If I may pull a quote out of this piece: "Take any IT publication (physical or electronic), irrespective of the target audience (CIO, IT Managers, channel partners, broad-based audience), the editorial or one of the cover stories is always about what the CIO should be doing to stay relevant to the business. The underlying theme is always about business before IT. But after the preaching is done, back to business as usual, do you know about the new 64 core server or the next crossover device with zillion pixel screen ?" :-) I'm sure that quote resonates with many local IT managers/directors/CIOs.... Its sad to note that most publications are cluttered with what seem like news stories or features, but are really advertorial type of material or hastily re-worded and inserted press releases where publishers failed to secure adverts...tut tut! Quite frankly there is no reason why we cannot have content like ITWeb (www.itweb.co.za) or TechCentral, where issues are examined broadly and independently, without pandering to the whims of ICT advertisers. *Kenya ICT Board kicks off business plan training at Strathmore *** Business strategy training for the Tandaa Digital Content Grant shortlisted applicants is underway at Strathmore University. The training, which runs in batches from January 23 - February 3, 2012, seeks to impart business knowledge to shortlisted candidates from last year's Tandaa Digital Content Grant Call for Proposals. Understanding how to write a business plan, price products and develop a market penetration plan are some of the important business strategies that all entrepreneurs must understand. But for many founders of start-up companies in Kenya, opportunities to take courses to learn business strategy are few and far between. Time constraints for busy business owners and the high cost of quality business courses hinder many new entrepreneurs from taking such classes. But the value is undeniable, as participants at the Business Plan training sponsored by the Kenya ICT Board discovered. "I've learnt a lot," says Graham Muhunga of SMSVoices, "Having a good idea doesn't mean you'll make money. I'm learning to think differently about our business." Muhunga, who represents one of the companies that was shortlisted for the Tandaa Digital Content Grant, finds that one of the valuable things he has learnt is the importance of research and correctly identifying the industry their business is actually in. "Our courses are designed to be interactive and hands-on," says Dr Monica Kerrett, Program Director for the project at Strathmore. "Participants are encouraged to talk about their business idea as a core part of the curriculum. It has been refreshing to hear the participants share challenges and give each other tips and feedback." The Kenya ICT Board announced the top 150 applicants to the Tandaa Digital Content Grant Call for Proposals in September 2011. This is the second round of granting the Kenya ICT Board is offering to fund development of digital content and services in Kenya. The Call for Proposals for the second round of the Digital Content Grant focused on ideas for solutions that use web and mobile technology. After selecting the top ideas, the Kenya ICT Board is now exposing the entrepreneurs to essential business strategies to help them design their business plans. After submitting complete business plans, a maximum of 40 finalists will be selected to receive grants of up to $50,000 each to develop their digital content products. "In the first round of the Tandaa Grant we received many good ideas from passionate entrepreneurs," explains Kaburo Kobia, Project Manager for Local Digital Content at the Kenya ICT Board, "But for many, the business side of the proposals were not as strong." In response to the challenges applicants had with developing business plans, the Kenya ICT Board introduced the training component to the Grant Call for Proposal process. January 19, 2012 Application Window for New Top-Level Domain Names Successfully Passes One-Week Mark Application System Functioning Smoothly Marina del Rey, California… One week after the Internet Corporation for Assigned Names and Numbers (ICANN) began accepting applications for new generic Top-Level Domains (gTLDs), the application system is functioning without a hitch.“I can state firmly that one week into the process, the application system for the new domain names is functioning just as it should,” said Rod Beckstrom, ICANN’s President and Chief Executive Officer. “This is a reflection of the careful planning, hard work and long hours our staff spent preparing for last week’s launch.” At one minute past midnight (UTC) on Thursday, 12 January, ICANN began accepting applications for new generic Top-Level Domains, beginning one of the biggest changes in the Internet’s evolution. The new program will greatly expand the current 22 Top-Level Domains (such as .com, .gov and .net) to include almost any word or name. It also allows, for the first time, non-Latin language scripts such as Arabic, Chinese and Cyrillic to be used in a gTLD. “I couldn’t be more pleased,” said Michael Salazar, Director of the New gTLD program. “ICANN spent six years working to ensure it got this program right and we worked particularly hard to make certain the application portion of the program went smoothly.” As of today (January 19), there are 25 successful registrants in the online TLD Application System. However, this number does not necessarily represent the total number of applications since each registrant can apply for up to 50 new generic Top-Level Domains. The deadline to register in the TLD Application System is 29 March. If applicants are not registered in the system by that date, they will be unable to apply. In early May, approximately two weeks after the new gTLD application window closes, ICANN will publish a list of the applications and who has applied for which domain name. Until then, ICANN will not comment publicly about any specific application, the total number of applications received, or who has submitted applications. 103 Government of Kenya websites hacked overnight

Dear Dr Ndemo, Can you kindly explain this......... An Indonesion hacker known as *direxer* has taken down 103 government of Kenya websites overnight. The hacker is part of an online Indonesian security forum known as *Forum Code Security* and says he took down the websites following tutorials from the forum. Such tutorials usually exploit programming errors in code, known as bugs, which have not been fixed. The hacker appears to have a website at http://www.direxer.com/ though this has not been updated to reflect the hacking. In a message in the forum, the hacker says *show off by me...* *thanks for tutorial in www.code-security.com all...* *i have exploit from cs web, and i attacking to server Goverment Kenya,,,, and then,,, success full... this is deface in this night...* The government has moved fast to take the affected websites offline through a Cyber Incidence Response Team(CIRT) based at the Communications Commission of Kenya. The CIRT was formed to handle such situations and ensures Kenya's security in cyber space. Vincent Ngundi who heads CIRT has responded with the following comment "*We're on it. Thanks for the heads-up and comments*" in Kenya's *Security Forum* where the news first broke. The government normally hosts several websites in one server at The Treasury thus compromising the server may expose several websites to a hacker. The Administration Police website has been hacked several times in the recent past. Friends, I am sure that the authorities are addressing this matter to the best of their knowledge and efforts. And I am sure that this issue presents the GoK and the Kenyan private sector a chance to learn for, as they say, what doesn't kill you makes you stronger. Thinking aloud, here is how to gain the strength/resilience - Information protection be declared and understood to be a strategic imperative; one cannot run an effective knowledge economy without proper information protection framework and practices. Each ministry, department, private sector, etc needs to understand this and act in concert. - Design, clarify and communicate an information governance, risk and compliance framework; complete with a thorough no fault compliance regime. - Establish an information protection leadership with commensurate powers needed to realize the strategic imperative of information; this leadership must not be subservient to IT but be independent in a similar manner that audit is. Leadership in turn will develop an information protection organization with needed skills, organization and processes. - Develop and implement an ongoing information protection awareness regime for the nation; this would be segmented to ensure that appropriate knowledge is communicated to target audiences. Dear Roy et al, I am miffed at all the hullabaloo caused by the hacking of the 100 websites. Late last year CCK hosted a workshop at the Nairobi Safari club which was widely publicised that brought together stakeholders to discuss this issues in fact the immediate former Chair of ISACA Kenya Chapter made a very elaborate presentation. In the first place the workshop was not a news item despite the efforts made by the organisers to bring in Cyber Security experts from George Mason University and the creme de la creme in the local Cyber Security community. To me this is a non issue because we are aware but somebody somewhere is aware of what needs to be done and should be held accountable, if you don't lock the door to your house at night and thieves come in , do you blame the police? We must shun mediocrity. National & Private School Crisis

Hi, The following reminded me of the posturing going on between the GOK and the private primary school owners association (note that the private secondary schools are silent as they are competitors with the national schools) concerning the quarter system for National school places. http://edition.cnn.com/2012/01/10/world/africa/south-africa-stampede/index.… Last year when this same issue came up I asked a friend (whose children are in private primary school) if national schools do well because of the physical location i.e. specific latitude and longitude, if it was then I fully support the argument but if it is not then private schools have no leg to stand on. Griffin left & Starehe faltered, Khaemba left and Alliance faltered which means that the issue is not the teachers but the administration. If the government with its wanting pay grades can produce excellent school administrators shouldn't better pay in private schools do even better? The government therefore came up with an interesting strategy, thanks to a former herds boy, where they have increased the number of national schools spread across all counties, private primary school parents are already complaining. On the stampede in South Africa what the universities did to resolve similar gerrymandering was to operate the selection process like a pre-Michuki matatu where the students rush in to claim their places, survival for the fittest, maybe the ministry of education should use the same procedure for admittance to national schools then lets see how many parents with children in private schools will participate.
