Does Kenya Power have the capacity and bandwidth (pun intended) to execute this widely? A Senior Manager is on record saying:- “If we were to reach 2 million homes and charge only Sh500 per house, this would be Sh50 billion per month. So, that is where the potential is,” Kenya Power’s chief manager for information technology and telecommunications, Samuel Ndirangu, said. The power distributor’s acting managing director said the firm is now focusing on expanding and leasing fibre optic to its client list in a bid to diversify revenues. Question: I have absolutely no problem with Kenya Power 'dabbling' in Internet service provision. I would however caution this new 'focus' on connectivity when only 20% of Kenyans have access to electricity in the main centres and less than 10% n some rural areas. Unless of course we are starting to see the emergence of what this list has all along advocated:- the consolidation of fibre optic cable across the country with all players having a stake in the role out to ensure cheaper and widely more accessible high speed internet connectivity. This coupled with its GIS system now allows for the design of lines to new customer premises to be done remotely without having to visit the place. The other thing is that this fiber allows for automation of the grid to allow for quick identification and isolation of outages. Hence you don't have to switch off an entire area to find the fault. The rollout to branches is done with 48 cores. KPLC only needs 2 pairs leaving the rest available for leasing. >From the branches for purposes of monitoring service to the customers the fiber could be extended to homes providing the opportunity for provision of other services. This can be done at a considerably cheaper cost than laying fiber in the ground. However KPLC's core mandate remains distribution and retail of electricity so fiber remains in "other income" category. Thanks Nic *Global Health Priorities: The implementation and impact on health service delivery of rapid devolution within the Kenyan health system* Project Overview Devolution from highly centralised health care systems to sub-nationally managed service delivery arrangements under local government control is a health system model being adopted by a number of low-income countries. In principle devolving both power and responsibility to policy makers and managers who might be more accountable to local populations may improve local priority setting, health service quality and health system responsiveness. However, there are significant challenges in managing this process, in creating the right policy frameworks to enable it and in monitoring health system effects in the interests of improving overall service delivery and equity. Kenya has embarked on a rapid process of devolution to 47 new administrative units (counties). These county administrations will assume responsibility for health service delivery spanning prevention and promotion to provision of secondary and even tertiary care. Taking advantage of long term partnerships that exist in Kenya where a large team of researchers examines health service delivery, financing and governance, an opportunity exists to examine the implementation and impact on health service delivery of the rapid devolution within Kenya’s health system. Complementing these health system insights there will be an opportunity to draw on the strengths of Oxford’s African Studies Centre where researchers have considerable expertise in the field of comparative politics with a focus on Sub-Saharan Africa (including Kenya) and the processes of democratization. Methodological approaches could span policy analysis and examination of how policy in action is shaped by key contextual factors and actors. Alternatively organisational or management research approaches could be used to examine devolution from the perspective of key service providers expected to maintain or improve services as policy is enacted. Training Opportunities Time will be spent exploring political and organisational theories and frameworks and understanding the political and policy implementation process in Kenya that will help support empiric work on the impact of devolution within Kenya’s health system. It is expected that additional collaborative links with research teams in Kenya and South Africa will inform the development of this work. The candidate will likely spend at least 12 months working with research teams in Kenya to collect primary data. A number of people complaining that their phones were switched off last night and they got automated messages indicating that their phones were not registered. This is a very interesting discussion. A while back when the MOI had issued the directive to have all SIMs and phones registered, I had approached one Telco with an app idea where a vendor could send an SMS to verify an ID number of the person wishing to register their SIM (I saw a business opportunity for myself in this- make some money from the transactions and an opportunity to digitize records at Immigration). The logic was simple, the vendor was to physically verify the particulars on the ID issued given by the customer, and send an SMS to query the registered persons database at no extra cost to the vendor or customer. The return SMS would then validate that the number was authentic - complete with date of birth, names, etc. I was turned down with an explanation that this was not good for business and it was illegal! I would suggest that the Telcos work with Immigration, registrar of persons, office of the AG, etc....question then becomes, does such a DB exist, and if it does? how accurate is it? would this be legal? CBK TO SPLIT MOBILE FINANCIAL SERVICES FROM OPERATORS

Listers, The Business Daily is reporting that CBK will require telcos to open independent subsidiaries to handle the cash remittance function complete with a separate management structure and keeping separate books of account for the payment service division. Now this does not go as far as introducing the carrier neutral mobile money service we need but maybed hand in hand with the new rules will be a requirement to these services to "TALK" seamlessly with each other and with other payments systems and banks the way different banks transact with one another. Secondly, I think it should be a wake up call to Safaricom to OPEN M-Pesa to allow third parties to run away with new innovations with a standard API or standard protocols for interfacing with the service without having to require Safaricom's assessment of whether the service is viable or not or even taking part in profit sharing. As great a pioneering product Safaricom has brought, one thing is for sure, the Brains at Safaricom House cannot match those of the thousands of IT kids coming out of school daily and the logical thing is to let others now come up with innovations that ride off M-PESA independently. Otherwise, Kenya may be the global leader in Mobile money transfers, but if we do not allow our kids to make the next great products by opening these systems to them now, we will rue it later when the Paypal of mobile money or the Ebay of mobile money is invented and popularized in another country and we will hear of how Silicon Valley has produced yet another Billionaire riding a product we could have come up with years before. Safaricom Credit Disappearing

Hi, How does one stop Safaricom credit disappearing? Many of us have noticed it does not last even when data is disabled. Have resorted to loading 50 bob only to limit credit disappearance. Forgot and loaded 100 bob (not 50 bob) and it is already disappearing. Data is disabled. I get sms's I never subscribed to download ringtones, Have not tried downloading a ringtone since 2011 - as the mobile os is not supported -- was never reimbursed, never received responses for 3 or more failed downloads. I don't like these narrow perspectives. No one said threatening them is the answer, there is a raft of things that will need to be done and this is one of them. Government issued this order last year, it should have been followed. Probably security forces will also be restructured, immigration, nyumba kumi etc We cannot begin faulting mitigation measures in isolation. Like I said on another thread, do we just sit still and do nothing. Responsibility must be assigned and appropriate penalties set. James. Montevideo Statement on the Future of Internet Cooperation

Dear colleagues, A collection of internet based organizations meet annually to discuss and co-ordinate on internet based issues. This years meeting was in Uruguay and among the topics discussed was the impact of recent revelation on the Internet Governance ecosystem. (snorden etc….) Ten organisations were represented at this retreat: NRO (AFRINIC, APNIC, ARIN, LACNIC, RIPE-NCC), ICANN, IANA, ISOC,IETF, IAB, W3C, IANA. One of the outcomes of this meeting is the declaration found at http://www.afrinic.net/en/library/news/958 I have also pasted bellow. Uruguay, 8 October 2013 The leaders of organizations responsible for coordination of the Internet technical infrastructure globally have met in Montevideo, Uruguay, to consider current issues affecting the future of the Internet. The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multistakeholder Internet cooperation, which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet. In this sense: -They reinforced the importance of globally coherent Internet operations, and warned against Internet fragmentation at a national level. -They expressed strong concern over the undermining of the trust and confidence of Internet users globally due to recent revelations of pervasive monitoring and surveillance. -They identified the need for ongoing effort to address Internet Governance challenges, and agreed to catalyze community-wide efforts towards the evolution of global multistakeholder Internet cooperation. -They called for accelerating the globalization of ICANN and IANA functions, towards an environment in which all stakeholders, including all governments, participate on an equal footing. -They also called for the transition to IPv6 to remain a top priority globally. Military does invest in R&D through Universities. Great ideas are incubated, supported financially and intellectually. Academics mill around good ideas and help advance them. That is why Zukerberg moved from Harvard to Silicon Valley where he was supported by the Universities around there, the Government through Small Business Administration financed the incubation. Now the Government is reaping the benefits of taxes from thousands of employees working there. Why do then debate so much on the merits and demerits of Konza. India is building a Konza in every state. Ushahidi was a great idea that we lost a chance to incubate and support its R&D plus financing its growth. Unfortunately, not many Kenyans know this great idea. Universities that teach computer science hardly know new research areas to support the vibrant ICT activities in the country. How do we build an effective triple helix? How do we get the universities to do research that have a meaning to its people? Lemek Primary Boarding School, Is this the picture of our rural schools?

Listers Over the weekend I was in Narok County on some business. On our way back we gave a lift to a Mr. Michael Lemerian, the Deputy Head Teacher of Lemek Boarding. What he had to tell us was a sorry tale mixed with humor. What it was ultimately is a major indictment of the Education System in the country. First, a bit of background. Lemek village, Narok County is 200kms from Nairobi with a population of about 250. The school which is a mixed boarding and day school accommodates about 800 students. From our conversation with Michael, he told us a few things:- 1. None of the students and majority of the teachers (95%) have ever operated a computer 2. Asked about the Tablet/Computer/Laptop program - Michael told us that the first time they heard about the tablet they wondered whether the government was about to send them tablets (of the medicine kind). Seriously. 3. None of the teachers and the school have an email address. 4. Michael had a vague idea of what google is and wondered whether Facebook had something to do with the face.. 5. There is only one computer for typing exams 6. No inspectors from the ministry have visited the school for a whole year. The only time they visited was when teachers were on strike. 7. This year the government allocated 108k for books. 8. 1 bed for two kids (yes, kids share a bed) 9. According to Michael, the school has sent only one student through to university in the last 4 years. Is this the typical Rural Kenya School? How can we help the Education Ministry improve this lot? Otherwise we are facing a situation where the Global Competitiveness of the country is rapidly deteriorating. Any senior person from the Education Ministry on the list? Kariuki, I happen to know the team of bright chaps who facilitated the production of the Natinal Broadband Strategy - and I can assure it was not done in some isolated nad exclusive dark room :-) They tell me that in setting targets, on must be appreciate where we are today in order to project where you expect to b in nxt 5yrs. 5MB per USER by 2017 may look poor compared to the US but did you know that some of our newer Universities can only afford 10MB for their 3000+ students? You must also differentiate between capacity (of technology/bandwidth) vis a viz actual bandwidth projected to be USED. Right now in Kenya, our Operators have the technologies and capacities to deliver even 10MB per USER for each of the 16m Internet users in Kenya. But do they? The answer is big NO. The average Kenyan uses cannot afford a fiber or wireless link of 10MB per month. In the broadband strategy we need to work on the dynamics that would make this average Kenyan afford and USE at least 5MBs per month. I realized the other day that the Kenya National Disaster Operations Center (known to us as @NDOCKenya on Twitter) doesn't have even a simple website up. If they didn't have a Twitter handle, no one would even know how to reach them or get any updates from them at all. On their Twitter profile they list the following: The Kenya National Disaster Operation Centre manages and coordinates disaster response at a national level. Email info(a)ndockenya.org Call +254-020-2212386 Nairobi, Kenya · nationaldisaster.go.ke Now, you'll note three things: The website doesn't work. There is absolutely nothing, it's just a dead page. The email address goes to NDOCKenya.org - but if you go there, you'll find it's just being hosted at GoDaddy with nothing to show. This raises a bunch of questions, but perhaps the foremost being: Why do they use this as their email address when they own a go.ke domain? A way to reach the NATIONAL Disaster Ops Centre is a pretty important thing to have. It's unforgivable that they can't even put up a one-page information website, much less have a site that allows people to know the official places to go, things to do/not do, during a national emergency. Keeping in mind that we have 40, 000 of the 50,000 students who are eligible for Helb loans, the hackers who operate the cyber cafes around Nairobi are anticipating of make around Sh17.2 million! *And this is how it is done,* the student fill the downloaded forms which they later return to the hackers for filling into the HELB data bank and just like that you are eligible for a HELB loan! *Two questions arise in all of this confusion,* 1.Are the officials involved in all of this? 2.And how are the attendants able to access and perform the operations? Yet as the last terrorists were being rooted out of Nairobi’s Westgate shopping mall at the end of a slaughter spree that has killed some 70 people and injured hundreds more, the Kenyan authorities need to be asking themselves some hard questions. This is a country which because it is actively involved in combating Al-Shabab terrorists in Somalia is supposed to be on the very highest state of alert. Kenya did not choose this confrontation. In 1998 it was an amiably corrupt and easygoing country with merely a nasty record of armed robberies, mostly of rich Western tourists. Then Al-Qaeda launched one of its very first international attacks, a deadly assault on the US embassy in the Kenyan capital which left 224 people dead the great majority of them Kenyans. Thereafter, there was a succession of small attacks by the Al-Qaeda-linked Al-Shabab which culminated in raids on Kenyan coastal tourist resorts and a Somali refugee camp, targeting and kidnapping foreigners. It was the final straw. Nairobi sent troops into Somali striking Al-Shabab fighters in the rear as they were pressed from the north by African Union forces. Thereafter, the terrorists resorted to low-level violence, mostly hit and run grenade attacks across the Somali border, until the attack by some 15 heavily armed men on the supposedly well-guarded up-market Westgate shopping center. The attackers managed to negotiate their way with all their weaponry through the capital’s roadblocks. They contrived to organize their deadly assault without the Kenyan intelligence services picking up the slightest inkling of what was about to happen. Something has got to be wrong somewhere. And the closer one looks at the way the tragic events unfolded, the more difficult questions it seems that the Kenyan authorities have to answer. Why for instance did it take almost half an hour for the first properly armed and equipped teams to arrive at the shopping mall? Why was there no proper building evacuation scheme nor any obvious plan to respond to a terrorist outrage within the complex? Acts of bravery by shopping center staff, individual police officers and ordinary members of the public cannot mask what appears to have been a series of bungles by all those who should have been responsible for the safety of the complex and its visitors. Journalists noted that when heavily-armed special forces arrived, some seemed nervous and confused, perhaps as a result of the shouting that could be heard from senior officers who themselves seemed poorly briefed and unprepared and as a result unsure of how best to proceed. The inevitable report into this horrific event may find that by delaying a rapid and firm response to the attack, the authorities permitted the terrorists to continue their killing spree and also allowed them to consolidate their position within the mall. Perhaps a clue to what went so disastrously wrong at the Westgate mall can be found in the devastating fire at Nairobi’s Jomo Kenyatta International Airport last month. Though the blaze broke out in the early morning, meaning no one was killed, the extent of the fire and the extraordinary delays in getting fire appliances to the scene raised major questions about the competence of the Kenyan authorities. The Westgate tragedy must compound these serious concerns.
