Parliamanterians at Policy Meeting

Dear Alice, All I had a meeting yesterday with our Ambassador (Mary Odinga) here in Cairo and in the discussions arose the question of whether arrangements have been made to ensure Parliamentarians will be at the Mombasa Policy meeting. I did need not have any information on this but the ambassador was of the opinion we must ensure the invitation is sent out to Parliamentarians. Any info? In the meantime Brian Longwe made a very well received presentation to the Africa ICT ministers on the Africa Regional IxP program. It's also relieving to see Mungusi back at CCK. Dear Colleagues During the ICT donor round table and Ministry of Information and Communications meeting held on Tuesday 3rd May 2005, Florence Etta, Shem Ochudho and I were requested to join the organising committee constituted for the national ICT Stakeholders workshop. The organising committee chair Mr. Mugabe had suggested 6th May for the first committee meeting, but unfortunately this meeting did not take place. So I have nothing much to report apart from the following issues that were discussed informally 1. The workshop has been postponed to June 6-8 2005 in view of a number of other communication related events taking place during the month of May 2. The letter requesting for funding has been drafted and I believe posted to the various organisations that had expressed interest in supporting the event. 3. Mr. Mugabe said he would communicate to us about a suitable date for the next organising committee meeting thanks and kind regards A. Dear ALL, As we shower Alice with congratulatory messages, I have an issue under the environment section that states; ___________ Limits should be placed on importing refurbished computers. Appropriate recycling facilities should be established for disposing of used computers which may contain toxic substances such as mercury. ___________ I think we should be able to define what we mean by refurbished instead of a blanked limit. Refurbs have been used for very noble tasks and good examples can be seen in the work of Computer for Schools Kenya, ALIN through Baobab Communications among others. I hope this was not 'sneaked' for individuals interest. The national interests should come first BUT I agree standards for refurbs should be set. I believe most refurbs are better than some of the clones in the market. I hope this can be corrected. Never got the Agenda but assuming you are to discuss where to go in terms of what next after collating the contributions from various stakeholders, then heres my 2pence since i realise I cannot make it in tomorrow's meeting. 1. We need to the get the Goverment (PS Info in particular) to commit to a timetable as to when the final Draft Policy shall be published and by when it shall be discussed/endorsed by Cabinet. 2. A similar timetable for when the corresponding / appropriate ICT Bills should be passed would be a good additional. 3. We need the Government to develop a secondary document (an implementation plan) highlighting the when, the who and the how the Objectives shall be achieved and be Monitored. Kenya ICT Action Network Declaration We the members of the Kenya ICT Action Network (KICTANet), working together both online and off line as private sector entities, civil society groups, academia, media and members of the public; Practicing an inclusive and participatory use of information and communication technologies, have shared views and shaped common positions in an effort to collectively contribute to the formulation of the Kenya Draft ICT policy. Have acted as a central meeting point and locus of collaboration for various initiatives and projects relating to ICT in Kenya. The network’s actions build upon, expand and elaborate pre-existing efforts and projects. KICTANet also aims to avoid multiplicity and encourage synergies for activities and initiatives by providing a platform to enhance collaboration among organisations and networks interested in the fast developing ICT sector in Kenya. We propose that the Government builds on the success of KICTANet and utilizes the existing collaborative structure to establish a multi-stakeholder forum to work hand in hand with the Ministry of Information and Communication in an effort to provide support for efforts to finalize and implement Kenya’s ICT policy. KICTANet aims to facilitate such collaboration on ICT projects with the Government to promote effective policy development and implementation at the national level, regional and international levels. KICTANet therefore aims to strengthen the effectiveness of the Government’s ICT policy activities by providing support and input from Kenya’s citizenry and believes that Kenya stands the best chance of finalizing and implementing an effective and innovative ICT policy by utilizing the resources, manpower and creativity which lie inside of the network and by fully utilizing multi-stakeholder collaboration to find common ground and achieve common goals. The multi-stakeholder network, which forms KICTANet presents these amendments to the draft ICT policy to the Government as a major contribution by Kenya’s citizens to the multi-stakeholder policy process. This document is submitted to the Government in good faith and with confidence that this effort represents the beginning of a long and productive process, which encompasses all aspects of Kenyan society and enhances our democracy A. Moderators meeting report

Dear Moderators and all I would like to thank all those who attended the moderators meeting on the 15th of April. Thanks to Dr. Sihanya and Warigia for offering to complete the work on collating all the comments in readiness for submission to the ministry information and communication. And Special thanks to PS James Rege for his support and encouragement. thanks. Find attached the minutes, prepared by Aida Kamau. And please note responsibilities and dates below. --------------------------------------------------------------------------- Key responsibilities and dates: 1) Participants requested to give in specific sections to be included in the policy should do so by 20th April. They include: · Preamble and Preface- Alice munyua and Lucy and Florence Etta · Letter to moderators requesting list of those contacted, participants and contributors-Alice Munyua · Recommendation to government citing plan of implementation: Alice munyua and Lucy Goal ICT · Write-up in relevant part of the policy on the youth: Goal ICT · A write up on culture- ARCC 2) An email to be sent by end of the day to all participants and stakeholders on the process going on detailing the dates when they will be able to view the revised draft policy and by when they need to give feedback on the same. 3) Moderators deadline to send in their submissions to Ben Sihanya: midnight 21 April 2004 4) The writers ( Ben sihanya and Wairigia Bowman) and Alice Munyua will meet on the 25th and 26th of April for the actual writing. 5) Draft policy will be sent out to all stakeholders by the 26th midday 7) Feedback on the draft will be received until midday 27th April 8) Presentation to the Ministry by 1 may 2005.We shall need to discuss with the PS information communication about his availability for a breakfast meeting which could be used to formally present our comments. Thanks for the report. Just for the record, I didn't say that this was the first meeting to bring all the sectors together. The mutual reaching out between sectors has been an evolving process taking place over the last year or so, and culminating in such milestones as the last two National ICT Conventions, the ICT Visioning Workshop and the establishment of KICTANET. This meeting was another excellent manifestation of the trend, now well established. Thanks to all who made it possible.
