Listers This is an interesting article about the Chinese Telco Giant, Hauwei. Chinese telecommunications giant Huawei may have been all-but-barred from doing business in the U.S. over allegations that it's basically an intelligence agency masquerading as a tech business. In Africa, however, Huawei is thriving. From Cairo to Johannesburg, the Chinese telecom has offices in 18 countries and has invested billions of dollars in building African communications networks since the late 1990s. The company's cheap cellular phones today dominate many of Africa's most important markets - and that was before Huawei teamed up with Microsoft earlier this year to launch a low-cost smartphone on the continent. Just in the past few months, the firm closed a pair of telecommunications deals in Africa each worth more than $700 million, part of an African business that brings in more than $3.5 billion annually for the Chinese firm. According to Huawei's marketing materials, the projects are all part of a mission of "Enriching [African] Lives through Communication." But current and former U.S. officials - as well as outside security analysts - worry there could be another agenda behind Huawei's penetration into Africa. Hi All, +1 Agreed with Ali, both Safaricom and Equity are known to have tried to run hand in hand on the mobile money, peer to peer transfers etc. After a failed attempt by Equity with m-kesho, where they had the right opportunity to exploit the network Safaricom has build out now they are complaining. The financial sector needs to agree on payment standards which they could get M-Pesa to align to thus bring and even playing field, but our bankers are continuously chasing M-Pesa and other mobile money products. Today, if you consider what M-Pesa offers and it is very easy for the financial industry to replicate but requires the level of boldness and innovation that Safaricom under Michael J. displayed in an poorly regulated market or accept that Safaricom has the necessary banking licences to compete with them as stance of equal footing. Whilst CCK in return opens out an MVNO's licensing opportunity to other interested parties like financial institutions to increase competition. I foresee a financial institution or a supermarket (e.g. Tesco UK) could become one stop shop for providing various services provided by the a mobile network operator and a financial institution. This is leading to sophisticated bundling of services that provide the convenience a customer requires but leave the core competencies of running the MNO in the hands of specialist. The question here is of the customer footfall and how an organisation is able to services its customer requirements with the right value for money propositions. Andrea, You mean to say that if I go to an Mpesa outlet in a remote location such as Nyamira on a Sunday evening, I can deposit money into my friend's Visa/Mastercard to get me an Eagles T-shirt from Philly without the need for me to have a safcom line or go to a bank? As many have pointed out, opening up Mpesa will benefit Safcom in the long run. As some have quoted the case of AT&T, if Safcom were to open up Mpesa, and may I suggest even setup Mpesa as a separate organization, the growth will enormous. I can foresee a scenario where the platform will penetrate the market segments that have eluded other electronic money transfer providers such as Visa/Mastercard- or even have collaborations with them. Imagine having someone deposit money into my Mpesa account in Nyamira- Kenya and be able to use my visa card at a shop in Helsinki! @Ali, Funny how Equity is thinking like me below...exactly my idea about "unbundling" MPESA. It should be "open-access" and I dont see how that would affect Safcom intellectual property rights to MPESA. It as about inter-operability - think "Mobile Phone Inter-connection" agreements where competing operators interconnect at a fee that is settled regularly. Perhaps if this open-access model to MPESA was available, we would not have Posta-Kenya trying to re-invent the wheel and CS Matiangi /Govt trying to create another monopoly in this space. walu. ~~~ Read on.. CCK to renew Safaricom's licence

Listers, CCK to renew Safaricom's licence Kenya's largest mobile operator - Safaricom - will pay Kshs2.36billion (US$27million) for renewal of its operating licence for a further term of 10 years. CCK today announced that the renewal of Safaricom's licence would depend on the operator paying the renewal fee upfront and meeting the set minimum quality of service standards by June 2014. Safaricom's initial licence term of 15 years is set to expire on 30th June 2014 but has a provision for a possible renewal for a further term of 10 years. Addressing the media at the CCK offices, CCK Director General Mr. Francis Wangusi said the renewed Safaricom licence would come with a set of new licence terms and conditions negotiated between the regulator and the mobile operator. The licence renewal fee of US$27 million is based on the bid price offered for the third GSM mobile licence by the latest entrant to the mobile telecoms market in Kenya -Econet Wireless Kenya Ltd (now Essar Telecom Kenya Ltd). The Director General said that whereas Safaricom has significantly contributed to the economy, developed innovative products and services and met most its licence obligations, the mobile operator needs to up its game in regard to meeting the set quality of service standards. ''We have considered the fact that whereas Safaricom has met most of its licence obligations, its continued failure to meet the set Quality of Service standards remains a concern that needs to be addressed,'' said Mr. Wangusi. Mr. Wangusi further said the three other mobile operators would pay the same amount for renewal of their licences for a further term of 10 year to ensure parity and a level playing ground for all service providers in the sector. Data Bundles and Expiry Dates

Listers Please see below. A few months ago I wrote on this list about Telcos and their expiry dates on data bundles. This is from Safaricom's customer portal. A nice nifty customer service portal. My question however is this:- Is it legal to put an expiry date in bundles that I have already bought? Even if it is written in the fine print of the legal document when you are buying the bundle? What happens when Nov 16 arrives and I haven't finished my bundles? It's like telling me that my fuel will expire on a certain date and my car will stall after that.. I have copied the chukua hatua CCK email so that we can possibly get a legal position on this. For those who attended Kenya's IGF last Friday (July 26, 2013), we agreed to respond to the call by the Commission on Science and Technology for Development (CSTD) to fill out the questionnaire on Enhanced Cooperation as KICTANet and ISOC Ke. Further, it was agreed that people can respond to questions they feel comfortable with and may not necessarily to respond to everything. We all agree that the IGF needs a more solid financial base - but the current model should be maintained insofar as the funding should go to the central operation and not to the host countries! Patrick made some good points, especially as regards cluster funding. This really ought to be pursued further. Having said that, I feel that it is necessary to take a step back and to look at some of the basic facts. First of all, the UN has not received any official confirmation that Indonesia is withdrawing its offer to host the 2013 IGF. The UN has accepted the offer, but it has not yet issued an invitation to the event. The Under-Secretary-General of the UN is the convenor of the meeting, on behalf of the Secretary-General, in accordance with the Tunis Agenda. Only he would be able to cancel the event. However, cancelling is not an option. Currently, the UN in New York is in touch with the Indonesian authorities at various levels to find out whether they are willing to honour their commitment to host the 2013 IGF. I made the point at yesterday's MAG call that bailing out the Indonesian organizing committee would create a moral hazard. Nick picked up this point - it would indeed be a dangerous precedent that in the end might weaken the IGF instead of strengthening it. Hosting an IGF meeting is a considerable effort, both in terms of workload as well as in terms of funding. We do not have the figure of how much each host country has spent in the past, but estimates vary between USD 2-3 Millions. This should be no surprise to the Indonesian hosts as the IGF Secretariat had explained to them the obligations of a host country as early as in 2010. It seems that the organizing committee was not able to deliver. The question now is who should bail them out - the Indonesian Government or the international community? The missing USD 1 Million is peanuts for a major economy such as Indonesia - if the Government is not willing to come up with that kind of money then it is clear that there is no political support to host the meeting. Again, as Nick pointed out, shifting a UN meeting back to HQ or to another venue would not be a first - this has happened before and it never was the end of the world. I fully understand that there would be a considerable amount of discomfort related to changing travel arrangements and maybe loosing money on cheap non refundable tickets. However, good news is that we have serious expressions of interest from other potential host countries. The budget transparency has been with us for some time. This is a complex issue and we should avoid mixing apples with pears. There is on the one hand the Trust Fund that finances the Secretariat and, on the other hand, the budget of the host country. Both budgets are part of proprietary agreements between the UN and the donor or the host country, respectively. They can only be disclosed if all Parties to the Agreement agree to do so. The UN may be bureaucratic, but whatever UN staff do is based on rules and regulations set forth by UN Member States. There is simply no point in discussing whether these rules are too cumbersome or not. Hosting a UN event away from Headquarters follows rules based on Resolutions adopted by the UN General Assembly - that is the UN's highest legislative authority. These rules are not negotiable. The basic principle is that the extra costs arising from hosting a meeting away from UN Headquarters need to be funded by the Host Country. These costs include funding transport and per diem for UN staff, such as interpreters, security personnel, secretariat and other technical staff. For staff that need to be replaced at HQ (e.g. security personnel, interpreters) it also includes so-called replacement costs (that is to pay for the people who replace those who went to the conference). It is obvious that these costs vary greatly from venue to venue. Nairobi, for instance, is a UN HQ which brings down the cost, as no security personnel or interpreters need to be flown in. Indonesia will invariably more expensive, as most UN staff would need to be flown in. The Host Country has the option of transferring all the funds directly to the UN or assuming some of the costs directly, such as paying for flight tickets and hotel rooms. The UN asks the host country to provide transport from airport to hotels and hotels to venue. It is up to the host country to decide how generous it wants to be with providing free meals and other extras - but that is not a requirement. The standard Host Country Agreement provides the legal framework for the meeting. It puts the UN flag over the meeting and guarantees diplomatic immunity to all participants for any word spoken or written in the context of the meeting. For understandable reasons, this fundamental right is not negotiable. The IGF, with its open door policy, has expanded this notion of diplomatic immunity well beyond the boundaries of what is usually accepted by UN conferences. Any participant with "proven expertise and experience" is accepted without an onerous accreditation process, as it is normally the case for ECOSOC accreditation and other UN conferences. This is a huge accomplishment in terms of furthering multistakeholder cooperation under the UN flag. Putting up with UN rules and regulations is a prize worth paying for this! To cut a long story short: let's stay calm and see whether Indonesia is ready to abide by some of these basic principles and willing to fund the IGF. If they can explain with a reasonable and reasoned budget where the shortfalls are, then we can see whether there is any need for the international community to chip in - but, as I said earlier to some of you: we are not there yet! I do hope that in the end we will go to Bali - but at the same time we should keep all the options open and be ready to shift to another venue. DEAR ONES, LETS BREAK THE SILENCE AND START ASKING QUESTIONS This incident reminded me of something that happened to me last year, i didnt have money on mpesa and requested a friend who had KShs 20,000 on his to send someone,he erroneously put in a wrong number and the money went to someone else,when we called Safaricom,we were told that the person had already transfered KShs 5000 to another number but they had managed to reverse KShs 15000 and we would get it back in 2days, a few minutes later the same agent called claiming that the KShs 15000 had also been withdrawn, how i wish i had asked questions then because i would have saved so many other people,the more i talk, the more i realize so many people have gone through the same and its common with five digit amounts and what i wondered is, does the information we give in our desperation end up being someone elses fodder. This insight seems to have escaped most of the world's mainstream media, for reasons that escape me but would not have surprised Evelyn Waugh, whose contempt for journalists<http://en.wikipedia.org/wiki/Scoop_%28novel%29> was one of his few endearing characteristics. The obvious explanations are: incorrigible ignorance; the imperative to personalise stories; or gullibility in swallowing US government spin, which brands Snowden as a spy rather than a whistleblower. In a way, it doesn't matter why the media lost the scent. What matters is that they did. So as a public service, let us summarise what Snowden has achieved<http://www.nytimes.com/2013/06/28/opinion/global/the-service-of-snowden.htm…> thus far. Similarly, without Snowden, we would not be debating whether the US government should have turned surveillance into a huge, privatised business, offering data-mining contracts to private contractors such asBooz Allen Hamilton<http://www.guardian.co.uk/commentisfree/2013/jun/14/edward-snowden-investig…> and, in the process, high-level security clearance to thousands of people who shouldn't have it. Nor would there be – finally – a serious debate between Europe (excluding the UK, which in these matters is just an overseas franchise of the US) and the United States about where the proper balance between freedom and security lies. These are pretty significant outcomes and they're just the first-order consequences of Snowden's activities. As far as most of our mass media are concerned, though, they have gone largely unremarked. Instead, we have been fed a constant stream of journalistic pap – speculation about Snowden's travel plans, asylum requests, state of mind, physical appearance, etc. The "human interest" angle has trumped the real story, which is what the NSA revelations tell us about how our networked world actually works and the direction in which it is heading. As an antidote, here are some of the things we should be thinking about as a result of what we have learned so far. The first is that the days of the internet as a truly global network are numbered. It was always a possibility that the system would eventually be Balkanised, ie divided into a number of geographical or jurisdiction-determined subnets as societies such as China, Russia, Iran and other Islamic states decided that they needed to control how their citizens communicated. Now, Balkanisation is a certainty. Second, the issue of internet governance is about to become *very*contentious. Given what we now know about how the US and its satraps have been abusing their privileged position in the global infrastructure, the idea that the western powers can be allowed to continue to control it has become untenable. Third, as Evgeny Morozov has pointed out<http://www.faz.net/aktuell/feuilleton/debatten/ueberwachung/information-con…>, the Obama administration's "internet freedom agenda" has been exposed as patronising cant. "Today," he writes, "the rhetoric of the 'internet freedom agenda' looks as trustworthy as George Bush's 'freedom agenda' after Abu Ghraib." That's all at nation-state level. But the Snowden revelations also have implications for you and me. They tell us, for example, that no US-based internet company can be trusted to protect our privacy <http://www.guardian.co.uk/world/privacy> or data. The fact is that Google, Facebook, Yahoo, Amazon, Apple and Microsoft are all integral components of the US cyber-surveillance system. Nothing, but nothing, that is stored in their "cloud" services can be guaranteed to be safe from surveillance or from illicit downloading by employees of the consultancies employed by the NSA. That means that if you're thinking of outsourcing your troublesome IT operations to, say, Google or Microsoft, then think again. And if you think that that sounds like the paranoid fantasising of a newspaper columnist, then consider what Neelie Kroes, vice-president of the European Commission, had to say on the matter recently<http://europa.eu/rapid/press-release_MEMO-13-654_en.htm>. "If businesses or governments think they might be spied on," she said, "they will have less reason to trust the cloud, and it will be cloud providers who ultimately miss out. Why would you pay someone else to hold your commercial or other secrets, if you suspect or know they are being shared against your wishes? Front or back door – it doesn't matter – any smart person doesn't want the information shared at all. Customers will act rationally and providers will miss out on a great opportunity." Spot on. According to the Communications Commission of Kenya (CCK) quarterly Sector Statistics Report for January to March 2013, the decline was mainly attributed to the de-activation of 2.4million unregistered SIM cards during the quarter. The decrease in mobile subscription resulted in a decline in mobile penetration from 78% in the previous quarter to 75.8% in the period under review. Similarly, the total mobile traffic declined by 1.2 per cent to stand at 7.2billion minutes down from 7.3billion recorded in the previous quarter. Uptake of mobile money expanded with subscriptions increasing by 10.1 per cent to reach 23.2million. This growth is attributed to the convenience as well as the value-added services of facilitating payments for goods and services. The number of mobile money transfer agents rose to 74,216 up from 62,300 reported in the previous quarter creating at least 11,916 additional direct jobs in mobile money transfer service during the third quarter. During the same period, the internet/data market grew to reach 9.6million subscriptions. Mobile data/internet subscriptions continued to dominate the market contributing 99% of the total subscriptions. During the quarter, the number of active registered domain names increased by 3.1% to reach 25,764 from 24,983 recorded in the previous quarter. Broadband subscriptions grew by 17.5% to reach 1.17million while international internet bandwidth available in the country increased to 921,319 Mbps. The implementation of the National Broadband Strategy launched recently is expected to accelerate the uptake of broadband in the country. CCK continued to ensure plurality and diversity in the broadcasting industry by issuing temporary authorisation to 10 new TV stations to provide content on the digital platform, bringing the total number of entities issued with temporary authorisation to 84. The total number of FM radio stations stood at 102 while that of existing analogue TV channels which had activated their TV signal on the digital broadcasting platform stood at 13 at end of the third quarter. In the postal and courier industry, eight courier operators were licensed during the quarter but the number of postal outlets declined by 1.9% to reach 622 outlets from 634 in the previous quarter. Hi Ali, Great blog piece. I think that it lays out the background and general context of Internet Governance in a way that any layman can understand. Admittedly, the subject of internet governance is an "elephant in the room" for many countries (including our own) - and in most cases, really only seriously discussed in closed door meetings by people with the right level of security clearance. The concept of a non-aligned movement is an interesting one. Could you perhaps shed more light on what the principles and perspective of such a movement would be? Or would it be more of an "abstain" whenever it comes to voting for or against a particular policy in internet governance? Jakarta: The Global Conference on Internet Governance Forum (IGF) 2013, which was schedule to be held in Nusa Dua, Bali on October 22 to 25, 2013, confirmed canceled. According to Head of Public Relations and Information Center, Ministry of Communication and Information Gatot S. Dewa Broto told detikINET , Thursday (07/25/2013), " Due to the short of funds the Global conference has been cancelled. We've reported informally to the IGF secretariat. IGF 2013 will cost around Rp 22 billion. Where from Id-IGF organizers had collected Rp 9 billion, while the Ministry of Communications allocates Rp 2.5 billion. So less around Rp 10.5 billion. Had also raised additional funds through the state budget or from BP3TI budget, but failed to materialize. The budget is already tight, with some nations willing to self-finance their own capital alias. On June 21, Cofek and the Government of Kenya announced a deal to withdraw our earlier court case against analogue signal switch-off until specific issues were addressed. At the meeting, both the Director General of the Communications Commission of Kenya (CCK) and the Cabinet Secretary for ICT were present.Under the arrangement, Cofek was to spearhead negotiations on the country’s stalled digital migration. The Federation was to equally withdraw the court case on digital migration. With all the other scary stories appearing in dailies almost daily, question begs; who can you trust in handling your sensitive data - ( Call it information security).Actually data is now flying all over the place, banks, mobile money transfers, security, health sector, IEBc etc. How do you hold them to account for your privileged information they hold to ensure it's protected from rogue insiders and other security leaks...? Thats when the agent said " Oh no,the money is much much less, " Again my friend in anger asked,"what is much much less yet you can see the amount on the screen?" the agent went ahead to say that KShs 40,000 had been transfered one hour ago to another number,my friend quckly jumped at that now certain the number would lead us to the thief,the agent quickly changed and said " No you directly > withdrew from an mpesa agent,to which again my friend asked for the details knowing atleast we would follow a trail and see if the bag was dropped somewhere along the way, the agent then said she couldnt reveal any details until we reported to the police and an investigating officer allocated to that case,she concluded by asking where we were to which my friend responded Kiambu and she adviced that we needed to get my friend's mpesa statement to get the details and the nearest customer care from where we were according to her is Nakumatt Mega. That is when i smelt a big fat rat and questions started running through my mind. 1. Which thief however intelligent would be able to guess a pin in a record 30 minutes and get it right and despite being a thief withdraw KShs 40,000 and leave KShs 8000? 2. Why would the Safaricom customer care agent claim it to be a transfer then all of a sudden claim its a withdrawal from an agent when asked about the number > yet those are two transactions with very different codes? 3. Why would anyone in her proffesional capacity refer to an amount as much much less yet if you recall from any calls you may have had with an agent they directly tell you what your balance is? 4. Why would an agent be quick to want to know what your mpesa balance is yet your interest is to have the line blocked? 5. If my friend's bag was stolen for Kenyans to finally know the truth about what is happening yet we are made to believe its a sequence of events, she confidently says she will have played > her role in society. DEAR ONES, LETS BREAK THE SILENCE AND START ASKING QUESTIONS This incident reminded me of something that happened to me last year, i didnt have money on mpesa and requested a friend who had KShs 20,000 on his to send someone,he erroneously put in a wrong number and the money went to someone else,when we called Safaricom,we were told that the person had already transfered KShs 5000 to another number but they had managed to reverse KShs 15000 and we would get it back in 2days, a few minutes later the same agent called claiming that the KShs 15000 had also been withdrawn, how i wish i had asked questions then because i would have saved so many other people,the more i talk, the more i realize so many people have gone through the same and its common with five digit amounts and what i wondered is, does the information we give in our desperation end up being someone elses fodder. Hello All, The Innovation and International Development program at Tel Aviv University, called IsraelDev Network <http://www.israeldev.org> is a grassroots movement that seeks to transform Israel into an epicentre of technological and social innovation for the developing world. They are currently organising the Dev4Dev Hackathon<http://www.dev4devhackathon.com/>, an 2-day event aimed at developing applications for the developing world. This event will take place in November and will bring together programmers, international development and business professionals from across the industry to build prototype solutions that address the health, agriculture, water and sanitation, transportation and education challenges predominant in the developing world. This is a nice summary report, however, I would prefer a detailed dashboard view of the progress - sort of like you would do within a project management app! It is more meaningful to a consumer such as myself instead of a simplified statements as ● The Konza Technology City master plan has been developed and approved. ● The Technocity is planned on a 5,000 acre land and fencing is complete. ● The Ground breaking ceremony for the Konza Technology City was presided on by His Excellency the President Hon. Mwai Kibaki on the 23nd January 2013. ● Nine boreholes have been earmarked for drilling out of which four boreholes drilled and supplying water to the city. ● A multipurpose dam has been designed for supply of water to the city and the neighboring communities. ● A 10 km buffer zone has been created around the city. ● The legal notice on the establishment of the Konza Technolopolis Development Authority (KOTDA) has already been gazetted and the board appointed. I would like to view all the projects that were/have been earmarked for the ITES/BPO sector as an example, what were the milestones, implementation delays, challenges (like you have on page 23/24 of the report); budgets assigned; funds utilization, assigned contractors, etc. The above summary is for media and general public consumption - hence why we need a more robust repository to monitor the detailed progress of V2030 implementation; or if it already exists, access to it (this is still constitutional, right?).
