I think we should not beat ourselves so hard because we made quite a significant contribution if we could think about it critically. ICT was used in various areas including the following; * Social media to communicate and provide updates as well as admonishing media when they practiced irresponsible journalism. * Mobile telephony also came in very hardy with victims calling and indicating their location assisting in rescue operations * Mobile money came in very hardy in making contributions for the victims which is now more that 40Million and counting. * Mainstream media was used to give updates as well as mobilizing citizens to make blood donations. All the above was possible because there were ICT professionals working in the background. I guess we are not just interested in making contribution for the public to see but just like the hummingbird we made significant contribution albeit in the background. Regarding security in our shopping malls I think a lot of focus has been on securing the shoppers entry points but little is done at the back office supplies entry points. There is a possibility that the weapons were delivered from these points disguised as goods or materials. It is possible for such to be done by innocent transport companies unknowingly even without the intervention of the Shabaabs. Friends Methinks ICT could really, really help in such a situation as happened in Westgate Mall, specifically with respect to preparedness. I am not privy to tools our intelligence and security organizations are using so this is not passing judgement. That said, for intelligence gathering, analysis, investigation, etc. ICT can really help. Example: if we have a suspect and the person's phone number, we can do a whole lot with this: trace relationships from call data and how tightly coupled (some tools measure the volume of calls between entities as a measure of this) those relationships are. We can monitor, from the same data, their call locations and roaming habits. And each call they make could be a point of investigation perhaps leading to other suspects. Such information can be used to disrupt their networks and activities. Almost all public facilities have CCTV data. One asks whether anyone ever reviews this information for anything suspicious. My guess is this: the killers must have been at the mall some time earlier in a reconnaissance mission where they possibly mapped the place as part of their plan of attack. CCTV images, I believe could potentially show such suspicious activity despite the volume of people that frequent the mall. (BTW: many malls use such images to thwart pilfering and shoplifting; they could flag unusual activity as well if those that manage the service know what to look for.) There is more: how much does the security for the mall share with state agencies such as the police/CID, NSIS, etc.? The need for seamless integration of information sharing, analysis and action is extremely pertinent. And I think ICT tools, applications and infrastructure can be core to this as part of preparedness. After the post election violence a commission suggested better use of ICT to gather, collate, analyze and act on information. I am not sure that the security agencies went out there seeking/designing a coherent plan that could avail information for their strategic decision-making. What seems to have taken centre-stage is CCTV, which is only a component of a continuum .... ICT can enable security agencies deploy their services more effectively and efficiently. Take urban and rural crime, the nature of those crimes and solutions thereof. It is possible that the kind of tactics you engage in either of those scenarios would be different. By gathering information and using that information appropriately one can be more particular/precise with an attach plan. As we mourn the dead, let's try and learn from that experience and how we could have done better. The crime may be in our failure to learn from this experience for better action/response tomorrow. Sorry, I cut short my earlier post but the ending should have read... ...I had high hopes that maybe with the new government and centralizing of ICT under ICT Authority this might actually be a reality soon, but events of recent past paint a different picture that the only constant in the new regime is the old-corruption networks! And what has this corruption cost as previously: (i)CID Crime Lab. This one was put in abeyance for so long, I last read that the Cyber Crime Unit has been disbanded) (ii)Police Communications Networks (This one is in contention after CS Kimemia stopped it writing thats its overbloated with 'cuts') (iii)National Intelligence DB (Turf wars can't let it take off) (iv)Immigration 2nd Generation ID cards (Endless drama, more than 3 tenders floated, highest bidder to old-boys club not identified yet) (v)2nd Generation Passports, Dead On Arrival (vi)50 years after independence we still write OBs by hand. Just how much intelligence escapes before being mined is mind boggling If you think about it, if all the above are not currently working or rendered inoperable, can we actually stop the next Westgate style attack? Friends First of all sincere condolences to that lost loved ones, friends and others in this tragedy. We remember them, and indeed all Kenyans, in prayers. Once the dust settles, as a country we need to do a complete assessment of our emergency preparedness and understand what it takes to (a) forestall/foil such schemes as materialized at Westgate Mall; (b) respond to such tragedies when they happen and (c) how we learn from such experiences (unpalatable as they are). The idea is to minimize loss & damage: of life, limb, material, time, etc. Emergency preparedness needs plenty of cross-agency cooperation (intelligence gathering, threat assessment, coordinated response plans, etc.), awareness and integrated training/exercises (call them testing) to test the efficacy of any plans. It would be interesting to see emergency plans (I am sure there is one pertaining to fire and evacuation) of the mall itself, when it was drawn up and how often it is tested; and indeed, how coordinated (with state security, health, fire, etc. agencies) the plan is. It would be interesting to see individual business continuity plans for the mall and the businesses therein and how well integrated these plans are Such emergency plans need a lot of information gathering (yes, including what most Americans protest perpetually about: govt "spying" on them), analysis and informed decisions on threat levels and associated weight of response. (BTW: most people prefer some loss of liberty if that can be for the common good, such as averting danger.) Food for thought. As much as we would like to know the why and how, our wisdom as humans fails us. Its indeed time for reflection, empathy, sympathy and thoughtfulness. Its very easy to shift blame here and there but at such times we are limited to what our human capacity can afford us, but the God's mercies and grace is enough at all situations, even as we seek answers to questions that probably will never get answered. I asked some people in Nairobi to confirm this. Some subscribers using cellphones could access it. I am not sure who is affected and who is not at the moment. National Broadband Strategy

Hi, I recently went through the National Broad Band Strategy documents where it was indicated that we intend to achieve a connectivity speed of 40 mbps in urban areas in the next 5 years. Is KeNIC turning the corner?

Listers Apologies for cross posting. As a former director at KeNIC I have been on record as one of its most ardent supporter and critic and I thought it is incumbent upon me to spare some time and talk about what I witnessed yesterday during its AGM. From the numbers presented it was evident that something positive is cooking in the .ke name space. 1. Ke registrations rose from 13k in 2011 to 26k in 2012. 2. Turnover jumped from kshs. 29 million to 34 million. 3. Profit from +1 million to 15 million. An interesting new item in the balance sheet appeared called Financial Assets. And this had about 33 million at the end of the year, 2012 with about 3.7 million in interest earned. This is as a result of prudent use of resources which may otherwise have languished in a checking account not earning any interest. Looking at the books it was obvious to me now that any surplus Cashflow goes into this pot as the Board and Management resolve how best to utilize these funds going forward. This is as it should be and it is Treasury Management 101. Good to see this prudence continue at KeNIC. The obvious question stakeholders now need to ask is how best to utilize these funds for the betterment of the .ke name space in particular and ICT evangelism in the country in general. Congratulations to the Management & Board of KeNIC for a job well done in 2012. The other issue I want to raise is the Elephant in the Room. Whereto KeNIC? What is the future of KeNIC and the .ke name space? There was a very healthy debate on this and the Board and Management assured all stakeholders that there would be transparency and total engagement with various stakeholders on this matter. For the listers who may not be privy to this issue we are referring to the ICT law that basically changes the status of KeNIC to being a licensed operator under the CCK. Without belaboring this point too much it raised issues of governance, the independence of KeNIC going forward, what ccTLD model best fits our situation and even whether KeNIC will exist in the near future. Suffice it to say that this is not an easy answer but I'm hopeful that as this debate goes on CCK and KeNIC will ensure full disclosure and engagement. This they have promised and we should take them at their word and continue to be vigilant. The other matter that was touched on by Barrack was the issue of inclusion and embracing Multi-stakeholderism without fear or favour. This KeNIC has done, though not so well. Room for improvement for sure and again the Board and Management assured us they will strive to improve. To this end I believe it is time to incorporate the Internet Society, Kenya Chapter into the Board of KeNIC. Kudos to the team at KeNIC for rising to the challenge. We assure them of continued engagement and vigilance to protect and improve the .ke name space. How we are killing our Kenyan ICT Industry, what we could do to revive it!

Guys, It seems whatever is happening at KICT Authority has caught quite some attention, which is good, as we cannot forever go hiding as if everything is okay, when clearly the status quo remains and only less than 10% of current GoK procurement is for products and services produced locally. I have blogged about the recent happenings here and comments are welcome. http://www.a1.io/a1io_blog/kenyan-ict-industry-old-habits-die-hard/ As regards lobbying for local ICT industry, and for those who were there during #140Friday, a lot needs to be done as currently what we have are just rumblings and subsequent hot-air from the powers that be that our grievances will be addressed. IMO, probably the only way is for the local ICT players to join Kenya Association of Manufacturers (KAM). It is the only body with the experience, resource and drive to piush for adoption and promotion of local industry. Any other bodies such as KITOS/CSK etc that have previously been suggested do not have the experience, knowledge and drive to push our agenda. Infact, if you ask me, they will just be used to ensure the status-quo remains. The second way is to prepare to challenge the status-quo legally. It will cost quite some money, but no one ever said freedom is cheap! We are already meeting amongst a couple of firms with KAM, and I will be pushing for them to allow either corporate and individual membership and use them to articulate our issues. But, bottom line, we cannot let the networks of old that intentionally lock out Kenyan firms from grabbing the bigger chunks of ICT Projects procurement, and especially so that now everything ICT has been centralized at KICT Authority. + 1 Gilda, Am I missing something here? Is there a separate thread where the CS has said that he has only consulted the CSK- and only bound by deliberations from such a meet? What would be wrong if he did? In fact, I am persuaded that he should consult as many of these organizations as possible to broadly inform his train of thought. Bwana CS, consult all "duly registered" organizations and contributors within/out this forum to bring sanity to the sector. Also engage the one firebrand former PS Dr. Ndemo and borrow from his "madness" to take this to the next level. Kitos, KEPSA, etc need to weigh on this one as well. I wish to urge them, for the sake of this industry which we all know is key to the development of this nation, to do what is right. The ICT Authority requires goodwill of industry players and the best of the best to propel this industry to great heights. This means having an open process of selection where the most suitable candidate will emerge amongst others. Some of those names being touted are indeed very capable but the CS would be doing them injustice if he simply handpicked anyone. Let he/she who is worthy of the job stand up and present himself/herself in a transparent competitive process. I believe a full enlightened board consisting of knowledgable and dedicated persons (not simply well connected ones please) should be in place before the CEO is picked. And if it is a different panel interviewing, it really must consist of persons well versed. We must break away from past practices where a CEO of a parastatal has no respect nor time for the board he/she reports to simply because of owing allegiance to an individual who appointed him/her. This is what ails organizations and in the end you find poor performance and a decline or collapse of an entire sector simply due to in-fighting and insubordination. I am keenly watching how this will transpire. I would like to believe the new government is serious about developing this industry and will therefore do the right thing. +1 Gilda, There is a lot of benefit in placing transparency and opennes of processes. This determines just how best a project or process perfoms in the future. When transparency exists, then accountability becomes a factor that is managable and therefore the future of that initiative is then adequately protected. ICT Authority; Baptism without conversion

Hi Listers, It is with a heavy heart that I make this post as those involved are close friends and acquaintances but what has to be done must be done. We recently had a lot of fanfare about the birth of the ICT Authority and it was felt that they would bring a breath of fresh-air into the sector but it seems that all we have is baptism without conversion which makes it a truly PR activity whose only beneficiaries are the graphic designers who will be paid for developing a new logo and printing new stationary. I expected better from the acting CEO in association with a new CS and PS in the related ministry but it seems I expected too much too soon. The ICT Authorities first visible activity has been an advert placed in the newspapers for the installation of an obsolete server (http://www-03.ibm.com/systems/power/hardware/eserverp5/entry/550/) and the delivery of an over priced solution that can easily be installed on the CS's laptop not to mention that a similar application is currently operational at transport ministry. http://www.tendersunlimited.co.ke/services/public-sector/ict-services/11613… To test the currently installed system send an SMS to 22456 with the followin; 1. Check vehicle registration details: type "MVR followed by your vehicle registration number" e.g. "MVR KAP 162F" 2. Check driving license validity/details: type "DLR followed by your 6 digit driving license number" 3. Check TLB details: "TLB followed by the vehicle registration number" 4. Check vehichle inspection details: "type "INS followed by the vehicle registration number" I would have expected that the authority would use this opportunity to implement a truly radical and revolutionary solution that will not only meet the requirements of a single ministerial department, as this one is intended to do, but set the basis for a national cloud solution. Dr. Getao had at one time proposed to carry out a complete ICT audit of the government inventory as the first step to rationalise, centralise and harmonise the government activities but it seems that that remains a pipe dream as can be seen from this advert. From the tender documents it is clear that the amount to be spent is in excess of Kes.1,000,000,000/- (1 Billion) which is roughly the amount spent by Safaricom in setting up its complete cloud infrastructure that is capable of providing solution to the entire East and central African governments, banks and major corporates. It is time to stop this culture of baptisms without conversion as all we end up with are clean sinners. Dear Listers I think its a high time that Kenyan Tech Firms start releasing transparency reports like is being done by Google Yahoo! and others. It is important for the public to know among others what ISPs and mobile telcos are doing with user data, who has requested for it, who they have shared it with and why. Victor Yahoo legal action over data report 9 September 2013 6:14 PM Yahoo says the requests with which it complied applied to fewer than 0.01% of its users worldwide. Yahoo has begun legal action demanding it be allowed to disclose details of US national security agencies' requests to access the personal data of its users. @Kivuva, Am not advocating...am being realistic. I think every executive arm of government deserves to chose its "key" players -as long as they do so within acceptable standards and the sucessful candidate meets the minimum qualifications. The public advert will allow us to confirm the qualifications and provide assurance that the succesfull candidate at least went to school. Beyond that, the rest at this high level is really political and if you ask me it happens in all governments globally. That is why you and I are not CS and PS respectively - even though we both went to school. But I can assure you there are people who are equally against the Ag. CEO and are waiting for a blunder to be made and then make a move. On this subject, we really need laws that would guarantee capacity building, e.g. you can require that at least 40% local participation in every aspect of a contract where the principal winner is a foreign company. In the case of infrastructure projects, this will entail that level of participation right from conception, feasibility, financing, design, implementation, ...
