Listers, The public notice below which is published on page 22 of today’s Daily Nation may be of interest to you: PUBLIC NOTICE [Description: Description: Description: Coat of Arms - Kenya] STAKEHOLDERS CONSULTATION FORUM ON DEVELOPMENT OF POLICY AND LEGISLATIVE FRAMEWORKS FOR THE IMPLEMENTATION OF ARTICLE 34 OF THE CONSTITUTION The Ministry of Information, Communications and Technology has established a Working Group to align the ICT sector policy and legislation with the Constitution of Kenya. The mandate of the Working Group is to develop a draft policy and bill for the implementation of Article 34 of the Constitution and to undertake consultative meetings with relevant stakeholders and members of the public on the draft proposals. In this regard, the Working Group has developed a draft ICT sector policy and a draft Kenya Information and Communications (Amendment) Bill. The Working Group is scheduled to hold a Stakeholders Consultation Forum on 9th July 2013 at the Kenya Commercial Bank Leadership Centre - Karen to discuss the draft regulatory instruments. The Forum will kick off from 9.00 am. Press reports, the Standard today claims the cost of unit Laptop has dropped from 27,000 to 8,000. The tone of broadcast material particularly from radio stations is leaning towards adult content. Ten years ago, when the FM revolution took Kenya by storm adult content was often aired "after hours", mainly after 11pm. DotConnectAfrica's response to dot Africa Reserve Name Policy Discussions (Introduction) DotConnectAfrica has been made aware the proposed discussion in the above subject on the kictanet mailing lists. We understand that there should be ongoing discussions that pertain to the anticipated .africa top level domain name. However DotConnectAfrica feels obliged to inform the general Listers who may have questions like Mr. Michael Bullut below, that while the discussions are being conducted no organization has been given the mandate to run the registry, since both applicants for .africa new gTLD applications are undergoing initial evaluations, and not even the evaluation results are published. It’s our understanding that Uniforum has in many occasions attempted to mainstream itself as the only front runner for the .africa gTLD. Some of the information that has been posted in the past includes reports such as “ICANN AGREES…THERE IS ONLY ONE APPLICANT FOR .AFRICA” (Link: http://www.livdigital.com/icann-agreesthere-is-only-one-applicant-for-afric…) and “New local domains see breakthrough” (Link: http://www.itweb.co.za/index.php?option=com_content&view=article&id=63397) This information had only served to mislead the public who access this information. Towards this end, DotConnectAfrica has been forced to clarify its positions continuously. Even as any online discussion is going on, let this be only for the good of informing the public as a matter of general concept but not affiliated to Uniforum nor DotConnectAfrica. The online mail list members have a right to know facts and truth in order to be able to discuss and deliberate wisely. Further, DotConnectAfrica in its application to ICANN has put forward the following as regards to Reserve Name Policy (RNL) that has been brought to discussion in this list, you can find the entire response here: https://gtldresult.icann.org/applicationstatus/applicationdetails/1276 in the public portion of our application submission. 1. DCA DotAfrica Registry Services has considered the relevant provisions of the new gTLD Registry Agreement, the GAC Advice ʺGAC Principles Regarding new TLDsʺ and the procedures adopted by other gTLD registries and intend to use the procedure described below with regards to protection of geographic names in the DotAfrica gTLD. 2. Prior to the launch of DotAfrica gTLD, DCA DotAfrica Registry Services will compile a list of country and territory names that are subject to reservation at the second level. 3. Pursuant to the specification provided in ICANNʹs Applicant Guidebook, the list will include country and territory names based on the following internationally recognized lists: o The short form (in English) of all country and territory names contained on the ISO 3166-1 list; o The United Nations Group of Experts on Geographical Names, Technical Reference Manual for the Standardization of Geographical Names, Part III Names of Countries of the World; and o The list of United Nations member states in 6 official United Nations languages prepared by the Working Group on Country Names of the United Nations Conference on the Standardization of Geographical Names; As the above documents get updated from time to time, the exact list of reserved names will be compiled shortly before the launch of DotAfrica gTLD to account for any updates. The list of reserved names will be published on the Registry website. Reservation of specific country and territory names may be released to the extent that Applicant reaches agreement with the applicable government(s). Second level domain name for geographical and geopolitical names Countries will be expected to identify and notify DCA DotAfrica Registry Services on a limited list of broadly-recognised names (in all languages) with regard to geographical and⁄or geopolitical concepts which affect their political or territorial jurisdiction. Such lists include names that could either not be registered or which could be registered only under the second level domain in accordance with the public policy rules. The names included in these lists are not subject to the first-come first-served principle. DCA DotAfrica Registry Services will send out notifications to all the relevant authorities in all countries and territories in the world to this effect. Such names will be blocked by DCA DotAfrica Registry Services at minimal cost. To this end, each country will be expected to send to DCA DotAfrica Registry Services, two months to the commencement of the Sunrise Period, a list of those names that should not be registered. Finally, It’s unfortunate that DotConnectAfrica is being forced to clarify again and again that no .africa applicant has been given a green light by ICANN. This only goes to show how much needs to be done in terms of informing the internet community about facts on the ICANN gTLD process, transparency and the rule of the Applicants Guide Book. Digital TV Migration: Local stations turnoff digital transmission

Hi, Thought the share some new developments in the Digital Migration issues, as of last Saturday all the local TV stations except for KBC and family have disconnected their channel feed over the digital frequency. I believe this is to enforce the recent demand by the Media Owners Association to be issued with a digital TV distribution license which is likely to slowdown the migration and also the roll out of LTE. (http://www.cofek.co.ke/index.php?option=com_content&view=article&id=1552:kn…) As of this posting over 1,000,000 consumers (COFEK), spread across the country, of the Startimes service do not have access to the local TV channels some are situated in areas that only received the KBC channels. If this is how the private sector intends to arm twist the government into getting their way then as a nation we are in trouble, this action is jeopardizing a second foreign investors investment in the digital TV space. We have got to this situation all because of the meddling in a process by COFEK therefore I expect them to be on the streets tomorrow demanding that the signal be reinstated with immediate effect. The training is meant to bridge the skills gap prevalent in Kenya outsourcing industry. A breakfast meeting held on 28th June, led by the Kenya ICT Board, the Ministry of Information, Communications and Technology implementing body, appraised industry players on the progress thus far made and what is needed to roll out to would be students. “Research has revealed that there is a mismatch between what is offered at the universities and what the industry requires. The course is supposed to sharpen the skills level of our students to increase their employability,” says Andrew Lewela, Project Manager, BPO/ITes Kenya ICT Board. The CoE has been developing a curriculum and assessment tool using global standards that is supposed to impart skills for graduates in the BPO/ITes industry. Already 20 trainers of the curriculum have been prepared to teach the courses and 40 students are undergoing training on the pilot phase. The self-sponsored training is expected to be industry driven come the end of the year with 5,000 students expected to benefit each year. The meeting attended by government, academia and private sector players, enlisted stakeholders support to offer internships and employment to the CoE graduates once they complete training. It will also focus on reviewing and recommending a CoE management structure that incorporates all the relevant stakeholders including academia, industry and government. “There is need to create employment for the youth by extending ICT knowledge to the region,” Prof Elijah Omwenga, the CoE Project Leader and lecturer at the University of Nairobi. He also indicated the need for a body which will offer certification to those undertaking training like KASNEB or KNEC. Students of the 3-month certificate course are expected to get essentials skills in critical thinking, communication and technology. They will also be equipped with personality skills such as agility, adaptability and attitude. To qualify for the course, students require a minimum of a form four level certificate. Expectations are that the course will in future be offered as a bachelor’s certificate. The project is led by Kenya ICT Board in partnership with BPO/ITes companies and the academic community. The chair, Kenya Information Technology and Outsourcing society, Tejpal Bedi said: “We will drive KITOs members to offer employment to all the trainees in the pilot program. We will also consider sponsoring students for the CoE program in future.” Being a key pillar and driver of social and economic development in the Kenya Vision 2030 CoE seeks to create employment for youth in Kenya. The Government of Kenya has been keen to take up a focused BPO/ITes skills development initiative in close collaboration with the industry. The vision for the Center is that it eventually offer diploma and bachelor certificated and become a regional training hub for the BPO/ITes industry catering to training needs in the region. I think, legislation (read setting quotas) alone will not reverse the appetite for foreign content. Two comments - Kudos Robert Yawe for the you take in the presence of vulgar stuff. Good for you. That said, ask yourself how many hours you spend with your kids in a day. If you are as busy as most parents are, you will find that your children are spending more time with other people than with you. And those that interact with, what they do when together, what they share when they so interact you probably wouldn't know. But eh! You are doing the best in challenged circumstances! - Peter Kenduiywo: Even in societies (like in the west with a high degree of liberalism) there are guidelines on these matters. Everything that is shown on TV, theatre, etc.has a code and (where necessary) there are warning before and during the show asking those that don't want such content to switch channels or choose to watch. In fact, there are strict guidelines on in public, even when people know it happens. Peter: there is no absolute freedom; indeed, yours ends where mine stops. That said, social mores and what is acceptable in public or not changes with time. For instance I recall debates regarding women wearing trousers, mini-skirts and the like, which today will likely look out of order. Finally on homosexuality, former Canadian PM (the late Pierre Trudeau) had it right: what two consenting adults do in the privacy of their homes is their business. Just don't shove things in others' faces. Vulgar material in Kenyan media is like the latter: shoving stuff in our faces, regardless of our feelings. Kudos CCK for the initiative. I hope the process will be speeded up. Dear All, There are 2 elements to managing content during watershed periods, this is done particularly well in the MiddleEast. If we have legal requirement then the CCK should enforce this, additionally it also requires maturity from the Broadcasters and the stakeholders involved include the advertisers to provide a self governing model. From an advertisers point what do they want their brand to be associated with? If they are happy with the current association and ploughing their brand with the misappropriate content then it is their call or they can pull out advertisement, this put breaks. CCK, have invested heavily in monitoring technology, and people, are they applying the guidelines provided by our constitution on content? The public, have the option to switch off. Broadcaster Management, we can provide you with the links to technology companies that will provide systems to blackout any language that is out of context on defined key words...
