This could almost be an upmarket Internet café, only it’s far too quiet and no one is surreptitiously watching hard-core porn. But what’s going on in the iHub has its own element of titillation. They work for the monitoring group Umati<http://www.ihub.co.ke/blog/2013/02/phase-1-oct-2012-jan-2013-umati-report-r…> and are part of a multi-strand high-tech attempt, much of it by volunteers, to ensure that Kenya doesn’t come tothe brink of civil war<http://www.telegraph.co.uk/news/worldnews/1574179/Kenya-on-the-brink-of-civ…> as it did after its last election, in 2007. Working in five vernacular languages, Swahili and English, they are on the alert, in particular, for terms that reduce entire ethnic groups to the status of animals. “Cockroaches,” a favorite during Rwanda’s genocide, is also popular here. So are “worms,” “rats,” “vermin” and “jiggers” — a reference to a parasite that burrows under toenails. “The phrases are intended to hit you in the gut, and they do,” says Angela Crandall, research manager for Umati. Eighty percent of the inflammatory rants, Crandall says, occur on Facebook, and most of the authors make no attempt to conceal their identities. This suggests they are naive or cocky and believe there will never be any legal consequence for what they write — which probably is correct. Umati feeds its findings to Uchaguzi <https://uchaguzi.co.ke/> (Swahili for “election”), one floor below, where even more computer geeks tap at keyboards, fuelling themselves with espressos. Uchaguzi has prepared a Web-based, crowd-sourced map of Kenya that, starting this weekend, will track thousands of SMS messages, tweets, phone calls and emails from members of the public, civil society activists, election monitors and local officials, to build a picture of what is happening across the country. Uchaguzi has established a network of partnerships with grassroots organizations so that, anticipating trouble, it can send them warnings to prevent any escalation. “The partnerships are the key,” Daudi Were, one of the group’s founders, explained. He described how during the referendum on the Constitution in 2010, Uchaguzi had received a message about a group of young men with machetes gathering outside a polling station in Molo, a town in the Rift Valley. “Fifteen minutes later, although we are 200 kilometers away, two lorries of police drove up. That was because we had passed the information on to a local joint peace initiative with links to the security forces.” The geeks in the iHub — urban, hyper-educated and distinctly Western in their outlook — and their methods represent a generational challenge to an electoral system that feels sclerotic and stuck in the past, despite a new Constitution that reconfigures state structures. The main presidential candidates — Raila Odinga and Uhuru Kenyatta — are the sons of two men who dominated Kenyan politics in the 1960s<http://www.statehousekenya.go.ke/hist/1960.htm>. Most of the candidates vying for lower posts are wearyingly familiar. On parking lots and street corners in Nairobi, politics is done the old-fashioned way. Men bark orders at mustered volunteers, doling out T-shirts, caps and cash payments. In rural areas, where Kenya’s destiny has usually been decided, politics also dominates a sense of routine, with villagers meekly waiting to be told by tribal elders who to vote for. I left the iHub thinking that Kenya is clearly teetering on the cusp of change but that real transformation still depends on massive structural repairs entirely beyond the reach of those Internet activists. Consumer Protection and KPLC

So KPLC has proposed to ERC to be allowed to effect massive changes in elelctricity tariffs, to be based on your consumption band. This could be good or bad, depending from what point you look at it, either pro or anti KPLC. In effect this could have a huge impact in business and investments including ICT investments? I have no idea if this falls within the band of Consumer Protection, but give its impact on millions of consumers, could this be one issue that Cofek might have set its sights on and fight for the powerless Kenyan consumer? Just a thought for the weekend!

How technology can be used in pricing insurance premiums

A nice article by the Economist on usage of technology to help determine payable motor vehicle insurance premiums. This can help the IRA to better regulate the motor vehicle insurance industry rather than have some block figure like 7.5% value of car as annual premiums. Although there are privacy concerns, many people won't mind (including myself) being tracked for a couple of months to help my insurer determine what I really need to pay. COFEK to pursue case against CCK

Has IEBC Voter Register Been Compromised

Listers, This morning I received the oddest message. Through a bulk sms provider, one of the aspirants for MP in my constituency sent me an SMS appealing me to vote for him in the upcoming elections? Now I say odd because to the best of my knowledge I have never communicated to this politician my number and my constituency. In fact the only person I have ever given this dual information is the IEBC during voter registration. Which begs the question, could IEBC or its registration clerks be making voter registers available to politicians for consideration or otherwise? I'm also curious if this is an isolated event or its happening elsewhere? Now I don't need to emphasize on the very serious implications if politicians are in possession of such specific data on the electorate. I previously blogged (http://www.startupkenya.info/2010/08/chopping-up-big-green-giant-safaricom.…) on the dangers of telcos in possession of too much personal data, but it is nothing compared to politicians with this data especially in a country that has experienced deadly post election violence. I'm curious what measures IEBC has in place for the protection of our personal information and if my experience this morning portends the compromise of all future governmently held e-data? Commodity Exchange System - Revisited

Hi Listers, About 9 month ago (human gestation period) I mentioned the need for developers to start looking into the development of a futures exchange system and as always is with the village madman I was dismissed. On Wednesday 8th June 2011 the Capital Markets Authority advertised for a futures exchange system, rfp is open to both international and local vendors. Regards Hi, The National Cereals and Produce Board together with the East African Grain Council are working towards the creation of a commodity exchange to trade futures. This process is at an advanced stage which begun with a process called warehouse receipting and currently Equity Bank offers credit against the receipts. What does this have to do with us in the IT field? When the Nairobi Stock Exchange tendered for the automated trading system (ATS) and more recently for the Broker Back-office System no local IT company made it past the 1st round. The fact that companies like Virtual City are winning international awards for systems development and others like PesaPal are receiving large direct foreign investments means that we do have the skills to develop world class solutions. This is an appeal to all ICT experts in the country to prepare ourselves to make sure that the grain exchange system is locally developed and we stop being spectators in our own country. I know it is said that a prophet is never recognised in his own town, it is time we made this phrase redundant. NCPB and others are already shopping overseas for a solution so be warned that time is not in our hands and if we are to have an impact we need to move quickly. The proposed system is supposed to provide a trading platform, depository system, GIS for land information, settlement system, warehouse management, weather monitoring and seed planting information system (acreage, seed type, fertiliser, etc). Lets get off our high horses and put a together a world class solution for a local problem. No tears after the horse has bolted. I've been quite intrigued to see this discussion taking place. It started about technology in Africa and has now began to bring out the fact that many Western countries are pumping significant amounts of money and effort into research - with universities and private sector at the forefront. I have for a long time been a proponent of industry-academia linkages especially for purposes of ground-breaking research and development driven by recognition of local problems and challenges. What I find interesting in the thread below is how military application of technology is also a key driver of technology development in those regions (and I am sure that there is direct funding for this from military). With the levels of conflict and military engagements in our region (and accompanying huge expenses on foreign developed technology) wouldn't it make sense for us to develop academia-industry-military linkages? Every Act prescribes a commencement date before which the Act cannot be operationalised. The CP Act under section 1 provides that the Minister must set a commencement date for the Act but in any event not later from 90 days from the date when the Act was published. This means that if the Minister does not set the date, then upon expiry of the 90 day period, the Act shall be automatically operationalised. Infact, that is the very same reason (land commission) I had possed the question. It beats common sense to just leave it to the discretion of the executive as they are inclined to abuse it - as has the president on the land commission issue. Is this leeway not time bound? Mr Rukaria has also taken to avoiding our calls. From the foregoing, we hereby demand for his voluntary resignation within seven days. Failure to do so, Cofek will simultaneously seek for judicial intervention.Cofek, will after this ultimatum, mobilize consumers to physically eject him from his office for his consistently poor and unacceptable performance. What I don't understand is: Since when was it that an Act cannot be operationalized simply because it hasn't been printed by Govt printers? Isn't there an electronic version of this Act that can be used/referred to in case of legal issues/action?Is there anything stopping COFEK from printing their own copies of the Act? Would it not make more sense to have the printer publish these Gazette Notices on their website in PDF version, etc? How many people do actually buy these gazettes? What is the ROI on printing such humongous documents? How many of them lie gathering dust at their stores? This agency needs to clean up its act and catch up with the rest of the world in the 21st Century. My take, Key future staff and the board members to this agency should be vetted in a more open forum (comprised of key stakeholders such as many in this forum). There should also be an audit on the performance of the 2 outgoing officers and board members and findings forwarded to any other government agency that they wish to join so that it informs the appointing authority in those agencies of their past performance. I'm sorry but I must bring this up here as there was a recent discussion involving COFEK. Today I saw COFEK on social media calling consumers to join them in a protest outside Govt printerr office. I followed the link indicated in their post to find out what the fuss was about and found this: * The Consumers Federation of Kenya (Cofek) is concerned at the poor performance by the office of the Government Printer headed by Mr Andrew Rukaria (pictured). Since assent of the Consumer Protection Act on December 13, 2012 the Government Printer's office has been giving endless excuses from backlog to lack of films and other materials. Meanwhile the Act remains unpublished and it cannot be operationalized as a result. Our numerous calls and letters have only yielded in unfulfilled and indefinite pledges of printing the same. Mr Rukaria has also taken to avoiding our calls. >From the foregoing, we hereby demand for his voluntary resignation within seven days. Failure to do so, Cofek will simultaneously seek for judicial intervention. Cofek, will after this ultimatum, mobilize consumers to physically eject him from his office for his consistently poor and unacceptable performance. *What I don't understand is: 1. Since when was it that an Act cannot be operationalized simply because it hasn't been printed by Govt printers? 2. Isn't there an electronic version of this Act that can be used/referred to in case of legal issues/action? 3. Is there anything stopping COFEK from printing their own copies of the Act? The application form is attached. Each country is expected to nominate at-least 3 candidates. The names will then be sent to the IGF secretariat for the final selection. IBM set up a research lab, government is contributing Ksh 170 million and the staff is being sourced from the best universities globally, given that Kenya has no capacity. During its earlier years, maybe first or second, the board supported BPOs, in fact, I think that was the main reason it was formed, but priorities have changed. Who is taking over? Eunice Kariuki is the deputy CEO and can be expected to take over, if there is no argument that we need fresh blood to be injected…… or some other argument like that. University of Nairobi Set Top Boxes

At the launch of the National ICT Masterplan 2017, Dr. Ndemo mentioned that UoN had come up with a prototype Set Top Box, but had lacked investors to mass manufacture the same. Wouldn't have funds such as the Tandaa Grants and other funds the ICT Board is using to fund developers have come in handy here? We need more of James Mwangi and SK Macharia in the local field. These people are game changers in their own rights. Mwangi took banking to the unbankable at the time when multinationals were closing down their branches including the ones they operated ever since i was young. SK a trailblazer showed others that people can make money from media. All these are local success stories. We expect multinationals to bring more money and more jobs, we are wrong unfortunately. It not unusual when a company fails. Indeed start-up mortality rate in Silicon Valley is highest. The questions we must ask are why did it happen? Could they do things differently? What do we learn from this? Any innovation like life will die. Death in enterprise is a certainty unless you understand Shumpeter's theory. In his thinking, he defined an entrepreneur differently and very close to what can be referred to a serial innovator. If you take IBM for example it has changed its core business several times in its 100 year history. When the US discovered a VCR, they did not think it can be a hot product since people liked to watch movies on a big screen. The Japanese had a different idea and one that changed how we watch movies. I have tried to understand why IMOBI closed its business yet their services are in great demand. Some of the answers I am getting include the fact that Africa's returns to investment were below that of developed countries and they wanted to focus where their bread and butter came from. Here again we have the opportunities to look at this from a different angle as Japanese did and succeed. Unfortunately, we may not look into doing a small paper on such failures and seek for new areas. We tend to agree with decisions of close down simply because we do not have the confidence to challenge them and do things differently. I am certain that if we do a bit of research on Mocality, we shall come with a new sustainable enterprise. We must begin to regenerate our enterprises otherwise we shall keep on finding ourselves in the dustbin all the time. We can be a technology leader if we always to try to understand our ecosystem and do things the way we understand them. The Western world dominates the rest of us simply because they investigate every happening even within our environment. Instead of condemning recent failures, let us understand why and what we can learn from that. This is what is referred to as a knowledge society. Ndemo. Alice Best, I was lurking in the shadows until I took note that the landmark debate in question has not been given 'kipao mbele' here. If I could raise 'hue and cry', that ICT wasn't given the due mileage in that debate, then we could sensitize candidates before the next one that, this is a driver of the current and future economy. Meanwhile, just noticed all the well articulated positions had little or non to borrow from the debate we had a while back here quizzing Dr. Ndemo as a 'future' candidate. Wananchi Just a quick peek into discussions during a break from the campaign trail! Yes, for those that are not aware, I am in the race to become Governor of Nyamira County. Should wananchi give me a nod, the ICT world will have a good advocate/friend at the pinnacle of power in Nyamira. Back to the subject matter: in 2002 we at the Kenyan Community Abroad (KCA) broached this subject and even got funding to do presidential debates. It was a non-starter. The same happened in 2007 even when Kenyan media was ready to put up the show. (It's almost an experiment in "social change" with substantial lead time before an idea takes root.) That aside, did you notice people that have been in government blaming the same government for ills afflicting that government. I heard little regarding what they did in their time to solve the problem(s). Nonetheless, this was a milestone for Kenya and we can only move forward from here: improved, issue-based discussions so that we can see the differences (if any) of approaches taken by different parties/individuals. These debates, along with some I have seen for candidates for governor seats, are encouraging. Over time (perhaps a very long time) we shall wean of mwananchi off the notion that "my tribesman/clanisman" is best-placed to represent one's interests. And then, perhaps, manifestos will start making sense. Indeed, today one doesn't need a manifesto to win an election in Kenya so many parties/candidates don't take it seriously. In addition to the message above the transcript of the bounce message also included the following justification "You probably have a spambot on your network" Is this a case of an over zealoussysadmin or are we getting paranoid?
