Secretariat Services for GAC is going to be funded by three GAC members (donor countries), and is intended to be fully independent from ICANN. ICANN receives input from governments through the Governmental Advisory Committee (GAC). The GAC's key role is to provide advice to ICANN on issues of public policy, and especially where there may be an interaction between ICANN's activities or policies and national laws or international agreements. The GAC usually meets three times a year in conjunction with ICANN meetings, where it discusses issues with the ICANN Board and other ICANN Supporting Organisations, Advisory Committees and other groups. The GAC may also discuss issues between times with the Board either through face-to-face meetings or by teleconference. The GAC is seeking to identify a neutral, third party entity for the provision of Secretariat Services under the guidance of the Chair and Vice Chairs of the GAC on behalf of the membership of GAC as a whole. It is the intention of the GAC that the organization selected to provide Secretariat support for GAC will: · Manage, distribute and account for funds provided by a group of Donor Members of the GAC (the Donors); · Contract, accommodate, and provide support services and staff to carry out the Secretariat services; · Liaise with GAC Chair and Vice Chairs to ensure that they and the GAC are receiving the support they need from the Secretariat services and staff to carry out the work of the GAC; · Liaise as necessary at the direction of the Chair and Vice Chairs with ICANN to ensure that support is effectively coordinated Overall, the GAC’s will receive services provided by both, ICANN staff on the one hand (ICANN Support Services basically for communication infrastructure, translation services and logistics support for the regular ICANN meetings), as well as professional services and staff supported by the donor country funds on the other, for specific internal meeting coordination, agenda and policy development support (GAC Secretariat Services). Poor Customer Service is no Customer Service

Friends I finally encountered Safaricom's version of customer service after, inadvertently, sending money (via mpesa) to a wrong number. I called the number but the person was "mteja". Then I got advice to call 234, which gets automated response going like this: - for mpesa choose 1 - stuff about the call being recorded - stuff about all agents being busy & try again later - disconnect! For over 3 days I have been trying in vain; and I gave up considering the amount of money (small compared to my time) in question. I suspect that there are many that give up on the same account I have. My guess: Safaricom's mpesa, as entrenched as it is, could face stiff assault and decline were there to be a competitor (of equal muscle) with better customer service. fyi ------------------------------------------- Delft University of Technology initiated the ambitious TAHMO (Trans-African Hydro-Meteorological Observatory) project. This project aims to design and build a network of 20,000 weather stations in Africa; one every 30 km. With this dense network we could obtain more accurate climate data, which of course is essential for agriculture, weather prediction and climate modeling. The stations would be placed at schools and integrated in the educational program. However, current available sensors for the stations are expensive and/or not robust, and hence not suitable for the TAHMO project. Therefore, we are organising a Sensor Design Competition among African universities and institutes. The objective of this competition is to come up with a weather station sensor that could be used in the TAHMO project. HR Pros get statutory recognition

Listers, I just heard in the news that Parliament passed a bill to regulate the HR profession. Why is it that we can't get similar recognition for the ICT profession? In countries like Brazil, India, Singapore, Kore etc, all leading IT destinations in their own right, the Government recognizes and works very closely with the IT professional bodies and this has led to great development of their IT industries. Dear listers We need to take this seriously. We have a big election coming up, and given the potential candidates, election violence is a real possibility. We have an opportunity here to prepare for the deluge. Under what conditions should we look at shutting down communication? What level of hate speech justifies it? Who determines what hate speech is? Should twitter be shut down before the election? or should we have a text to tweet system, where hate speech can be filtered? Lets crowdsource this issue!!! Safaricom have very unethical business strategies. The worst is the 555 gambling scam where you have to pay to be in the promotion. How is it a promotion? What product are they selling? In promotions, you get an entry to products you have consumed, their revenue should not be based on gambling. CCK should give us a responce. Dear all, Summary of key issues by ISOC Best Alice ---------------------------- Recognized Operating Agency vs Operating Agency (ROA/OA) is still very controversial. This is a key issue in terms of scope of application - to whom will the ITRs apply? There have been attempts at compromise that reference the ITU Constitution but a lot more discussion is still needed. Telecom / ICT: while most countries do not wish to change the existing ITU definition of telecommunications, there is interest by some to add the term telecom/ICT to the treaty. Proposed definitions in this regard include the term "processing" which is very controversial. Status of ITU-T Recommendations: the discussion is focused on a) whether to specify certain ITU Recommendations that may be mandatory and b) whether to limit references to ITU-T or to broaden out to all ITU Recommendations Accounting Rates (Article 6): Just beginning the review of Article 6 but there is considerable discussion on how to adjust Article 6 to reflect high level principles rather than prescriptive action and to be flexible enough to accommodate changing commercial arrangements. International Connectivity: This has been teed up along with some discussion about the role of IXPs (and regional IXPs) and whether these concepts are even appropriate for treaty text. Quality of Service (Article 3): debate over whether ITRs can/should mandate minimum / satisfactory quality of service pursuant to ITU-T Recommendations. Security has been raised in this context. Explicit references to Internet: a few proposals in this regard have generated very strong feelings from lots of sides with no clear resolution in sight just yet. In summary, it's early days and there will be a lot of ups and downs and turns before we reach a final treaty text. So please keep that in mind as you read reports or press about the conference

Hi, I have decided to change the subject so that more of you will actually open this post because we seem to be loosing direction on this most critical issue. It was with utter shock that I read the following comment by Mr. Linus Gitahi, just incase you do not know who that is he is the Cheif Executive Officer of the largest mass media organisation in Eats and Central Africa) “Kenyans are not ready because less than one per cent have decoders. Some have old black and white television sets. What happens to them?” queried Nation Media Group Chief Executive Linus Gitahi. Before proceeding I would like to do for Mr. Gitahi what his staff should have done and explain the issue of the set top box and your TV. The set top box just like, a DVD player, takes a digital signal and converts it into a radio frequency (RF) that can then be received by an analogue device. The black and white TV you are referring to will receive an analogue signal and will not need to understand the digital signal. If you take some time to sit with Dr. Ndemo, who for your information is a business graduate like yourself, he will be able to allay your concerns and also give you a contact who can provide a sub Kes. 1,000/- digital decoder which NMG can then distribute to the needing Kenyans as part of your CSR especially since those viewers are the reason that you receive the advertising revenue that you are so afraid of loosing. Please see attached diagram for an easier understanding of the process. Now if the person at the helm of the largest multimedia organisation in East and Central Africa does not understand what the digital decoder does then we are in serious trouble as relates to the migration and also explains why the incumbent broadcasters are unable to appreciate why they do not need to own a digital distribution network. I feel that Dr. Ndemo must be talking over the heads of the media house executives and maybe he needs me to draft him a statement that will have a fog index of less than 4. Alternatively have a skit done by the likes of Mwala, Papa Shirandula or Mzee Ojwang on what digital migration is all about and how easy it is to implement, ithould also be made available on VCR Tape to allow all those executives to be able to replay. Regards @Meshak, the story you quoted is Maria Antoinette of France who was beheaded and I hope that is not what you are suggesting should be done to Dr. Ndemo @ Kivuva, even come 2015 Kenya will still have poor people unless there is something you might know about the next presidency that will alleviate all Kenyans out of poverty. Best Alice ----------------------------------- Hi everyone, As you well know by now, the WCIT officially began today in Dubai. There are over 1000 people registered for WCIT from over 130 countries. At the opening ceremony, the ITU Secretary General spoke along with a recorded speech from the UN Secretary General, Ban Ki Moon, the WCIT Chairman, Mohamed Nasser Al-Ghanim, and ICANN CEO, Fadi Chehade. Speeches from the opening ceremony may be read here: http://www.itu.int/en/wcit-12/Pages/speeches.aspxOf particular note was a repeated them throughout the ITU Secretary General's remarks (he spoke at the opening ceremony and then the opening plenary) that this conference is not about ITU takeover of the Internet, about the need to work together with the Internet community, the need to reach consensus and the need to address the very real concerns of developing countries. ICANN CEO Chehade emphasized the importance of engagement and the commitment of the Internet community to cooperate with the ITU while also respecting our distinct roles. ******* In the afternoon, we moved to the opening plenary which was largely (but not exclusively) a procedural and organizational discussion. The conference will have 5 committees - the bulk of the substantive work will happen in Committee 5 which will be chaired by Ghana. Committee 5 will be broken into 2 Working Groups. Working Group 1 of Committee 5 – Articles 2, 6 and 9 and related matters: chaired by Trinidad & Tobago (Vice Chairs from Japan and Saudi Arabia) Working Group 2 of Committee 5 – Articles 2, 3, 4, 5, 7, 8, 10 and related matters: chaired by Italy (Vice Chair from Cote d'Ivoire) After a lot of procedural discussion, there was a brief debate over whether the ITRs should apply to Recognized Operating Agencies (ROA) or to Operating Agencies (OA). This issue wasn't resolved and will be considered further tomorrow in plenary. We also expect issues related to scope to come up in plenary prior to moving to committee work. Both Canada and the USA, with support of several delegations, have urged the conference to address these issues prior to moving ahead with other topics. _

Can someone at CCK inform me what will happen, come Dec. 31, to those under 18 who have mobile phones but cannot register lines due to not having IDs. Can it be inferred that those under 18 are not supposed to own phones/lines?

Digital TV migration postponement

Hi, It was with shock and dismay that I watched the CCK director general lie to the public on a mass broadcast on the reasons for the postponement of the cutoff to digital. He said the reason was that the cost of decoders was still too high for the common mwanainchi, he then proceed to lie by saying that the average price was currently Kes. 6,500/-, yet the price for the StarTimes decoder is 3,499/- and that of GoTV is Kes. 3,999/-. When I was in school many years ago the formula for calculating average was the sum of the numbers divided by the number of numbers (3,499 + 3,999)/2 = 3,749/- so which formula was the DG using? What has incensed me more is that none of the members of the press has taken up the issue instead they have "liked" and "shared" the comments as if they where gospel truth. Regards PS. LPI Applauds UN Organization Report (Sacramento, CA, USA: November 29, 2012) The Linux Professional Institute (LPI), the world's premier Linux certification organization (http://www.lpi.org) applauds the release of the flagship report "The Information Economy Report 2012: The Software Industry and Developing Countries" by the United Nations Conference on Trade and Development (UNCTAD). The report provides specific recommendations on Free and Open Source Software (FOSS) for national policy makers and includes two examples of the value of LPI's training and certification programs for ICT development. "We are pleased to be included in this landmark study on the key drivers in the evolving global software landscape and how our program at LPI has played a role in the development of the IT industry within select geographies around the world," said Jim Lacey, president and CEO of LPI. "This report is also exemplary for the Free and Open Source Software community as it recognizes how FOSS solutions can offer both IT export opportunities and provide solutions for domestic software needs within national economies," added Mr.Lacey. LPI's programs are cited within the report as follows: * Within Chapter IV (Section B. FOSS and Local Software Industry Development, pg.66) is a case study entitled "Creating business and learning opportunities with FOSS in Africa: the case of ict@innovation". This example describes LPI's training and certification program with ict@innovation and goes on to state that the "provision of such courses can be a viable business opportunity. You know the boring stuff...the nuts and bolts of building an enduring business? Protecting your business idea, building a business system to deliver on the values opposition, sales, legal standing (company registration) etc.. What would have happened if Samson had decided to quite his job at KRA and develop his idea independently? There has been lots of news of late about the hype that has become known as 'Silicon Savannah'. It would be sad if the hype is not concurrently followed by serious efforts to build an ecosystem to support all these brilliant (and not so brilliant) ideas and turn them into strong enduring businesses. For every Cellulant there are maybe tens of others that will never see the light of day. There is a case here for a new type of Multi-stakeholder intervention - between government, private sector (VC, Companies etc) and Not For Profits. I suspect this is already happening in some form or other. More focus is required. Criticism, candid commentary and a dose of reality are dropping in from bloggers and pundits, challenging Kenya’s image as a place where African technology magic happens, where successful startups, apps, and entrepreneurs flow like water. Over the past two years, media and the startups they cover have shared the responsibility of painting a glorified picture of Nairobi’s startup scene. They have built a collective hype that’s attracted investors, entrepreneurs and even journalists. Yet for those who have arrived and stayed, what they have found is neither a vast oasis of untapped innovation, nor a dry and dusty savannah filled with empty promises. The reality lies somewhere in between – essentially a very young ecosystem with great potential, but one that also needs to mature and grow up. As the choir gets louder, one thing is becoming apparent – a little rain on Kenya’s technology parade might actually be a good thing. It’s time for companies to sink or swim, for the good seeds to grow and the bad to be washed away. Software and app startups are a dime a dozen here. Yet few are finding funding, and even fewer are actually making money. Entrepreneurialism has become a profession itself, and many young entrepreneurs are lacking the experience, training, and business acumen to make companies grow. This is something investors notice quite quickly. “High expectations, big disappointment,” is how Kenyan blogger Kachwanya described Kenya’s current tech landscape, in a blog post that received 27 heated comments. Andrea Bohnstedt, an investment risk analyst and columnist wrote in a local Kenyan paper “there’s hype and then there’s business. Nairobi’s ‘Silicon Savannah’ is in desperate need of a large dose not of money, but of modesty”. In a recent piece for *Impact IQ, *I myself wrote of “vanity capital and vanity companies”, referring to the fact that entrepreneurs with half-baked ideas and a collection of buzzwords are “falling for too many carrots, chasing free money to satisfy overeager funders”. Last month, even iHub, Kenya’s most established and successful innovation hub, held a full-house event titled ‘Silicon Savannah – Reality Check’, to have “a brutally honest discussion around what’s really going on in Silicon Savannah”. To get to the bottom – or really the top – of Kenya’s ICT scene, I recently sat down with Paul Kukubo, the chief executive officer of Kenya’s ICT Board, to get his take on this Silicon Savannah debate. *What is your take on the argument that there’s “too much hype” surrounding Kenya’s technology scene? Is a bubble about to burst?* We need good debates. The guys who bring up these issues are important to solving the sector issues, and it’s a healthy debate. It’s not discouraging people, it’s making them think again. If anything, it’s not hyped enough. Kenya’s app-fuelled startup scene is a very small sector, with a few people who are active on Twitter following each other. It’s important to understand that Kenya’s 20% growth in ICT<http://www.howwemadeitinafrica.com/category/sectors/ict/>is coming from a multiplicity of businesses and tiers, not just from the small startups. At the top of the ladder are the multinational corporations, like IBM and Oracle. Then there is the partner ecosystem – the companies that feed off this multinational tier as partners and distribution channels. Then, there are companies that do a bit of everything, creating software products, either by utilising open source systems or developing code from scratch. These are traditional software writers, systems that run schools or financial systems. Finally, you have the apps companies, a new generation of companies that have an innovation agenda. You get attention with the most sexy app, or the one that does the most sensible thing. Their role is to break the rules, articulate needs at the community level, innovate, and customisation for the market. Top tiers, like Oracle, IBM, Microsoft, are the large money generators, but the app model is what’s being developing around the world, and you cannot rank these things. Just like you need Oracle, you need Angry Birds. That’s why we love this scenario, and don’t want to mess it up. It’s nice when you have a culture where young people take the initiative to create. That has its own momentum. It’s creating a culture of creating, which is what all governments around the world spend so much time teaching the young people to do. *You see many foreign investors coming through your office. What are their concerns with the Kenyan market?* Some of them say they came in too early, some say they wish they came in earlier. Their biggest concerns are not about the ideas. They think the ideas are exactly the same. What they say is that the culture of doing business among these technology entrepreneurs has to be strengthened, in terms of things like reporting back. Venture capital money is not like donor money. It’s very strictly commercial. VCs are finding there are sometimes discipline issues, inability to comply with requirements, and a culture around their obligation towards repayment. I’m on record as saying I fear that we can create a donor dependency. You don’t want donor money to crowd out the private sector. But, I think it straightens itself out. The market is the best judge. It’s a learning curve, and you need to go through that curve. People don’t understand technology enough to invest in technology companies. I think that that’s changing. If anything, that’s changing faster here than it’s changing anywhere else. *What is the media’s role in this?* Writers are like small companies. They also need to write. So, we now need a new angle – this ecosystem needs a new angle. You read about the *Silicon Alley Insider, *the role that magazine played in building Silicon Valley, it was exactly the same. We need a good technology writing clique to decipher the stories actually surrounding this debate. What we also need is better reporting so the failures can be highlighted. When it comes to failures, there are many. You don’t know them because many don’t exist in the structured labs and hubs. They are working in their bedrooms, in the schools, in rural areas. *In 5-10 years, where do you see Kenya’s tech scene? What does it need to get there?* Some companies will grow and become big, some companies will become mid tier, some will become acquired, and many will fail. That’s just the way it has to be. We need this many startups because the ratio of failure to success by definition must be high. There are companies littered all over the Silicon Valley roads. Many of these companies are going nowhere, others will become millionaires. We need people to actually start to solve problems by understanding problems well. Friends National Task Force on Police Reforms (created following the post-election violence of 2008) was presented with various views and made certain recommendations. I have included below some views and recommendations pertaining to technology. May be the Kenyan Police have a roadmap towards effective use of ICTs. For example what would be priority: automating the occurrence book (and use of intelligent data mining to design effective/efficient solutions), HR, Finance, etc or CCTV? On our part, we did prepare an unsolicited proposal in which we suggested a diligent approach to technology needs for policing, which would result in prioritization. We later learnt that the priority they had was acquiring CCTV, an idea we felt was being pushed by CCTV vendors rather than security priorities. NB: Kshs 8.5 billion? I hope someone has a good rationale. Here are the police views according to the report a) Communication equipment within the police, particularly in rural areas, were found to be either absent, non-functional, or poor and outdated. This directly undermines the ability by members to access telephones, mobile phones or internet facilities to enable them to undertake their normal policing functions. Police investigators routinely use their personal mobile phones for official purposes, as they have no access to police communication systems. The Task Force was also informed that some criminals have superior communication equipment to that of the police, which enables them to intercept police communications. b) The investigative function of the police has been weakened by inadequate crime intelligence, lack of modern technology, reduced operational autonomy of the CID, transfer practices, and a re-active ‘fire fighting’ approach to policing. The Task Force noted that: a) Information and Communication Technology (ICT): The police services lack the basic ICT knowledge and skills, equipment and infrastructure. The lack of an effective electronic network and communication system, which connects police stations, undermines the ability of the police to use simple and cheap communication systems for policing purposes. The police are further not able to key in and preserve crucial information and data that would ordinarily help them not only track criminals but also to inform them on crime patterns or trends as well as assisting in case management. b) Cyber crime: This Task Force noted the increase in the use of information technology in the commission of crimes including complex frauds, computer hacking, credit cards scams, spreading of computer viruses, facilitation of human trafficking and child pornography using internet. It was clear that most police officers lack the most basic I.C.T. knowledge. The Task Force recommended, inter alia, (a)That the tooling, logistical and technological capacity of the police services be reviewed to establish the exact needs and specification in order to bring policing to international standards. Consideration should be given to prioritizing Communication and information technology and transportation. (b)That the use of CCTV cameras as a policing component particularly in major cities and our highways be incorporated in the National Policing Plan. The police should coordinate with the private sector to maximize and synchronize the use of CCTV to combat crime. (c) Legislation needs to be developed to make electronic, audio-visual, computer data and photographic evidence to be admissible in court. That Said & Done, the person answerable to us on this matter must, and has to be the PS , Daktari Ndemo. The assumption has to be that Due diligence was followed (or should have been followed) and procurement of these gadgets involved the necessary ministries for technology oversight. That said, I doubt that the procured equipment was of the order that you find on Kimathi street or other local suppliers. As interested parties in the security of the nation, I would assume that only military grade equipment would do, where various organs, NSIS, KDOD & other uniforms would put in requirements for this that would then be added up to determine the scope. Considering our military is a highly secretive one, and that procurements come to be heard of years later, and factoring in the fact that while latest trends show that our learnings have been to the east when procuring hardware, we still maintain a "joined in the hip" relationship with some western leaning nations such as Israel. It would therefore not be inimaginable that some obscure "additions" might have been added onto the mix to do more specific tasks than just "seeing". In which case then securing these 51 installations, getting the relevant persons trained to the right skill set and running interferance would easily hit that mark. but who knows, maybe we have an unmanned predator hovering over the city doing all this. Report: WTSA Closing Plenary and Final Agreements -- References to ITRs – There were no new references that were added to the WTSA Resolutions, however there are a few existing Resolutions that do refer to the ITR text. As the ITR language is modified these references will need to be reviewed to determine if the language changes create impacts or scope creep for the ITU. -- IPv6: Resolution 64 on IP Address Allocation was the most contentious issue of this WTSA. At the Tuesday session additional text was proposed by the Arab States for a provision instructing that the ITU complete an application to become an RIR. In the ensuing debate, developing countries lined up in favor. After much give and take the closing Plenary today took up the discussion once again to determine if a compromise could be reached. The US stated that according to the World Summit on the Information Society, the United Nations should not be engaged in the day‑to‑day technical operations of the Internet. The Assembly took note of that statement and a new compromise was reached that removed the ITU RIR requirement from the resolution. -- Cybersecurity: Resolution 50 on Cybersecurity was adopted and the security work will continue at the ITU-T under SG17. The resolution contains text regarding working collaboratively with other relevant SDOs and forums. One item of note SG 13’s new mandate is cloud computing and that group will take the lead on security work related to cloud computing and has been asked to collaborate with SG17 as needed. -- MPLS: SG15s New Recommendation “ITU-T G.8113.2/Y.1372.2 Operations, administration and maintenance mechanisms for MPLS-TP networks using the tools defined for MPLS” was approved without any debate. The Plenary session on 26 November noted the IETF liaison assigning the point code. -- New Resolution from Japan proposing the creation of a Strategic and Structural Review Committee for the ITU‑T was adopted with some modifications during plenary discussion as the proposed text focused on the ITU taking the lead role in making sure that no other SDO and forum developed standards that were in conflict with the ones that they produced. This text in the instructs the ITU was modified to restore the original intent of mutual cooperation and joint coordination to avoid undue conflicts in standards development. -- Numbering Misuse, Calling Party ID / Inappropriate Hubbing: The various proposals to modify the numbering resolutions were tough to resolve. In the end the term fraud was removed from the Misuse Resolution 61 and replaced with misappropriation of resources, still a contentious issue but not as troublesome as originally proposed as it is qualified as only applying to E.164 telephone numbers. Resolution 29 on Alternative Calling Procedures has included references to "inappropriate hubbing" recognizing that forms of hubbing may be misuse and cause loss of revenue. Resolution 65 on Calling Party/Calling Line Identification (CLI) modifications caused significant tension between countries who want the identification delivered with every international call vs. countries and operators who do not have a mandate or are technical incapable of sending the calling party or line information. The compromise is to add where technically feasible as a qualifier. However SG2 has been tasked with significant work from these resolutions, such as defining hubbing, with CLI on mechanisms to overcome issues and to work with SG17 on related security issues, and with misuse on economic impacts and continued means to resolve international settlement losses. -- WSIS: Resolution 75 on the ITU-Ts contribution to the outcomes of WSIS was significantly expanded to include the implementation of various WSIS Action Lines. “Relevant” SGs have been instructed to consider the output of the CWG-Internet Policy in their work and the TSB is instructed to provide a comprehensive summary of the T Sector work to WG-WSIS, and TSAG. -- Spam: Resolution 52 on spam was adopted with some modifications, including a requirement for SG17 to continue to study spam and for the TSB to initiate a study of spam, including sending a questionnaire to obtain technical and economic impact details on spam. -- Resolution 178 on ITU role in organizing the work on technical aspects of telecommunication networks to support the Internet: The recommendation of TSAG to create a Joint Coordination Activity (JCA) was met with some resistance, however the compromise reached modified the JCAs terms of reference to include a requirement that it report to Council in 2013 on a proposal to change itself into a working party or a SG (this has more status and outputs). This is has the potential to become the Internet SG so the work of this JCA needs to be monitored closely. --New Resolution on Strengthening Collaboration: This a new proposal to create a group to work on ITU-T collaboration with other bodies and to report to TSAG on its findings. This new group will work closely with the Strategic Review Committee to develop synergies for collaboration as new work areas are identified. -- Number of Study Groups is maintained at 10, with the addition of several new groups (JCA-178, Strategic Review, Strengthening Collaboration) that will report to TSAG. There were also a new Focus Group created to study QoS, which could be problematic should the study also include capabilities of IP networks or extend PSTN requirements onto IP. -- A Series Recommendation modification on IPR: A.5 on procedures for referencing the documents of other organizations. There was one very troubling proposal regarding the treatment of other organizations who would not allow there text to be restated within an ITU-T Recommendation, however the final compromise resulted in an alternative where if an organization that meets the qualifications in either A.4, A.5 or A.6 will not give permission for its work to be copies into a Recommendation the SG can by consensus agree to add a normative reference to the text.\ - Deep packet inspection implementation requirements - a chapeau to this recommendation was inserted prior to approval along these lines: Implementers and users of all ITU-T Recommendations, including Rec. Hello Kenyans Kenyans were conned, or something is afoot:I was listening to Lincoln Njogu's interview on Radio Citizen this morning and it came out from the IIEBC representative that the BVR kits are not networked. This confirmed my suspicion the day I went to register as a voter. After looking and missing seeing any device that would provide network connectivity on the equipment, I asked the clerks if the voters details are updated in the central database realtime and their answer was a NO. They send a flash disk to some place every evening to have the records updated on something. And the way I thought this was a "connected" (networked) system. No wonder the minister said the Diaspora will not vote this time round. IIEBC says otherwise, but don't say how they will vote. Kenyans WERE CONNED. These are standalone electronic records, we just did put paper away, but I can bet my life the system can be manipulated to serve sinister interests. My take on this nonsense called BVR.
