Half of web users are faking their data due to security fears

Interesting findings, but not entirely surprising, Almost 50% of internet users are falsifying the data that companies ask them to hand over when signing up for services online, according to new research. Digital advertising and marketing contribute to a global industry worth hundreds of billions of pounds, but the data which underpins that industry may not be very reliable. It is not off-topic. I was once had a discussion with a county Director of ICT & Research and we were talking about this very thing. The problem, he said, was that it was not possible due to the paranoia against IFMIS access of any type. He was justified after the NYS saga of the IFMIS access. Counties then did not have access to IFMIS to pull and push data of their financial dealings. I don't know whether this has changed. Day 3 of Talk to the Senate

Thank you Grace for asking those questions. I will speak on behalf of Mzalendo Trust - Dokeza project, though I am not the official voice for the project. Mzalendo Trust's particular area of concern is what the Parliamentarians (National Assembly and Senate) do on our behalf regarding the three areas as stipulated in our constitution; representation, legislation and oversight. Mzalendo Trust had been covering the representation aspect quite well, but the other two "jobs" needed to be covered to complete their interest in what Parliamentarians do for us. The Dokeza platform (https://dokeza.mzalendo.com/) was envisaged to go beyond what Jadili (http://jadili.ictpolicy.org/) was doing, especially in the area of public participation feedback going back to Parliament in a way that is formal and transparent. In this vein, I will try and answer the questions Grace posed. 1. We (Mzalendo Dokeza team) had a series of meetings with the Clerk to the National Assembly, the Clerk to the Senate and Kenya Law Review in particular to understand what would be the Draft Bill Process. How is a legislative Bill drafted? Who can draft a legislative Bill? After the First Reading, who is it presented to the Public for participation? How can we record the participation? The important part was to track the changes on a Legislative Bill as it went through a particular Parliamentary house and committees. Parliament conceded that this should really be done by them and made available to the public. However, we got to understand, from the Kenya Law Review, that currently the only official versions of any Bill are those that come from the Government Printer. The Bills on the Kenya Law Review website are PURCHASED from the Government Printer. So Dokeza hopes to work with Parliament to receive Bill versions and post them on the Dokeza Platform as the bills go through the different stages. However, the official Act of Parliament will be on the Kenya Law Review website. This is a work in progress requiring new policies, e.g. standing orders to allow public access, or a policy implementation under the Access to Information Act, 2016. 2. Committee reports are simply not accessible since there has been no law or . Dokeza is envisaged to collect public contributions to the legislative bills through annotations as well as constructive comments from experts of law and the public. These are submitted, after the public participation period is over, to the committee stage as a formal memorandum to accompany the bill. Where the public contributions make it into the final bill, the incorporated changes will be highlighted on the final Act of Parliament on the Dokeza platform for archival purposes in the documentation of public participation in the legislative bill development process in Kenya. Hopefully the Dokeza Platform can do this at a later date once the policies are in place. 3. The issue of the Parliament's communication with the public has to be revisited to go beyond the passive airing of proceedings in both houses. In my opinion, KBC should have a channel, on radio at least of programming MADE from the work done in Parliament. Schedules for public fora, special interests and all manner of stake holders may be engaged through interviews or could create content for a channel such as this. Then the public can fully engage on various other platforms, citing content that comes directly from Parliament and sharing it on social platform of choice. Due to the positive feedback Mzalendo Trust got from the "Peoples' Shujaaz" awards given to Parliamentarians who had excelled in representation, legislation and oversight, the next step would be to interview and cover work done specifically by our Parliamentarians beyond the political soundbites that we regularly consume. There is already a lot of public activity, where exerts of TV video programming on Youtube are shared on Facebook and WhatsApp as an example of what is possible. Senate can definitely look into a law that would give counties the legal means to allow access to legislative bills in county parliaments to the public and and collect documentable public feedback to facilitate the legislative bill development. That would be a good first step documenting and reviewing public participation in legislative bill development at the county level. Dear Listers, Welome to the third and final day of the Talk to the Senate series. We have discussed at length the challenges facing the counties and made exciting proposals for a brighter future. We will culminate this discussion with an earnest look at how we can foster engagements between the ICT community and the legislature (think, effective public participation). The proposals we come up with could very easily be adopted into a Public Participation Bill that would dictate how counties are to conduct public participation, talk about killing two birds with one stone. Please indulge me in answering the following questions– (a) What constitutes effective public participation? (b) How can we leverage on ICT to achieve effective public participation? If Yes, then I’m sure it would be very helpful to include connectivity in the formula and would lead to FCDC counties getting more funding, though it would be more important for counties to consider funding (to some extent) connectivity improvements and not only relying on central government. There is also a lot of in-kind they could do too to reduce total costs of ownership (both capex and opex, and address the many hidden costs involved in providing rural connectivity). The Senate should also look for poor budgeting, planning and coordination between Counties and Central Government. b) My understanding is the USF is now being fairly well implemented for rural network expansion, though its resources are not enough, but it should also seek to ensure that its funds meet its own standard (particularly related to ensuring the schools it is connecting get minimum broadband speeds stated in the National Broadband Strategy). However the USF should also broaden its scope and the Senate may enquire into this, i.e. what are the real barriers to broadband adoption (including skills, devices, content, as well as affordability, awareness, attitude etc; not just network) and how can these be solved, and how can various sources of funding address these. Secondly I would encourage the Senate to enquire into the situation of connectivity for public institutions and see why the schools that now all have electricity cannot also have fiber run over those same cables, for example. Certainly connectivity at schools will not just allow for internet access, but can enable update of the DLP curriculum, interactive content, remote support etc. Also the Senate may enquire as to how the hospitals connected by NOFBI are using the fiber they have. Hi Listers, I will second Grace on the need for a well prepared data protection law, as we can see the EU are on with the GDPR that will be implemented starting May 2018. This needs to be a priority matter as we become more data aware, there is lots of data being processed daily within the Kenyan ecosystem and it is important to have an equally good data protection law that can complement this to ensure that both users and the organizations respect the privacy of users. Good morning Listers! If you are just joining us, this is a series where we tell the Senate ICT Committee what we think should be in their agenda 2017-2022. Today our goal is to give very specific proposals on legislative and oversight interventions informed by the issues we highlighted yesterday. Those of us who gave proposals in their submissions yesterday, please do not tire, you may bring them up again today. By the way, the Day 1 discussion is not closed, please keep adding your contributions. We will dedicate the earlier part of the day to the legislative role of the Senate. I will come back later on and pose more questions on oversight, budget and sharing of revenue. I ask– (a) What ICT laws ought to be passed between now and 2022? Here you may comment on the Bills currently in circulation or make legislative proposals that the Committee can pick up and commission into the drafting of a Bill. Comments on Bills that would stifle ICT are also welcome. (b) What laws need to be amended? Keep in mind that the legislative role of the Senate as stated in Article 96 is limited to Bills concerning counties. Therefore, in your proposals, make a case on how that issue is one that concerns counties. (PS; the definition of that proviso is very controversial). Let us participate!

This trend does not benefit the professional media or the followers but rather brings selfish political games to your channel. Good morning Listers, Welcome to Day 1 of 'Talk to the Senate'. This must have been what the framers of the Constitution had in mind when they entrenched public participation as a key constitutional principle- an opportunity for us to make a case on what we think ought to be the Senate's priority 2017-2022. I therefore encourage that we all participate in this session and look forward to an animated discussion. As Grace had briefed us on Friday, we will have a three day discussion focusing on the counties and opportunities for intervention by the Senate. This being the first day, our goal is to bring out issues of concern in the counties as far as ICT is concerned. Once we have these, we will proceed to make proposals on how the Senate may be of help in resolving these issues on Day 2. On Day 3, we will discuss how to foster engagements between the ICT community and the legislature. Hi Kanini For me I'd like the Senate to prioritize and champion two key issues:- 1. An amendment to the law to devolve the USF since clearly this centralisation has failed. The Counties should prioritise where there are gaps in connectivity with the assistance of the CA. Based on the findings then projects are rolled out and linked to NOFBI (National Optic Fibre Backbone Infrastructure.). It's a real shame that we are disenfranchising a large swathe of the country for lack of ICT Infrastructure. 2. eCitizen. This is a great initiative which is going to the dogs. I propose that the Senate intervene on behalf of the people of the counties (Read the majority of Kenyans). The Platform was good..Initially..Now you have to wait till off hours to access the platform. If this is the case in Nairobi what happens at the county level? I propose the following:- a) The Senate champions the full revamp of the eCitizen Platform and ensure full accessibility with limited connectivity. @Kanini Thank you for the work you are putting in. My contribution is towards County data collection and using it for county budgeting and monitoring. We know that county governments are expected to provide access to and/or disseminate timely and relevant county based information in a simplified form that is accessible by the citizens as envisaged in the County Governments Act, 2012 and Access to Information Act, 2016. But we have not created a system(s) that collate county data onto a platform or portal that then the public and CSOs can interrogate and get a pulse of what is going on in a county. The Kenya Bureau of Statistics already has all the base social-economic data a county would need to develop the county budget and policy development strategies. The data has been visualised as the Kenya Socio-economic Atlas ( http://kenya-atlas.org/) that former CS of Devolution Ms. Waiguru launched. Listers, Francis Wangusi was Thursday barred from resuming his post as director-general of the Communications Authority of Kenya (CA), despite a January 30 court order reinstating him in office. my understanding is following the 2016 ICT Access Gaps study which laid out a clear plan to spend USF, this plan has subsequently been implemented, though with a slight delay. 70 sites or so have got network connection for the first time recently and almost 1,000 schools given broadband. It's decent progress, though still more to do (which might not get done anymore if the plan is just being thrown out the window now).
