In case you missed. Aside from these, I have seen products made from bananas, pineapples and avocado ready for large scale agro-processing investment. There is a lot to learn from this institution. KIRDI on the roll One more comment regarding Jua Kali: how many of AIE holders on this list have made it a policy to source from Jua Kali e.g. furniture? Not only would this earn this hard working lot a better living but the sourcer can also help lift standards of products Jua Kali produce. Sentiments expressed here about polytechnics are right on. In my Nyamira area we have been arguing about what to press for first: a university or a world class polytechnic? I have supported the latter adding that more should also be done in village polytechnic type skills development. And for reasons that today, we have an inverted pyramid with a lot of graduates without the needed support structure to make them effective. Back in the 1990s we used to get computer parts from Dubai, Malaysia and the like. On weekends, we converted our classroom to an assembly line, and created sufficient inventory for anticipated sales that week. In one demonstration, I proudly talked about skills of our technicians to assemble and maintain computers. I didn't realize it was a turnoff for the client. "Computers made in Kenya!" he exclaimed and walked out saying he will come back to us. He never did and completely avoided our follow up. Long story short: one of my techies slapped a "Made in Canada" label on some of the machines and they were promptly snapped! (I have seen a similar streak in encounters in our ICT consulting and publishing business; but again ... what would be more typically Kenyan than this?) Back to the present: how many ongoing projects in the country mandate minimum local content/participation? Example: what proportion of the Thika Road construction is mandated to be subcontracted to local firms (engineering design, construction, etc.). ... Freedom of Information Bill and Open Standards

Apologies for cross-posting. The Peruvian Government in 2005 passed a law mandating the use of Free/Libre software in all Government agencies (bodies funded by the tax payer). I have reproduced some excerpts here below that tie in with our Freedom of Information Bill (and to a large extent the Data Protection Bill). Please note that the use of the term free is not to be confused to mean free of cost, but more about liberty, openness, open standards and access to source code. *"The guarantee of these rights in our Constitution is not solely based on the good will of the State's agents to fulfill the norms of the Constitution, but also based on the use of technologies that in some cases contribute, and in others do not, to an effective protection of said citizens' rights.* *It is in this context of utmost importance for the State to implement those technologies that help reinforce the exercise of the right of citizens' to access information and to withhold it in cases that require so. * *The use of Free Software in all of the State's agencies points in this direction. Basically, we can say that the fundamental principles that drive the present Bill are tightly related to the basic guarantees of a democratic State and we can sum them up in the following:* - *Free Access of the citizens to public information* - *Pereniality of public data* - *Security of the State and of the citizens* *To guarantee the citizens' free access to information, it is indispensable that the coding of the data not be tied to a sole provider. The use of standard and open formats guarantees this free access, making possible the creation of compatible software.* *To guarantee the pereniality of public data, it is indispensable that the use and maintenance of software does not depend on the good will of the providers, nor of monopolic conditions, imposed by them. Systems can be guaranteed by the availability of the source code.* *To guarantee national security it is vital to have systems that are devoid of elements that allow remote control or the transmission of non-desired information to third-parties. Therefore, it is required to have systems whose source code is freely accessible to the public, so that its inspection be allowed by the State, the citizens and a great number of freelance experts in the world."* Please see the following links for more info: Peru's Bill - Use of free software in Government agencies<http://opensource.org/docs/bill-EngTrans.php> Peruvian Congressman refutes Microsoft's "Fear, Uncertainty and Doubt" (F.U.D.) concerning free and open source software.<http://opensource.org/docs/peru_and_ms.php> Now, looking at our Freedom of Information Bill, the right to access of information by citizens is also anchored in the constitution under Article 35 of the Constitution. But the FOI does not make any reference to the method of processing or storage of that data and information by tghe public bodies. Part VII, Section 49, says "Every public authority or private body shall operate and maintain digital records"* There are two weaknesses with this particular section: * 1. Is the Government mandated to require Private (bodies) companies to maintain digital records?* *Is this what the Bill aims to achieve? Or is it targeted at particular private bodies that deal with public data, say Banks or Hospitals? How does one differentiate? Maybe it needs to be a bit more specific 2. he requirement to maintain digital records also needs to go further and demand that such records must be maintained in an open and standard format, without tying the public to specific proprietary formats. As indicated in the above excerpt from the Peruvian Act, it is pretty obvious that the technology used has a large bearing to the access of information to citizens. There are certain instances where even web based applications in certain public bodies could only work on certain browsers. This denies all the right to access such public information. At the same time, storing public data in proprietary formats means that the availability of such data in the long term depends on the survival and availability of the particular vendor (pereniality of public data). This also extends to the processing systems. Fast forward to 2013, would the IEBC be able to give access to the source code of the softwares that it will use in its operations for public audit and scrutiny? What if someone has a problem with the electronic voter registration or voting and feels that they need to have access to that code so as to ensure transparency? And what about all other public bodies? In the mean time, if I was to ask for information from a public body, what formats will I get the information in? Will those formats still be supported 20 years from now? Will the vendor require that we upgrade our systems (of course at additional costs) for us to continue getting access? To answer these questions, the FOI needs to be very specific and demand that all public bodies process and store data in open and standard formats that are not vendor specific, nor proprietary. @lordmwesh, 1st to say it sounds like a bad dream for KENIC if this is true. Remember KENIC is in the global ^guiness^ book of IT as a model top level country code organisation. Tribute to Eng. Ochola

Just read in the paper on the death of Eng. Atieno Ochola (Tieni) of CCK. This was one of those hardworking people in Kenyan ICT who has rendered many years of service quietly. I will remember her as someone who was ever smiling. Tieni was an "A" student throughout her academic life which took her through Alliance Girls and the University of Nairobi where she was the only girl in the Electrical Engineering class. Friends This is a great loss to many, many of us that interacted with the late Tieni over a long period of time. And a great loss to the ICT sector in Kenya. I have known this dynamic lady for many years since our days at the U of Nairobi. She was one of the few women that studied engineering when it was not fashionable for women to do so. Indeed, it was common to find one woman in a class of 30 which usually elicited various (I must add not so friendly) reactions. To survive in such environment for a women meant being tough, fending of stereotypes from both men and women, students, faculty and staff. I hope she kept good diaries (if not an autobiography) from which her story could be gleaned as an inspiration to younger generations. Dear Listers, It is indeed true that our copper fixed line continues to be affected due to vandalism and sabotage. But we continuosly make efforts to not only repair the lines as quickly as possible but also to put in place new measures to reduce the impact using fibre rings and other wireless solutions. Its our sincere hope that now the legal framework is in place to have stiffer penalties for convicted vandals that the incidences will minimise. As Lordmwesh indicates below we also offer redundancy through wireless at no extra cost for all post paid customers. More details on this can be obtained from your account manager or at any of our shops. On the issue of waiting lists this ordinarily shouldn't be the case for areas with infrastructure you can get a landline in 5 working days including the survey. Multistakeholderism is it an oxymoron? will it survive the times?

Listers, I have been observing various initiatives that have been established under the multistakeholder approach and i must admit that we have a problem there are lots of murmurs suggesting flaws in communication or decision making structures, i i have also noticed that there is a lot of emphasis on personalities and groupings of like minded people as opposed to institutions which appears really harmful at the beginning but is characterised by strained relationships which stifflle synergies that can be achieved through knowledge and information sharing based on experiences. If I already have access to a local exchange and the EAIXP is in another country, why would I send my traffic via that route? Cybercriminals in developing nations targeted Cybercriminals in developing nations are being targeted in a new effort to combat the illegal activity. The International Cyber Security Protection Alliance has launched a research project to identify how attacks are likely to evolve over the next eight years. It said that faster links to the net in parts of Africa, Asia and Eastern Europe were likely to create problems. The ICSPA will advise governments and local authorities on how best to react. The organisation is a coalition of law agencies, security companies and businesses, including Visa Europe and the defence firm EADS. "It's not just about putting a black mark against a particular nation because many of these countries are the unwilling hosts to cybercriminal networks," John Lyons, the organisation's chief executive, told the BBC. "We know the countries that provide 'organised cybercrime' with the ability and the hosting capability to attack the West in terms of its business and customers. "So, what the ICSPA is looking to do is to work with those nations to provide support to help them improve the cyber-resilience of their national infrastructure, to aid their own economies, and to help their law enforcement groups tackle cybercriminals who work out of their country." Advising Africa Although the research project has only just got underway, the group has already started to co-ordinate action. Members of the UK's Serious Organised Crime Agency (Soca) began work with the Ghanaian government in February to help it take technical steps to prevent cybercrime, and ensure offenders are prosecuted. Mr Lyons said Nigeria, Botswana, Uganda and Rwanda were among nations likely to be targeted by the campaign. The countries were starting to benefit from improved internet access, but would struggle to "suppress the criminality that will come with that connectivity," he said. Other countries on his group's watch list included Bulgaria, Romania, India, the Philippines and parts of Latin America. October report The ICSPA wants companies based in developing nations to contribute to the costs of its efforts. However, Mr Lyons acknowledged that the richer nations also needed to do more to combat internet crime. "Something like 67% of malware which is used to attack Western businesses is hosted in the US on servers," he said. "The US needs to take steps to tackle that particular issue." I understand that the East African Communications Organisation in partnership with regional IXPs is setting up a task force to establish the East Africaninternet Exchange Point (EAIXP). The National IXPs (KIXP, UIXP etc) in East africa are already a success, so the introduction the the EAIXP just stamps that governments are taking the internet seriously and hence egovernance is the way to go. I also understand from some insider sources that the East African Communications Organisation (EACO) is to spearhead this process. I expected these to be the issues discussed at the just concluded EAIGF. Did it ever make it into the agenda? Experience first hand the Internet standards process and meet the world's leading Internet engineers, developers and researchers. We expect 1,200 attendees from more than 40 countries. The Internet Engineering Task Force (IETF) will convene July 29 to August 3 for IETF 84 at the Hyatt Regency Vancouver and you are invited! The IETF is the premiere international open-standards community and is responsible for many of the Internet's most important standards, including TCP/IP, e-mail, instant messaging, VoIP, 3G and IPv6. Its work is concerned with the evolution of the Internet's architecture and its smooth operation.
