Hello Listers, My relatives were carjacked,money,the car,phones and valuables stolen.The interesting bit is that they transfered money from two phones to their phones. What would be the most appropriate measure we should take to get the culprits? After consulting Safcom,they gave the name of the guy whose phone got the transfer which was passed to the police.No progress so far. How can Safaricom be of help to track the phones of the gang? Hi, Dr. Ndemo asked the question above and I missed it among the rest of his message. I have said many times that the government sits on the greatest volume of relevant content which they seriously need to digitize. The government places adverts in the paper for vacancies yet the the particular media has a distribution of less than 1 million copies per day 80% of which are distributed within the urban areas yet 80% of the population is rural based. This adverts are usually spread over 4 - 6 pages which translates to over 2 million shillings yet the information will only reach 1% of the targeted audience. If the same information was made available online including an application page then you will have participated in creating content. I tried application form on kenya.go.ke but the links are broken and are based in email application. Why not spend some of the money used on ineffective print media adverts to implement an online application system. With this the government will develop a database. Why have you not spear headed an initiative to produce comprehensive web sites with information on government run educational institutions instead of having such institutions spend millions of shillings placing newspaper advertisements. This could also run on an intranet that would be made available to the education officers stationed at all district head quarters. And last and closest to my heart, when will Kenyans get a single point of contact when they need to contact their government, this has nothing to do with broadband, fibre optic or digital villages just basic voice based contact centre. I am tired of hearing about grandiose ideas yet you are unwilling to implement basic solutions. Dr. Ndemo, I therefore ask "are you interested in creating content?" My 2 cents on settling the Mau evicties

After reading the presidents Kenyatta day speech he actually set the agenda meeting the 2030 objectives. I feel that if the government has the good will they should start by applying this issue in Mau. Extract from President's Kenyatta day speech "For the better part of our history, Kenya has been a rural-based economy, with a few cities and towns. These lifestyles and livelihoods cannot sustain us much longer under the double pressure arising from relentless rapid population growth and the changing climate. This reality will make it very difficult for the bulk of our people to draw their sustenance from farming or livestock keeping. We have no choice but to plan for rapid urbanization and rural eco-cluster settlements. We must plan for several large metropolitan areas in various parts of the country which will serve to hold the bulk of the population. We must also plan for a highly effective rural cluster eco-programme for both agricultural and pastoral communities." Those evicted from the Mau should be resettled in a new settlement providing all the necessary amenities. They can then be employed to replant the trees while the government in association with the private sector creates new employment opportunities that would absorb them after completion of the afforestation exercise and also their children as they come of age. I asked a friend who plants maize in the region and she tells me that they make a net profit of 100,000/- per year from a 14 acre farm. This equates to about 9,000/- per month, so someone with 5 acres can only make 3,500/- per month from maize. If the government hired them at a salary of 10,000/- and provided a mortgage scheme for the houses we can resolve this issue while also making strides towards 2030. There are 1,500 people which translates to about 400 families, all can be accommodated on a 10 acre plot in 3 bedroom flats. The construction of this units using precast concrete structures would take less than 12 months and would cost 1 billion including all amenities. Lets urbanize as the President is advocating and stop sending people back to rural settings that are unsustainable. Kenya: Is New Internet Exchange Necessary? Fiona Asonga 7 December 2009 ------------------------------------------------------------------------ opinion The recent announcement of the plan to set up a government run internet exchange point may look well intended on the face but also one that could either be ill-informed or driven by latent rationale if the arguments set forth in the media is anything to go by. Contrary to the global best practice where governments support the existing IXPs run and managed by the industry, the new effort by the government is largely viewed by the industry as being unnecessary and inefficient use of its resources if not an escapist approach on prioritising and tackling the key industry concerns by the ministry. Ranking top among the raison d'etres by the ministry to install Government Internet Exchange Point (GIXP) was the need to enhance network security among its peer agencies and mitigate against any threats of malicious hackers or data miners that most advocates would ignorantly want to attribute to third party routing connections. Amazingly, it is only this year that KIXP was actually ranked as the third fastest growing IXP globally based on the amount of its handled traffic, this being largely as a result of the activities by its peering members to grow internet use within the country and address the concerns of customers for a more secure online environment. With an estimate of Sh30 billion worth of business transactions handled via the KIXP on a daily basis, the security of the infrastructure and its content can never be overemphasised. Through the facility the general public is able to access government services through various existing ISP who together with government peer at a central IXP. Indeed as correctly posited here before, with no solid details on how the Communications Commission of Kenya (CCK) intends to institute security features that include deep packet inspection or demonstration of the government's capacity to develop its own data encryption, many in the know will still agree that security is easily a function of post infrastructure and human resource development. This means that by having a peering point alone the agencies will not be fortified against any potential security problems if other aspects are not adequately addressed. Others have actually pointed out that the majority of security problems highlighted by the government come from within an organisation, rather than from any external sources. Contrary to any misconstrued belief of a Public Private Partnership arrangement or management of the venture, KIXP was essentially established in 2000 by the Telecommunications Service Providers Association of Kenya (TESPOK) as a value add service to its members and is therefore solely owned by TESPOK. It operates as a licensed service and is the only Regulator Licensed Internet Exchange Point in Africa. Currently the Kenya Internet Exchange Point has back up locations at Chancery Building with Internet Solutions and Mombasa at the SEACOM landing station. Prior to the massive investment that saw its establishment as Kenya's pioneer internet exchange point, all local traffic was exchanged in Europe and USA. Today internet users are benefiting not only from a more than tenfold reduced latencies, but also from a reduced monthly cost for Inter ISP transit. Additional benefits include ISPs Savings resulting from the delayed need to upgrade international capacity links as well as improved local connectivity through fibre optic and high speed wireless (FSO) connectivity. As a result this has encouraged more local content as it became cheaper. Currently, there are 28 peering members and others still working on their joining requirements. It will be helpful to note that KIXP provides direct connections to members of the industry and organisations handling critical services of benefit to the general public. All other entities not licensed by the communications Commission of Kenya (CCK) must go through the existing operators in line with current CCK regulations. The Kenya Revenue Authority (KRA) for instance through its online Customs Clearing System also known as "Simba System" makes use of the KIXP for efficient service delivery. The Simba System alone which has been estimated to collect an average of half a billion Kenya Shillings daily is heavily dependent on the KIXP. The new Integrated Tax Management System (ITMS) is also heavily supported by KIXP to reach the ordinary end user who has to file returns online through their respective ISP. Registration of SIM

Following the Presidential Declaration made in October 2009, concerning the registration of Subscriber Identification Module (SIM) by the end of December 2009, what has been the progress so far? I've not heard anybody, from the PS Ndemo, CCK or mobile phone firms informing the public on how to go about registering their SIMs! The end of the period is quickly closing in and, if this is not addressed, we might have so many of the subscribers losing their SIM cards come 1st January 2009 (on assumption that the Decree will not be extended). More than 4,000 groups competed to be the first to pinpoint all 10. A team from the Massachusetts Institute of Technology (Mit) won the challenge and a prize of $40,000 (£24,000). Johanna Jones, a spokeswoman for the US Defense Advanced Research Projects Agency (Darpa), said that beyond the actual contest, the aim was to see whether social networking sites like Facebook and Twitter should be seen as credible sources of information. Darpa is no stranger to innovative uses of technology. The agency - which is part of the US defence department - played a pivotal role in the creation of the internet itself. That original network was created at the behest of the US government as a way to access and distribute information in the case of a catastrophic event. Forty years on, with the internet in full swing, the same agency was keen to see if the power of social networking sites - with their tens of millions of users - could be used as a credible source to alert authorities of impending disaster or unrest on US soil. .ke domain costs too high

Today I renewed by .ke domain under duress, it costs me 3 times the cost of registering a .anythingelse, and even higher if I register for 5 years or more. Maybe I am a kumbafu, what does it actually take to actually run KENIC, from the charges it must require a super computer with runs off a nuclear powered grid. Can someone please enlighten me on this issue. I listened to the KENIC director indicate that this cost was as a result of the low uptake, so why punish the choir, can we have the charges dropped or sell KENIC to safaricom or KDN who can then give us domain names for "free" and recover from the bandwidth costs? This issue of an independent registrar is bull and we need a quick solution to this, then all we do is lament about the slow uptake of technology and the reliance on yahoo and google. We need to stop all this domo, domo and sort out the issues that matter, death to KENIC. To the best of my knowledge i registered just after the 2002 general elections not sure if i need to register again we need some education as Solomon say's, maybe Safaricom, Zain , YU and Orange could do us a favor and send us sms's reminding us of the status of our registrations better still can the details used in registering for Mpesa and ZAP apply in this case, i believe the SIM cards can be registered automatically. One Micheal Joseph called Kenyans peculiar and as I have mentioned before in my posts, I am a true Kenyan peculiar to other humans and for this reason if no other ICDL will not meet my requirements because I do not fit into the world demographic. It's possible and we may try adopting eLearning technologies. (I should have said I am an eLearning champion) So while we can train using ICDL for now, we can embark on building our own curriculum that beats ICDL. It's just a matter of time and with zero politic on such processes. I am a real optimist by all means; but for now while most Kenyans are hooked to foreign everything basic; food, clothes, shelter, media, culture, technology, education... In addition to getting its odd argument rejected, Telkom will have to pay a 3.7 Billion Rand fine plus costs. Ouch! Alison is the featured dinner speaker at CPRsouth4 in Negombo, Sri Lanka, on December 7th. I am sure she will speak to this court case and the challenges facing policy intellectuals in environments like ours. The relevant excerpt of the judgment is given below. Three principal grounds for the alleged perception of bias are relied upon. First, the Link Centre received funding from some of the complainants in the SAVA complaint. This is disposed of quite easily. The Link Centre is a research and training body in the field of information and communications technology, policy, regulation and management. It is the only major organization in South Africa that focuses on these matters. It has published internationally and presented papers at conferences. While it is correct that the some of the complainants funded the Centre, the Link Centre also received funding from the government and from Vodacom, a company in which Telkom had a 50 percent shareholding. Its largest funding during the time of the investigation was from Vodacom. Telkom was approached for funding as well but declined to contribute. The donations from industry participants were less than a fifth of local donor contributions and a fraction of the multimillion Rand foreign donor contribution from the Canadian International Development Research Centre (IDRC). The second ground is that, the advisory board of the Link Centre included various people who were closely involved with the complainants at the relevant time, in particular, the co-president of SAVA and the co-president of ISPA. Thirdly, the authors of the Link Centre report made statements and pronouncements that were highly critical of Telkom prior to being employed to prepare the report. These statements are to the effect that Telkom's profits were outrageous; that ICASA's decisions were regularly overturned because of Telkom's influence; and that Telkom by using its monopoly power sought to retard growth of the value-added network and internet sectors and so interfered with the effectiveness of South African business. For example, Ms Gillwald, one of the authors of the Report, stated that 'a consequence of Telkom's unchecked dominance has also had a chilling effect on the partially-liberalised value-added services segment of the telecommunications market, which includes the internet service providers.' None of the statements or publications ascribed to the authors of the report was denied: however, all claims of bias were rejected, and Ms Gillwald deposed that the views of the authors of the report were founded on research.

Lets get it right the University teaches the basics the rest is for the student to find out "I give you the power to read and do al that appertains to this degree" not "with this degree thou shall be able to develop an erp system". Many of us did out computer applications 101 on amstrad computers and apples, yet because we got good grounding you are able to quickly learn and utilise any new application be it wordstar, wordperfect, word or open office. A driving school does not teach night driving or how to get out of mad, they give you the basics and you pick the rest, so lets stop throwing stones when we leave in glass houses. Standards in terms of software development which actually reinvents itself almost every 5th year, shall deal with the standards on a meta level, and KEBS is not in gear at all, to handle such a challenge. Let me be concrete: You can standardise software development by saying that there shall be planning processes. You can for instance carefully talk about the V-model for project development - but making it standard would kill the universities once again. They would now think "V-Model" every time they talk project development, instead of just thinking about what should be used !! You can standardise by specifying that a certain way of looking at software production can be beneficiary. But don't make it standard. You are at high risk of locking into our educational system a smart, modern, well thought out model, which unfortunately turns into a dinosaur after only few years because of that better systems have evolved. Therefore - Software Development IS a scientific area because of that it develops so very very fast. In short, our eLearning idea like you mentioned, is in itself a business case for setting up a Digital village where people can use it a eLearning centre. Hi David, We need to move forward and set the stage for the rest, all we need is to talk to KDN, OrangeTelkom or Safaricom to setup a conferencing server and we can have this brainstorm virtually. We where all up in arms when the cabinet went to Mombasa on a 11 million bonding session. Separation of content from implementation is paramount. Websites should have metadata. “The principle that runs throughout all of what I have said is the principle of choice. I buy a computer in France, I arrive in Egypt, in my hotel I get WiFi and I can use it. We don’t want to go back to a point where we have incompatibility. The Internet has been on the forefront in regard to allowing people to participate in the design of communication.” Alun Michael, a member of the UK Parliament and an active Internet policy maker, said there is a need to be careful to grasp what is important but not to squeeze too hard. “We need to grasp three nettles,” he explained. “First we’re dealing with a future not yet conceived. Management techniques of industry, government, [and] the international community are too slow to keep up with changes on the Internet. Second, the core values are the technical values and they affect the whole of society and not just engineers. Cities don’t often turn out as their architects intended. It’s about the people. We also need to not just listen to young people, we need to hand it over to young people. They talk about the issues in a completely different way and there’s a real and powerful opportunity to use that talent and engagement in a positive way. Third, the IGF process needs to communicate to legislators who do not take an interest in this process in any way. Policymakers are overwhelmed by issues like cybersecurity. We need a proportionate response. My favorite quotation about legislation comes from 1890s: ‘Laws rarely prevent what they forbid.’ We have the opportunity for much better governance in the real-world sense. Do proposals to fix the problem threaten the core values of the Internet? We have to prove that a cooperative approach works. It depends on the right people at the right times do something about it. We have to deliver solutions instead of relying on the last refuge of the policymaker which is to legislate and regulate.” Nathan James, director of OneWebDay, began by bringing up the importance of Article 19 of the Universal Declaration of Human Rights. Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive, and impart information and ideas through any media and regardless of frontiers. "This is a beautiful expression of one of the most sacred of human rights,” he said. “I would argue that the real value of the Internet is its human network of users and that a discussion of core Internet values must begin with the consideration of the human values of its users. Do users value the end-to-end principle, open innovation systems, a secure root, the most modern version of IP? If they do, most of them don’t know it. Instead, users value the Internet as an expression of their deeper values and aspirations: expression, collaboration, dissent, freedom, democracy, family, friendship, community, opportunity, justice, even fun.” Alejandro Pisanty, a longtime leader in both the Internet Society and ICANN, said he sees core values under threat. “The Internet was conceived as a means of communication between computers,” he said, describing that in the early years of computing nobody knew this would all scale up to be a network of billions of users. “Standards-developing organizations did not imagine this was serious. No network is a simple network. Computer processing power was limited. You had to make things extra-simple to communicate. There was a flat hierarchy. Request for Comments (RFC) 760 has several interesting phrases and statements, including, 'Be liberal with what you receive and conservative with what you send.' This later became part of RFC 1855 on netiquette. It translates to ethics of openness and tolerance of communication.” Pisanty believes these values are in danger. “They can be threatened. It can start with things that come from the corporate world. You should not be privileging one product over others. All packets are equal. It can come from the desire to bring back the owned-network model—the telephone company model—people try to make this happen over and over again. It is one of the tricks we must not fall for. We have to look very carefully from the Internet point of view to not let openness be crushed by constraints that are built into the technology or by other means." Ian Peter then took his own turn, saying, “As a tool for our development, the Internet is an extraordinarily powerful one and an extraordinarily useful one. In 1988, Brian Carpenter said the principle of constant change is probably the only thing that will continue to change indefinitely. In the middle of all of this change, what is it that we need to protect? It’s a great task for us to determine what the core of it is that makes it so exciting.” He listed some of the core values he treasures—his selected list of possibilities for his proposed 10 Commandments: 1. Independence of applications 2. New applications can be added anytime that’s a core value 3. Permissionless innovation 4. Open standards 5. Accessible and globally inclusive—anyone can use it 6. User choice—I can choose what applications I use and where I go to with them 7. Ease of use—I can use it in my language, I can use it in a device I’m familiar with 8. Freedom of expression 9. The ability to change rapidly 10. Trustworthy and reliable is one we have to work on; it’s got to be a core value. Upon completing his list, Peter delivered the clever twist. “Quite coincidentally,” he said, “there are 10 of these. Now here we are in the shadows of Mount Sinai. If we had good remote communication, we could go up there and we could write this on a tablet of stone. “I don’t think [drawing up such a list] is a job for any one organization. I would like us in the IGF to be involved in bringing something forward.
