The Communications Authority (CA), is seeking powers to license all mobile money agents as part of new measures targeting market dominance in the telecommunications sector. Francis Wangusi, the CA director general told parliament Monday that the registration seeks to make the agents neutral so that they can serve the telecoms operators. “The agents are going to be licensed to check misuse of information provided by mobile operators,” Mr Wangusi told the National Assembly’s committee on ICT. Dear listers. Since the advent of Mpesa, Kenya has been recognized as Ground Zero for Mobile Money/Payments Innovation the world over. According to a World Bank report one in every ten human beings regularly using mobile money is a a Kenyan. Over the last few years Fintech (Financial Technology) has become all the rage. American startups are setting up in Kenya. The more common ones that we know are Branch and Tala who combined have raised over $150m of venture funds in the last few years. These two are mainly mobile lending platforms. Insuretech is taking root. Payment Platforms are proliferating. Banks are jumping onto the Fintech Bandwagon with mainstream banks like Barclays and HF Group launching their mobile lending apps. Equity Bank boldly announced a few weeks ago that they are building an API Bank. Banking as a Service as it were. Not to be left out, Blockchain and it’s offspring, Bitcoin is threading to complete the upheavals in the financial sector. On top of it all the government is playing catch up on regulation with the announcement of the Finance Bill 2018. Welcome to Day 2 of online pre KIGF debates where out topic today is Strengthening Data Security in the Context of Emerging Trends. We shall look at cybersecurity in the context of data. Barely a few weeks ago, social media was awash with memes of Wazir Boniface Chacha, the young man alleged to have conned MPs after getting access to their phone data. Later when this was used as a justification in debates for the Cybercrime Act, some wondered whether the political process had used the Chacha saga to justify the quick passage of a law creating offences. But beyond "small data" in our personal possession, many SMEs , corporations, institutions, societies and other bodies are holding significant amounts of data. In this community, the wider issue of cyber security has been a recurring theme in KIGF. It is generally agreed that the best approach is a multi-pronged one that includes the law, good practices, effective mitigation and response to incidences at multiple levels, creation of awareness and technical solutions among others. Having gotten a new law in the form of the Cybercrimes Act, are we assured of data security? Are our existing mechanisms for mitigation and response to incidences adequate for emerging threats? Do we have positive cases or good practices to imitate? What challenges that remain and how can we address them? The biggest for me is user awareness, this is where i feel we have the biggest gap. There is great need for users to know their rights as regards data. The second group that needs awareness are the data controllers who need to make their data protection policies on the finger tips of their staff, that way user data could at-least be given some respect. Thirdly on the laws, we could look at the GDPR as a more recent example that could start conversations. The theme of the KIGF is: “ICTs for Kenya’s Development: Getting Everyone on Board”. As part of the lead up to the event, we shall as per the long standing tradition, commence with the online discussions based on the topics that members contributed to the list. The Pre-IGF discussions are useful to help highlight the emerging issues of concern to the community and greater in-depth discussion on the list. Report on 10 years of ICT policy discourse in Kenya by KICTANet

I take this opportunity to share a KICTANet report on_10 years of ICT policy discourse in Kenya (2007 – 2016)__._ The commencement of this project was premised on the need to identify the different conversations that had taken place on the KICTANet platform since 2007.The object was to find out what issues had been discussed, which stakeholders had been active, and what sort of policy impact the debates had created. Notably, over 30,000 exchanges had happened during the period under review, with 27,000 being on ICT policy._Bitange for President _was one of the top threads, followed by_TV Signals turned off _and Vision 2030 and Misplaced Priorities coming third. Kudos to the following: * Grace Mutungu (Bomu) for overseeing the project and writing the report. * Rosemary Koech-Kimwatu was the lead researcher. She was assisted by a team comprising Francis Monyango, Joyce Mutheu, Njoki Mwangi, Umuhany Zuhudi and Dennis Karanja. This team pored the over 30K conversations and categorized them into internet governance baskets. And * Washington Odhiambo for curating the list and for the data analysis.
