Hi guys, I am seeking your views that shall inform an article to appear on The Standard soon. Do you think Kenya is on the track as regards pushing ICTs to the rural areas? Am thinking of Digital villages and such like projects Is there anything to brag about Kenya's e-government initiatives? Cite examples What became of the Kenya's ICT centres of excellence and the mobile computer labaratories? Are NGOs out there reaping from ICTs? Please cite an example. The governement has been talking a lot about shared services in government through ICT. Are there tangible benefits so far or how far is the process? Are cybercafes safe from technology onslaught? Hi badru Your concern on harmonisation is pertinent. It is indeed a cornerstone of eac initiative towards the single market, and eventual political federation . In this regard eac has commisioned studies in the last two years to review and develop a framework for policy and regulatory harmonisation funded by EU. In addition itu is doing a similar activity for SSA with a component of eac. Orange Now Wants GoK to Pay It US$385m, the Price it Paid for Telkom Kenya

Privatization of Telecom Services is Africa is litred with many failures, and sometimes, horror stories. In Tanzania, Celtel pulled out of TTCL after acquring a substantial stake (30%?). In Rwanda, Rwandatel had first to be re-possessed before finally being re-privatized - after initial investor failed to bring in the promised technology and capital. In Zambia, I understand (yet to confirm) that the 'strategic partner' even cannibalized vital elements of the core network already in place. I have always had reservation on privatization of strategic infrastructure state corporations, as I did with Telkom Kenya. While Ghana Telecom attracted US$ 900 million for 70% stake (itself a matter contested by the then opposition - now Govt), TKL attracted a paltry US$ 300 million for 51%! With simple Arithmetic, one should see why TKL ought to have fetched better - assuming they were at per with GhanaTel. Intuitively, TKL should have been a superioir enterprise! Sadly, now Orange even wants GoK to refund $385m; if that was to happen, essentially TKL would have been sold for nothing - yes, absolutely ZERO! Yet what did we see for it: the sending home of 19,000 strong workforce with 'death-shakes' (not hand-shakes)! What is going on here? Hi, It is interesting how the government can hoodwink us, I thanked the minister of education on the issue of the ICT buses now I see that the project has been baptised to Youth Centres that are supposed to incorporate a cyber with 15 computers, a VST centre, leisure centre and indoor games all at the staggering cost of 17 million each. It is claimed that the initiative is a joint effort between the ministry of youth affairs and the CDF, as of the reporting the ministry had already set up 5 centres in Central Province. You definitely cannot control a government, it does what it wants when it wants, I hope some of this issues have been covered in the new constitution. Call for Proposals: Commissioned Papers on ICTs, Climate Change and Development

** Please forward to relevant colleagues ** This is a call for proposals for the writing of commissioned papers on the topic of ICTs, climate change and development. Proposals should be sent by 25 May 2010. BACKGROUND Recognising both the growing impact of climate change in developing countries and the growing role of ICTs, Canada's International Development Research Centre is funding a two-year project on ICTs, climate change and development (see www.niccd.org) The project is co-ordinated by the University of Manchester's Centre for Development Informatics. As part of the project, six thematic papers will be commissioned and written during 2010 on various aspects of this topic. The papers should be 6,000-10,000 words in length, in English, and aimed at a "reflective practitioner" audience by summarising current evidence and then producing best practice strategic recommendations. We are looking for "generic" papers that draw evidence from, and relate to, all developing countries; rather than individual region, country or project case write-ups. Primary research is not expected. The papers should build on the Scoping Study produced recently as part of the project - http://www.niccd.org/resources.htm - which reviews current literature on ICTs, climate change and development (ICCD). Section 4 of this document identifies six ICCD thematic areas - mitigation, monitoring, adaptation, strategy, disaster management/response, and ICT impacts and issues. We would be happy to receive proposals against these thematic areas but we are also happy to receive proposals suggesting alternative ICCD themes and alternative ways of conceptualising the field. PROCESS / TIMESCALE We require proposals to be sent electronically by 25 May 2010, and aim to confirm accepted proposals by mid-June. First drafts of the papers will be due by the end of September 2010. Final drafts will be due by the end of November. One author per paper will be invited (and funded) to attend a discussion and presentation workshop on ICCD to be held in London in mid-December. The finalised copy of the paper will be made available online and disseminated via the project network. It is also our intention to publish the papers as part of a book to be produced at the end of the project in 2011, and to produce a strategy brief summarising the paper. PAYMENT Authors will be contracted by the University of Manchester to produce a draft version of the thematic paper, followed by a finalised version that acceptably meets quality requirements following draft review comments. We will also seek authors' input to revision for the proposed book and to summarisation for strategy brief production. A payment of £1,200 will be made on acceptance of the draft paper, and a further payment of £2,400 on acceptance of the finalised paper. There seems to be alot of heat regarding the new regulations, quite frankly the three other players aside from Safaricom are just not getting some things right, in the process they are engaging themselves in this defeatist celebration. I live it to time to inform us on who will really win in this war. My contention with the whole local Telco Industry is the infiltration of the Foreigners. I dare say here that no more than 49 percent of our mobile network operators should be owned by foreigners. The evidence is all clear, companies run by majority local holding have much better understanding of consumer needs and local dynamics and this visible in banking the Equity Banks, KCB, Family Bank. So that while the big multinationals come in reep big monies and leave, the local entities focus on reaching the remote villages. If anyone recalls isnt that the same strategy Safaricom employed and nailed it when the then KENCELL was too busy with focussing on urban elite. I therefore am of the view that next telcomms and generally ICT licensing whose target is to change the local game must not allow these Foreign Acquisition. I may be wrong but since the 90s am yet to see a local entity taken over by foreigners that stood strong there after....and sadly many cases stand as witness...Africa Online, RVR, Telkom..(Can I say Telkom again)...far too many excuses, very little to write home about. So the root is in the ownership model at inception or at acquisition. I suggest that we move from 30% local ownership to 51%+ in order to have some semblance of control in what these foreign boards are deciding for this market. Whether that is practical I don't know. Finally if MJ is reading this email, I'd urge, ignore the detractors and do what you do best, solutions to the market that make sense. DON'T GET TIED DOWN in trying to state your case. Hey Warigia, Thanks so much for posting this online. I have been going through it, and am still flipping the pages. Well done, for the amount of effort that you put up to come up with this work. Now, I may not really be a good Literary Critique, in ICT terms - (using the import from Literary circles) - However, I admire one of the elements you have pointed out in your preample about "process". I suppose this still ails us, as we hurtle along towards defining our Key National goals in utilizing ICT as a tool. Just how do we cut out "baggage", get down to the point and get things done efficiently, and cost-effectively. This is our biggest conundrum to date. There is alot of baggage around. Imperva and WhiteHat Security sponsored the Ponemon Institute in a survey designed to better understand the risk of insecure web sites and how organizations’ address internal and external threats. This study, which surveyed 638 IT and IT security practitioners, revealed that many organizations fail to provide sufficient resources to secure and protect web applications important to their operations. This is a particularly alarming finding, given the web application layer is the number one attack target of hackers. As revealed in this study, web sites are at risk for the reasons outlined.
