Open data—machine-readable information, particularly government data, that’s made available to others—has generated a great deal of excitement around the world for its potential to empower citizens, change how government works, and improve the delivery of public services. Public consultation on the licensing framework for Electronic Certification Service Providers (E-ECSP)

Listers, As you are aware, the Kenya Information and Communications Act, Cap 411A, provides a legal framework for the provision of electronic commerce services in the country. In particular, the Act and the Electronic Certification and Domain Name Administration) Regulations, 2010, define the conditions that must be met for electronic communication to be recognized as authentic or as emanating from either a person or an institution. In addition, the Act provides for the establishment of a framework based on a Public Key Infrastructure (PKI) model. In recognition of the foregoing, CCK has developed a licensing framework for Electronic Certification Service Providers (E-CSP) to support the PKI framework and which will subsequently lead to an amendment of the Market Structure. CCK, therefore, wishes to invite stakeholders and members of the public to submit their comments on the proposed licensing framework for Electronic Certification Service Providers. The comments submitted will be considered for incorporation in the final documents. Further, I suggest we seriously agree on what it means to connect xxxxxx to ICTs, to help/guide all researchers in reporting about meeting the WSIS targets by 2015. Please recall...the first six targets are about connecting xxxx to ICTs. Here they are: 1.To connect villages with ICTs and establish community access points. 2.To connect universities, colleges, secondary schools and primary schools with ICTs. 3.To connect scientific and research centers with ICTs 4.To connect public libraries, cultural centers, museums, post offices and archives with ICTs. 5.To connect health centers and hospitals with ICTs. 6.To connect all local and central government departments and establish websites and email addresses. It also criminalises unsolicited electronic communications among other challenges. Uganda has the cheapest Broadband Internet in E-Africa.

Folks,(apologies for cross-posting) This comes as a suprise. One would have thought Kenya and TZ by virtue of "owning" the International Internet conne Submarine connectivity/Gatewyas at Mombasa and Dar respectively, they would offer the cheapest Internet costs. But according to the latest 2013 ITU report that has been tracking and measuring affordability of internet, UG is ranked no 139, TZ at no 143 and Kenya at no 149 globally in terms of affordability. Cost of broadband internet in Kenya is put at 49% of the Gross National Income(GNI) compared to .UG at 32%. Put differently it costs an average Kenyan half(50%) his salary to connect to a broadband internet link. In SA it is about 4% of their GNI. Friends I like cheap bandwidth; and all Kenyans (actually all global citizens) need affordable bandwidth; some say it is a human right. I must assume that KPLC, Safaricom, Telkom Kenya, .... that are all laying fibre, have done their business plans/models to justify the spending. I cannot second guess them. Competition is also good as shown from the cost of airtime that has fallen progressively, making it affordable for more and more people; and making piles of money for the companies. It is good for the economy and the nation. We need regulation that allows access of infrastructure of one provider to others, provided there is agreement on charges. We shouldn't go the way of banks (anyone from CBK here?) where one cannot reach their accounts from ATMs of some banks! ... One thing I would love to hear (perhaps from our economists) the cumulative costs of providing services. For instance for telecoms get a per unit spend : add all cost elements (people, infrastructure, facilities, equipment, ...) divided by the number of users/subscribers. Compare this with similar charges in other countries ... I am not sure what the data will tell. It will have a story, inferences ... And may also raise questions such as: as a nation, would we have better spent the money elsewhere? Or: we need to spend more as we are spending too little given priorities. Safaricom protests CCK Ratings on quality of service

Safaricom is headed for a clash with the Communications Commission of Kenya (CCK) over quality checks that will determine the renewal of its licence next year. The mobile telecoms firm reckons that the regulator’s quality checks — which have labelled Safaricom non-compliant — are erroneous and that an independent assessment has given it a clean bill of health. The telcos are expected to deliver overall performance of at least 80 per cent on eight indicators to be compliant, but Safaricom had the worst score of 50 per cent in the year to June while Airtel was rated at 62.5 per cent. Telkom and Essar both achieved 87.5 per cent. Safaricom or CCK? From a personal level my take is that CCK is on the right track and need to tighten the screws on QoS across all services in the Telco and ISP space. We have become too comfortable with mediocre service and this is just not on. As an example for the last one year my company has been paying service charges to Orange for several lines which do not work. I have even written to the CEO's office with Zero action. I have written to the CCK complaint hotline with Zero action. The only reason I'm forced to pay every month is because some of those lines are tied to a Pilot line and hence Orange is 'unable' to detach them...surely.. News Flush: National government to relocate to Konza (pun intended)

Hi, Disclaimer: I reserve the right to keep my sources secret It has become clear that we have multiple unresolved issues that have arisen from the devolution of governance of this the most critical has been that of the seat of the national government. For the Pope of the Roman Catholic Church to receive the relevant recognition he had to govern a piece of earth, called the Vatican State, if Washington DC was a state with a governor, who was a Republican, Obama would today find himself homeless. The former situation is what affects the current national government, they are at the mercy of a Governor who could go rogue and shut them down or hold them hostage. This situation makes Dr. Kidero a super Governor as he can attend all National Government and Presidential functions, whether invited or not, that take place in Nairobi. He could also decide to punish any governor who does not toe his line by denying him access to the city and by extension the National Government. Devolution created 47 physical states and one virtual state (National Government) and based on the teachings from "hekaya za abunuwasi" we know what can happen to the owner of the flat that does not have access to the ground. From my sources, who as indicated above shall remain unnamed, the National Government has found a solution to this impasse, relocate to Konza. The process is in high gear and it is said to have been an issue of discussion with the Chinese Government during the presidents recent visit. Konza is to be hived off from 3 different counties and placed under a specially created authority that will oversee all activities that normally would be the responsibility of a county thus creating the 48th county and giving the National Government a physical anchor, with a title deed. It will also mean that parliament and the senate will need to be relocated thus leaving Dr. Kidero and the county parliament with a new home. Statehouse will be treated any of the others spread around the country, even though Dr. Kidero has been eying it as a possible residents. Therefore what this means is that we shall need to wait a little longer for the techno-polis but options abound with Dr. Mutua in Machakos, Kabogo in Kiambu and Ranguma in Kisumu who are also planning to develop technocities. Masters Degree Program: Is It Worth It?

Greetings Listers, I've been wrestling with a quagmire for sometimes now about pursuing a Masters Degree Program. As an Information Technology professional, would it more pertinent to seek vendor certifications as they instruct on what technologies the industry is using? In my humble observation, professionals of all fields pursue a Masters either because it is fashionable or they have no other choice but to do so. Am not quite sure who is advising the President - but I keep getting the feeling that the new administration is keen on "deleting" folks who added value in the last regime while retaining those whose contribution may exist but is not disclosed to the public...(think folks in security sector for example :-) I never quite worked closely with Mugo Kibati but I could still feel his passion and effort to put ICTs at the center of the Vision 2030. I wish him well in his future endeavors...and hope his replacement continues in the same spirit. walu. ~~~ Vision 2030 Delivery Secretariat director-general Mugo Kibati has exited the state agency after government declined to renew his contract. Mr Kibati, who has been at the helm of the secretariat for five years said he will be returning to the private sector from where he was picked in 2008 to head the agency. “I am making an exit from VDS proud of the gains we have made and the numerous challenges we have also managed to overcome in the gruelling effort to firmly establish Vision 2030 as the national development strategy,” Mr Kibati noted in a statement sent to newsrooms. In my opinion, people pursue Masters for the paper value and the bragging rights. I agree with YAWE,MBA comes in quite handy for techies.Certifications are relevant when you intend to specialise in a specific field like CCNA for networking,CISA for information security.I have friends who have gone for an MBA and MSC IT,which personally i believe can provide a competitive edge.It is said that you should never stop learning so at some point one can go for the certifications but would advice you to go for Masters. I have just had a friend of mine lose her FB account after a hacker got her credentials and started scamming her friends to send him/her money. Now I log into FB and I see my cousin's account with a similar message on his wall. Seems like there is trend here. Please warn all and sundry against just sending money to anyone just because they saw a message from a friend on FB. Listers Over the last year there has been concerted efforts to curb Internet Freedoms and the number one reason behind this is 'National Security'. Many countries have regressed. However according to the Business Daily, which sites various sources, Kenya remains an island of freedom when it comes to the Internet. '...Of the 14 African countries included in the sample, only Kenya and South Africa were considered to have complete Internet freedom.' I believe this has come to pass because of forward thinking Government officials in the ICT space and vocal non governmental players like KICTANET. The AUCC is scheduled for final passage at an AU meeting in January 2014. After extensive discussions with various Kenyan stakeholders from industry, academia, and NGOs, we (Strathmore - Centre for Intellectual Property) have identified numerous provisions in the AUCC that, if passed by the AU and ratified by Kenya, will have substantial negative effects on the Kenyan online economy and social culture. A few of the more problematic examples are: 1. The AUCC significantly restricts freedom of expression in violation of the Constitution of Kenya 2010 by prohibiting individuals from expressing ideas and theories on religion and ethnicity. 2. The AUCC requires governments to have in place a mechanism for cyber forensic investigations into online criminal activity. This includes appointment of investigativejudges with almostunlimited power to require seizure and analysis of digital and physical evidence. Most African governments currently lack legislative and technical capability to satisfy such a legal requirement, and the likelihood of misuse is high. 3. The AUCC criminalizes all unsolicited electronic communications. No government or intergovernmental treaty in the world has had success in doing this; it is completely impractical and will draw wide criticism for selective enforcement or lack of enforcement. 4. The AUCC requires that a person or a corporate organization engaging in electronic financial transactions (e.g., M-Pesa or OLX users) provide full identity information, including PIN and address information. This requirement is costly and risky, and it remains unclear how such data will be protected and how confidentiality will be maintained. Finally,preparation of the AUCC involved little or no consultation with non-government stakeholders. Major industry stakeholders have expressed serious misgivings to us about the scope and practicality of the AUCC.
