MPesa - Whose brand is it? Safaricom or Vodafone?

Dear Colleagues, Just saw this story on CNNMoney and started wondering whose product M-Pesa is.I always thought M-Pesa was a local invention of the creative minds at Safaricom but looks like Vodafone is claiming ownership of the brand. It would probably be good to start documenting the origins of M-Pesa as I see this brand across Africa. Digital Villages

Dr Ndemo, It's good to learn of this new development and to know that things are moving towards implementation. Kudos to the ICT Board! May I ask whether there is any plan to share with stakeholders (and the public) the DV Program implementation model that is envisaged for discussion and feedback? Has there been some in-country background research to determine the needs and potential areas for locating the DVs? Having been funders of similar telecentres and community-owned networks for the last decade across Africa, there are some hard lessons worth sharing (some of which have already been shared directly with the Board), but I believe others have invaluable lessons and experiences to share. In the past few months since the idea of DVs was mooted, we have learnt a great deal and new rural technologies have emerged. Private sector is beginning to see opportunities in our rural areas. Similar programs elsewhere have often been taken up by the private sector and escalated Broadband penetration. In Slovakia for example Government direct subsidies to rural areas has helped the country achieve the greatest broadband density in Europe. The subsidy drove demand for broadband beyond any estimates. In Chile direct subsidy, intense government local content coupled with tax incentives for rural infrastructure helped the country take broadband to the even sparsely populated Tundra regions of the Andes. Farmers in the region have as much as 11 MB broadband to homes. Operators are happy and productively utilizing rural Base Stations without additional subsidies. Although in our case we have managed some sort of subsidy, we need more especially tax incentives on rural infrastructure. With incentives, it will be attractive for operators to take up rural connectivity on commercial basis. We shall be through with the supply side of ICTs when the undersea, the terrestrial fibre, data centers, disaster recovery centers and network operation centers are ready in the next few months. Some of these projects are being undertaken by the private sector and where necessary the Government may intervene marginally. The challenge now lies on the Demand side. The risk is that operators may concentrate to provide for the bent up demand in urban areas forgetting rural areas. Yet Mpesa shows us that the money is in rural areas. The purpose of this e-mail therefore, is to seek for your support in identifying youth from your rural areas (that is if you come from a village like me) and recommend them to Victor at the ICT Board. I know there are other private initiatives outside of operators intending to support the DV project but we are still grabbling with how this can be distinctively done without causing confusion. Knowing that we have a great resource in you (Kictanet) I am confident that your contribution would enhance the efforts to scale up ICTs in our country. Asante. Edith and all I join Edith in congratulating the ICT board. However, Dr. Ndemo says "... I know there are other private initiatives outside of operators intending to support the DV project but we are still grabbling with how this can be distinctively done without causing confusion..." I am and believe others on this list are confused, what is the difference between the ICT board Digital villages and the ICT villages that are being promoted by ictvillage.com the on line/business portal that belongs to a member of the ICT board? Is this not conflict of interest and does it not go against the principles of good/accountable corporate governance? Pray I ask, how are KICTANet stakeholders expected to play a role/commit to an initiative that is already corrupt/ed/conflicted as it is and how does the ICT board intend to deal with this discrepancy? This is very significant in the sense that we are now very close to involving our rural folks in creating wealth through ICT enterprise. In the past few months since the idea of DVs was mooted, we have learnt a great deal and new rural technologies have emerged. Private sector is beginning to see opportunities in our rural areas. Similar programs elsewhere have often been taken up by the private sector and escalated Broadband penetration. In Slovakia for example Government direct subsidies to rural areas has helped the country achieve the greatest broadband density in Europe. The subsidy drove demand for broadband beyond any estimates. In Chile direct subsidy, intense government local content coupled with tax incentives for rural infrastructure helped the country take broadband to the even sparsely populated Tundra regions of the Andes. Farmers in the region have as much as 11 MB broadband to homes. Operators are happy and productively utilizing rural Base Stations without additional subsidies. Although in our case we have managed some sort of subsidy, we need more especially tax incentives on rural infrastructure. With incentives, it will be attractive for operators to take up rural connectivity on commercial basis. We shall be through with the supply side of ICTs when the undersea, the terrestrial fibre, data centers, disaster recovery centers and network operation centers are ready in the next few months. Some of these projects are being undertaken by the private sector and where necessary the Government may intervene marginally. The challenge now lies on the Demand side. The risk is that operators may concentrate to provide for the bent up demand in urban areas forgetting rural areas. Yet Mpesa shows us that the money is in rural areas. The purpose of this e-mail therefore, is to seek for your support in identifying youth from your rural areas (that is if you come from a village like me) and recommend them to Victor at the ICT Board. I know there are other private initiatives outside of operators intending to support the DV project but we are still grabbling with how this can be distinctively done without causing confusion. The purpose of the programme is the qualification of young professionals and junior executives in international management competencies. During a twelve-month stay in Germany, a nine-month internship in one of the participating companies forms the core of the programme. These claims of unethical and unfair employment practices at the UN office in Nairobi have been around for a very long time. When I was at The Standard three years ago, we actually undertook an investigation of the allegations of rampant sex-for-employment and nepotism. Cant remember now if we published that story, but a few people seemed quite culpable. It appears there is something not quite right with the prestigious institution, and the top dogs there are well advised to approach this matter judiciously. Damaris, I don't support poor pay. But neither do I support loss making enterprise. That's not business. There has to be a correlation between revenue, operating costs, and the investor's return on investment. That's what the guy outluubbed and I supported. Please circulate to this message to as many who may be interested] Way Forward Technologies and partners are organising a one-day workshop "Making the knowledge economy work for Kenya" scheduled for mid-May 2008 ( Date TBC) at a Nairobi hotel. We shall showcase business implementations of Free and Open Source Software (or FOSS) and provide a discussion platform on issues regarding migration to the platform. We shall have local speakers discuss not only their cost-savings but additional benefits realised from strategic decisions to adopt Open solutions in their organisations operations. There shall be free operating system software given out in addition to selected applications software for cross section of sectors' needs (for example free corporate ERPs, Content Management Systems (CMS), e-learning, and graphics design software to name but just a few) Although primarily targeting the Private Sector, SME and Civil Society Organizations, Public Sector is welcome considering that cost-saving fits their public service agenda as set out in the National ICT Policy. We are aware that whereas Free and Open Source Software (or FOSS) has enabled many organizations, corporates, small business, and individuals save tens of millions of shillings, newcomers to the platform are spoilt for choice over which of the hundreds of thousands of free applications to install; overwhelmed by the abundance and variety of software courtesy of the free software community of developers. Kenya has skunkworks - a technical community network comprising over 500 highly skilled professionals, a growing consumers network approaching 300 members and a business heavy (but inclusive) kictanet communities. Each has much to benefit from participating at this unique workshop and we welcome other interested communities to also join in. We look forward to speakers abstracts on the subject of successful use FOSS for business. During Idlelo 3 meeting held at Dakar, Senegal last week, I gave a presentation on "connecting and sustaining linkages between business and technical communities." Above planned workshop aims at translating the belief into action and it requires your support to reinforce our positioning in the knowledge economy ecosystem even better. SAT3 to get a competitor – Infinity set to finalise $865 million financing In the coming week the Infinity Worldwide Telecom Group of Companies (IWTGC) looks set to finalise the funding of its first phase build for its international fibre route from Portugal to South Africa along the west coast of the continent. Once built, it will be the first independently operated competitor for the incumbent monopoly- controlled SAT3 cable. Russell Southwood looks at what’s involved. A West African bank, a leading institutional investment advisor and European institutional investment advisors are all in the final stages of agreeing an investment package that will come up with the funding for the first stage of the Infinity project. Once agreed, work will start 45-60 days after funding package has been inked. Phase one of the project is estimated to cost US $865 million, of which US$750 million is earmarked for capital Expenditure and the remainder for working capital. This includes funding for sub-sea cable; marine; wet and dry plant; cable stations; licenses; backhaul; and central city PoPs. Tyco International has been chosen as the System Supplier and Infinity and Tyco are ready to execute an ITP that will commit to the marine survey, manufacturing slot, and overall system schedule. Desk Top and Marine Surveys are set to commence in Q2 2008 and the RFS date (commercial operation) for Phase one is planned for Q4 2010. In phase one of the project Infinity will construct a 14,000 kilometre international fiber route along the western coast of continent with direct links into Southern Europe and South Africa. The network will run from Lisbon, Portugal to Cape Town, South Africa with branching units to land in the Sub Saharan coastal countries of Senegal, Ghana, Nigeria, Cameroon and Angola. Phase 2 will see Infinity land the cable in additional planned countries in the region including: Canary Islands, Mauritania, Gambia, Guinea-Bissau, Guinea, Sierra Leone, Liberia, Côte d'Ivoire, Togo, Benin, Equatorial Guinea, Sao Tome, Gabon, Congo, DRC, and Namibia. Inland routes will also be explored to link in Niger, Mali, and Burkina Faso. Significantly Infinity already has an MOU with VSNL (owners of Neotel) for engineering and design support; use of its global infrastructure; network services; and operational support. VSNL’s International Global Network spans across 4 continents and comprises major ownership of 206,356km of terrestrial network fibre and sub-sea cable. Infinity has three other projects racing it to completion (in likely order of arrival): Globacom’s Glo cable which has already reached Dakar, the Infraco/NEPAD Uhurunet project and Mainstreet Technologies’ One project. All cover broadly similar ground. South Africa’s National Treasury declined funding for Infraco’s west coast fibre project (variously described as landing in Fortaleza and Portugal) on concerns about the lack of private sector involvement and as a result, it is in the process of combining forces with NEPAD’s Uhurunet project which will be partly financed by India’s Bharti. Infraco will hold a stakeholders’ meeting on 15 April. Globacom has been extremely secretive about what it is planning to do with its cable and despite having announced that it will land in a long list of West African countries, there is little sign on the ground in several of these countries that licence applications have been made. So it is with all these Security Certifications, they all offer a common security foundation but with various tangents depending on whether you want to drill down to the 'hands-on' or keep an overall birds-eye view of the IS security status of an organisation. I cannot speak for the other Certifications but for CISA/SM track of certification, they focus on the overall security view of the organisation, sort of the architectural blue-print view of the security status. From this perspective, the CISM/SA holder will actually see the need to hire the hands-on or drill-down hacker-type of techie to seal any technology specific security issues (e.g what a Cisco Certified Security Professionals, CCSP would do)... This is not to imply that CCSP is therefore weaker or cheaper than CISM/SA since the CCSP will have the perrogative to charge an arm and a leg for her skills when called upon by the CISM/SA to provide her services.... Bottom line of the real value of the certification will eventually be dictated by the domestic market conditions i.e. what are the appropriate number of CISMs, CISAs, CCSPs etc that can be absorbed by the Kenyan ICT Security market annually? * Private investors sign up for stake in cable project* http://www.bdafrica.com/index.php?option=com_content&task=view&id=6661&Item… * March 27, 2008:* The construction of the undersea fibre optic cable that is to connect Kenya to the world of high speed Internet has received a big boost with the signing of an agreement that paves the way for the private sector to contribute to its financing. The agreement which makes the signatories co-owners of the East African Marine System project with the Government, was signed last week even as the new shareholders forced out two prospective buyers. The new shareholder agreement leaves Safaricom and the Government of Kenya as the anchor shareholders with a 20 per cent stake each in the project and Wananchi Telecom with 10 per cent. Kenya Data Network and Celtel jointly acquired a 10 per cent stake in the company while France Telecom and Econet Kenya have a 10 per cent share each. Jamii Telkom got four per cent although it had initially expressed interest in buying 3.75 per cent. Two firms, Gilat Satcom and Internet Research, a Ghanaian company, were knocked out of the ownership agreement for failing to meet the 20 per cent local representation requirement. Each had expressed an interest in acquiring a 1.25 per cent stake. The identity of two local companies that had expressed interest in the project remains unknown. The companies are, however, said to be associated with Brian Longwe, a Kenyan IT sector businessman. The signing of the shareholder pact, also known as an Escrow agreement comes after the Government signed an initial shareholder agreement with Etisalat of United Arab Emirates. The Government paid 12 per cent of its total 85 per cent ownership in the cable. Etisalat also made a down payment of $1.2 million to cover 12 per cent of its total 15 per cent ownership of the cable. These two payments gave Alcatel-Lucent, the company that won the tender to build the cable from Fujairah to the port of Mombasa . Manufacturing the cables was to begin on March 15, this year, but started three days later. Information ministry Permanent secretary, Bitange Ndemo, said Alcatel-Lucent has appointed a team to oversee construction. The timeline for the TEAMs project indicates that it should be ready by the second quarter of next year. Other than TEAMs, two other fibre optic cables, SEACOM and EASSy are competing to connect East Africa to the global network of highspeed internet. EASSy concluded financial closure in the last week of February having raised $248 million that enabled it to make a down payment to the contractor Alcatel-Lucent. According to the EASSy secretariat, the first phase of construction kicked off on March 14, this year and is expected to be ready in the first half of 2010. The EASSy cable will run 10,500 kilometres from South Africa, through Mozambique, Madagascar, Comoros, Mayotte, Tanzania, Kenya, Somalia, Djibouti and Sudan. Thirteen land locked countries will also be linked to the system through terrestrial backbone networks. This includes, Bostwana, Burundi, Central Africa Republic, the Democratic Republic of Congo, Chad, Ethiopia, Lesotho, Malawi, Rwanda Swaziland, Uganda, Zambia and Zimbabwe. Jamii Telecom Limited, a subsidiary of the AdGroup of Companies' investment in TEAMS project is meant to complement its Metro Fiber Network whose construction began last year. Technology company AccessKenya has a 1.25 per cent stake in the project and aims at increasing its bandwidth capacity 10 times. Access Kenya is yet to disclose the amount of money it plans to pump into the project. So far Jamii has spent more than Sh500 million on the Nairobi Metro Fibre –– targeting a market that is currently dominated by Telkom Kenya and Kenya Data Networks (KDN) ––and plans to spend additional Sh700 million in the network. By buying into TEAMS, Jamii and Access Kenya hope to provide terrestrial connectivity that will ultimately hook consumers to the global network of high speed Internet. John Kamau, the general manager at Jamii said the firm hoped to leverage on the National Fiber Optic backbone to enhance international connectivity. Kenya's information communication technology (ICT) sector is expected to grow tremendously once the fibre optic cables are up and running. The cables will stop reliance on the more expensive satellite technologies, bringing down costs and attracting new players especially in the Business Process Outsourcing, call centres, segment. Mr Kamau says that the Jamii's Metro Fiber network, is able to support High Definition Video, Voice and Data is ideal for Telco's, businesses with branch networks like banks, BPOs, disaster recovery sites, SMEs, ISP's, Media Houses and residential users among others.

Dear colleagues, You are kindly invited to join us for a Global Dialogue workshop on New Generation Organizational Models for eGovernment: Emerging Role of Centers of Excellence. The event will take place via video conference from 4.30pm on April 1, 2008 at the World Bank offices in Nairobi. The event is organized by the e-Development Thematic Group/Global ICT Department of the World Bank in collaboration with GDLN, DGF, ECCB, IIS Russia, African eDevelopment Resource Centre in Kenya and other organizations. Workshop Description Given the complexities of designing and implementing e-government applications, institutional structures are extremely important for achieving success. Traditionally, governments have established specialized ICT agencies/organizations to deal with technology issues in the public sector. Such agencies variously deal with policy, operational and procedural aspects of e-government. However, rapid changes taking place in technologies and business models, require a fundamental rethink of the organizational structures and institutional designs for ICT organizations supporting e-government. Apart from the public sector, the private sector has some useful lessons of experience to offer in this regard. For example, Integration/SOA Competency Centers are playing a useful role in rationalizing and coordinating IT deployments, in cost effective and efficient ways. This workshop will discuss the role of a new generation of e-government organizations which could extend the role of e-Government "Centers of Excellence" or "Competency Centers" in keeping with emerging technology and organizational trends. These organizations could potentially help expand and scale-up successful e-Government approaches, including those using Service Oriented Architecture and Web 2.0 technologies. These "e-Gov 2.0" organizations could be designed as hybrids with flexible structures, drawing expertise from government agencies, academia, private sector and industry. The session intends to explore promising approaches to the design of such organisations drawing upon successful experiences from the private and public sectors. The session will discuss the applicability of such next generation e-government organizations to different environments. In environments where e-Government projects are risky and, involve high level technical skills, and domain expertise, such approaches could effectively meld the business of government with new technologies and business models to achieve future oriented and high impact eGovernment applications.
