Understanding the African digital consumer

Listers In the wake of discussions on the future of Internet Governance, Digital Migrations across the continent this research piece by McKinsey & Co couldn't have been more relevant.. The research shows for example that Kenya's Internet costs are generally 80% lower than other African countries. By Ade Sun-Basorum, Lohini Moodley, Suraj Moraje and Marie Nielsen Urban Africans are increasingly sophisticated when it comes to using the Internet, but there is a lot more value out there for telecoms providers to capture. Here’s how. Urban Africans have embraced the Internet, driven by the need to connect with friends and family and the increasing affordability of Internet-capable phones. One indication that consumers have gone online in a meaningful way is that over half access the Internet at least once a month (see Exhibit 1 in PDF). McKinsey & Company’s Africa Consumer Insights Center survey of 15,000 individuals from 19 cities in 12 countries across Africa reveals that this embrace of all things Internet comes despite low incomes and limited infrastructure. The survey focused on the largest African cities because they generate disproportionately large amounts of Internet traffic. These cities account for over 80 million consumers (15 percent of the respective countries’ national populations) and nearly 25 percent of their countries’ national consumption (USD 350 billion). Of the 25 percent of consumers who access the Internet daily, the majority does so via mobile phones (see Exhibit 2 in PDF). The survey reveals that 54 percent of consumers have either smartphones or other types of Internet-capable mobile handsets, although percentages vary widely from country to country. In Kenya, for example, 95 percent of those surveyed had such devices. Social networking is the number one online activity, followed by email and music videos. To date, online commercial activities such as shopping, banking and travel have low penetration levels in Africa: Only 10 to 13 percent pursue online shopping, for example, and even fewer go online to bank or book travel arrangements. New Year's Day Marks 30th Anniversary of Major Milestone for Global Internet 1 January 2013 -- Thirty years ago today on 1 January 1983, the ARPANET, a direct predecessor of today's Internet, implemented the TCP/IP protocol in a transition that required all connected computers to convert to the protocol simultaneously. The open TCP/IP protocol is now a foundational technology for the networks around the world that make up the global Internet and interconnect billions of devices. The transition, which was carefully planned over several years before it actually took place, is documented in the Internet Engineering Task Force (IETF) RFC 801 authored by Jon Postel. Throughout its history, the Internet has continued to evolve. Today, deploying IPv6, the latest generation of the IP protocol, is critical to ensuring the Internet's continued growth and to connect the billions of people not yet online. Thousands of major Internet service providers (ISPs), home networking equipment manufacturers, and web companies around the world are coming together to permanently enable IPv6 for their products and services through efforts such as World IPv6 Launch organized by the Internet Society. Open Data

There is a general misconception between Online Analytics and Processing - OLAP and Business Intelligence - BI systems. OLAP works more with operational data which is rarely clean and consistent. BI systems are learning systems and an attempt to design a BI as if it was OLAP is likely to botch. My understanding of Open Data is that it is a BI system which would not give a near real time data. However, users are able to query, report, analyse, mine, visualise and act. On the other hand, users in general would want to work with standard reports, therefore it is imperative for the technical team to create these data marts in advance. The general concern from the supply side should be how to make a BI more adaptive and not how to impose structure on it. With the current data sets users should be able to do much. Intermediary liability IN SUMMARYCCK is enforcing the registration under the Miscellaneous Amendment Act No 12 of 2012 on the Kenya Information and Communication Act which compels mobile operators to keep a register of the people they provide services to.CCK indicated Monday that by last Friday, 80.4 per cent of the 30 million SIM cards had been registered. Safaricom, the largest operator, had 2.9 million subscribers unregistered out of its 19.6 million subscribers. Hey Robert, We love hearing about how Udemy courses have changed people’s lives. And so - we wanted to share an email we recently received from Wesley Lorenzini. --- Hey Udemy, Wesley Lorenzini here.I’m responding to the email you guys sent about whether or not a Udemy course has changed my life. It has! (Sorry for the long email, but let me tell you my whole story) I was bored at work - I was working the IT help Desk at IAC. I knew I wanted to start my own company. And Shawn was always there, answering any questions I had. Heck – it even got to the point that my girlfriend called Shawn my ‘boy-friend’ because each day she would hear him teach me iOS. And when I finished Shawn’s Udemy course, things really took off! I began an in-person iOS development course at the SAE institute in New York City to further my knowledge of iOS programming. The Daily Nation published an article on November 10 titled 'The Kenya Open Data Initiative has hit a dead end, says PS'.This sounded like a death knell for a much vaunted project that had won the government praise the world over for adopting transparency by making public data available.Information PS Bitange Ndemo lamented the unwillingness of state institutions to release data and revealed the entrenched culture of secrecy surrounding data. Dear Barrack and all I agree with you on the multistakeholder issue. There seems to be different interpretations /understanding of multi-stakeholder policy processes. A question that was consistently raised before WCIT by stakeholders involved in the process -"to what extend was stakeholder proposals and contributions taken into consideration when determining what position/proposals Kenya would support? The assumption was that Kenya's position would be developed after national multistakeholder consultations. And they were several as you mention below, the Kenya IGF, the East African IGF (day two was dedicated to discussing the ITRs), and the Kenya stakeholder consultations organised by CCK. These consultations developed and produced several viewpoints, and the expectation was that these views would have been taken into account when developing the national position or "agreeing" on what proposals Kenya was to support. This clearly did not happen. It is therefore important to continue discussions on what multistakeholder consultations mean and how we interpret constitutional provision article 10, which states " (1) the national values and principles of governance in this Article binds all State organs, State officers, public officers and all persons whenever any of them---- (a) Applies or interprets this Constitution; (b) Enacts, applies or interprets any law; or (c) Makes or implements public policy decisions. (2) The national values and principles of governance include---- (a) Patriotism, national unity, sharing and devolution of power, the rule of law, democracy and participation of the people" In addition to discussing and getting clarity on multistakeholder policy processes, I support Dr. Ndemo's call for further national consultations to discuss some of the new provisions that have altered the nature of the ITRs. Some of these include the unprecedented expansion of Human Rights language in the preamble of the treaty, which is inconsistent with international human rights standards and precedents particularly with the shift from individual human rights to collective state rights. Are the ITRs a good place for creation of what appears to be new human rights? National consultations may consider this question and also consult with our relevant legal/human rights experts to determine if this expansion of human rights is appropriate. By the way it is very normal for countries to sign treaties after a round of consultations at the national level. KENIC constant downtime

For the last several months, since staff and management were changed at Kenic, registrars have been facing major challenges in service downtime. If it's not network failure, its payment systems (mpesa). This has frustrated businesses and made automating registry services a nightmare. Requests to register/renew domains made on 24th December as still pending since payments are not being updated. I'm just wondering if we can get a permanent solution to this perennial management problem. If we can have the knowledge that has never been utilized from campus translated and harnessed to develop a digital Set top boxes then we can use this opporunity as a water shed moment in Kenyan Tech . But am sure this forum can soak in the slight tech-jargon. walu. ####### World Conference on International Telecommunications - Did Kenya Win or Lose? As Kenyans focused locally on political coalitions, marriages and divorces, governments convened and concluded a meeting in Dubai known as the World Conference on International Telecommunications, 2012 (WCIT, pronounced "weakit"). Governments were revising a 1982 Treaty which describes how International Telecommunication services will be governed over the next one to two decades. Historically, the International Telecommunication Union (ITU) was founded in Paris in 1865 as the International Telegraph Union and took its present name in 1932, and by 1947 it had became a specialized agency of the United Nations in charge of Telecommunications. ITUs role was best appreciated in 1970s through the 1980s & 1990s when Telco companies were largely government owned and by extension, the same governments as members of ITU would make binding decisions on how these telecommunication companies (e.g. the defunct Kenya Posts & Telecommunication Companies, KPTC) would interconnect internationally to others. ITU would therefore define the technical standards and protocols for the interconnection as well as how the various Telcos would settle the international charges arising from the telecommunication traffic exchanged. Basically this meant that when a telephone call was made from London to Nairobi, it would mainly be originated by the government owned British Telecoms (BT) and would terminate onto the government owned KPTC network. The originator of the call, BT would then pay KPTC for terminating the call according to the widely cited "Sender-Pays" model. Needless to say, KPTC and other Telcos in developing countries made billions of shillings in this arrangement simply because there were more calls originating from abroad and terminating locally as compared to those originated locally and terminated abroad. This meant that developing countries were the Net beneficiaries of this charging and accounting arrangement. So what has changed? The simple answer is the Internet. The Internet has changed the rules of the game. Majority of todays telephone calls, Voice over the Internet Protocol (VoIP) are carried over the Internet instead of the traditional, ITU defined protocols that carried Voice communications. Biggest example ofcourse is "Skype", which boasts of close to a billion registered users who make international voice calls - without following the "Sender-Pays" model. The pay structure for the Internet based applications is based on the "Bill and Keep" model whereby the ISPs charge users for local Usage while they look for a foreign ISP to terminate their traffic preferably for free (Peering Agreement) or at minimum fee (Transit Agreement). The crux of the matter is that these Peering and Transit agreements are negotiated and made privately between various ISPs and OUTSIDE the realm of ITU and its membership. Since membership of ITU is made up of Governments, one can begin to see how the battle lines become clear. One one hand, you have Developing Countries/Governments largely fronting for their Telecommunication Companies who have since lost a huge chunk of their revenues because the money they used collect when voice traffic was not Internet based has dried up. On the other hand, you have Developed Countries/Governments fronting for Internet based companies who are making billions by transmitting Voice communication over the Internet without due regard to "Sender-pays" arrangements. Everything was going as planned until one of the developing countries, Kenya, declined to sign the Telecommunication Treaty. It was immediately lumped together with the US and Europeans and celebrated as the beacon of light in an otherwise group of developing countries bent on controlling and stifling the Internet. In the same breath, African countries demonised Kenya for failing to stand up for a chance to restore billions of shillings that used to be collected by the Telcos during "Sender-pays" models. Did Kenya win or lose at the WCIT -2012? Only time will tell, but for now, one can say that Kenya may have won a battle for the Internet community, but may have lost the war - in as far as the regional, geo-political dimensions are concerned.

Biometric Voter Registration

Listers, I was curious about the biometric voter registration kit and what all the fuss was about. My expectation was that this will be the state of the art stuff I have seen at exhibitions like Cartes, to my astonishment, I found that these kits include a low end Dell laptop, cheap camera, 4-4-2 finger print scanner, battery pack and it is not pretty to look at. Have we got good value for money is a big question mark? Have enhanced the local IT capability with such a project, it was procured from France.nope, it is a missed opportunity. Are we going to get 5 -10 individuals within the country who have the claim that understand the biometrics and the security requirements have the know-how to maintain these systems in country or we have still import in the expertise. We struggle to defend our ecommerce properties, how will we do with the voter lists? The procurement has been chaos, they are still going to purchase indelible ink, you have a biometric register therefore there is no need to get the toxic chemicals on the public's fingers. India did their EID project and the cost per registration (this has a higher security and durability needs then a voter registration) was under U$2.00 including the issue of a NFC card and labour, in our case the cost per registration, I assume 18m voters is $51 (if my maths is right) plus the administration cost, I am hoping to get my point across, we are really not benchmarking and maximising the use of the available resources, knowledge and for us to become a world class destination to deliver and export ICT products out of this country is not going to happen at this rate. We hire consultants from various big brands who and no or little experience of the a real life project except being able to put pretty presentation together, let us benchmark against the best and work out a roadmap that could enable us to deliver very good value for money. I do not at anyone time think that improving technology is about obsession or lack of it thereof, perhaps its better if we look at this issue in terms of the benefits that are conferred once we adopt Digital Migration, The earlier we adopt these technologies the better the future because then we shall have learnt the ropes and are able to properly counter any mishaps that come with it. China Warns Europe Against Imposing Sanctions on Huawei and ZTE www.cellular-news.com/story/57822.php Published on: 14th Dec 2012 A spokesman for China's Foreign Ministry has urged the European Union to refrain from imposing restrictions on Chinese telecommunications manufacturers following reports that the EU may do so. "Any restrictions will definitely affect normal trade and investment and harm our cooperation in this area," spokesman Hong Lei said at a regular press conference. There have been suggestions that an ongoing investigation into Huawei and ZTE has found that they benefited from Chinese government support, in breach of European law and WTO agreements. "We have noticed the reports," Hong said, adding that wireless communications companies from both sides have significant business interests in each other's countries, which could be seen as a coded warning that if Chinese vendors are targetted, then European companies may struggle to win Chinese orders. His comments echo what Sweden's trade minister, Ewa Bjorling said ealier this year when she warned that the probe by the European Commission could harm European manufacturers. Bjorling said that even if the EU proves the allegations are correct, it would be better to engage in dialog to resolve the matter than to impose import duties on their products. It's not expected that any decision on launching a case against the two companies would be taken until the middle of next year, at the earliest. The Commission is said to have "very sold evidence" that the two companies had been able to sell goods below cost in Europe due to the state subsidies. Both companies have long denied receiving any form of state-aid, although Chinese banks are particularly generous in financing vendor loans for clients of the two firms. ZTE's lines of credit amount to US$25 billion, which is said to be exceptionally high for a company with annual sales of US$8 billion. Huawei is also understood to have benefited from large credit lines, including a $30 billion facility from China Development Bank.

The WCIT concluded today with revised ITRs. 89 countries signed the treaty and at least 55 thus far have indicated that they will either not sign the treaty or will have to consult further in capital. There were a number of contentious issues that remained open until the final evening plenary on Thursday. After much debate, a vote took place on the motion to include text relating to states' rights to access international telecommunication services. Following the vote, several countries spoke to indicate that they will not sign the revised ITRs. Once this happened, the remaining issues were sorted rather quickly. You can download the treaty here: http://www.itu.int/en/wcit-12/Documents/final-acts-wcit-12.pdf Some key issues for the Internet Society: -- the issue of scope remains somewhat ambiguous and it will be important to monitor actual implementation of these regulations to determine whether some countries apply the treaty provisions to a broader group of providers than were previously subject to the 1988 treaty. -- the treaty explicitly states that “these Regulations do not address the content-related aspects of telecommunications”. -- References to ITU-T Recommendations do not give those Recommendations mandatory status -- Treaty definitions of Telecommunications and International Telecommunications were not changed. New term ICT was not included -- Numbering provisions in the ITRs are limited to references to “numbering resources specified in ITU-T Recommendations” and do not extend to naming, numbering and identification resources. -- Quality of Service provisions are open to interpretation and their impact will depend on the interpretation of scope. -- Member States are given responsibility to ensure the security and robustness of international telecommunications services -- Member States are given responsibility to prevent the propagation of unsolicited bulk electronic communications. -- Accounting Rate principles for international telecommunication services do not apply to commercial agreements. -- Resolution (non-binding) entitled “To foster an enabling environment for the greater growth of the Internet” selectively quotes from the WSIS Tunis Agenda and seems to expand the role of the ITU rather than encouraging greater participation in the multistakeholder Internet governance model as envisioned by the WSIS. -- Resolution (non-binding) entitled “International telecommunication service traffic termination and exchange” opens the issue of private commercial agreements for international telecommunications traffic and suggests a role for Member States. It also calls for further work of the ITU-T in this area. -- Issues related to competition, liberalization, independent regulation, transparency received relatively little attention at the conference which is unfortunate. ...Under increasing pressure, the ITU at first dismissed the complaints before belatedly trying to open up. But it was too little too late. If the preparatory work was out-of-step with modern policy systems, attendees to the meeting were stunned to find a conference style and approach stuck in the 1970s.A constant stream of information was available only in downloadable Word documents; disagreement was dealt with by increasingly small, closed groups of key government officials; voting was carried out by delegates physically raising large yellow paddles, and counted by staff who walked around the room; meetings ran until the early hours of the morning, and "consensus by exhaustion" was the only fall-back position. Government speakers spent long hours debating single words and playing strategic games with one another, pushing everyone closer and closer to the end of the conference without tackling any of the main points of contention. Kivuva, You are right though. 2000/- is a hefty sum for majority. And the timing with children expecting 'Christmas' not to mention school uniform and fees in January is a bit too much pressure on this majority population. The frustration levels as well when they cannot watch election campaigns due to no tv in January till they raise this amount would be very high! This is the problem when there's limited or no understanding. Consumers still don't seem to understand this switch and what it means. Can't this organisation have a session with the ministry to be explained to in layman language as basic as possible? It is costly in several terms to delay this switch any further. This is most unfortunate considering the fact that the current analogue broadcast has been the most discriminating. Majority of Kenyans have not seen the level of communication that Digital offers (this is what the constitution demands). In the new platform we have seen more vernacular channels delivering news in a language that people understand and relate to. It therefore surprises me when an organization such as COFEK moves to court to protect an elitist broadcast platform. Further every one new channel creates more than thirty new jobs. There are more than one hundred and fifty new applications awaiting clearance to start digital broadcast. Twenty of these are already on air. If we get two hundred new broadcasters, we shall have achieved our quest for having a pluralistic and diversified broadcast environment. In whose interest is COFEK advancing the agenda of maintaining monopolistic practices in Kenyan Media? Does COFEK really understands the seriousness of unemployment in Kenya? The cost of not migrating is far too great than biting the bullet now and enable frequency spectrum to be used in more productive and inclusive manner. The benefits of mobile operators moving from 2G to 3G are glaring. We need to scale up to 4G and create a robust last mile that will reduce the rural urban digital divide; that will create an enabling playing field when we start delivering new local content to schools country-wide. Most of the world has migrated and they fully understand why we need to free up spectrum. EAC member states agreed on the December 31st deadline and Tanzania for example has committed itself to this agreed deadline despite not having a completed the national roll-out of the digital signal. In Kenya we have adopted a phased plan starting from Nairobi. Technology changes every six months and Kenya must remain at the technological edge in order to remain the true hub of Africa. We seem to be exercising freedom without any responsibility. Premium rate SMS ripoff

Hi, Is there no way to reign in this new ripoff that is being done using premium rate SMS numbers for services which are activated without your knowledge or acknowledgement. The current one is being done by KBC who sent the first message which seems to be notifying me that they have a new service, the next message I got indicated that they had activated the service and proceeded to deduct 10/- from my account. KBC will send you a message to opt in for 2013 election news. You will have an option to unsubscribe by sending elections off to 8008. This text is free. (16/11/2012 02:00p) : ELECTIONS:Welcome to 8008 KBC service,for the latest breaking news on Kenya elections. Charges will be at Khs.5 above normal.Send 'elections off' to unsubscribe I never subscribed to this service, it was done automatically, the annoying thing is that, in my case, Safaricom are acting as the collectors for this new ripoff scam and they are not taking the issue seriously. It took them 1 year to reverse deductions made on my line by one of this errant premium rate service providers who are making money faster than the pyramid schemes that come up every election year. Imagine if they activate 1 million subscribers that is a cool 3 million to them (7 million to the mobile provider) every time they send out an SMS, no wonder armed bank robberies have reduced recently, who needs a gun when all you need is a PRSP license and you are home and rich.
