How about Njeri Rionge given that she was instrumental if not pivotal in making the Internet a commodity in KE? Also, if you cast your net a little wider Yazim Nanji was very pivotal in bringing the Internet to Kenya and managed to run a thriving ISP in an environment that was not friendly at all, both in the business and technical sense. Am afraid that your idea will not work in this situation processors have diversified in there prodiction strategies whereby they venture into longlife milk product such as UHT milk, milk powders hence can last as long as 3 months if ain't wrong. For uht if unexposed to air can last for that long. Unless u sample the milk and open the packaging then open the packaging. Am afraid that the above complain may have arisen out of paying attention to streets demos from critics or the test from unprocessed milk (raw maziwa ya ngombe) am sure no milk processor licensed in this case may risk its market share out of this allegation. I'd preffer a valid lab report be presented to support the arguement. "Nowhere in the world have they raised a stature to honor a critics" i believe those are the words of the late Zig Ziegler. Indeed sources are many, but some specific details can only be found at IEBC. I have heard similar arguments about people who found themselves members of political parties they had never knew before. For a party to list anyone as a member, it needs his/her name, I'd number, voter registration number and constituency details. I don't know any building or even Mpesa agent that asks for voter number or constituency details. Only IEBC those details. Harry, It would be conservative of you to only credit IEBC and the Telcos for this. There is a very high possibility that the MP aspirant of today is refining the 'targeted campaigns' strategy. He/she has access to mobile money transfer transactions records at the shops; retail store transactions databases, of course Telco databases, etc - take all these multivariate data and subject it to some decent data analysis and voila - he/she can establish where you live or even how you are likely going to vote! There has to be wider, well thought out and legislated means of protecting personal data. Not sure if any of the 'grand' manifestos launched in last 1 month touch on this sensitive issue at all. Urgently looking for Maa speakers

Dear Kictanet members. I need your help. I am on the board of a really cool organization that helps digitize African languages. Feb 21, is International Mother Language Day. We are working hard to get as many languages as possible up to the 100 word level, so that we can fully demonstrate to the world what a spectacular system we've developed. I don't know if there is time to get Maa in as a launch language, but we could give it a try. Check out http://kamusi.org/node/259967 to see what will need to be done. If this is too tight a schedule, no worries, we can get started with Maa at any time. But I think that there will be a lot of benefit from being a launch language, because we start fundraising with donors on Feb 22, so languages that are in the system at that point will be the ones that are visible as ready for support. Is there anyone who can work on getting us at least 30 words translated from Maa to English by this date? There *is* limited funding for this. Get back to me soonest. Am sure most food scientist present in the list will find it amusing that milk processors are adding formalin in milk for the purposes of preservation.considering all the approved milk preservasion process like packaging homoniginazation and pasturrization process that milk processors invest in. Such accusation can damage a whole industry and its dependents(farmers employees and other beneficiaries. I only wish that you clarify which milk processors considering that there are many dozens of milk processors from licenced to local unlicensed. Example we have kcc, brookside,sameer and on the other hand distribution from farmer to consumer(direct to consumer) without the value addition process which are more likely to be the culprits ( maziwa ya ngombe) unlike. Listers, I can't resist but share my pain....that indeed the media can entertain "raw tribal discussions" on live TV! While one may argue that it's reality and we must deal with it, if it divides us and tears us apart, why not pursue other alternatives?...why not take advantage of this defining moment in our history (backed by the current constitution) to build a NEW FOUNDATION and help the country "unlearn" these bad habits that we've been socialized into over the years and has taken us no-where? It's possible to "unlearn"!! You have a huge responsibility to play in carving a great future for Kenya, stand up and resist ethnic division in this country. We must build our nation based on development concerns and address issues dear to the hearts of Kenyans. When last time (2007/2008), Bwana Ndemo gave his opinion (official or non-official) about the role the media played in 2007, I wonder if he wasn't right? Where is NCIC? Where is the Media Council? Forming digital democracy team

Dear Kictanet colleagues I am proposing we form a digital democracy team for the upcoming Kenyan elections. The 2013 elections are likely to be contentious. Of course we all pray that they will be safe and peaceful. Further however, these elections are going to use ICTs such as phones, computers, cell phones, SMS, radio, TV and other technologies at an unprecedented scale. It would be fascinating to find out what impact, positive and negative these technologies have. The kind of study I am envisioning will also increase accountability of polling officials. Who wants to work with me to develop a survey and collect data at their polling station? Perhaps we can use the kictanet secretariat, or a room in Jacaranda to coordinate our activities. Or perhaps google or some other company on this list will volunteer a room? To be very honest with you, a lot of Kenyan consumers would respect you (person and COFEK at large) more if you focused on dealing with such issues and not passing the buck to consumers who send you alerts. I am actually very amazed that you refer to my consumer alert as a "hear-say". Stephen, i really do wish COFEK the best. I am afraid, if you not have a credible consumer protection strategy, COFEK may indirectly/directly lead to consumer sabotage. Barrack, It is abit difficult to excuse Royal Media on this one...they did hoard frequencies and in any case they are not denying this. As for serving the under-served or marginalized areas, they are indeed welcome to do so but they would still need Regulatory approval. Yes, the Universal Service Fund/Commission may not be operationalized but that is not a sufficient excuse - the lawyers would say the END never justifies the MEANS. MPESA analogy may not fit here since MPESA was and its derivatives will continue to be ahead of the (technology) laws as always - but in this case, the frequency spectrum management and laws are almost as old as the Telegram (1890s) and were incorporated into Kenyan law as early as the 1998 Kenya Communication Act. (15 years ago) Finally, as I posted earlier, I support the CCK action and the reasons advanced by Wambua/CCK - but still concur with the MD of Royal Media when he says and i quote, "the timing of the action was quite curious" - when all variables* are considered (last portion my words). walu. *variables include Layer8 issues e.g Politics which is normal in all societies; that National Politics does affect businesses/technologies/etc/ and we should not try too hard to ran away from this fact because it is not automatically/always a bad thing. If for example, it took some political (mis?)calculation to give the Regulator some confidence to swing into action in order to save our Presidential Candidates and the general Kenyan airspace from calamity - then that's a good thing if you asked me. Instead they are transfixed by a $500 tablet. Belinda, 19, touches the screen gingerly and is amazed to discover an icon that allows her to film herself within seconds of her first touch of a computer. So speedy is the take-up of tech know-how in Kenya’s first “white space” rural broadband pilot scheme, its backers hope the idea could one day be copied throughout the continent. “It’s absolutely mind-blowing, it’s like turning garbage into gold,” says Pete Henderson chairman of Indigo Telecom, describing white space technology. Together with Microsoft and the Kenyan government, the British telecoms group is running the trial, with a view to scaling up nationwide. “It can work in hard-to-reach areas where it is not economically viable for mobile phones — we are trying to reach the ‘not-spots’.” The innovative technology works by teaming old with new — converting analogue radio waves from unused radio and television spectrum (termed “white space”) into broadband and delivering it at cheap prices. It draws on work from fellow Indigo Telecom teammate Malcolm Brew, a can-do man who heaves up a radio mast behind the school. He helped trial ‘white space’ last year among the most remote of not-spots — the mountainous Isle of Bute on the west Scottish coast. In line with guidance from UK regulator Ofcom, Kenya too has decided to offer the white space spectrum for free rather than auction it. “We want to be able to guarantee every citizen at least 1MB broadband for free, as Finland, Singapore are doing,” says Bitange Ndemo, permanent secretary at Kenya’s ministry of information and communications. Ndemo believes the pilot may help provide a solution for African countries that have for years struggled with the “last mile” of connectivity. While Kenya has access to four undersea cables that deliver hi-speed broadband, getting it beyond cities and towns has proved much harder. Despite being one of Africa’s most technologically innovative countries, and continental headquarters for companies including IBM and Google, 66 per cent of Kenyans still have no internet access. Those who do mostly go online via mobile phones. Kenya’s dominant mobile phone operator Safaricom says white space “does theoretically pose a [competitive] challenge”, but argues “the threat is more long-term and not one of an immediate disruptive nature.” The group is proceeding with its own plans to roll out rural internet access via mobile phones. It says white space would likely play a more “complementary role” given the technology offers small bandwidths that can’t support high speeds in urban areas. Henderson says his team can deliver internet for a tenth the price of mobile phone companies thanks mostly to a cheap network of radio masts with great range. They can be powered by solar or wind power rather than costly diesel, avoiding the need for expensive security to protect fuel from theft. The team will need to hit on a commercial model that charges some of the country’s poorest people affordable rates if it is to make a profit within two years as Henderson predicts. He says 6,000 masts could connect the whole country. They also need to make sure the technology does not interfere with existing broadcast signals, and speed up Kenya’s own switchover from analogue television to digital, which was due for completion at the end of last year but has been delayed, to free up more spectrum. As children in schools around Mount Kenya begin to learn to swipe and press screens rather than cradle chalk, Henderson is in no doubt about the potential impact.

This is the kind of message we and particularly our politicians should be preaching day in day out until we are through with the elections. The pain we went through in 2008 when Kenyans fell on each other with machetes had nothing to do with the Americans yet when we sort help we ran to them and the rest of the world. The kind of diatribe we see in the media, even in the social media is not helpful for peace in this country. We must not forget it is we Kenyans who can demonstrate to the rest of the world that we can manage our own affairs. It is only then that the international community will come calling, not with aid but investments. After all as they say charity begins at home. I know milk has nothing to do with ICT but i shared this concern with COFEK and they ignored it. Which consumers or issues do COFEK prefer to deal with? Formalin is a chemical normally used to preserve dead bodies. Formalin has many negative impacts on human health. If it becomes part of food, it turns into formic acid in human body and increases acidity level. More intake of formalin can cause breathing problems, coma and even death. US Environment Protection Agency and International Agency for Research on Cancer count formalin as one of the cancer-causing agents. Can COFEK try and investigate this. With so many deaths being reported from cancer and every urban dweller entirely dependent on milk from the shops right from early childhood, we are very exposed if this is actually true. CCK,Cofek digital TV talks fail to take off

Negotiations between Communications Commission of Kenya and Consumer Federation, aimed at agreeing on a suitable date to switch off analogue Tv transmission, failed to take off after fresh disagreements arose between the two parties. Cofek yesterday snubbed a meeting between it and CCK citing involvement of outside parties contrary to court orders. In a ruling on January 11, High Court judge Isaac Lenaola directed the CCK and the consumer lobby group to negotiate on an agreeable new date, saying the initial December 31 date was untimely and improper. CCK is in support of involving all industry stakeholders like broadcasters, government, other consumer lobby groups,the Digital secretariat ans vendors in the new date deliberations. Royal Media suffers blow in licence row

The Communications Commission of Kenya can go ahead with its regulatory authority over the Royal Media Services.The communications regulator acted within law while shutting down the transmitters of the company, Mr Justice David Majanja ruled on Monday.The High Court judge also refused to extend orders that had earlier been granted in favour of Royal Media Services stopping the regulator from shutting down any more of its broadcasting transmitters. Listers, CCK shuts down unauthorized broadcast transmitters The Commission has this morning shut down six Royal Media Services broadcast transmitters in Nakuru, Narok, Mukuyuni (Makueni) and Mabrui (Malindi) which were being operated without a licence and using unauthorized or 'grabbed' frequencies. The six are part of 17 transmitters put up illegally by Royal Media Services in the recent past without a licence from CCK, and therefore in contravention of the law. Some of the transmitters are located in non-designated broadcasting sites thus causing interferences to other critical services including aviation. A further 22 FM and 2 TV unauthorized frequencies that Royal Media Services acquired in the same manner between 2008 and 2012 are pending adjudication in the courts. Section 35 of the Kenya Information and Communications Act, 1998, outlaws the setting up and operation of communications apparatus without authorization from CCK. Addressing the media today, CCK Director General Mr. Francis W. Wangusi said the illegal transmitters were causing interferences to broadcasters in Kenya and the region, and interfering with avionic communication thus threatening the safety of Kenya's airspace. "In some instance the interferences are so intense that the services of other broadcasters using duly authorized frequencies have been rendered completely inoperable," said Mr. Wangusi. He added that the safety of our airspace was under threat as these illegal transmitters had on a number of occasions caused interferences to communication between pilots and the control tower at our main airports. The Commission shall in the next few days shut down the remaining 11 illegal stations to ensure that all players in the broadcasting sector operate within the law. CCK is the only state organ charged with the responsibility of managing Kenya's frequency spectrum. Central management of the frequency spectrum is critical in ensuring orderly exploitation of this scarce and limited resource, and to avoid interferences among various spectrum users. All spectrum users, therefore, are required to operate under a licence issued by CCK and which must be kept in force through adherence to the operational parameters stipulated in the licence. Mr. Wangusi said the grab up of frequencies had no place in Kenya, where there is an existing institutional framework in place for managing frequencies. Unauthorized use of spectrum amounts to an act of impunity and flies in the face of the regulatory requirement to provide an equal platform for all players. It also denies the regulator of spectrum resources to address the policy objectives of plurality and diversity, and to cater for devolution requirements as envisaged in the constitution. I think raw data is what would be illegal to publish. 2nd/3rd level analyzed data such as number of males between age x and y in polling constituency W; number of registered female voters by age and by county that turned up on voting day, etc can be published...there is nothing confidential with that sort of analyzed data. Its just too shallow for a 55% of Kenyans who claim to be educated or rather literate too be hoodwinked. I have always thought smthig was a miss especially when in a connected world someone literally claims they cannot communicate with others in the other end of the world. Government extends financing for ICT incubation

Listers, The incubation model got fresh momentum today as the government, through the Kenya ICT Board, announced that it is putting money to support ICT SME's. The incubation facility will be hosted at Nailab and more than 30 start-ups are expected to benefit for a period of 3 years. For more information see below: *Government extends $1.6M support for ICT start-up businesses* * **Pilot incubation program to tap into the robust ICT Enterprise by developing soft business skills and operational support* * **Nairobi, January 24th, 2013…*The Kenya ICT Board, has today launched a pilot of the first government supported ICT based incubation program worth $ 1.6 Million with funding from the International Development Association (IDA). The Information and Communication Technology business incubator pilot will be implemented by NaiLab and will work with at least 30 startups hosted at the incubator and another 100 virtually over a three-year-period in an effort to sustain the concept and create high impact enterprises aimed at growing Kenya’s economy and creating employment. Nailab, a partnership funded by *1% Club* and managed by NaiLab Ltd, won the contract to host the incubator, in a competitive process that saw more than 16 companies bidding. The program’s main goal will be to build a program, support infrastructure and outreach with successes being replicated in other parts of the country. “The growth of Kenya’s economy is pegged on how many profitable businesses we are able to build and sustain. This project displays the government commitment towards supporting SME’s and growing Kenya as an ICT destination,” says the PS, Ministry of Information and Communications, Dr Bitange Ndemo. The project is timely as Konza Technology City prepares to transform the ICT investment landscape in Kenya in the next three years. Innovation, a strong talent pool and entrepreneurship will be the cornerstone of the smart city success. The incubation addresses many of the gaps that have been identified in SME high failure rate. These gaps include increasing the capabilities of the entrepreneur in terms of soft skills, technical skills and business skills, business counseling, access to affordable services and facilities, access to SME finance, better linkages with both the academic community and industry, and quicker commercialization of innovations. “This initiative is a public-private-partnership that builds on existing efforts in building an ICT ecosystem to support entrepreneurs towards turning ideas into scalable businesses. Such collaborations have proved to give great results,” said Kenya ICT Board CEO, Paul Kukubo. The incubation facility will have a mix of entrepreneurs in the concept, early and mature stages. The companies to be considered will be less than five-years old, offer ICT-oriented products and their offerings should have an impact on Kenya’s social-economic environment. “Our objective has been and will always be to stimulate innovations and encourage entrepreneurship in Kenya, with the signing of this contract with the Kenya ICT Board; we will be able to reach out to other parts of the country, all grass root problems cannot be solved using ICT, but innovation includes creating new more effective processes and we hope to play our role in that. “We want to make sure that those we will incubate double their turnover within three years,” said Sam Gichuru, the NaiLab, CEO The pilot project will also see Kenya ICT Board and Nailab establish collaborative relationship with relevant organizations and institutions to drive the ICT agenda in the country. “It is important for entrepreneurs to have other value addition other than just capital such as industry knowledge and strong mentorship for their start-up. Establishing a facility to give support services will enable the entrepreneurs get clarity in various areas like target customers, approaches to reach them, infrastructure and how to run their business successfully,” says Mr. Andrew Lewela, Project Manager, BPO/ITes at the Kenya ICT Board. A business incubator avails young enterprises with an environment conducive to accelerate business ideas by availing work spaces, business coaching and mentorship. Facial recognition

Hi Listers, Today I found out how advanced my digital camera is when I found and used the smile recognition feature. I bought the Canon G12 camera some 2 years ago and have been using it for point and shoot just as I did with my first Kodak when I was 8 years old, even though my son used it recently to produce a short film http://www.youtube.com/watch?v=p3fAdvpPKIA&feature=share, Today while browsing through the menu options as I prepared to do some video recording I came across a function called "smile recognition" and for a minute thought it must be a jock so I decided to try it out and to my surprise it actually works. I took the camera and placed it on its tripod then focused to the location where I was going to sit and proceeded to get seated, the camera automatically took the following pictures (http://www.facebook.com/media/set/?set=a.10151355886158624.496186.739953623…) automatically every time it recognised me smile. It took a while to detect that my smile is slightly different from that of a Caucasian or Asian but after a few minutes the software seems to have learned and off it went snapping away. What is the moral of this post, imagine if a US $ 600/- camera has built in smile recognition what about the more powerful Canon EOS 5D Mark III or the Nikon D9000, its also very telling about where software development has gone. After this experience I have no doubt about the lethal capability of the unmanned drone and also believe that the Americans know where Kony and his ilk are but just refuse to bring him to justice as it is not yet convenient. In addition as we are being unfaithful when we encourage our youth to develop applications that emulate mpesa and surabook using frameworks while their peers elsewhere are working on complex embedded low level applications, we are misguided when we encourage developers to produce basic apps to be placed on store shelves together with a million other apps and hope to make a living leave along an impact on the world. Unless our developers take the plunge to go below high-level coding we shall keep playing in the baby pool where we sit at the bottom and deceive ourselves that we are swimming in neck deep water. Developers out there are working on complex projects that cannot be done using drag and grope (no error), in closing, a few years ago Canon launched a new camera for which a "hacker" downloaded the OS, improved it and then upgraded the camera.
