Final Inputs Draft ICT Policy

Dear all The Kenya ICT Action Network (KICTANet) is working on finalising inputs/comments on the draft ICT policy. We intend to make suggested additions and deletions on the draft document as suggested by PS James Rege ("therefore kindly provide us with suggested additions or deletions to the document so that we can enrich it with your insightful contributions as we move towards the finalisation of the document. Moderators meeting report

Dear Moderators and all I would like to thank all those who attended the moderators meeting on the 15th of April. Thanks to Dr. Sihanya and Warigia for offering to complete the work on collating all the comments in readiness for submission to the ministry information and communication. And Special thanks to PS James Rege for his support and encouragement. thanks. Find attached the minutes, prepared by Aida Kamau. And please note responsibilities and dates below. --------------------------------------------------------------------------- Key responsibilities and dates: 1) Participants requested to give in specific sections to be included in the policy should do so by 20th April. They include: · Preamble and Preface- Alice munyua and Lucy and Florence Etta · Letter to moderators requesting list of those contacted, participants and contributors-Alice Munyua · Recommendation to government citing plan of implementation: Alice munyua and Lucy Goal ICT · Write-up in relevant part of the policy on the youth: Goal ICT · A write up on culture- ARCC 2) An email to be sent by end of the day to all participants and stakeholders on the process going on detailing the dates when they will be able to view the revised draft policy and by when they need to give feedback on the same. 3) Moderators deadline to send in their submissions to Ben Sihanya: midnight 21 April 2004 4) The writers ( Ben sihanya and Wairigia Bowman) and Alice Munyua will meet on the 25th and 26th of April for the actual writing. 5) Draft policy will be sent out to all stakeholders by the 26th midday 7) Feedback on the draft will be received until midday 27th April 8) Presentation to the Ministry by 1 may 2005.We shall need to discuss with the PS information communication about his availability for a breakfast meeting which could be used to formally present our comments. Thanks for the report. Just for the record, I didn't say that this was the first meeting to bring all the sectors together. The mutual reaching out between sectors has been an evolving process taking place over the last year or so, and culminating in such milestones as the last two National ICT Conventions, the ICT Visioning Workshop and the establishment of KICTANET. This meeting was another excellent manifestation of the trend, now well established. Thanks to all who made it possible. In your case you initiated Cura and then had a group from the Rotary and the community to move it forward. In the case of SGC we have had Dr. Eddah Gachukia leading a number of us - mainly "girls" that work on a pro bono basis. This group split into committees, takes responsibility for moving decisions on planning, fundraising, recruitment etc forward. Our experience is that Corporate bodies are willing to engage with such initiatives but prefer to take "chunks" that are aligned to their own stated CSR areas or core business If one takes this approach and as long as it is seen as genuine the corp. fraternity seems happy to engage. I agree and join FE in appreciating the occasional input from the PS. It gives us double benefit. One, it encourages us and assures us that our discussions shall (might?) eventually be incorporated in the National ICT policy and secondly, though quite broad it remains relevant and important...it makes us realise that indeed there is (might be?) some real change in government (after all). Hi Shem I have had a good look at the draft programme that we shared with the lists earlier and I have made a couple of changes for one if we are talking about an ICT for poverty reduction round table we must allow for more time for plenary discussions. So I have reduced the panellists time to 6 minutes each and more time to plenary discussions Secondly PS Rege can not act as a moderator. Rather he should officiate the opening. So have altered that as well. We also do not need to have more than one moderator for each session. I have therefore removed myself from the responsibilities of moderating the morning session. In a ubiquitous network society, everyone and everything can be connected, and new innovations that will completely change the current dimension of ICT are anticipated. In the ideal ubiquitous network society, smooth interaction, reflection of usersf needs and points of view as well as the tapping of individual energy are set to be realized. The Geneva Phase of the World Summit on the Information Society (WSIS) adopted the Declaration of Principles and the Plan of Action. These Summit documents highlighted the importance of developing information and communications infrastructure that brings ubiquitous and affordable access to the network. Our vision of the ubiquitous network society would meet these requirements. To further promote this ideal network society, the Japanese government, ITU and the UN University will co-organize the Tokyo Ubiquitous Network Conference, as a WSIS thematic meeting. The conference will discuss specific measures to overcome foreseeable problems, ensure that such a society is realized, and make proposals. Meeting details are given below. Wainaina, Have perused some of the stuff you are working on, which look pretty interesting - and very much in line with what we are trying to do with "Poverty Reduction and ICTs". In choice of words, I am very careful not to reverse the order (ie "ICTs and Poverty Reduction", ICT4D, etc) for the fear that that may misplace the emphasis. Indeed, though conventionally "poverty reduction" is often taken to be part/aspect of "development", hence the assumption that "ICT for Development (ICT4D)" includes "ICTs for poverty reduction", I am tempted to think the term "development" is an understatement of "poverty reduction". I would rather see the latter more as "survival" than "development"; but I could be wrong! Anyhow, the "Poverty Reduction and ICTs" Roundtable meeting comes up next week Tuesday 12th April at Landmark Hotel; thanks to CATIA, TESPOK and ICT Policy Consortium - Africa for sponsorship. It shall be co-hosted by ARCC, Media Council, KICTANet, ICT Policy Centre, UoN IDS, KIPPRA, etc. There is a strong feeling from some members of the Consortium to agitate for "Poverty Reduction [and ICTs]" to be Chapter 2 (after Introduction) in the Draft ICT Policy to give this aspect the desired weight. I was once comforted by a good friend when I lost my dad two years ago, and he told me to alwways remeber as I grief, that my father also had his father,who also had a father etc.and they all passed away. Hi All, The Permanent Secretary of Ministry of Information and Communications, Engineer James Rege, expressed desire to finalise Kenya National ICT Policy by May , 2005 in order to launch it in the ICTe Africa Conference in Nairobi in May, 2005. He expressed this on March 16,2005, when addressing the Launch of ICTe Africa Conference breakfast meeting at the Hilton Hotel. The launch was officiated by His Exellency Hon.
