He has more than 25 years of experience in building and leading progressive Internet enterprises, leveraging relationships with senior executives and government officials across Asia, Europe, the Middle East and the United States. Chehadé, age 50, is a citizen of Egypt, Lebanon, and the United States. He was born in Beirut, Lebanon, to Egyptian parents and left the then war-torn country in 1980 at the age of 18. He speaks fluent Arabic, English, French, and Italian. Most recently he served as Chief Executive Officer of Vocado LLC, a U.S. firm that is a provider of cloud-based software for the administration of educational institutions. Prior to Vocado, Chehadé was CEO of CoreObjects Software, Inc., a leader in new product software development services for both large and growing companies. He oversaw the expansion of the company to include more than 400 engineers and its successful acquisition by Symphony Services. Prior to his role at CoreObjects, Chehadé served as the General Manager of IBM's Global Technology Services in the Middle East and North Africa. Based in Dubai, he led a team across an emerging region experiencing high growth. He also built and managed a new global business for IBM, providing managed services to large clients in telecommunications, aerospace and retail to improve the accuracy, depth and timeliness of business information visibility across demand and supply chains. Chehadé founded and has led three companies since 1987: * Viacore, launched in 1999, was the world's leading B2B process integration hub offering a complete solution of specialized software and services for global 500 companies. In 2006 he led Vicaore's successful acquisition by IBM. * RosettaNet, a non-profit multi-stakeholder company founded in 1997. RosettaNet became the high-technology industry's leading eBusiness standards consortium. Failed States Index 2012 - Kenya #16, Somalia #1, Libya #50 (???),

Apologies this is not mainstream ICT but at the periphery some ICT aspects need to be considered as well...(open access to information, ICT enabling democracy/choice/transparency, ICT in corruption, etc) . This index is by the US group Fund for Peace. I wonder what metrics they are using or how they are weighting the values of the 13 indices they use. Kenya is ranked 16th...that's just 15 steps away from Somalia (???), 14 from DRC and shares the "teens" positions with Pakistan, Nigeria, Niger among others. The lower the score, the more "failed" a state is. Anyway....the links: 1 - http://en.wikipedia.org/wiki/List_of_countries_by_Failed_States_Index (updated with 2012 Index) 2 - http://www.foreignpolicy.com/failed_states_index_2012_interactive Personally I don't think Kenya should rate that poorly out of a 177 or so countries...I suspect some of the 13 indices are weighted more heavy than others (corruption, criminality, political situation etc) - and if such were removed from the index, just for the sake of seeing how it shifts the rankings, I'd like to think some EU countries would be in the top 50 at least....social unrest, steep economic decline, slum creation (US - housing/mortgage crisis has seen more people living in the streets in the last couple of years than in the last half a century), Wall Street demos, etc, ...."Suspension or arbitrary application of law" (Guantano Bay still open for business, The Patriots Act). And "Intervention of external political agents" - I think in Africa's case these "political agents" are usually from (or supported/fronted) by some developing countries that would want to nurture certain regimes in order to reap some economic gain...but that's an argument for another day. I'm also surprised the use of the adjective "primitive" by Korean Airlines, to describe Kenyans, elicited more reactions than this lowly ranking...should we get all hot and bothered about what is likely an issue of translation or summon our national pride and repudiate this "failed" states index? Listers, Paul Kukubo posted this a couple of weeks ago on the list "AS I write this I am sitting in a forum organized by the ISACA Kenya Chapter to discuss these two draft bills. At this meeting we have a representative from CIC. The draft bills are on the CIC website. Lister's should be made aware of this process which is important as part ofthe constitutional implementation. When the act is passed it will improve our profile as a destination for data processing. As we speak there is a proposal in the EU law that would make it illegal for data to flow to countries that don't have data protection in place. *This has several implications.* Also, in a networked world, analysst indicate that the end game will be that there will be global centers of excellence in data processing. Indeed multinationals are consolidating data centres globally. Submissions have been made by national council for law reporting, CIC, Kenya bankers association. Regards Paul Kukubo" Questions 1. Open Data organises Strathmore Camp and turns one year The Open Data Development Camp 2012 will be held on 27th and 28th June at Strathmore University. The two day camp is part of The Kenya Open Data Pre-Incubator Program and aims at attracting more than 200 participants in the field. At the same event, a cocktail has been organized to mark the launch of the Kenya Open Data Initiative Portal which turns one year. On July 8 2011, President Mwai Kibaki launched the Kenya Open Data Initiative, making key government data freely available to the public through a single online portal. Registration for the camp has been ongoing and the event is expected to attract a diverse group of policy-makers, academia, and development aid workers, researchers, journalists, ICT-staff and software developers. Hi, Well this is never surprising , Kenya for one is always ranked extremely well in others and worst in others quite paradoxical, particularly this case of failed states, i agree with one of the listers who said that perhaps some issues are weighed heavier than others, but at any rate i believe that Kenya ranks highly in most issues, except may be for embarrassing occasions when our MP's turn things out to suit their most immediate needs. Thanks. On NGOs, the South African example is worth considering. Under Thabo Mbeki, the government put in a requirement that an NGO had to demonstrate how its work complemented the government's development goals/objectives/plans, including priorities. NGOs couldn't just walk in and do what they want in the name of development, obscuring development priorities and doing band aid stuff that only perpetuated dependency. Lister's, Kenya is lauded as being a leader in Internet infrastructure in the region. Provision of infrastructure is acknowledged as a driving factor towards achievement of Vision 2030. In deed in this years budget speech, Government made proposals to allocate money to expand the same. migration to digital television as well as a law aimed at curbing communication cables vandalism were also discussed. Nevertheless questions still remain because infrastructure remains concentrated in major cities and important centres and facilities in rural areas do not have sufficient access to the Internet. a) Are Government's efforts in the right direction towards providing infrastructure that will get us closer to universal access? b) With Kenya's new governance structure, how can Government facilitate efficiency at counties through ICT/Internet? c) Are private citizens/ civil society playing their role in increasing access? Hi Ory and all I am not sure there is any African country that has made the effort to organise national level consultations but if we borrow a leaf from our past experience in developing ICT related policies and regulations, including the most recent data protection and FOI discussions, it would be important for national consultations on ITRs. Kenya is among the countries that have embraced open data and e-government, It’s a movement to make non-personal data,: 1. open so that it can be turned into useful applications 2. support transparency and accountability 3. make sharing data between public sector partners more efficient. On the other hand , according to Wikipedia, e-government refers to digital interactions between a government and its Citizens *Questions* 1. What opportunities does the Open data initiative present to the Nation, to what extent have they been exploited? 2. What challenges does the use of open data present and how can they be mitigated? 3. What are the key drivers in the use of Open Data? 4. As a country do we have any form of Licensing that determines the use of Open data? 5. The government has embarked on a number of e-government initiatives, to what extent has the Citizenry embraced e-government?
