PRESS RELEASE FOR IMMEDIATE RELEASE NEW REPORT MONITORS POLITICAL WILL TO MAKE THE INFORMATION REVOLUTION REALITY FOR ALL MONTEVIDEO, URUGUAY, Thursday May 17 -- A new watchdog report monitoring promises made by governments and the United Nations to ensure that information technology is used to benefit millions of people, will be launched in Geneva on May 22. The fruits of the information technology 'revolution' are unevenly distributed between countries and within societies. In the Democratic Republic of the Congo it is claimed that as little as 2.5% of the population owns a telephone, whereas neighbouring Nigeria has one of the fastest growing IT markets in Africa. In India, a burgeoning technology industry has failed to provide phones or internet to vast rural areas. The gap is not only “digital” The reasons for the inequalities are complex but, claim the editors of the report - the Association for Progressive Communications and the Third World Institute - “experience shows that the status quo prevails unless citizens actively demand change from their governments. A ‘Global Information Society Watch’ is needed to make governments and international organisations accountable.” Launch of first Global Information Society Watch report The Global Information Society Watch 2007 report - the first in a series of annual reports - looks at the state of the field of information and communication technology (ICT) policy at local and global levels and particularly how policy impacts on the lives of people living in developing countries. Studies of the ICT policy situation in twenty-two countries from four regions are featured: Africa (Democratic Republic of the Congo, Egypt, Ethiopia, Kenya, Nigeria, South Africa and Uganda); Asia (Bangladesh, India, Pakistan and the Philippines); Latin America (Argentina, Brazil, Colombia, Ecuador, Mexico and Peru); and Eastern Europe (Bosnia and Herzegovina, Bulgaria, Croatia and Romania), with one report from a Western European country (Spain). The report concludes that when it comes to ICTs for development, there are some conspicuous similarities between countries. Excluding Spain, the other twenty-one countries each show obvious evidence of the “digital divide” which impacts on the majority of people negatively. According to Brazilian authors RITS, the absence of a people-orientated policy framework in Brazil runs the risk of condemning the vast majority of people to “eternal disconnection”. The report also includes provocative, analytical essays on five international institutions (including the ITU, ICANN and the World Intellectual Property Organisation) questioning the extent to which they allow all stakeholders to participate in their processes. There is a special section on how to measure progress. “This report is an important effort at a critical time,” says Markus Kummer, executive coordinator of the Secretariat of the Internet Governance Forum (IGF). “It is of utmost importance to know the extent to which the people affected have a voice in the policy-making organisations. Participation of all stakeholders in policy processes is a key element of good global governance. In this sense, the report will also be good input to the IGF in its continuing work on a development agenda for internet governance and the special emphasis being placed on capacity building for all stakeholders. More so, while so much attention is being put on the effort to overcome the inequities in global information access it is important to make sure that the people who need this access are actually served by those efforts.” "There is a lack of ICT-oriented indexes which focus on inclusion and exclusion in ICT policy decisions. Global Information Society Watch is a serious attempt to bridge this gap," says Rikke Frank Jørgensen, senior adviser at the Danish Institute for Human Rights. Connecting the dots to form the big ICT policy picture Alice Wanjira Munyua is part of KICTANet, a citizen-coalition that has worked critically with the Kenyan government to ensure issues of universal access and consumer rights are being addressed in Kenya’s first national ICT policy. “Rather than just publishing statistics,” she comments, “this new report provides an opportunity to share examples of the road travelled in policy-making, which will hopefully reduce the risk of following inappropriate paths.” “While international organisations and research institutions regularly churn out reports packed with data about the diffusion of ICTs and offer mainstream assessments of policy trends, they generally devote little attention to what all this means for the global public interest. ICANN holds three public meetings each year. The location of these meetings are rotated through the five ICANN regions and selected on the basis of proposals received from various local groups interested in hosting the meeting. The announced region for the location of the October 2007 meeting was Asia Pacific. A review of proposals from two potential hosts determined that it was not possible to proceed at this time due to various logistical issues. ICANN examined a number of non-hosted locations in the Asia Pacific in attempt to adhere to the Asia Pacific rotation. Again, for reasons of logistics, cost and seasonal demand, it proved extremely difficult to find a location. Given this situation it has been decided to locate this meeting in Los Angeles. Without a host this maximizes the capacity of staff to resource the event in an efficient and economical way. The location is also a major travel hub and the quantity of hotel accommodation means that this should prove to be a less expensive meeting than some other options. ICANN recognizes that, following the upcoming meeting in San Juan, Puerto Rico, this means two meetings in a row held in the United States. As a result, ICANN today is posting a request for proposal to host ICANN meetings in 2008, as well as the dates and rotations for meetings to be held in 2009 and 2010. As part of this posting, ICANN has modified the rotation to designate the region for the first meeting in 2008 as Asia Pacific. The next scheduled North American meeting has been removed from the rotation. Due to the increased participation at the ICANN meetings, significant changes have been made to the requirements to host an ICANN meeting, with ICANN assuming more responsibility for planning and finances. Proposals to host the three 2008 meetings will be accepted through 15 June 2007. Congrats Shem, I must confess that I first 'met' internet through Shem way back in 1994. At that time I was a young IT lecturer at the then Strathmore College. Shem had been invited to 'show' internet to the students and I must admit, Shem's demo was my first exposure to internet....(bu ofcourse the students didn't know!) 16years later, I can see Dr. Shem continues to break new grounds for the rest of us. THE DEBATE OF THE YEAR It was going to be the debate of the year, it was eagerly waited for, and at last Kenyan politicians were expected to address issues. “I was going to be extremely impressed if they turned up. It would have been the debate of the year,” said Michuki Mwangi. Probably Michuki’s argument epitomizes the feeling of over 80 people who gathered for the debate. It was going to be a good day. It has been argued that some of the expected guests may not have been aware of the ICT issues expected to be discussed. Whilst this may be true, the leaders- Balala, Raila, Ruto, Kalonzo, Mudavadi, Nyagah, and Umar were sent a background note outlining the state of ICT in the country. There was every indication that they would turn up, Ruto and Mudavadi even claimed to be on the way. At the end of it, the wait was too long and we had to proceed with the program. The function was facilitated by Eng. James Rege and Muriuki Mureithi and all networks within KICTANet were represented. Joseph Mucheru, Kanja Waruru, Edith Adera and Brian Logwe took turns leading the debate and the participation was equally good. Though the live stream was hampered by poor PA system, people managed to tune in. it was a first step towards creating local content. Next time KDN and Intersat Africa will provide video streaming. afew journalists were expected to help with the blogging but when the program did not go as organised, somehow we got disorganised. apologies for lack of updates on the blog. Hi Shem, Thanks for the probe - as I recall all the presidential aspirants were invited - Hon. Kibaki is the incumbent and his Govt has already clearly demonstrated both their vision and made some crystallisation and deliverables over the period - we wanted to hear what/how the others intended to handle ICT issues in their government (if elected) and what part ICT played in their vision. Yes Yes YesWe who know better should hold our leaders accountable for their ideas or LACK of them, the dismal attendance and lack of understanding, should form our mode of attackHow can we be led, by those who know nothing or very little,yet we talk about using ict to advance into the digital age while our "Leaders" are in the stone age ????Like i said before, this talk about E-Govt etc is hot air, i wish it was optical fiber- (i am VENTING) really members , this is just but the tip of the ice berg, in terms of caliber, capability and comprehension of those who lead OR aspire to lead us.Look at the quality of debate, the lack of quorum, the pettiness of discussion and the lack of focus, back to the aspirants, am sure they thought they were meeting a bunch of ?? Tea pickers or ICT planners ??We should lead in the planning, of ICT and the way foward, if the aspirants who are the cream of the bunch- ARE THEY ??- what about the rest in bunge ??Things are thick?I would appreciate ANY ONE who can explain a way out of this quagmire, my thots ??If they know nothing, they can offer nothing and are therefore not worthy of our votes ??Point to ponder? What of the incumbent ??You get my point ? The govt intends-of have obtained- billions to fund the Optical Fibre backbone, the Ps is talking of engaging with the European Submarine cable, who will pass the legislation ??
