Dear listers, See this case in twitter. A lady was carjacked, her phone stolen and mpesa transferred to other numbers by thieves. Safaricom does not want to reveal the beneficiary numbers for the criminal transactions to the registered line owner. Is Safaricom justified to use data protection for its reason to decline request for information? What’s the real intention of the DPA? 2. Where are consumer and data protection rights on the side of the line owner? Esp where data protection policy is in conflict with consumer interests? 3. The line infrastructure belongs to Safaricom, but who does the transaction data belong to? And how do they share the responsibilities to protect the data? 4. A New Cross- order Platform to Allow Payments via AliPay

A new cross-border payment platform is set to launch in Kenya, allowing traders to pay for Chinese goods through the Alipay system affiliated with Jack Ma's Chinese e-commerce giant Alibaba. Pyxis, a fintech company is finalizing the integration with Alipay, enabling Kenyan traders to make payments up to $70,000 on WeChat, China's dominant social media and payment platform. Starlink targets short-term customers with rented internet kits

Starlink has introduced a rental plan for its equipment in Kenya, aiming to expand its customer base. Customers can now rent the Starlink kit for a monthly fee of 1,950 Kenyan shillings (KES) in addition to the data plan charges. With the rental plan, customers opting for the KES 1,300 50GB data plan will pay a total of KES 5,950 per month, including a one-off activation fee. The other option is either the 50 GB data plan or a monthly plan for KES 6,500 and purchasing the equipment for KES 29,999, currently reduced from the KES 45,500 base price. Starlink disconnects South Africa - what are regulations in Kenya?

Starlink is terminating the packages of users in South Africa. Many people who had been using Starlink in South Africa took to local Starlink Facebook groups over the weekend, complaining that their services had been terminated. Starlink, sent emails to customers accessing services in countries where the satellite internet provider didn't have regulatory approval earlier this month. The company said their services would be off after 21 August. Safaricom had written to Communications Authority of Kenya for regulations around global satellite companies like Starlink. What is the stand of the Kenyan regulator on Starlink entry into Kenya, and what are the license fees paid? Let us remember Airtel and Safaricom each paid around USD 25m for 4G license and nearly a similar amount for 5G license. Starlink has not applied for a licence to operate in South Africa, with ownership equity requirements in the Electronic Communication Act thought to be the biggest stumbling block. The act requires holders of communications licences to be 30%-owned by historically disadvantaged groups. While it has not been possible to import a Starlink kit or take out a subscription in South Africa, some people got around this by taking out a regional roaming package that allows the kit to be used beyond the borders of the home country. Users could then bring the kit into South Africa. The Independent Communications Regulator of South Africa (Icasa) published a Government Gazette notice late last year, which stated that using a Starlink in this way was illegal. Until now, though, the illegal connections had largely been untroubled and unpunished. The 8-member council comprises experts in youth safety, free expression, and hate speech from various fields, including policymakers, academics, NGOs, and community leaders.
