You cannot get a one page status implementation document for the simple reason, this is a policy document broadly spelling out the priority areas. It is further divided into five-year plans. We have already done the first 5-year medium term plan and we are on the second. There was a publication after the first five-year plan. In turn, the National Treasury, does what it calls Medium Term Expenditure Framework which is largely based on the Five-year plan. Within the general policy thrust however, are some flagship projects: Isiolo Resort Town, Konza ICT city, Ol Karia V, Lapsset Project, Railway mini-cities, irigation projects etc etc. Within Ministries, there are supposed to be Planning officers working with the Planning Ministry to maintain National Monitoring Indicators showing progress made in meeting goals. www.monitoring.go.ke Otherwise, the best thing is to familiarize yourself with the blueprint and you could write that one page summary yourself. Hi all, I have just gone through the recently launched National Broadband Strategy. Sadly, none of my submitted input (included below) was accomodated (even after confirmation from CCK that they had been received). I guess this is a sign of the times, because it seems that over recent years "public consultations" by CCK and Govt on ICT issues have been merely stage-managed exercises aimed at giving an appearance of inclusion, but in reality are merely rubber-stamping exercises which allow largely third party driven agendas (vendors, foreign govts) to take center stage and prioritization in our strategies, policies, laws etc... I guess I will just have to stop making the effort to "contribute" to these processes as it seems to be pointless and an exercise in futility. Hopefully others will have better luck? I have this nascent feeling that this forum has been for a while now been used as a "incubation center" for ideas for the "strategically placed" to further their agenda. Why is it that constructive ideas/contributions herein seem to simply go to waste by being ignored & sidelined by past and current GOK well placed? @Mblayo, It appears the matoke u r consuming is really firing you up :-) But I totally agree. Stakeholder consultations without a formal feedback mechanism for the public to know if their comments were considered, and how they were then not taken onboard can be frustrating. Govt must better define how it processes stakeholder input. @Barrack asked a similar qtn at Karen meeting 2weeks ago and we were informed that Govt has final say - which is fine and acceptable. However, Govt has on the other hand an obligation to report back to public in terms of how many comments were recieved, how many were taken on board, how many were amended before adoption, and how many were rejected and reasons why. We should also remember the meaning of most "e-government initiatives" in Kenya. E-government means PDF forms put online for citizens to download, then send via a courier service to the respective offices. Kudos KRA, they are one of the few government agencies who have automated most of their services for complete paperless access to services. Can the KRA story be replicated in most of our county offices? Do we have enough proactive entrepreneurs and techies who can seize these opportunities and send proposals to the county governments? Today I want to present you with my detailed ideas on building a connected continent. The world is going digital. This is a growing global market: we must take advantage. But our telecoms sector and ICT ecosystem, once the envy of the world, are not competing. Our citizens and businesses face barriers and unfair charges. This is supposed to be a global network: but it faces border checkpoints, even within our single market. The rest of the world is racing ahead. America, Japan, Korea have 88% of the world's 4G subscriptions; the EU has just 6. Meanwhile, only 2% of European homes have superfast broadband. Those problems need solutions. And I intend a package to do that; due first thing in September. It will bring down borders, stimulate investment, make it easier to operate and communicate across the EU. Building on our existing framework. Boosting our connected continent in three key ways. First: for truly European networks, it must be easier to communicate across borders. Without operators facing a tangle of different, incompatible rules. If you're allowed to operate anywhere in Europe – authorised within an EU framework — then you should be able to operate everywhere in the EU. And I don't just mean "possible": but straightforward in practice. Like a single authorisation system with supervision by the home member state. And more chance for the Commission to ensure consistent remedies. Less red tape, less cost, less hassle: that's what a single market means. That's the boost they already have in sectors from banking to broadcasting: now, for telecoms too. Second, those operators need "inputs" – the networks to run on. Again, as it stands, that's too hard, especially across borders. We need more consistent ways to access fixed networks – like standardising ways to access networks, so-called "virtual bitstream" products. And with interconnection services that guarantee quality. Plus for wireless we need better spectrum rules. Spectrum bands need more consistent licence conditions – like how long licences last, block sizes, fee structures and so on. All those things will make it easier to run a network over multiple countries - and easier to enjoy high quality services over them. Third, our citizens need to enjoy fair rights and a fair deal – across the Union. Including the right to net neutrality. Blocking or throttling services isn't just unfair and annoying for users – it's a death sentence for innovators too. So I will guarantee net neutrality. With more transparency, so you know what's in your contract. Making it easier to switch providers. Allowing the new premium services which so many new services rely on – from cloud computing to eHealth. And I will end anticompetitive blocking and throttling, for every citizen, on every network, on every device. Internet growth depends on openness and innovation: I will provide an absolute safeguard. A fair deal includes fairer prices. European calls shouldn't count as a costly "international call"; not within a true single market. You shouldn't face a sudden price hike, just to call across an internal border, so any difference in price must be objectively justified by additional costs. And of course, in a true single market, there are no artificial roaming charges. It's irritating, it's unfair, it belongs to the past. Often, the only remaining reminder of our internal borders is the phone in your pocket: that has to change. Millions of Europeans enjoy great, transparent packages on their mobile subscription; they expect to pay once and have everything included. Not just when they're at home: but when they travel too. They should be able to take their mobile minutes, messages and megabytes with them, wherever they travel in Europe. I know you raise the issue of roaming in the draft report from Mr Rohde. But let me remind you of one thing: it's not by banning roaming charges that we create a single market. Quite the opposite: it is by creating a single market that we will end roaming surcharges. A market where companies face the same competitive pressure to push down roaming prices as they do at home on their own network. A market where they can attract and keep customers by adding roaming to the competitive bundles they offer. A market where consumers enjoy choice and competition, not borders and barriers. That is how I want to turn today's fragmented reality into a true competitive single market. This fragmentation isn't about some breach of EU dogma: it has real consequences. To take just one example: spectrum. Countries are not following their obligations to assign spectrum. But even when it is assigned, each does it differently: so it's harder to bid, plan, and offer services across borders. Harder for manufacturers to optimise their new gadgets for Europe. Harder for business to benefit from single market economies of scale. Uncertainties and costs faced by operators are passed on to consumers: meaning higher prices, and poorer service. European manufacturers, who once led the world, today struggle to compete. This isn't just about one sector. Nor just about phones and tablets. Not any more. Soon all sorts of devices could be connected – from your car to your health device. There's a massive opportunity for people to enjoy pan-European services that work widely: but they're still waiting. I'm not just looking at one sector: I'm looking at the whole picture. The European telecoms sector and ICT ecosystem are keystones of our economy – and I'd like to see them stronger. A strong telecom sector that stands up for itself in a competitive market. Less reliant on regulation. But not for their sake: this is in everyone's interest. The fact is, the whole economy is relying on digital tools and networks. Sectors from banking to logistics, automotive to audiovisual. And, beyond that: all kinds of companies are crying out for the connectivity that could transform their business: from videoconferencing to cloud computing to 3D printing. Companies of every size in every sector. They are fed up with not having them. We cannot leave them stranded. They have European ambitions: we cannot leave them without the communications to match. In an economy relying on information and communication, we cannot sit by while the telecoms sector becomes too weak to compete, invest and innovate. We cannot continue to struggle by with poor, ageing networks. This matters. The boost from a competitive single market in telecommunications could be 110 billion euros a year. Quality communications for business could be worth 800 billion over 15 years. Broadband could create 2 million jobs. This is investing in tomorrow's growth. My ambition is large-scale: but my approach is pragmatic. Today our networks and regulations are largely national. A pragmatic approach is not about digging up those networks, tearing up those rulebooks, and starting again from scratch. It's about taking what we have and adapting it; unblocking the bottlenecks, bringing down the barriers. Giving operators, businesses and citizens the single market boost; better services, faster networks, fairer prices. I know that you have just been discussing a longer term option: a more comprehensive review of the entire ecosystem, as proposed in Mrs Trautmann's report. And I can see the attraction of that. But here's my advice: let's not miss this opportunity to make a real difference to growth and employment. Realistically, a full review would take 5 years. That is a long time to wait. And these days, lost time means lost opportunity. Think how the world has changed in the last five years – the devices you didn't have, the services that didn't exist. Think how the world will change in the next five. Then think if we can afford to wait that long, while other parts of the world race ahead. Instead, I am putting forward an incremental but immediate approach: improving the model, to get the best out of the current framework. Taking a significant step towards a single market where technology and service convergence are part of the new reality. Where an updated regulatory framework takes account of these dynamic changes, and where we can take the time to reflect on and then implement the regulatory framework we need for the future. But first, let's get the telecoms single market right. Let's get it working for Europe. That's my alternative. And I am giving you, this current Parliament, a chance: to offer more immediate benefits to our people and our economy. Fewer barriers, more choice, fairer prices, better business services, net neutrality, an end to roaming; a stronger economy creating more jobs. One thing that irks me to no end is up to today we see government officers both at the county level and national level communicating via email using yahoo, hotmail and gmail accounts yet the transition authority has already registered all the counties using the .go.ke extension. Can this be expedited? Lets ensure basic ICT 101 cascades to the counties. This means that the County governments can endeavor to ensure that there is transparency and that every detail of developement is made available to the citizens as it happens. The latter is mandated by law to classify all films for general exhibition (including those aired on TV). CCK on the other hand is supposed to regulate all other categories of broadcast content. However, a broadcaster went to court challenging the constitutional authority of CCK to regulate broadcasting content. We had already developed the requisite regulatory tools and instruments in readiness to embarking on important responsibility of ensuring, among others, that minors are protected from adult content. The current crop of startups boasts wacky spellings. The reason founders say, is that practically every new business—be it a popsicle maker or a furniture retailer—needs its own website. With about 252 million domain names currently registered across the Internet, the short, recognizable dot-com Web addresses, or URLs, have long been taken. Request for opinion: What does "open" mean to you?

Listers, The School of Open <https://p2pu.org/en/schools/school-of-open/> at Peer 2 Peer University (P2PU) is starting up a new round of courses in August, 2013, and one of those is a course called “Why Open?” I’m writing to ask if you could fill out a very short survey to help contribute some content to this course. “Why Open?” is a 3-week long, facilitated course (meaning that participants and facilitators all go through it at the same time, rather than asynchronously) that is designed to help participants learn more about openness, recognize the benefits and challenges that can arise from opening up content or practices, and engage in some open practices themselves. It will run August 5-23, though participants will also complete a final project due around the end of August. Then we will show them definitions by third parties and discuss the various meanings. We want to gather views from people with different expertise and backgrounds. Efforts to augment existing domains such as “.com” and “.gov” have been underway for several years and are entering a critical new phase as industry officials meet at an international conference that began Sunday in Durban, South Africa. By summer’s end, the new domains could be going live at a pace of 20 or more each week. The plan has touched off a scramble among investors eager to gain control of the virgin Internet real estate, potentially worth billions of dollars in annual licensing fees. But a vocal group of critics is calling the speed and scale of the expansion reckless, given its possible impact on the Internet’s global infrastructure, which relies on interactions among computer networks owned by companies, universities and individual users. Particularly troubling is the possibility of widespread “name collisions” that could happen when domains used by internal corporate computer systems — such as “.corp” or “.home” — get assigned to the Web more broadly. This could cause systems to fail, blocking access to e-mail or other internal programs, and also could open sensitive information to theft, some experts say. “This could affect a million enterprises,” said Danny McPherson, chief security officer for Verisign, which is based in Reston and manages several of the most popular existing domains. “It could absolutely break things.” McPherson and other security experts say the nonprofit group that oversees the designation of Web addresses, the Internet Corporation for Assigned Names and Numbers (usually known by its acronym, [4]ICANN), has not done enough study on the impact of the new domain names and does not have procedures in place to respond quickly if systems malfunction. Among those posing risk could be domains such as “.med” or “.center” that might be critical to the functioning of medical systems or emergency-response networks. Similar concerns have been expressed by the Association of National Advertisers, which represents hundreds of major companies, and the Internet commerce site PayPal, which issued a letter in March saying, “The potential for malicious abuse is extraordinary, [and] the incidental damage will be large even in the absence of malicious intent.” Defenders of the plan have called such fears overblown, arguing that the potential problems have been long understood and will be resolved before new domains are approved. Because the new domains will be released gradually, over the course of months, there will be time to manage problems as they arise, said Jeffrey Moss, chief security officer for ICANN. “It’s not like it’s a runaway train without recourse,” Moss said. “We’re not going to do anything that harms the security or stability of the Internet.” [5]U.S. officials who oversee Web security issues through the Commerce Department’s National Telecommunications and Information Administration expressed confidence in the management of the domain program, issuing a statement saying, “We would expect these issues to be discussed and resolved within the ICANN multistakeholder process.” Whoever wins control of the new domains will be allowed to sell licensing rights for the resulting new Web addresses, typically for annual fees, with a portion going to fund ICANN, which is based in Southern California. Just bidding for a domain costs $185,000. [6]Donuts Inc., an investment group that made the largest number of bids, with 307, said Verisign’s criticism of the process for launching the new domains was a result of self-interest. The company controls the popular “.com” and “.net” domains — giving it a degree of market power that could be diluted if new ones gain widespread acceptance. “ICANN was created in large part to break Verisign’s monopoly over domain names,” Donuts spokesman Mason Cole said in a statement. “Now that the organization is on the verge of achieving that goal, it’s not surprising that Verisign is uncomfortable.” Verisign officials say they support the program for adding new domains but believe the rollout should proceed more cautiously than currently planned. The stakes are high in an era when a large and growing share of the world’s economic activity happens over the Internet. Even traditional brick-and-mortar businesses use online systems to communicate, manage inventories and interact with customers. Many also count on the security of networked computer systems to protect lucrative intellectual property and other valuable strategic information. Moss, the ICANN security chief, acknowledged that some internal corporate systems will malfunction as new domains are created, and he said it would be the responsibility of company officials to resolve these problems. “We want everything to work, and we’re going to try to make everything work, but we can’t control everybody’s networks on the planet,” he said. Moss said the number of domains likely to cause problems is a “really, really small number.” But critics have said it is irresponsible for ICANN to approve new domains before it knows the extent of the problems they would create and has plans in place to fix them. The cost of repairing systems — or the loss of security — would be borne by private companies that in most cases have little to gain from the hundreds of new Internet domains. In addition to expressing such security concerns, corporate leaders have been complaining that the sheer number of new domains will cause a sharp rise in fraud and abuse as criminals buy up Web addresses intended to deceive consumers. Already, many companies are attempting to defend against this by acquiring many different Web addresses that include their corporate names. (2) The restriction or modification under subsection (1) (b) of this section may include- (a) provisions for the taking, removal, addition, construction, control or the usage for purposes of mitigating public emergencies or disasters of, all or any such communication system, equipment or services under this Act; and (b) provisions for the stopping, delaying and censoring of messages and broadcasts and the carrying out of any other purposes which the Authority thinks necessary to facilitate the direction given. FYI -------------------------- July 8th, 2013 PRESS RELEASE ON LAPTOP STANDARD ONE CHILD PROGRAMME RE: ONE LAPTOP PER-STANDARD ONE CHILD PROGRAMME We in the publishing industry in Kenya recognise our central role as key players in the production of educational materials – such as digital content, text books and other related teaching aids – for use in all schools in the delivery and implementation of the requisite school curriculum. We further recognise and appreciate the role of the Ministry of Education – and its specialised arms like the Kenya Institute of Curriculum Development (KICD) – in policy formulation and provision of the supportive legislation framework aimed at enhancing Public-Private partnership in the administration and service of the education sector. Kenya Publishers Association (KPA), is a reliable partner in education. More importantly, we are always prepared to make the necessary sacrifices and investment enhancements in terms of finance, time, personnel and technology in order to assist the government deliver on its mandate in the education sector. This, we have done many times even at the shortest of time. In this regard, KPA suggest for the successful implementation of the Government’s one laptop per-child project from January 2014 in all Kenyan public schools a number of recommendations with the mutual aim of ensuring successful implementation of the project and surmounting the challenges experienced in other countries that have attempted to implement a similar programme: 1. TEACHERTRAINING For the laptop project to be successful there will be need for teacher training on how to use the devices. Publishers are ready and willing to use our pool of industry expertise to collaborate with the MoE to offer the requisite teacher training – as they have done over the years by conducting teachers’ seminars and workshop on effective ways of using the Instructional Materials we publish in curriculum implementation. 2. WHAT GADGET WOULD BE APPROPRIATE FOR THE PROGRAMME? The gadget that the MoE purchases has to take into consideration various factors such as: a) Effectiveness to user; b) Ease of local availability c) Price affordability d) Training availability e) Simplicity of software update f) Convenience of infrastructural factors like power g) Ragged enough for the level of student using it (durability) h) Affordability of software being used i) Internet-enabled? j) CD Rom-compatibility k) Flash disc applicability, etc All these factors and more need to be considered. KPA suggests that the MoE carefully considers the basic two factors below: · Policy: MOE policy should guide on the gadget to be used. · Procurement:Purchasing and sustainability of the programme. Publishers’ content would greatly determine what gadget the MoE would purchase. 3. PILOTING The MoE needs to sufficiently prepare and pretest with a pilot project and if a pilot test has been done KPA would appreciate to see the outcome to find ways that it can serve the MoE laptop project better. KPA is ready to be part of the testing and piloting if none has been done in the spirit of public-private partnership. 4. PUBLIC-PRIVATE PARTNERSHIPS The most vibrant education systems that deliver results have one common element: a strong public-private sector alliance that allows the private sector to invest in education services and products (including text books, reference materials, digital and educational solutions in general) and leaves the government to play the facilitative role of policy formulation and crafting of the enabling legislative framework. The government should not waste time and resources in areas where the private sector can make the greatest contribution. For the laptop programme to be effective it has to be wholly inclusive and relevant personnel in both Ministries of Education and ICT should be ready to be engaged and share information with publishers and other stakeholders; for the best way forward. Publishers contribute about 98% of all curriculum support materials that are used in our education institutions today. As we speak, KPA members have sufficient digital curriculum support materials, adequate for the roll out of the lap top project. However, we believe that the government would have been better advised to roll out a more structured and all inclusive ICT platform in primary and secondary schools, probably at the same or cheaper cost. Never the less, we are ready to support the MOE in provision of relevant, vetted digital content. 5. KICD ROLE IN PUBLISHING: There has been several mentions of KICD providing digital content. We have held several meetings with the KICD director who has assured us that KICD has no interest or will to publish digital content for the laptop project. We have also been assured by the Cabinet Secretary Prof. Kaimenyi that digital content will be provided by the publishers. KPA recommends that the Kenya Institute of Curriculum Development (KICD) should limit its operations to its mandate of Curriculum Design; Curriculum Review; Publication of Curriculum Materials like the syllabi; Vetting and Approval of Instructional Materials to be used in schools. The function of the KICD as a provider of ancillary information must be clearly delinked from mainstream publishing of curriculum support materials, may they be print or digital. 6. CAPITATIONS: KPA recommends to the MoE a review of the current text book capitation so that the digital content for the lap top programme is not absorbed in the text book capitation. KPA recommends a different capitation for the digital content. Emphasis though should be laid on the fact that the digital content will act as supplementary material for the text books; and not an outright replacement of the text books. We also recommend speedy creation of ICT infrastructure within the country to enable effective implementation of this project. Publishers look forward to working with all stakeholders to achieve our mutual goal of producing ICT savvy citizens who will operationalize vision 2030 and drive this country to its destination of middle-level industrialization by the year 2030. Finally we are asking for a speedy solution to the current stalemate between TSC and KNUT. The effects of this strike on the ground are grave. The public school students may not be able to finish the curriculum as set, which will translate to widening the gap and the in equality between private schools and public schools performance in national examinations. We hope that this issue will be amicably resolved in the shortest of time. The mandate of the Working Group is to develop a draft policy and bill for the implementation of Article 34 of the Constitution and to undertake consultative meetings with relevant stakeholders and members of the public on the draft proposals. In this regard, the Working Group has developed a draft ICT sector policy and a draft Kenya Information and Communications (Amendment) Bill. The Working Group is scheduled to hold a Stakeholders Consultation Forum on 9th July 2013 at the Kenya Commercial Bank Leadership Centre - Karen to discuss the draft regulatory instruments. Press reports, the Standard today claims the cost of unit Laptop has dropped from 27,000 to 8,000.
