I don't get the gist of these posts. Whether it should have been done before or not are we saying that nothing should be done now? What we should be vigilant about is that terror suppression efforts do not go overboard as in the US and undermine civic rights like privacy. What Matiangi can learn from Ndemo

When it became obvious that Bitange Ndemo would not be taking over as the Cabinet Secretary in the Ministry of Information and Communication, the ICT community wondered who would wear the giant shoes left by Ndemo. To calm the nerves and prepare for his exit, Ndemo wrote to the ICT industry and you can read it here. So much has been said about Ndemo, both positive and negative but the thing I am most happy about is his easy approach; want to see him, drop him an email, get an appointment at 6 am or earlier. Want to interview him, drop the questions on email, and for some reason I would have answers in 24 hours, on email. No reminder, he will do it. I need to give credit where its due. This morning I called CCK to get some information. I spoke to a Dennis (Engineer) from Spectrum Management section and I must say I am very very pleased at the length Dennis has gone to help me not only with the info I needed but also to advise me further with my initiative. If you have been in business for the last 20yrs like me, then you will probably even more, understand and appreciate why it's exciting to get such assistance from this and other government bodies. Montevideo Statement on the Future of Internet Cooperation

Dear colleagues, A collection of internet based organizations meet annually to discuss and co-ordinate on internet based issues. This years meeting was in Uruguay and among the topics discussed was the impact of recent revelation on the Internet Governance ecosystem. (snorden etc….) Ten organisations were represented at this retreat: NRO (AFRINIC, APNIC, ARIN, LACNIC, RIPE-NCC), ICANN, IANA, ISOC,IETF, IAB, W3C, IANA. One of the outcomes of this meeting is the declaration found at http://www.afrinic.net/en/library/news/958 I have also pasted bellow. Uruguay, 8 October 2013 The leaders of organizations responsible for coordination of the Internet technical infrastructure globally have met in Montevideo, Uruguay, to consider current issues affecting the future of the Internet. The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multistakeholder Internet cooperation, which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet. In this sense: -They reinforced the importance of globally coherent Internet operations, and warned against Internet fragmentation at a national level. -They expressed strong concern over the undermining of the trust and confidence of Internet users globally due to recent revelations of pervasive monitoring and surveillance. -They identified the need for ongoing effort to address Internet Governance challenges, and agreed to catalyze community-wide efforts towards the evolution of global multistakeholder Internet cooperation. -They called for accelerating the globalization of ICANN and IANA functions, towards an environment in which all stakeholders, including all governments, participate on an equal footing. -They also called for the transition to IPv6 to remain a top priority globally. Dear Dr. Ndemo, I take this early opportunity to wish you all the best in your interview for the position of Principal Secretary coming up later this week. I very sincerely hope the Lord will guide you, bless you indeed and see you continue to succeed. Your service to our nation has been outstanding. Your performance at the Ministry of Information speaks for itself. I thank you in my private capacity as a Kenyan citizen and wish you well as a friend and former colleague at the University of Nairobi. I am hesitant to address any issues presumptively at this stage as I deliberately remain below the radar as expected and patiently await to go before the vetting committee in Parliament. I am sure that there will be plenty of opportunities to compare notes and share experiences. I look forward to learning more from you and others in the this sector and that together we can make our humble contribution in this part of the journey of life. Fred Matiangi

Military does invest in R&D through Universities. Great ideas are incubated, supported financially and intellectually. Academics mill around good ideas and help advance them. That is why Zukerberg moved from Harvard to Silicon Valley where he was supported by the Universities around there, the Government through Small Business Administration financed the incubation. Now the Government is reaping the benefits of taxes from thousands of employees working there. Why do then debate so much on the merits and demerits of Konza. India is building a Konza in every state. Ushahidi was a great idea that we lost a chance to incubate and support its R&D plus financing its growth. Unfortunately, not many Kenyans know this great idea. Universities that teach computer science hardly know new research areas to support the vibrant ICT activities in the country. How do we build an effective triple helix? How do we get the universities to do research that have a meaning to its people? Lemek Primary Boarding School, Is this the picture of our rural schools?

Listers Over the weekend I was in Narok County on some business. On our way back we gave a lift to a Mr. Michael Lemerian, the Deputy Head Teacher of Lemek Boarding. What he had to tell us was a sorry tale mixed with humor. What it was ultimately is a major indictment of the Education System in the country. First, a bit of background. Lemek village, Narok County is 200kms from Nairobi with a population of about 250. The school which is a mixed boarding and day school accommodates about 800 students. From our conversation with Michael, he told us a few things:- 1. None of the students and majority of the teachers (95%) have ever operated a computer 2. Asked about the Tablet/Computer/Laptop program - Michael told us that the first time they heard about the tablet they wondered whether the government was about to send them tablets (of the medicine kind). Seriously. 3. None of the teachers and the school have an email address. 4. Michael had a vague idea of what google is and wondered whether Facebook had something to do with the face.. 5. There is only one computer for typing exams 6. No inspectors from the ministry have visited the school for a whole year. The only time they visited was when teachers were on strike. 7. This year the government allocated 108k for books. 8. 1 bed for two kids (yes, kids share a bed) 9. According to Michael, the school has sent only one student through to university in the last 4 years. Is this the typical Rural Kenya School? How can we help the Education Ministry improve this lot? Otherwise we are facing a situation where the Global Competitiveness of the country is rapidly deteriorating. Any senior person from the Education Ministry on the list? Kariuki, I happen to know the team of bright chaps who facilitated the production of the Natinal Broadband Strategy - and I can assure it was not done in some isolated nad exclusive dark room :-) They tell me that in setting targets, on must be appreciate where we are today in order to project where you expect to b in nxt 5yrs. 5MB per USER by 2017 may look poor compared to the US but did you know that some of our newer Universities can only afford 10MB for their 3000+ students? You must also differentiate between capacity (of technology/bandwidth) vis a viz actual bandwidth projected to be USED. Right now in Kenya, our Operators have the technologies and capacities to deliver even 10MB per USER for each of the 16m Internet users in Kenya. But do they? The answer is big NO. The average Kenyan uses cannot afford a fiber or wireless link of 10MB per month. In the broadband strategy we need to work on the dynamics that would make this average Kenyan afford and USE at least 5MBs per month. According to reports from the United States Embassy and the Kenya police, Suicide bombers have been dispatched to four unknown locations and have reached their respective targets and could stage attacks any time. Reports further indicate that main targets could be transport facilities (Airports and train services), Buses from and to Mombasa, major towns including Nyeri, Kisumu, Nakuru, Garissa and Thika. There main objective being to achieve economic and security paralysis in the country. I realized the other day that the Kenya National Disaster Operations Center (known to us as @NDOCKenya on Twitter) doesn't have even a simple website up. If they didn't have a Twitter handle, no one would even know how to reach them or get any updates from them at all. On their Twitter profile they list the following: The Kenya National Disaster Operation Centre manages and coordinates disaster response at a national level. Email info(a)ndockenya.org Call +254-020-2212386 Nairobi, Kenya · nationaldisaster.go.ke Now, you'll note three things: The website doesn't work. There is absolutely nothing, it's just a dead page. The email address goes to NDOCKenya.org - but if you go there, you'll find it's just being hosted at GoDaddy with nothing to show. This raises a bunch of questions, but perhaps the foremost being: Why do they use this as their email address when they own a go.ke domain? A way to reach the NATIONAL Disaster Ops Centre is a pretty important thing to have. It's unforgivable that they can't even put up a one-page information website, much less have a site that allows people to know the official places to go, things to do/not do, during a national emergency.
