*World IPv6 launch Breakfast organized by the Internet Society Kenya Chapter * *Press Release* *31st May 2012*** * * The Internet Society Kenya Chapter is organizing the World IPv6 Launch breakfast at the I Hub on June 6 2012 from 8 am. to 11 am. This is a global launch date for IPv6 supported by the Internet Society, all the major technology players like Google, Microsoft, and Cisco, as well as governments and companies like Face book, Yahoo, and many more who are adding support for this new technology. Obviously this is something that has been in the making for many years, and last year there was a 24 hour global IPv6 test flight with quite a number of top 1000 websites that clearly showed that the switch will be perfectly safe. With IPv6 being the 'new normal,' and now that IPv4 address supplies have run out globally, there is real economic need. The specific requirements for participation in the various categories of access networks, home routers, and websites are as follows: For access networks a commitment to make IPv6 part of their regular business is required. This means new subscribers get IPv6 on by default from June 6th 2012 and no special user configuration required to access the IPv6 Internet. To enable verification of progress towards this goal, access networks are also required to be delivering 1% of visits to major IPv6-enabled websites over IPv6 by 6th June. The level of IPv6 usage depends on the IPv6 capabilities and configuration of home networks, so the enabled customer base needed to be greater than 1% to reach this target. Measurements are being made by the major website participants to verify meaningful participation. The second category of participant is home router vendors. Again the requirement is that IPv6 become part of regular business. This means a majority of products shipping with IPv6 on by default, meaning no user configuration is required to use IPv6. The University of New Hampshire Interoperability Lab (UNH-IOL) provides independent verification of IPv6 interoperability. Finally, websites wishing to participate are required to permanently enable IPv6 access to their main website, meaning IPv6-enabled users can now access their content over IPv6 without any additional configuration. CheChe Live - ICTs driving Judicial Reforms

Listers, For those who watched CheChe live this morning will agree with me that the discussions on Judicial reforms was very refreshing! (and informative). Gladys Boss Shollei did a great job in fielding questions from the trio. What struck me is the central role ICTs will play in the reforms - the Judicial Transformation Framework (Plan) will be launched tomorrow (we should be able to see the place of ICTs in this document). What was equally exciting was the extent of citizen engagement using ICTs tools with the judiciary have launched a short code, email link and online submission of pending cases to help them analyze and deal with years of backlog! They are also currently piloting the payment of fines by mpesa to be rolled out soon (I think someone on this list suggested this...it is happening). While this is exciting, many questions still linger - do we have the legislative framework that recognizes digital records as admissible evidence in court? (what became of the FOI and data protection bills?). what steps could be taken to ensure international standards/framework for records management is followed in this process to avoid digitizing inefficiencies? I'm sure there is a host of other questions. Listers will recall sometime back we had a week long discussion on these issues on this list based on research work done in the region, Kenya included (see attached reports as a reminder). One of the themes discussed on this list was "Electronic Records and Citizens' Access to Justice". Very vibrant discussions happened with good suggestions emerging on what should be taken into account - Grace/Alice, was the discussion report shared? Can we have a copy. I think the judiciary should get a copy of the recommendations from this list on this theme "Electronic Records and Citizens' Access to Justice". May be this is an opportune time to engage with the judiciary as they wholly embrace ICTs to ensure that some of the issues raised in that report by listers is taken into consideration as they reform. CheChe should continue with this high-level type of debate (avoiding too much politics!) so Kenyans can engage with real issues that affect them and hold our leaders to account. I wish the CheChe debate could continue in some form online after the hour slot (much like THE STREAM on Al Jazeera) even if not moderated by the trio. Think about it Makali and co. I like the parting shot of the show when Gladys was asked by a Kenyan if she aspires to be the Next President! That should send a big signal to 2012 aspirants that Kenyans are looking for performers this time round! Last week we wanted to do a Skype meeting with a Ministry of Education officer, a partner from Canada and the Network for Non Formal Educational Institutions (N-NFEI)but it was not possible because the Ministry IT Section has blocked all staff from accessing some programs. Skype is one way that the world is using to hold international meetings and the Government must enable access. I believe that today the world is using the various windows in the internet ie: Facebook,Skype etc to do business, programs and development activities. Time is long gone when they were used for social reasons only. The draft bills are on the CIC website. Listers should be made aware of this process which is important as part of the constitutional implementation. When the act is passed it will improved our profile as a destination for data processing. As we speak there is a proposal in the EU law that would make it illegal for data to flow to countries that don't have data protection in place. This has several implications. Also, in a networked world, analyst indicate that the end game will be that there will be global centers of excellence in data processing. Listers, Appreciation for that notice Mr. Kukubo Its great and a step towards the right direction. Myself i think its long overdue and just as you caution us that the western nations and more specifically the proposal in the EU law that would make it illegal for data to flow to countries , means only one thing if we dont have our systems and policies right we risk not only being locked out of the avenue towards digital advancement but we shall also be relegating ourselves to conditions that shall stunt our information age. So its imperative that the said bills are not only relevant but also tailored to meet our needs as well as provide a synergy and nexus with our peers . What does KENHA have to say about the quality of work being done on the road between Rimpa and Magadi (So far upto Kiserian town).How are roads categorized, in terms those managed by the local authorities, central government and, if possible, those ones that are internationally managed? Why does the government award contracts to companies that do not do their job professionally?There is a contractor who was awarded a contract to rehabilitate Nairobi-Naivasha Road ( between the former Museum Hill roundabout and Rironi) and they've dug a whole stretch of the road, about a kilometer and a half. They dug up patches everywhere that drivers have to be extra cautious. Is there anything the Authority (assuming the said section is under Eng. Kidenda's Authority) can do to makes sure their are mechanisms in place for the contractor to ensure he does not put the lives of road users at risk How "safe" are our new roads ? Would they pass muster if road safety audits were conducted? There is a fundamental design flaw on our roads are the concerned parties now ready to listen or are we going to export these problems to Langata Rd, Ngong Rd, New airport terminals, Lamu Port etc? There is a role played by auditors at various stages. Do we have evidence that KeNHA engages these or in other words do we have people in Government/Private sector playing that role currently?There is data collection and its role - But as we know data is useless unless turned to information. Does the relevant authority use this data? There is the common user and there very annoying problems - turn-offs which are suddenly blocked with no notice, on coming vehicle channeled to your lane, taking one hour to get to your gate while all the time you can see it a few meters from where you are stuck! Who is listening and helping? There is the role that ICT can play to enable smart infrastructure - my take is that unless we embed it in at step 1 (design) above, it will be most likely be cosmetic.Are there any efforts to intergrate Intelligent transportation systems in this new super highways? (Making the Infrastructure Smart) Should there be an accident on the one way lane (how do we alert speeding drivers coming from behind) Secondly is there are provision for transmitters that can allow smart driving and speed Cameras. What strategy does KENHA have for creating ducts for Fibre optic and power cables, are we likely to see the new roads being dug up?Are there frameworks for evaluating infrastructure alternatives and clear processes for evaluating infrastructure system designs. There has been a community survey on these items, and a paper will be produced that will be the subject of public comment and discussion. In addition, continued work towards these efforts as set forth in the 2011-2014 Strategic Plan is not prudent, therefore those portions of the 2011-2014 Strategic Plan are deferred. After review of these inputs, and as appropriate to respond to inputs, initiatives to expand ICANN's international presence and engagement may be updated within the 2012-2015 Strategic Plan, and included within the 2012-2013 Operating Plan. In order to allow for the 2012-2013 operational planning cycle to proceed, the Board approves the 2012-2015 Strategic Plan. He says in part and I quote. "I have looked high and low for any material in local dialects about Vision 2030. I have never found any, and until now I highly doubt even if there is an official or recognisable phrase or word for it in Kiswahili, the national language. Is it not ironic that at a time when we have made several advances in communication technology and at a time when we have an initiative whose bedrock is information and communication technology, we do not have enough information about the same initiative, much worse in local languages? Listers, When all is said and done the money / numbers will talk about the commitment to make ICT work in Kenya. Out of curiosity, is there a proposed request to the government by the industry on how much and for what will be needed to grow it further, create more jobs etc etc? As one lister said not to look as one who just points out but provides a solution. 1. Earlier discussions on this forum to have a representative industry body went mum - I hope it does not mean they are over. 2. If the wearer of the shoe seems comfortable I guess the government can go ahead and direct all the funds to the election 3. Lack of active objective engagement by providing a policy view to the government locks out any hope of funding (yet your / our companies pay tax) 4. Opportunities to grow, develop, create jobs etc continue to be lost and worse still taken up by other countries. 5. I believe the discussions and an open letter (Dr Ndemo, Paul Kukubo, Dr. ... can advice on the best protocol) My initial 1 cent on the approach but without solid numbers; 1. Structural interventions - financing. 2. Operational - tax breaks, etc 3. Capacity building i.e., centers of excellence, subsidized I.T training etc, training rebates for companies that retain workforce for a period of time etc 4. Research note my earlier mail on not having numbers and anaylsis of ICT sector even in the economic survey 5. VAT and WT harmonization to allow regional play. I've lost a number of deals on this account 6. Incentives to investors and clients 7. Market development Any better thoughts and hopefully an action that could see a proposal of inclusion in this years budget reading. Have a pleasant week. Regards, Patrick M. Karanja

Dear Listers, I just went through the highlights of the Economic Survey 2012 with a level of disappointment albeit expected. Once again, I see no profound indications or recognition that ICT is a key contributor to the economic growth. Which brings me to the point, is there any data on the the ICT sector?
