I can't imagine that they had not reviewed the company financials thoroughly. It seems like the only selection criteria used was on cost basis. Even with these new developments, I still find it troubling that the review board directed the tendering process to undertake fresh re-tendering and start from the Best And Final Offer (Bafo) stage. This project needs to be scrapped all together...or redefine the objectives and approach.

The Public Procurement Administrative Review Board has cancelled the tender award to Indian firm Olive Technologies to supply and install laptops for Standard One Pupils. In a ruling made Wednesday afternoon, the board chaired by Josephine Mong'are reversed the tender and ordered the procurement committee to retender within 45 days. There is precious little discussed here about energy, automotive, engineering, materials science, biotechnology and so on. We need to expand our discussion beyond internet policies and mobile apps. I'm surprised it's taken this long for Orange to come to the conclusion that its position is no longer tenable. Even the laziest Board will eventually blanch at so much red ink.. Even as Orange is complaining of losses, I have at least five lines that haven't worked for a year despite letters from CAK asking them to explain. Listers, A bit off-the-cuff, but nevertheless, it affects us all, and maybe, we could come up with a common proposal about the recent announcements that the top guys are taking a payroll cut! Now, if we are to spin this around, the amount of money that is going to be left on the table, looked at as a % of the total salaries would will be negligible. Also, once this money is returned to general GoK cash pool it will just get 'eaten' the same way 30% of our total revenue collection gets 'eaten'. I wonder, what if we are to propose some projects right around the whole country, that could be funded by these 'refunded' monies? Say we can collect Ksh5M / month from these refunds, this is enough money that on a round-robin basis could be used to setup a computer lab in a National School and I think the effect would be a lot more than returning this money to the Ksh 1 Trillion Pool. The police and media united in violating the constitution?

Fundamental Rights and freedoms that may not be limited despite any other provision in the Constitution include freedom from torture and cruel, inhuman or degrading treatment or punishment and the right to a fair trial. Every person has the right to privacy, which includes the right not to have information relating to their family or private affairs unnecessarily revealed. Imagine YOU end up making national news – either paraded before television cameras or your photograph published on newspapers being tested with alcoblow by the police. The police find your breath 'ok' (as the gadget displays) so they let you drive on. But what if you were a spiritual leader, an upcoming politician, career person, a teacher, a parent such other law abiding citizen whom somebody just didn't like thus 'fate' to conspires to have you on media being tested for drunken driving? Here a person is guilty until proven innocent? Tried before the media – not before a court of law. Presumed guilty unless and until proven innocent. Your dignity eroded (Article 28), privacy violated (Article 31(c)), inalienable (illimitable) Fundamental Rights (Article 25(a)(c)) – casually taken away by the media in collaboration with the law enforcement agents! Even if one were pre-tried on the media and later found guitly in court, did the media prejudice the trial thus miscarriage of justice? MPESA is simultaneously the strongest and weakest link in Safaricom’s portfolio. Most subscribers stick with Safaricom because of the omnipresent nature of MPESA. Once a formidable competitor is found in that space, the invincible nature of Safaricom is bound to start crumbling. Indeed, Safaricom and other operators know this and they have duly responded by offering to buy out YouMobile – an operator that was allegedly planning to partner with Equity Bank in delivering the mobile money services.
