Facebook Inc. is considering incorporating most of its 1 billion-plus members’ profile photos into its growing facial-recognition database, expanding the scope of the social network’s controversial technology. The requests are made under the dockets of national security and criminal investigations by governments. In its first release of the Global Government Requests Report, Facebook’s general Counsel, Mr Colin Stretch noted that the release of the report is aimed at helping the on-going global debate about proper standards for governments around the world to access user information. The list put out by Facebook shows Uganda was among the five African governments that requested for user information to conduct official investigations. However, Facebook declined to disclose the data of the users that government had requested for. Five African countries made the list with South Africa leading at 14 requests. Egypt has 8, Ivory Coast 4, Botswana 3, while Uganda had one request. Facebook has a stringent legal process for governments to access user data which involves detailed information of a legal basis and factual evidence for each request. The report comes just months after Security Minister Muruli Mukasa revealed that government was in the final stages of setting up a social media monitoring unit to follow social media discussions and weed out people damaging the reputation of government and its officials. But Mr Ofwono Opondo, the director of the government Media Centre, the information was requested to facilitate the Uganda Police investigate cybercrime. “The intersection warrant in the Communications Act 2010, gives Police through government, powers to apply for information from any organisation including international communication agencies such as Facebook to aid it in investigating crimes such as money laundering and threats,” Mr Opondo said. Other countries mentioned by the release were United States that topped the list of countries requesting for over 12,000 Facebook user accounts information. The German Government is now deeply suspicious that the Trusted Platform Module (TPM) technology built into a growing number of Windows 8 PCs and tablets is creating a gigantic back door for NSA surveillance, leaked documents have suggested. Khan Academy: from a B to an A*

Hi Listers, This post is intended to serve to objectives, the salient one which is to brag that my son pasts his Year 11 exams with flying colours 5 A*, 4 A and 2 B and two of those A*s were in Mathematics, he could have made it 11 As but that would have meant sending him to Kumon/boarding school instead we opted to allow him to develop his film making skills, skate boarding skills, basketball hock shots and world of warcraft/Assassins Creed gaming levels. The second and less salient point, from my point of view, is that this might not have been possible if it was not for the availability of the Khan Academy web site and pocket friendly fixed price Internet access in this case provided by Zuku (thanks Kamande for picking my calls when I needed to vent, the link works brilliantly). Before putting my son on a strict regiment of Khan Academy he was a strong B performer especially in Pure Mathematics, a few times I was forced to burn the midnight oil polishing my rusty mathematics to be able to assist him with some of the difficulties he would encounter. All this ended after Khan came to the rescue and I am proud to say that I have been having my recommended 8 hours of sleep, at least 4 days a week. As my son started appreciating that going to Khan Academy instead of playing world of warcraft with his European based team, at least for an hour every day, was more to his benefit than mine, he would come home after school and go through the lessons on Khan that related to what was covered in class to re-enforce the learning after which he would watch a video or two on the topic to be covered the following day. This increased his grasp of the subject much faster and also provided him with a private tutor called Salman Khan (MIT (BS, BS, MS), Harvard University (MBA) for revision at a price of roughly Kes. 5,000/- which includes amongst many other items electricity, dedicated internet access and 72 cable TV channels) My son's use of Khan Academy at no time undermined the teachers in school but instead provided them with a better focused and value adding student, as we raise issues about the cost of electronic devices for class 1 and beyond let us make sure we do not loose the true return. On ICT Board & the New ICTA

Friends Some of us were privy to the formation of the board, right at the start. My involvement was from a Diaspora engagement perspective. With the board slated to market the country as a technology destination and attract investment, it was felt (at least in the beginning) that involving the Kenyan Diaspora was a good thing. Indeed, 2 slots in the board were slated for the Diaspora. With a colleague, we offered input including on what we thought would be the strategy for tackling certain markets, given our experience out there. Personally, I was interested in seeing us compete for business that was heading to India, the Philipines, Costa Rica, among others. And having worked in financial services (some that were outsorcing IT services - design, development, testing, operations) and services company like IBM, I felt that I could contribute. I felt that, we could offer insights into the thinking of some of these outsourcers and how we can win their business, let alone offering linkanges in our reach. Well ... long story short ... when the Board was gazetted, the said Diaspora slots disappeared. Inquiries we made hardly got any responses. As for its achievements, I am not here to say. I reserve my opinion. Going forward, ICTA needs to do things more transparently. Searching for a board and CEO should be a competitive process (btw: I haven't seen the ads for the available positions: selection panel, the board, management, etc); and as much as we have some "famous" names in ICT, it doesn't mean there are no others that can bring freshness to the table: in the manner of leadership, strategy, vision, style. Old hands, as much as we can value them, can be culprits of tunnel vision, and hampered by their histories and relationships. The new Internet portal compiled previously scattered or hard-to-access government information and made it available to the public for free. Kenya launched its initiative at a time when a number of countries were also putting government information online. The United States led the global open data movement, launching its site in 2009. Britain’s official data site went online a year later. Will they still meet the delivery timeline? How many laptops per minute one would manufacture to meet the delivery timeline of two months after award of the contract? Do they have existing inventory of exactly same specs? b) Bidders would like the government to test the solution: Is there a specific procedure that government(MOE) will use to test the offered solution in real situation before paying so much money? I think that it's important to get the laptop, software and content piloted in real schools/situation before we spend 14.7 Billion Ksh tax payer money. Why is this step skipped? Is it not important? Hi Just a thought, how has the stakeholders to supply power to rural areas diversified there resources so that they do not have to rely so much on govern,ent subsidies and offers. Example if they have to supply power to rural areas then they may utilise renewable energy sourcex sucj as wind eneryg solar like what is in turkana. The organisations can help rural folks to install solar energy and that way the only cost will be purchase of equipment and installation. That way they do mot have to deal with below breakeven costs that is recurrent every month and every year. They can also run renewable energy awareness programs in the villages. Btw most rural areas are sunlight intensive. @Japheth @Matogo @Barnabas @Listers --- Please share your views. @Government Officials --- Please advise as to why there is no mention of testing in the actual RFP procedures and award criteria. Please advise. a) What's the role of www.NI3C.net? Site is now down, but the stakeholders were told at the forum that any/all solutions will be piloted in the real schools and will be tested by NI3C. Steps mentioned were 1) Solution/Devices will be submitted to NI3C 2) Solution will be adjusted based on NI3C findings 3) School teachers will be trained 4) Solution/Devices will be tested for a minimum of 4 weeks by NI3C in the real schools I hope that some one isn't changing the NI3C testing manual overnight to align with the RFP. :) b) MoE has spent so much money on setting up National Innovation and ICT Integration Center at Kenya Science. NI3C has been testing all sorts of solutions since it's inception. Why would the actual selected solution, methodology, devices will NOT go through the testing procedure before spending 15 Billion Ksh? Are we setting us up for failure? just like the devices ordered by IEBC failed in the real use and created so much chaos. Listers Kenya Power has announced that they will no longer prioritize Rural Electrification because of what they term unacceptable terms for connectivity. This, even when the Government has offered 2.7B in subsidies to the Monopoly Power company. I don't need to dwell into the myriad of issues this country's consumers have faced at the hands of this monopoly. Now we have a case where the tail is trying to wag the dog.. http://www.businessdailyafrica.com/Corporate+News/Kenya+Power+dumps+rural+c… This level of irresponsibility on a utility solely responsible for electrification in the country is not only unacceptable but bordering on economic sabotage. In defense of Kenya Power, the Ag.CEO did say that they are unable to do this Rural thing because they are subjected to the vagaries of the market as they are a public company quoted on the NSE. I have some questions to the Cabinet Secretary of Energy, the Government at large and listers in general:- 1. Isn't it time to call Kenya Powers bluff and kill this monopoly? You can't at the same time try to protect your monopoly while vomiting on our shoes - read the Kenya People. (sorry but couldn't help the analogy once used by the British Ambassador when he was referring to the Govt accepting grants from the British people and then use the money to buy Chinese vehicles instead of Landrovers! :) what cheek! ) 2. There has been discussions on this list about whether the whole Power Sector needs to be liberalists ala the Telkom Sector. Maybe there is an Mpesa waiting to happen there... 3. Should the government empower the Rural Electrification Authority to roll out connections in the counties? Are there synergies between this Authority and the yet to be heard of Universal Access Fund? Can the Government find the strength to break silos and work together in this? After all where power goes internet connectivity should be its bedmate. What's your take? We are very pleased to announce that our proudly African initiative to unite the continent "in one space" - dotAafrica - has passed ICANN's initial evaluation. It was certainly a wonderful way to start the ICANN conference meetings. After hearing about our achievement we decided to celebrate at Zack’s restaurant on the Durban beach. We would like to express our appreciation for all those who were involved in this project. This is a big win for Africa. Until next time... On the agenda of the meeting were: the trends, opportunities and challenges of the DNS industry, development of policies regarding registrar accreditation, billing for registries, among other things. IEBC ordered to surrender voting kits in laptop plan

The electoral commission has been ordered to surrender 45,000 laptops used in the March 4 election to the Ministry of Education.The gadgets are to be used to train teachers to implement the free laptops project whose implementation will begin in January. Jason Lakin makes some excellent (and very very common sensical) points on policies, budgets and data - concerns the laptop initiative as much as as host of other issues: 'What is the vaunted laptop policy, for example? It is a matter of constant discussion, yet we really do not know what it entails. This lack of clarity leads to sterile debate. (...) Policies are not made on television or on the radio. Serious policy must be written down, it must contain details, and it must include information about costs. (...)
