Adam, Answering for Ali, I, for one, led a Lakipia County ICT delegation to the East African Data Centre to explain to them how a county can house their ICT systems as part of a "private" cloud at the data centre. This came about due to lack of a Kenya Government data centre that counties could have access to and what a proper Tier 3 Data centre looks like, were they to imagine they can build a data centre. In fact, we found a power supply set up being built to allow EADC entry into Tier 4. Secondly, radio images are digitally acquired then printed on film for diagnosis and patient records. The days of carrying around films should be numbered. A lot of the radiology analysis is done on the high resolution monitors. The storage is digital as well. KNH can store radiology images for the patients who have been treated at KNH as well as those referred there. But if one happens to go to the more than 10 imaging centres in Nairobi, where should the imaging data go? The NINAFUU proposal was that, where the medical information is acquired, that information can be kept by the doctor or institution for their own future use and a copy of that particular information delivered to the patient/client since it has been paid for. That way, a cancer centre has access to the cancer data generated at their facility, and the patient has his/her cancer data along with other data from other facilities. When the patient travels to another facility, those records, with express permission, can be retrieved and further treatment can commence. This was particularly important for patients who have to undergo new, expensive tests at the next facility when seeking medical consultation or treatment. AFP PHOTO / MARTY MELVILLE Technology giant Google is looking to sign deals with Kenyan telecommunications operators that will deliver mobile internet coverage to remote locations through a network of floating balloons that could also significantly cut costs. Google, through its Project Loon, has embarked on a global campaign to increase internet connectivity among the millions of people living in rural areas without ground stations and fibre connections. Kenya’s Ministry of ICT welcomed the move arguing that an aerial network would bring down costs and deepen internet use across all segments of the population. “It is companies such as X [formerly Google X] that innovate and provide solutions that benefit our city. We welcome the use of high-altitude balloons to create an aerial wireless network that offers real benefits to consumers,” said principal secretary in the Ministry of Information, Communications and Technology (ICT) Sammy Itemere. The PS, who was speaking during the opening of a workshop to sensitise stakeholders on the balloon technology, said the balloon network with up to 4G-LTE speeds, would help Kenya multiply ICT’s impact on the economy. A 2017 report by Jumia and GSMA mobile found that 67 per cent of Kenyans can access the internet, mainly using mobile devices. This was above Africa’s 18 per cent average. Loon balloons are less expensive to install than communications satellites and are known to offer stronger internet connectivity. This potentially means a huge reduction in the cost of internet connection for telecoms operators - a benefit that may trickle down to users. The balloons enable the nearest telecommunications partner’s ground station to receive the wireless internet signals that are then transmitted across the network of balloons and then back down to users’ mobile phones on the ground. Each balloon can cover up to 5000 square kilometers and uses only renewable energy. Google said it has deployed 10 balloons for testing in Nakuru, Nanyuki, Nyeri and Marsabit. Locally, Telkom said it has been in consultation with Project Loon but no partnerships have been confirmed. “Telkom has not yet deployed any service on this solution as we are still in discussions with the team from Loon to conclude on potential partnerships and synergies, using their solutions,” George Mlaghui, the chief corporate communications officer at Telkom said in a statement. Yesterday, it emerged that there is anxiety over the safety of the unmanned Loon balloons given the incident at the end of last year, when a balloon that was being navigated to land in a sparsely populated area landed on a farm in Meru. Globally, balloon crashes have occurred in nearly 10 countries, including Panama and the USA. Project Loon has however been lauded for its role in providing internet to disaster-stricken areas. Notably, it partnered with AT&T to provide coverage to Puerto Rico following Hurricane Maria. It also worked with the Peruvian government and Telefonica when floods destroyed infrastructure in Peru. ICT ministry officials said the balloon technology would complement the national fibre network that has been laid out in all counties, and which they are working on further extending to sub counties. While the discussions give soft policy outcomes, KIGF is a knowledge sharing platform that informs and inspires policy actors in both the public and private sectors. Electronic communications are part of e-procurement systems. (i) Does the Kenya Information and Communications Act not legalize electronic communications? (ii) Can the Public Procurement and Asset Disposal Act constitutionally forbid electronic bids? Kenyan Tech Engineer, Zak Muriuki, Died in Ethiopian Jail

Listers Saddest news. It also appears that there are three more Kenyan ICT Practitioners who are still languishing in prison in Ethiopia. The main charge is that they are accused of installing communication equipment without a license. Mugo, was arrested with Zak (may the almighty rest his soul in peace) over a year ago and Osborne Otinda with his colleague Maxwell Odhiambo (according to today's Nation, Page 3) were arrested in October 2014 and are still in jail. Excerpts:- (Addis Standard) – The body of a Kenyan engineer who died while in an Ethiopian prison has arrived home on Thursday Dec. 11th. Zak Muriuki, a father of two girls (pictured) and a tech engineer by profession, arrived in Ethiopia nearly two years ago on January 9, 2015, according to information obtained by Addis Standard. He was arrested on January 10 along with another Kenyan, Jadrick Mugo, who is still in prison.
