different network. My two cents if I may, the ticketing system works pretty well at the Aga Khan hospital's pharmacy. Like with our Rwandan counterparts , you print your queue number using a touchscreen and wait for your number to be called. They also have a very effective means of enforcing this, should you miss your cue and move to the next free teller they ask if your number has been called, in which case if your number was not up, the teller asks politely that you to wait your turn. The system that I find works is the one in Barclays bank where people queue normally and when a teller is free he hits a buzzer that lights a display that indicates he/she is free. That works. Tickets are rather wasteful of paper and human resources. Hi, Yes indeed its great to see the kind of technology Rwanda is adopting to manage queues at the revenue authority ,perhaps we could also adopt this, am sure this kind of system has been used in the Kenyan telecare /customer care centers . Dear all, During the Kenya IGF we got acquainted with Dr Mutuma Ruteere, the UN special rapporteur on on contemporary forms of racism, racial discrimination, xenophobia and related intolerance. Racism, xenophobia et al are being propagated on the Internet and while some years back this was being done "out there", it is increasingly coming home. Dr Mutuma is carrying out a study on Racism, xenophobia et al on the Internet and is seeking views from stakeholders. He will shortly be posting questions on the same. Please welcome him to the list! A little about him: Mutuma Ruteere is Kenyan and serves as Director, Centre for Human Rights and Policy Studies, an independent research centre based in Nairobi Kenya. His research and publication is in the field of human rights. He also teaches university courses on human rights, international law and international politics. His current work at the Centre for Human Rights and Policy Studies attempts to link theoretical research with policy innovation. In November 2011, he was appointed by the UN Human Rights Council as the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance. McTim, Then you haven't read the Applicant Guidebook. They were REQUIRED to get this approval (or non-objection) for a geo-TLD. You will soon be surprised who have not read the Guidebook! Good catch, it is one thing to have a typo in a post to a mailing list, it is another thing to have typo's in your ICANN Application (and a MONSTER typo that changes the string you are applying for at that!! Nope. the string did not change anything and dotafrica was never considered a typo. .africa is pronounced as dotafrica, so how could it be a typo? You will also learn that soon, that they are the same string. A typo was such string .kerrylogisitics with the extra ‘I’ . Good Day. Hi Washington, Thought I should share this vital information on Safaricom's "new" help desk system, tickets have a TTL for of 4 hours after which they are deemed resolved and closed or deleted. The expert who setup the parameter was likely laid off, promoted or was a consultant as all attempts to bring this issue to the attention of the organisation over the past 4 - 6 months has come to nought as the issue has kept falling pray to the TTL condition in the system. More recently I have noticed that the same issue is happening to any related email correspondence with Safaricom which has the additional twist of only allowing 3 responses to any particular item after which the entire thread is deleted. All the best in your endeavour to have Safaricom track down the errant setting so that they can get back to giving us the 2010 type support that we had become accustomed. Dear Ms.Alice Munyua, I am asked by our organization to post this clarification below to the statements you posted last week *Re:**Facts Regarding the African Union Commission (.Africa) application* in the interest of the public. * * *That you ahead for your cooperation.* * * *First,* the deliberate *distortion that AUC/UniForum has submitted an application for .AFRICA is unwarranted and quite misleading,* and this should not be *treated as 'fact'*. The true fact is that the AUC is not an applicant. Only UniForum is the applicant acknowledged by ICANN. Therefore, it is *untruthful and rather disingenuous on your part to present the AUC as an applicant - either as a co- or joint applicant to UniForum*. Everyone should know that the AU has not applied to ICANN for anything, so there is no AUC application the way that you have been distorting 'facts' to suit your purpose. *Second,* though you have listed many things, the most important thing that you have left out is that the *UniForum application was not submitted on behalf of either the African Union Commission, African governments, the African Community or African Internet Community*. You should have listed this as '*fact'*, but you have not. Therefore*, there is actually no community ownership of the Applied-for string *so your use of the term *'official AUC endorsed application for the dotAfrica (.Africa) Top Level Domain*' is rather *specious and a misnomer*. Against this background, how is the UniForum application, in your estimation, *"a collaborative African initiative"?* One would expect at least that if it is a collaborative African initiative, *then the ownership of the TLD by the community should have been properly demonstrated by a community application conveyed as an application on behalf of the African Community for a .AFRICA Community TLD*. Excellent Post Bwana Ndemo, I think what we need to do is also create University-jua kali linkages (popularly known as University-Industry linkages, but I prefer University-Jua Kali linkages). We need to also ask ourselves how the FAB labs in a couple of Universities in Kenya are being used? I'm aware that UoN and I think KU or JKUAT have them. Are these linked to jua kali? Can we offer customized skills training and product development in PRACTICAL terms? I sit on Meru University C of S&T (MUCST) Council, our motto is "to be the fountain of innovation" and I constantly challenge us to embrace CAM, visit the FAB labs in-country and go beyond the rudimentary production processes we see around - it's not easy to change mindsets. The Ministry of Education, S&T needs to be enjoined in these discussions so something practical comes out of this idea and so that our Universities can be true hubs of innovation and link to jua-kali! Yesterday I got a call from Ministry of Foreign Affairs that some Indian industry group wanted to see me urgently. I gave them an appointment for today early morning. Their inquiry was whether we had started the application of additive manufacturing, popularly referred to as 3D printing. Although I was stunned by the speed at which the Indians reacted to my speech, I was able to probe why they developed the interest. I gathered that the Indian Government is developing six locations to set up fabrication laboratories to help with industrialization of their country. And that India's product quality has consistently improved to the extent that Kenya's leading import destination is India (see today's Business Daily). Wikipedia tells me that as with other "Computer-Aided" technologies, CAM does not eliminate the need for skilled professionals such as manufacturing engineers, Numerical Control (NC) programmers, or machinists. CAM, in fact, leverages both the value of the most skilled manufacturing professionals through advanced productivity tools, while building the skills of new professionals through visualization, simulation and optimization tools. Our Numerical Machine Complex lies underutilized. We make a few lathes there when we can scale up and provide all of our spare parts requirements including exports to regional countries. This will improve on our exports to African countries. We can run it 24/7 and keep our Jua Kali busy with assembly of exportable products. Can we wake up? In case you missed. Aside from these, I have seen products made from bananas, pineapples and avocado ready for large scale agro-processing investment. There is a lot to learn from this institution. Back in the 1990s we used to get computer parts from Dubai, Malaysia and the like. On weekends, we converted our classroom to an assembly line, and created sufficient inventory for anticipated sales that week. In one demonstration, I proudly talked about skills of our technicians to assemble and maintain computers. I didn't realize it was a turnoff for the client. "Computers made in Kenya!" he exclaimed and walked out saying he will come back to us. He never did and completely avoided our follow up. Long story short: one of my techies slapped a "Made in Canada" label on some of the machines and they were promptly snapped! (I have seen a similar streak in encounters in our ICT consulting and publishing business; but again ... what would be more typically Kenyan than this?) Back to the present: how many ongoing projects in the country mandate minimum local content/participation? Example: what proportion of the Thika Road construction is mandated to be subcontracted to local firms (engineering design, construction, etc.). ... Sorry, I could write an entire book on this demonstrating the truth that, as much as we target/blame others for failure we are equal participants and ... need to do our part. In my Nyamira area we have been arguing about what to press for first: a university or a world class polytechnic? I have supported the latter adding that more should also be done in village polytechnic type skills development. And for reasons that today, we have an inverted pyramid with a lot of graduates without the needed support structure to make them effective. Freedom of Information Bill and Open Standards

Apologies for cross-posting. The Peruvian Government in 2005 passed a law mandating the use of Free/Libre software in all Government agencies (bodies funded by the tax payer). I have reproduced some excerpts here below that tie in with our Freedom of Information Bill (and to a large extent the Data Protection Bill). Please note that the use of the term free is not to be confused to mean free of cost, but more about liberty, openness, open standards and access to source code. *"The guarantee of these rights in our Constitution is not solely based on the good will of the State's agents to fulfill the norms of the Constitution, but also based on the use of technologies that in some cases contribute, and in others do not, to an effective protection of said citizens' rights.* *It is in this context of utmost importance for the State to implement those technologies that help reinforce the exercise of the right of citizens' to access information and to withhold it in cases that require so. * *The use of Free Software in all of the State's agencies points in this direction. Basically, we can say that the fundamental principles that drive the present Bill are tightly related to the basic guarantees of a democratic State and we can sum them up in the following:* - *Free Access of the citizens to public information* - *Pereniality of public data* - *Security of the State and of the citizens* *To guarantee the citizens' free access to information, it is indispensable that the coding of the data not be tied to a sole provider. The use of standard and open formats guarantees this free access, making possible the creation of compatible software.* *To guarantee the pereniality of public data, it is indispensable that the use and maintenance of software does not depend on the good will of the providers, nor of monopolic conditions, imposed by them. Systems can be guaranteed by the availability of the source code.* *To guarantee national security it is vital to have systems that are devoid of elements that allow remote control or the transmission of non-desired information to third-parties. Therefore, it is required to have systems whose source code is freely accessible to the public, so that its inspection be allowed by the State, the citizens and a great number of freelance experts in the world."* Please see the following links for more info: Peru's Bill - Use of free software in Government agencies<http://opensource.org/docs/bill-EngTrans.php> Peruvian Congressman refutes Microsoft's "Fear, Uncertainty and Doubt" (F.U.D.) concerning free and open source software.<http://opensource.org/docs/peru_and_ms.php> Now, looking at our Freedom of Information Bill, the right to access of information by citizens is also anchored in the constitution under Article 35 of the Constitution. But the FOI does not make any reference to the method of processing or storage of that data and information by tghe public bodies. Part VII, Section 49, says "Every public authority or private body shall operate and maintain digital records"* There are two weaknesses with this particular section: * 1. Is the Government mandated to require Private (bodies) companies to maintain digital records?* *Is this what the Bill aims to achieve? Or is it targeted at particular private bodies that deal with public data, say Banks or Hospitals? How does one differentiate? Maybe it needs to be a bit more specific 2. he requirement to maintain digital records also needs to go further and demand that such records must be maintained in an open and standard format, without tying the public to specific proprietary formats. As indicated in the above excerpt from the Peruvian Act, it is pretty obvious that the technology used has a large bearing to the access of information to citizens. There are certain instances where even web based applications in certain public bodies could only work on certain browsers. This denies all the right to access such public information. At the same time, storing public data in proprietary formats means that the availability of such data in the long term depends on the survival and availability of the particular vendor (pereniality of public data). This also extends to the processing systems. Fast forward to 2013, would the IEBC be able to give access to the source code of the softwares that it will use in its operations for public audit and scrutiny? What if someone has a problem with the electronic voter registration or voting and feels that they need to have access to that code so as to ensure transparency? And what about all other public bodies? In the mean time, if I was to ask for information from a public body, what formats will I get the information in? Will those formats still be supported 20 years from now? Will the vendor require that we upgrade our systems (of course at additional costs) for us to continue getting access? To answer these questions, the FOI needs to be very specific and demand that all public bodies process and store data in open and standard formats that are not vendor specific, nor proprietary.
