Will setting up a biometric database prevent rogue employees at the department of registration from getting bribes to register foreigners as Kenyan citizens? Here at last: internet cable duct in all highways

The community has always clamoured for the roads authorities to build network ducts along the major highways. This would prevent the cable cut problems we have experienced time and again disrupting Internet services in the country. It seems the Connected Kenya summit has come up with a recommendation for KeNHA to build ducts across all roads. It would be interesting to see KURA and KERRA follow through with KeNHA's promise. The ICTD conferences have been taking place approximately every 18 months since 2006. General Topics Over the past several decades, as radio and television have been joined by computers, the Internet, and mobile devices, information and communication technologies (ICTs) have become more pervasive, more accessible, and more relevant in the lives of people around the world. Virtually no sphere of human activity remains apart from ICTs, from markets to health care, education to governance, family life to artistic expression. Diverse groups across the world interact with, are affected by, and can shape the design of these technologies. The ICTD conference is a place to understand these interactions, and to examine, critique, and refine the persistent, pervasive hope that ICTs can be enlisted by individuals and communities in the service of human development. There are multidisciplinary challenges associated with the engineering, application and adoption of ICTs in developing regions and/or for development, with implications for design, policy, and practice. For the purposes of this conference, the term “ICT” comprises electronic technologies for information processing and communication, as well as systems, interventions, and platforms that are built on such technologies. “Development” includes, but is not restricted to, poverty alleviation, education, agriculture, healthcare, general communication, gender equality, governance, infrastructure, environment and sustainable livelihoods. The conference program will reflect the multidisciplinary nature of ICTD research, with anticipated contributions from fields including anthropology, computer science, communication, design, economics, electrical engineering, geography, human-computer interaction, information science, information systems, political science, public health, and sociology. Full Papers An ICTD Full Paper, which is up to 10 pages in the ACM two-column format (including references, figures and tables), must make a new research contribution and provide complete and substantial support for its results and conclusions. Accepted papers typically represent a major advance for the field of ICTD. Full Papers will be evaluated via double-blind peer review by a multidisciplinary panel of at least three readers, one of whom will come from outside the paper’s disciplinary domain in order to ensure broad readability. Accepted Full Papers will be presented as oral presentations at the conference. Full Papers will be evaluated according to their novel research contribution, methodological soundness, theoretical framing and reference to related work, quality of analysis, and quality of writing and presentation. Manuscripts considering novel designs, new technologies, project assessments, policy analyses, impact studies, theoretical contributions, social issues around ICT and development, and so forth will be considered. Well-analyzed negative results from which generalizable conclusions can be drawn are also sought. Authors are encouraged (but not required) to address the diversity of approaches in ICTD research by providing context, implications, and actionable guidance to researchers and practitioners beyond the authors’ primary domains. This paper provides further suggestions on what makes good ICTD research. Full Papers typically present mature work whereas Notes (see below) are used for presenting preliminary research that is still work-in-progress. Plans are being made to have all accepted Full Papers appear in the electronic conference proceedings and archived in the ACM Digital Library. A subset of the Full Papers will also appear in a special issue of the Information Technologies & International Development journal. New in 2015, authors of each accepted Full Paper will be invited to submit a one-page policy brief, which aims to make their research accessible and relevant to practitioners in a succinct form. We expect to have authors receive feedback from experienced ICTD practitioners for improving their briefs, and to include their briefs in a separate proceedings. Notes With a shorter 4-page limit, Notes are intended to introduce work-in-progress that may be published later in a journal, as well as to document shorter project write-ups. An ICTD Note is likely to have a more focused and succinct research contribution to the ICTD field than Full Papers. For example, Notes on novel ICTD systems may not cover the entire design of the system but may instead go into depth in specific areas (e.g., how the system was evaluated with real users or how the formative work to create the system was conducted). Notes are also not expected to include a discussion of related work that is as broad and complete as that of a submission to the Full Papers venue. Accepted Notes will be presented as poster presentations at the conference. Notes will be evaluated by at least two multidisciplinary reviewers, but not in a double-blind fashion and will be assessed according to their research contribution, methodological soundness, quality of analysis, and quality of writing, and presentation. First things first, police don't run immigration departments, civil servants do. Secondly, the way re-registration is supposed to work is that holders of illegal documents are not in the national database. They got their papers at the outposts but have no corresponding documents at the registrar's. This calls for a big debate among the Open Source community and evaluation of how exposed we can be. I'm imagining how many servers will go unpatched thus exposing the data to would be hackers. It is alleged through a Bloomberg article that NSA knew about the vulnerability two years ago, but kept it secret to continue harvesting user data. http://mobile.bloomberg.com/news/2014-04-11/nsa-said-to-have-used-heartblee… This might be a wrong alarm but How safe are we as FOSS community because we heavily rely on these applications that may actually have backdoors and rootkits with the aim of taking control of our systems and spying on us. For those who have been following the debate, this gives the basics. When you want to visit a website, you type or paste the site’s domain name into your browser, or click on an html link.That domain name is sent to a server which translates the name into a series of numbers – the Internet Protocol or IP Address - which the server uses to direct your request to the website’s physical location. This all happens in the blink of an eye.Those names and numbers are called “unique identifiers” and are aligned with a standard set of protocol parameters that ensure computers can talk to and understand each other. The 2014 Africa Domain Name System Forum will be held from 7th to 9th July 2014 at the Nicon Luxury Hotel in Abuja Nigeria. This years event will be hosted by the Nigeria Internet Registration Association (NIRA). Organized by AfTLD, the Internet Society and the Internet Corporation for Assigned Names and Numbers with the support of other partners , the event seeks to build a community of practice that will strengthen the Domain Name Industry on the African Continent. According to the domain name industry brief there were 265 million domains registered globally in the third quarter of 2013. The base ccTLD registrations were 119.5 million. The largest top level domains by zone size in the third quarter of 2013 included .com, .tk, .de, .net ,.uk, .org, .cn , .info ,.ru and .nl. None of the African registries featured among the top ten. The largest ccTLD in Africa by zone size did not surpass the 1 million mark during the same period. The objective of the forum is to help the domain name industry in Africa grow at a competitive rate and ensure that the continent competes with the rest of the world. The forum will be a three day event and will bring together African registries; African ICANN accredited registrars, resellers, infrastructure service and solution providers as well as entrepreneurs interested in investing in the African Domain Name space. There will be interesting discussions highlighting opportunities in the African Domain name industry as well as networking sessions between registrars, resellers and the registries. Indeed the consumer movement is emboldened and we hope other sectors shall take their lesson. It vindicates our long held view that in its' current form, the CCK (and now CAK) is not the regulator envisaged under Article 34(3) of the Constitution. We are grateful that the Media Owners Association have pushed and won the fight we began in December 2012 to make the transition to digital broadcasting fair and independent to all stakeholders. We expect that the nullified Broadcast Signal Distribution license to PANG will have immediate consequences on Star Times and that the BSD to media owners will be fast-tracked. It will be futile for the Government to appeal the ruling at the Supreme Court. In light of such embarrassment to Government, it is only fair that the ICT Secretary resigns from office and that the regulator rescinds all major decisions it has made as the effect of the ruling has the potential to reverse all decisions made by the CCK since August 27, 2010 when the current Constitution was promulgated. Listers Jaindi Kisero's article on the imminent departure (demise?) of two telcos in Kenya make compelling reading. http://www.nation.co.ke/oped/Opinion/mobile-phone-firm-pullout-market-failu… The article basically explores the possibility that market failure is what we are experiencing in Kenya. According to Wikipedia Market Failure is a concept within economic theory describing when the allocation of goods and services by a free market is not efficient. That is, there exists another conceivable outcome where a market participant may be made better-off without making someone else worse-off. (The outcome is not Pareto optimal.) Market failures can be viewed as scenarios where individuals' pursuit of pure self-interest leads to results that are not efficient – that can be improved upon from the societal point-of-view.[1][2] The first known use of the term by economists was in 1958,[3] but the concept has been traced back to the Victorian philosopher Henry Sidgwick.[4] Market failures are often associated with time-inconsistent preferences,[5] information asymmetries,[6] non-competitive markets,principal–agent problems, externalities,[7] or public goods.[8] The existence of a market failure is often the reason for government intervention in a particular market.[9][10] Economists, especially microeconomists, are often concerned with the causes of market failure and possible means of correction.[11] Such analysis plays an important role in many types of public policy decisions and studies. However, some types of government policy interventions, such as taxes, subsidies, bailouts, wage and price controls, and regulations, including attempts to correct market failure, may also lead to an inefficient allocation of resources, sometimes called government failure.[12] Thus, there is sometimes a choice between imperfect outcomes, i.e. imperfect market outcomes with or without government interventions. But either way, if a market failure exists the outcome is not Pareto efficient. Mainstream neoclassical and Keynesian economists believe that it may be possible for a government to improve the inefficient market outcome, while several heterodox schools of thought disagree with this.[13] While Creative Destruction alludes to free-market economics as a description of processes such as downsizing in order to increase the efficiency and dynamism of a company or economy. The case of Orange and yu in my humble opinion is the stuff of Business School studies at Strathmore and others for years to come. The questions that the country now needs to ask include:- 1. How will the demise of two major multinationals in Kenya going to affect the country's FDI outlook? Kenya is quickly gaining a reputation as a graveyard for MNCs who come here without appreciating the GLOCAL Principle. 2. What are the market dynamics that are going to be unleashed by a a defacto duopoly that now exists? 3. What impact will it have going forward on the attractiveness of Kenya as a destination for tech giants and Startups alike? 4. Is the regulatory environment being optimally executed to protect both investors and consumers alike? 5. Lastly - the more things change the more they remain the same? Seriously. The way this is going I won't be surprised if Airtel also throws in the towel seeing as they haven't turned a profit since their entry into the country.
