On ICT Board

I am wondering whether Kenya has the equivalent of RITA (Rwanda) or SITA (South Africa). My short interaction with SITA clearly shows they are filling a major need in ICT operations, capacity building, standardization, etc. across governments. Among key gains are in such areas as procurement, service delivery, information protection, technology platform standardization (e.g. end user devices), application development methodology. It also provides economies of scale for entry: municipalities, provincial governments, etc don't have to duplicate (especially in facilities, networks, data centres, etc.) what already exists. Although it is a government agency, it is ran as a profitable company and has creative ways of making money, e.g. extending services to the private sector. Any plans/hope of building a Kenyan KITA? Kobia, I noted you mentioned BPO as one of the upcoming discussions at the Summit. I therefore take this opportunity to upload the summaries of the BPO discussions held mid last year. More specifically, there was heavy and pending Government interventions as copied below in the Executive summary. Maybe if the Permanent Secretaries can commit to implementing on some them during your meeting, then those of us not invited will begin to feel it wasnt after all purely pleasure at Leisure Lodge ;-) walu. ----begins--- Executive Summary A team of Researchers (BPO Researchers) were commissioned by IDRC to do a study titled: Development of a Business Process Outsourcing Industry in Kenya: Critical Success Factors. The aim of this study was “to undertake comprehensive research in the business process outsourcing (BPO) sub-sector in pioneer, emerging and mature markets to provide evidence and a deeper understanding of the imperatives for success in this industry to better inform Kenya’s policy decisions and investment choices”. The studies were conducted in two client countries, namely United Kingdom and the United States of America and four vendor countries, namely Kenya, South Africa, India and Mauritius. After the above study was completed, the Researchers had preliminary Results/Reports (Synthesis) that they felt needed to be discussed by Stakeholders with the aim of cross-checking and validating some of the preliminary conclusions. KICTAnet, a multi-stakeholder forum was chosen as the platform to subject the preliminary findings of the study to the Stakeholders. The Stakeholders discussed the Research Synthesised findings under various BPO themes that included: Policy, Legal and Institutional (Governance) Frameworks, Subsidies, Human capacity Issues, Youth & Gender issues and Strengths & Challenges facing the BPO sector. Notable feedback on the BPO Governance Frameworks was the lack of enabling legislation specifically the Data Protection and the Freedom of Information Acts. Lack of enforceable Standards for BPO Training and Operations in the industry was also cited as a barrier to provisioning high quality standards of service. Negative publicity, general insecurity and unreliable Utilities (power, road, telecommunication) presented institutional challenges that made it difficult to sell Kenya as a favourable BPO destination. With regard to Human Capacity, the lack of a standardized BPO curriculum, lack of a National Skill-set Register and little or no experience for the BPO Operators made Kenya's BPO labour market less competitive. Domestic "outsourcing" both from Government and Private Sector was proposed as the best way to demonstrate confidence while providing experience to the emerging BPO industry. The question of Subsidies for the sector was highly contentious with some participants pushing for an array of benefits - Tax-holidays, Utility and Training Subsidies, Government Contracts, amongst others. Those against subsidies argued that BPO is a sub-sector just like any other and therefore should not enjoy Government-subsidies at the exclusion of the others. The Youth and Gender discussion revealed that lack of clear, career-path progression meant that most youth in the BPO sector considered their jobs as a stop-gap measure to a better opportunity elsewhere. It was also observed the that Kenyan Labour law that afforded mothers 3months maternity leave meant that employers implicitly preferred male employees. Listers, I have been following discussions on this list that seem to be touching on the above mentioned subject. We seem to be spending large sums on meetings strategizing and restrategizing however are we really making any headway? at this point in time we are still required to "fill in some forms" whenever we seek government services is this e-government? we are now talking about shared services i thought e-government implemented a project that networked most government offices, however you have to travel physically to offices to get services, at times we confuse the public with ICT jargon what the public needs is efficiency and effectiveness in service provision. ICT4D on the other hand has been infiltrated by commercial interests, i wonder what should prevail when "commercial" and "public" interests meet, probably we should spend more money on change management, capacity building and awareness campaigns as opposed to this "strategy meetings" which will only lead to analysis paralysis My thoughts -- Barrack O. Lucy, If you are online, kindly address the sentiments from listers on the summit. I believe there is a general feeling that the broader ICT discussion that needs to be the agenda for the summit, could take a "back seat", as your interim list of invitees who seem to be mostly MNC's compete fiercely to market themselves and their solutions and carry out aggressive lobbying at the same time to sway policy that works in their favor. It perhaps would be advisable for the Board to ensure a balanced participation in such forums in future, so that others who do not have "vested" interests can keep the debate focussed and balanced. It would also ensure that eskewed policy is not a "by-product" or "end product" of these important meetings. That is why discussants here are interested, and request that you make arrangements that would transmit live proceedings from the summit at Leisure Lodge, possibly via an internet twitter feed, or you can organise for live "call ins". Hi, I continue with this issue of the ICT Board more because the other boards e.g. coffee board, pyrethrum board, sugar board and irrigation board have clear mandates that have been defined the same does not apply for the ICT Board. Why the special treatment yet we see next to no impact from their activities which seem disjointed and uncoordinated. ZADNA is the Department of Communications-funded agency in charge of managing SA's internet .za space.The .ZADNA report also found that most South African businesses and people (83%) prefer to use .za ahead of .com (15%). However, more than half of Africa's one million country domain websites registrations are in South Africa, according to the survey, which means 535,711.za domains are registered, 16,000 (3%of all South African sites) of which are .org.za websites."These 535,711 are what we call active websites because we do delete a couple of websites each month due to non-renewal," Mpisane said. There are roughly 90,000 (17%) websites registered in South Africa under the .com domain.Mpisane said: "The research results are very important as they provide answers to most of the questions we and our stakeholders had about improving the .za space. These answers clarify what interventions .ZADNA or its stakeholders need to make to improve our Internet space."Registering one .za website costs about R50, and a .com website costs roughly US$7."When someone registers a country domain (.za) website, the money stays in SA, while a .com website registration fee leaves the country," Mpisane said, pleading with South Africans to register country domain websites to support the .za space.Furthermore, most businesses interviewed (58%) prefer registering their products and brand names across multiple domain names to counter the ever-increasing instances of trademark abuse, Mpisane revealed.Internet name-tampering ('squatting') has become a new trend and a lucrative business in the current Internet space, where the number of registered websites worldwide now stands at 192 million, 85 million of which are .com websites. How many devices in Kenya are 3G enabled (and I gather in this context what is really meant is UMTS). If these devices are not within reach of most people, will operators incur huge costs upgrading their networks to 3G (let alone 4G - even South Africa are toying with this and its not on any operators "to do list" for 2010). As it were even 2.5G devices are out of reach (though after Safaricom slashed the prices of various devices today - this may change) But going back to the debate about mobile broadband, the point I am driving at (albeit in a very roundabout fashion) is, do we need to be discussing 4G at a period when operators are grappling with how to shore up revenues (voice ARPU keeps declining, and while data usage increasing - prices wars still ensue and increased data usage is putting a strain on the network and affecting QoS - in some cases this has been attributed to some 3G bandwidth hungry devices). Its good to move with the times but most times we need to stop and ask if we really need it or if its an ego-driven decision... I think 3G is a "nice to have" technology that only a handful can really enjoy or benefit from. Rather than consider 4G and the inherent infrastructure costs to operators (esp in a market that is most certainly not ready for 4G never mind that is is a market that perhaps does not quite make a good business case for 3G), I think closing access gaps should be the industry priority....and where possible, after closing such gaps, looking for ways to increase data usage for existing 2G and 2.5G devices (gprs, edge) - for example m-government applications (within government and for G2C, G2B), pvt sector CRM systems, supply chain, retail, etc Aside from applications there is the issue of content - and with all due respect I do not mean hawking ringtones, wallpapers or jokes - rather availing USEFUL applications that in themselves compel people to keep using their data bundles to access those ringtones, jokes, wallpapers, social networks, date lines, news, free streaming media and a host of other content - all for FREE and not to itemise the cost for each ringtone, etc Thus sell the bandwidth NOT the items that go through it. I believe we have the local capacity - operators need to join the fray and meet these developers to come up with innovative and useful applications. Dear Ps, As you can, see I have changed the subject on this thread, so that the discussion is not only on a particular project,at the same time not to appear to send wrong connotations. We do not intend to cast aspersions on any personality. Frankly, what we concerned with here and would kindly request to be addressed, is the tendency by different govt. depts to assume "a go alone" approach on matters that involve a lot of stakeholders in different sectors nationally,only for such non consultative projects to hit several "dead ends" be declared non-starters with huge cost ramifications, wastage and credibility - At best they become "white elephants". Enough of these dot our national landscape, and it's just so saddening that we never seem to learn. There are very valid reasons for engaging, to consult widely. Sometimes, it is a good way to get a "Reality check" before jumping. As far as ICT is concerned, tools, brain resources to tap from and good will are widely available. We can ensure we make effort to have things done right. Possibly if all could adopt an "open door" policy, and engage just as you yourself have made effort to, then we would make a lot of progress.
