Good analogy Emmanuel. Telkom was a good buy for Helios because of the value of the assets. This happened to Uchumi Supermarket where they sold one of their profitable branches (Aga Khan Walk) and leased it back to the supermarket. The rest is history. "It’s understood that Helios is mainly eyeing the company's real estate assets worth KES 13bn." Kenya's Second National Cybersecurity Strategy

[image: image.png] Dear Listers, The Kenyan Government on 5, August 2022, launched the second National Cybersecurity Strategy to sustain its efforts in addressing cybersecurity. The strategy recognizes the cross-cutting nature of cyberspace and the need for coordinated and collective action from all sectors. The Key pillars guiding the strategy include: 1. Cybersecurity governance; 2. Cybersecurity policies, laws, regulations and standards; 3. Critical Information Infrastructures Protection (CIIP); 4. Cybersecurity capability and capacity building; 5. Cyber-Risks & Cyber-Crimes Management; and 6. Co-operation and collaboration The Strategy also has an implementation matrix which outlines the strategic interventions related to the Strategic Pillars. The matrix assigns roles and responsibilities to various cybersecurity actors to be performed within specified timelines as well as estimated costing of the initiatives. Tweets By Government Officials.

Good morning listers. The tweet below by Ahmednasir has me thinking about data governance in government. Some of these tweets he talks about provide record to some announcements made on government policy and is in response to some officials closing up their accounts. I guess the question asked is are they opened on a personal level by government actors or are they opened by the office occupied. What steps went/go into activating and deactivating them? Someone else responded to it that many people interact with government offices and officials through gmail and yahoo accounts. Reminded me of a conversation we had about that some time ago. How do we separate an office holder's personal opinions and an official opinion? Logically it is prudent to say once some positions are assumed, virtually all opinions from the holder are seen to be official. Remember how something like BBI came down to saying the president spear headed it in his personal capacity. But even then he was using channels available to the office to talk and promote it. All in an attempt to legitimise it. This also extends to: Do we have competent and constant learning teams in police departments who can carry out investigations regarding IT, a team/division in the office of #ODPP who can construct prosecutions that can't be easily tossed and finally a team/division in the judiciary that can substantively and effectively determine matters regarding IT? As Bruce Schneier likes to say, Computers are essentially now in everything! The "*Ubiquitous/Everywhere Computing*". It simply cuts across many if not all aspects of people's lives today! In fact there should be an agency/ministry regulating this! Do you have a medical device/implant in your body like an insulin pump or A pacemaker that monitors your heart's electrical impulses or an artificial assistive heart pumping device? Does your tractor use computers to determine & adjust the angle/slope of your soil during sowing/planting? Do you use digital payment systems(m-pesa, credit cards etc) and online banking? What controls the automotive controls in your car like how hard to accelerate or brake(+ ABS which avoids locking of wheels that negates rubber becoming like ice!) etc etc It's possible for many wins to come out of precedent rule makings. I'm starting to see interesting questions pop up and even statements like every technology is not perfect but .... 1. Can we ascertain & inventory versions & dependencies in the software used in the #KIEMS kits and IEBC's front & back-end servers? Were these pieces of software current/up-to-date? Vulnerable? Have publicly assigned #CVEs and/or exploits in the wild? 2. Are there security features for the configs/databases loaded onto the #KIEMS kits? If yes, have there been analyses for both hardware + software risks? 3. A #KIEMS kit for a polling station is the only device that can transmit(images of the Form34A) and there are limited chances to do so ...Are there tests and security analyses to substantiate authentication(verification) + authorization of these devices? 3.1 What's the process/flow of replacing a failed #KIEMS kit for a polling station ... 4. On transmission ...It is well known that IMSI catchers aka "Fake Cell Towers" are readily and aren't exorbitantly expensive. Considering many polling stations are clustered in a small geographical area this is even more feasible. There is even a 5G version of the device. Were #KIEMS kits' modems and/or cell towers hardened to mitigate well known issues like root-kits/backdoors can be injected into the SIM modules, access storage on a device, read messages and even intercept connections on a VPN!? ...sometimes the modem is given free reign to access the entire system! This follows KICTANets participation in the IEBC National Elections Conference yesterday. The need for greater engagement between KICTANets Stakeholders and IEBC featured prominently in the deliberations. As we reach the crescendo in the election cycle to usher in a new government, the 2017-2022 regime is winding up its work. One important document that has been launched is The Kenya National Digital Master Plan 2022-2032. This is a progression of the 2014-2017 document. This Master Plan has four pillars that are responsible for the provision of digital services to citizens, businesses and other stakeholders: a. Digital Infrastructure: For equitable access to national service through a pervasive and ubiquitous national ICT infrastructure; b. Digital Government Service, Product and Data Management: For provision of e-Government information and services for improved productivity, efficiency, effectiveness and governance in all sectors. It also considers technology related products and services. c. Digital Skills: For the development of a digitally skilled workforce and citizenry that is grounded on ethical practices and social cultural values to implement and operationalize this master plan; and d. Digital Innovation, Enterprise and Digital Business: For enhancing the innovation value chain in order to turn innovative ideas into sustainable businesses and operating models. The pillar also aims to migrate businesses onto the digital platform. @awatila Thanks just noted they don't handle/listen to requests without "www" on their main site. However, if you add the "www" for verify.iebc.or.ke it also is NOT handled/listened to? Must be Inconsistencies in configuration for their web servers.
