[Hypothetically, supposing the government become more efficient than the private sector, what would happen?] Kenya wins UN award By Susan Anyangu Kenya has won the 2007 United Nations Public Service award for introducing performance contracts. The award is divided in three categories and Kenya scooped the top honours in the first category of "improving transparency, accountability and responsiveness in the public sector". Minister for Public Service, Mr Moses Akaranga, announced the award during a luncheon in Nairobi on Wednesday. Said he: "The performance contracting process was subjected to competition with other management systems from the rest of the world and we managed to win." Kenya came top of category one, beating Singapore, India, Austria, Chile, Azerbaijan and Australia. Four years ago the Government embarked on implementing broad Public Service reforms, which were geared at improving efficiency and transparency. The reforms focused on various aspects, including performance contracting in the Civil Service, computerisation and implementation of the Public Officer Ethics Act 2003. The Head of Public Service, Mr Francis Muthaura, said the success of performance contracts has been evident and the Government is still keen on its resolve to transform the public service. Bwana PS, Taking que from your latest post, allow me to express myself in 4 quick/short bullets regarding my personal concern on Media Regulation. 1. I run a company <www.mediacorp.co.ke> whose business is modelled in doing research on capital markets including the NSE and selling our findings to subscribed clients. The proposed regulation that researchers and analysts including their families not to trade in shares is of great concern. 2. Regulating local companies will give international competition undue advantage. e.g. Will the same rule apply to researchers and analysts employed by Reuters, Bloomberg, CNBC who run similar services and are busy setting up shops in Kenya?? 3. If our main mode of dispatch is via internet, will regulation still be enforced because our website is locally registered?? If we change to a <.com>, and register the company outside the country, will we enjoy immunity enjoyed by foreign competition?? 4. Is media sent via internet also within the regulation ambit?? Will this apply only to <.co.ke> or will Kenyans prefer to use <.com> to 'avoid' regulation. Sir, before the proposed regulation, our concern was getting accurate research to many Kenyans who have invested in stocks especially those in the diaspora who do not have access to newspapers and local news. Many were requesting more infomation on how the law protects their investments if say.. a brokerage closes down...but it seems our efforts will be nipped right in the bud by the proposed regulation. [Daily Nation] Story by MACHARIA GAITHO Publication Date: 2007/05/22 <snip> THOSE RUNNING, OR pretending to run, on an ODM-Kenya presidential ticket are having to return application forms with answers to a very interesting quiz. I suspect the quiz was designed by an enemy of the party. For if the aspirants were to be rated on how they have answered the questions, then the whole lot and caboodle of them will be disqualified. The questionnaire has a lot of trick questions, designed to catch all the applicants off-guard. Some of them have expressed fear that the questionnaire is designed to favour one candidate. They have also wondered whether being allowed to vie for the nomination will hinge on how satisfactorily they have responded to the queries. And, as is well known, they are concerned about how the questionnaire will be assessed and by whom, all linked again, to the fears, that the party secretariat and the so-called Council of Elders are organs serving one candidate who has virtually declared victory. One item that really irks them is where they are supposed to outline the role they played in the fight for the second liberation. But what they are not seeing is that the questionnaire is not just about the second liberation, but also about germane issues such as commitment to democracy and human rights. I repeat, below, some of the questions in the quiz and how I imagine they have been answered: Provide evidence of your performance promoting democracy, human rights, people's rights and the Second Liberation. RAILA ODINGA: I was in at the very beginning when my rivals were still learning to walk. The 1982 military coup attempt speaks for itself. KALONZO MUSYOKA: I faithfully served the Moi regime in resisting attempts to subvert democracy . UHURU KENYATTA: I learnt to respect democracy under the feet of the Father of the Nation, and his successor. WILLIAM RUTO: I was still in school when all these things were happening. And when I came of age, I democratised Kanu from within. MUSALIA MUDAVADI: I faithfully served the Moi regime in resisting attempts to subvert democracy. Have you ever been convicted in a court of law on a criminal offence? RAILA: No. My 1983 treason case was withdrawn. But I hold the record for the longest stints in detention without trial. KALONZO: No. But that little matter of the 1991 High Court finding that a land case my law firm was involved in amounted to fraud was dredged out of old files by Mr Odinga's dirty tricks campaign squad. UHURU: No. And all the land my family holds was legitimately acquired. We have been accused, but never convicted, of land-grabbing. RUTO: No. The court case I am presently facing is politically motivated. So are all those unfounded allegations in the Ndung'u report. Dear All, I feel compelled to respond to Kanja's surprising response to the Media Bill. Media especially MOA has decided to distort information with blatant disregard of a journalist's cardinal rule (objectivity) to poison the People of Kenya with lies and propaganda; Here are the Facts . The Bill was drafted by stakeholders among then Kanja himself; The content especially on the code of conduct for journalist were transposed from the current code of conduct with the Media Council; All stakeholders were kept informed throughout the stages of the Bill and Kanja as the former Chair of MOA received letters informing him of the progress; The Bill does not seek to control, it simply gives some teeth to the Media council to regulate professional journalists; Regulation is not control (think, we all are free to drive but we must drive on the left hand side); Without regulation you have quacks as journalists who may plunge the country into chaos (just listen to Venacular FM stations to understand why we need professionalism in Journalism and remember what happened with Hope FM); The controversy in the Bill arises from funding. MOA and KUJ did not want to fund the Advisory Board and the Media Council instead they asked the Government to finance; and Government funding comes with certain strings as you all understand and even if you were to fund you will expect the recipient to adhere to certain rules (we have gone through this with the World Bank even though we did not like it). Holding our Leaders Accountable

All, I am just venting on the dismal performance of our aspiring presidential candidates, I have noticed a trend where those in leadershipship positions let alone those aspiring for the same confirm their attendance to a certain function and then not show up or best case scenario show up 2-3 hours late. I keep asking myself why do we as Kenyans accept this behavior, and I am at a loss! Actually, my pesa nane is that we as the citizens need to start demanding accountability in that when one says they will attend a function then they should keep to their word, after all why are electing people whose word doesnt count for much? Additionally, most of us also have busy work lives and the fact that we were willing to stop what we were doing to sit down to hear what these aspiring candidates have to say about ICT is a testament to how important we feel ICT to be to the country. I am one for making strong statements, and a one page ad expressing our displeasure and questioning why the candidates are scared of facing a serious group of citizens wanting to know where each of them stands in ICT would be in order! I am sure if it was one of those meetings where fans are shouting at the top of their voices, and no one is asking any serious questions they probably would show up, we need to start demanding more from our politicians! NEW RULES FOR TELECOM OPERATORS EXPECTED IN KENYA The Kenyan Government is preparing new licensing regime for operators of telecommunication services. Information and Communications minister, Mutahi Kagwe further revealed that the process of searching for the Second National Operator (SNO) and third mobile operator would begin again soon. He said the changes would be as a result of the planned review of the sector's 1997 policy statement. It was this document that introduced the threshold for equity participation by local investors in the telecommunications companies. Under the rule, any foreign firm entering the telecom market must offer 30 per cent sharehoding to locals."We are formulating new regulations for licensing national telecommunication operators and will gazette the new rules soon," he said. The minister was speaking after the launch of Communications Commission of Kenya (CCK) Information Centre - Geographic Information System (GIS) and Quality of Service Monitoring System - in Nairobi on Tuesday. The facilities are expected to enhance CCK's capacity to serve communications industry and improve service delivery to subscribers of Information and Communications Technology (ICT) services. Kagwe, however, ruled out abolishing the requirement that foreign companies investing in the telecommunication sector allocate 30 per cent shareholding to locals. He said the Government is keen to uphold the 30 per cent rule to ensure Kenyans have a share of the institutions. He said the Government would adopt measures to relax the requirement to quicken the process of appointing a Second National Operator (SNO). Kagwe warned telecommunication service providers to brace stiff competition as more players join the market and challenged them to deal with existing inadequacies and align themselves to the demand patterns in the market. "I believe that efficiency and reliability in the delivery of telecommunications services requires consistent pro-active response to customers' needs. This is the foundation of consumer satisfaction and ultimately the driver of service quality," he said. The review is seen as the Government's response to the perennial disputes between local and foreign investors that have frustrated the conclusion of major telecoms projects. CCK chairman, Joseph Njagi, said the new quality service monitoring system would enable CCK verify the quality of services offered by cellular mobile operators. "It will now become easier for CCK to determine the service and network availability in various parts of the country, their accessibility and whether the call completion rate is up to the expected standards." The need for the plan was made clear recently when news of a U.S. Department of Homeland Security report on DNSSEC implementation triggered international controversy by raising fears that the US government planned to control the "master keys" to the Internet. The IGP proposal would distribute control over the process of signing the root zone file to multiple organizations, all of them nongovernmental in nature, defusing fears that U.S. national security agencies will control the Internet's DNS root zone keys. The proposal increases the resilience of the system, eliminates the threat of political interference in Internet administration, and diffuses liability among the entities involved. The international meeting in Washington, "Internet Governance and Security: Exploring Global and National Solutions," was jointly hosted by Syracuse University's School of Information Studies, the George Mason University Law School's Critical Infrastructure Protection Program, and the Swiss Federal Institute of Technology at Lausanne's Executive Master's Program in e-Governance. The event brought together legal and policy experts in Internet governance, representatives of the IETF, ICANN, DHS, the U.S. Commerce Department, the Internet Systems Consortium, and students from the e-Governance program.

I stand with Dorcas on the media issue. What the media is saying is like Paul Wolfowitz insisting that he should from now on be allowed to "self-regulate" ;-) so that he can effectively police corruption in developing countries (as he had promised when he was appointed). Laws/rules should not scare our fellow Kenyans in the media unless they know they will soon cross a line they should not. We saw it with the 'matatu' industry that was a law unto themselves ("self-regulating") until order was forced on them by the government. Our media has already failed to play the role of a conscience for our society. PRESS RELEASE FOR IMMEDIATE RELEASE NEW REPORT MONITORS POLITICAL WILL TO MAKE THE INFORMATION REVOLUTION REALITY FOR ALL MONTEVIDEO, URUGUAY, Thursday May 17 -- A new watchdog report monitoring promises made by governments and the United Nations to ensure that information technology is used to benefit millions of people, will be launched in Geneva on May 22. The fruits of the information technology 'revolution' are unevenly distributed between countries and within societies. In the Democratic Republic of the Congo it is claimed that as little as 2.5% of the population owns a telephone, whereas neighbouring Nigeria has one of the fastest growing IT markets in Africa. In India, a burgeoning technology industry has failed to provide phones or internet to vast rural areas. The gap is not only “digital” The reasons for the inequalities are complex but, claim the editors of the report - the Association for Progressive Communications and the Third World Institute - “experience shows that the status quo prevails unless citizens actively demand change from their governments. A ‘Global Information Society Watch’ is needed to make governments and international organisations accountable.” Launch of first Global Information Society Watch report The Global Information Society Watch 2007 report - the first in a series of annual reports - looks at the state of the field of information and communication technology (ICT) policy at local and global levels and particularly how policy impacts on the lives of people living in developing countries. Studies of the ICT policy situation in twenty-two countries from four regions are featured: Africa (Democratic Republic of the Congo, Egypt, Ethiopia, Kenya, Nigeria, South Africa and Uganda); Asia (Bangladesh, India, Pakistan and the Philippines); Latin America (Argentina, Brazil, Colombia, Ecuador, Mexico and Peru); and Eastern Europe (Bosnia and Herzegovina, Bulgaria, Croatia and Romania), with one report from a Western European country (Spain). The report concludes that when it comes to ICTs for development, there are some conspicuous similarities between countries. Excluding Spain, the other twenty-one countries each show obvious evidence of the “digital divide” which impacts on the majority of people negatively. According to Brazilian authors RITS, the absence of a people-orientated policy framework in Brazil runs the risk of condemning the vast majority of people to “eternal disconnection”. The report also includes provocative, analytical essays on five international institutions (including the ITU, ICANN and the World Intellectual Property Organisation) questioning the extent to which they allow all stakeholders to participate in their processes. There is a special section on how to measure progress. “This report is an important effort at a critical time,” says Markus Kummer, executive coordinator of the Secretariat of the Internet Governance Forum (IGF). “It is of utmost importance to know the extent to which the people affected have a voice in the policy-making organisations. Participation of all stakeholders in policy processes is a key element of good global governance. In this sense, the report will also be good input to the IGF in its continuing work on a development agenda for internet governance and the special emphasis being placed on capacity building for all stakeholders. More so, while so much attention is being put on the effort to overcome the inequities in global information access it is important to make sure that the people who need this access are actually served by those efforts.” "There is a lack of ICT-oriented indexes which focus on inclusion and exclusion in ICT policy decisions. Global Information Society Watch is a serious attempt to bridge this gap," says Rikke Frank Jørgensen, senior adviser at the Danish Institute for Human Rights. Connecting the dots to form the big ICT policy picture Alice Wanjira Munyua is part of KICTANet, a citizen-coalition that has worked critically with the Kenyan government to ensure issues of universal access and consumer rights are being addressed in Kenya’s first national ICT policy. “Rather than just publishing statistics,” she comments, “this new report provides an opportunity to share examples of the road travelled in policy-making, which will hopefully reduce the risk of following inappropriate paths.” “While international organisations and research institutions regularly churn out reports packed with data about the diffusion of ICTs and offer mainstream assessments of policy trends, they generally devote little attention to what all this means for the global public interest. ICANN holds three public meetings each year. The location of these meetings are rotated through the five ICANN regions and selected on the basis of proposals received from various local groups interested in hosting the meeting. The announced region for the location of the October 2007 meeting was Asia Pacific. A review of proposals from two potential hosts determined that it was not possible to proceed at this time due to various logistical issues. ICANN examined a number of non-hosted locations in the Asia Pacific in attempt to adhere to the Asia Pacific rotation. Again, for reasons of logistics, cost and seasonal demand, it proved extremely difficult to find a location. Given this situation it has been decided to locate this meeting in Los Angeles. Without a host this maximizes the capacity of staff to resource the event in an efficient and economical way. The location is also a major travel hub and the quantity of hotel accommodation means that this should prove to be a less expensive meeting than some other options. ICANN recognizes that, following the upcoming meeting in San Juan, Puerto Rico, this means two meetings in a row held in the United States. As a result, ICANN today is posting a request for proposal to host ICANN meetings in 2008, as well as the dates and rotations for meetings to be held in 2009 and 2010. As part of this posting, ICANN has modified the rotation to designate the region for the first meeting in 2008 as Asia Pacific. The next scheduled North American meeting has been removed from the rotation. Due to the increased participation at the ICANN meetings, significant changes have been made to the requirements to host an ICANN meeting, with ICANN assuming more responsibility for planning and finances. Proposals to host the three 2008 meetings will be accepted through 15 June 2007. Congrats Shem, I must confess that I first 'met' internet through Shem way back in 1994. At that time I was a young IT lecturer at the then Strathmore College. Shem had been invited to 'show' internet to the students and I must admit, Shem's demo was my first exposure to internet....(bu ofcourse the students didn't know!) 16years later, I can see Dr. Shem continues to break new grounds for the rest of us. THE DEBATE OF THE YEAR It was going to be the debate of the year, it was eagerly waited for, and at last Kenyan politicians were expected to address issues. “I was going to be extremely impressed if they turned up. It would have been the debate of the year,” said Michuki Mwangi. Probably Michuki’s argument epitomizes the feeling of over 80 people who gathered for the debate. It was going to be a good day. It has been argued that some of the expected guests may not have been aware of the ICT issues expected to be discussed. Whilst this may be true, the leaders- Balala, Raila, Ruto, Kalonzo, Mudavadi, Nyagah, and Umar were sent a background note outlining the state of ICT in the country. There was every indication that they would turn up, Ruto and Mudavadi even claimed to be on the way. At the end of it, the wait was too long and we had to proceed with the program. The function was facilitated by Eng. James Rege and Muriuki Mureithi and all networks within KICTANet were represented. Joseph Mucheru, Kanja Waruru, Edith Adera and Brian Logwe took turns leading the debate and the participation was equally good. Though the live stream was hampered by poor PA system, people managed to tune in. it was a first step towards creating local content. Next time KDN and Intersat Africa will provide video streaming. afew journalists were expected to help with the blogging but when the program did not go as organised, somehow we got disorganised. apologies for lack of updates on the blog. Hi Shem, Thanks for the probe - as I recall all the presidential aspirants were invited - Hon. Kibaki is the incumbent and his Govt has already clearly demonstrated both their vision and made some crystallisation and deliverables over the period - we wanted to hear what/how the others intended to handle ICT issues in their government (if elected) and what part ICT played in their vision. Yes Yes YesWe who know better should hold our leaders accountable for their ideas or LACK of them, the dismal attendance and lack of understanding, should form our mode of attackHow can we be led, by those who know nothing or very little,yet we talk about using ict to advance into the digital age while our "Leaders" are in the stone age ????Like i said before, this talk about E-Govt etc is hot air, i wish it was optical fiber- (i am VENTING) really members , this is just but the tip of the ice berg, in terms of caliber, capability and comprehension of those who lead OR aspire to lead us.Look at the quality of debate, the lack of quorum, the pettiness of discussion and the lack of focus, back to the aspirants, am sure they thought they were meeting a bunch of ?? Tea pickers or ICT planners ??We should lead in the planning, of ICT and the way foward, if the aspirants who are the cream of the bunch- ARE THEY ??- what about the rest in bunge ??Things are thick?I would appreciate ANY ONE who can explain a way out of this quagmire, my thots ??If they know nothing, they can offer nothing and are therefore not worthy of our votes ??Point to ponder? What of the incumbent ??You get my point ? The govt intends-of have obtained- billions to fund the Optical Fibre backbone, the Ps is talking of engaging with the European Submarine cable, who will pass the legislation ??
