As an internet user footing the bill through my wallet, I'm not only interested with the speed of access, but also the pricing. I think local content and peering will make more sense when ISPs start charging different (meaning cheaper) rates for traffic destined to local hosts. This will also spur growth of hosting infrastructure, growth of applications, and bring local content hosted abroad back home. This is the same model Safaricom uses for voice calls, with calls across networks charged a little bit higher than calls in Safaricom network. So if local data peering at KIXP is charged cheaper than international data, it will make a lot of sense. Charging the same to access Safaricom.com or orange.co.ke with yahoo.com or bbc.com is like KQ charging the same rates from Nairobi to Hethrow and Nairobi to Mombasa. I believe this is the model used by most Asian content's ISPs with the proliferation of local based online gaming. Fibre cuts & spying

Hi, Over the weekend I happened to be glued in front of the idiot tube (say a lot about me) while surfing channels on my newly acquired StarTimes digital channels I came across a technology program that was covering the structure of a submarine cable. A cross section of a modern submarine communications cable. 1 – Polyethylene 2 – Mylar tape 3 – Stranded steel wires 4 – Aluminium water barrier 5 – Polycarbonate 6 – Copper or aluminium tube 7 – Petroleum jelly 8 – Optical fibers While watching the issue of the marine cable being cut ump tine times came back to me and I thought how exactly did such a re-enforced cable cut. Then today I see an article about spying on internet users after putting 2 and 2 together my conspiracy mind took over and I wondered was there really a cut in the cables or was it a snooping implementation that went temporarily wrong and the only way our was a total rebuild. In all the times that the marine cables have been cut, note that all 3 have been cut at some time, at no time have we been shown any photographic footage of the severed cable and neither have we seen the repair submarine being lowered into the sea as it proceeds to repair the cable. The only way an anchor can pull the cable to separation is if the cable is laid across the channel, but I believe that from the stories that we have been peddled it actually runs along the channel which means that the most that an anchor can do is move it off from the edge. I refuse to accept the argument that the anchor fell on the cable, 3 different times, unless the cable is magnetized and therefore attracts the anchor. Conspiracy ?, fact ? - you decide. What is worrying is that such mistakes are common as reflected in the police OB but Safaricom clients are getting very frustrated getting their money back from 'criminals' who want to benefit from the 'free' money sent to them. It takes a while for the criminal investigation department dealing with these cases to work on them which is very frustrating to the sender. Safaricom appears not to have a sense of urgency to resolve these issues since they have all the information of their clients and can even trace the transactions as they take place. Again, at the police, they give you very discouraging information to the effect that they doubt if such cases are ever resolved. I believe even as we use technology, there is need for certain mechanisms to be put in place so that clients are not punished and inconvenienced by criminals out there abusing technology and the service providers need to be sensitive to this. How should these emerging technology crimes be handled? Whereas I have nothing against online education - having benefited from one - I just thought that I could share some advice. If you want to do an online program, do it from a PHYSICAL university that has an Online/Distance Learning division. In other words, the university should physically exist. Similar to if you want to do Online banking, better do it from an existing bank (e.g. Equity, Barclays, KCB, etc) who have an online division. That way you are likely to get your quality and credibility issues sorted out. I know Wikipedia is not very authoritative but it is always a good place to go to after asking Google. And so I did and this is what Wikipeidia said about Washington International University. http://en.wikipedia.org/wiki/Washington_International_University It even claims in its list of graduates and I quote " Asman Kamama Abongotum; Kenya's Deputy Minister for Education. He could lose his parliamentary position because of the unrecognized degree" Actually our Commission of Higher Education seems to have a problem with this University. I know the PCK board - that includes our PS Ndemo - may have seen this but argued rightfully that one may NOT need a PhD to ran a simple Postal Service in some developing economy. In which case, our self-nominated candidate, Bobby Yawe should have been called for the interview? Just thinking loudly and hope Kibunja and his friends (the mboys in mblue) dont come for me claiming this is hate speech - because I think its a mixture of advice and belated lobbying :-) walu.

IN SUMMARYIn the past couple of years, the President has intervened in the matter of mobile telephone call costs in a manner that is not only surprising, but also suspect.In the matter of Mobile Termination Rates, he acted in a most unconventional manner -- wading deep into the work of an agency that is more than four levels below his office.The intervention, whatever its merits, has been done in a most irregular manner and in direct contravention of the law that guides the operations of the telecoms sector regulator -- the CCK. High level intervention in the operations and decision-making processes of an independent agency does set a bad precedent.It is not clear why the President chose to use his private secretary to communicate to a State agency. Moreover, to demand that a fresh study of the impact of the new termination rates be done and the report taken to him for consideration amounts to gross violation of the regulator’s mandate.To the best of our knowledge, the CCK has a credible pool of telecoms experts and Mr Kibaki has no expertise in matters telecoms. Project includes 60 capacity building workshops in 30 countries [Johannesburg, South Africa --23 August 2012] – The Internet Society today announced that it has been selected by the African Union (AU) to conduct community mobilization and technical aspects workshops to support the establishment of Internet Exchange Points (IXPs) in AU Member States as part of the African Internet Exchange System (AXIS) project. The AXIS project aims at keeping Africa’s Internet traffic local to the continent by providing capacity building and technical assistance to facilitate the establishment of National Internet Exchange Points and Regional Internet Exchange Points in Africa. The project is funded by the Euro-Africa Infrastructure Fund and the Government of Luxembourg. The Internet Society is committed to organizing 60 community mobilization and technical aspects workshops in 30 African countries. To this effect, the Internet Society will also contribute its own resources for the implementation of this component of the AXIS project. Currently, much of Africa’s Internet traffic is routed through Internet exchange points external to the African continent. As countries establish their own IXPs, Internet traffic will be routed locally, creating a downward pressure on costs and stimulating growth in and distribution of local Internet content. Through the AXIS project, the interests of the AU and the Internet Society, working with other African Internet organizations such as AfriNIC, AfNOG, and AftLD, will be realized in this collaborative effort to assist in the development of a more locally operated and, hence, more robust and economically accessible pan-African Internet. Moctar Yedaly, Head of Information Society Division, African Union Commission, commented,“Africa is paying overseas carriers to exchange ‘local’ (continental) traffic. This is both a costly as well as an inefficient way of handling inter-country exchange of Internet traffic. Independent analysis has shown that Africa pays over US$600 Million to developed countries every year for inter-African traffic exchange that is carried outside the continent. We are therefore pleased that the African Internet Exchange System project will address this challenge by facilitating optimization of Internet traffic to support intra-continental traffic flows in Africa.” Dawit Bekele, Internet Society Regional Bureau Director for Africa, stated, “We are very excited to be selected by the African Union to support the growth of IXPs throughout Africa.
