My only question is what frequencies are they being given and are they exclusively going to be used for this security service or will they also be used commercially? How does the Sh7.4bn priced for those frequencies compare with what CAK would auction them for? Get the right people in, we are ok, get certain characters in, and we've just made new Billionaires. I would, looking forward, ask how this could lead to a local industry. It is time Safaricom or GoK pushed money to the local techie community to come up with solutions that could be used in the security industry. Let them put out a bounty of Ksh 100M for the three most enterprising security solutions and you'll see what we could come up with. As an example, Ma3route, currently just giving you crowd-sourced traffic updates, with a really good investment, it would be possible to source a lot more open source intelligence... Finally, I hope GoK wakes up to the fact to seriously invest in building local technology firms. Its a lot easier to pull off such similiar deals as opposed to when you have to go through the RfP route only to get a foreign firm running your most sensitive of operations. And for CAK, who thought they would be 'banning' Safaricom for dropping Voice calls, they could as well as forget it now. Listers, Leaders of the organizations responsible for coordination of the Internet technical infrastructure (loosely referred to as "I* leaders") met on 25 April in São Paulo, Brazil following the NETmundial meeting. During the 1-day I* leaders meeting, the group considered a range of issues where dialogue among Internet technical organizations is useful. In particular, the group highlighted that the NETmundial meeting has energized the multistakeholder discussions and model in a positive fashion. The leaders highlighted the importance of open, collaborative, bottom-up processes across meetings and organisations dealing with the Internet. During the meeting, the group reflected on a number of other topics as well: 1. Transition of NTIA's Stewardship of the IANA Functions ( http://www.icann.org/en/about/agreements/iana/transition) and review of ICANN accountability processes; 2. The announcement made by ICANN CEO of the launch of a process to review and improve ICANN's own oversight/accountability mechanism and how it is complementary to the IANA function's stewardship evolution process. 3. It's a long time since WSIS (2005), and there has even been a Working Group on enhance Cooperation (WGEC) setup in 2013. Article 69-71 of the Tunis Agenda talks about enhanced cooperation. http://www.itu.int/wsis/docs2/tunis/off/6rev1.html 69. We further recognize the need for enhanced cooperation in the future, to enable governments, on an equal footing, to carry out their roles and responsibilities, in international public policy issues pertaining to the Internet, but not in the day-to-day technical and operational matters, that do not impact on international public policy issues. 70. Using relevant international organizations, such cooperation should include the development of globally-applicable principles on public policy issues associated with the coordination and management of critical Internet resources. In this regard, we call upon the organizations responsible for essential tasks associated with the Internet to contribute to creating an environment that facilitates this development of public policy principles. 71. The process towards enhanced cooperation, to be started by the UN Secretary-General, involving all relevant organizations by the end of the first quarter of 2006, will involve all stakeholders in their respective roles, will proceed as quickly as possible consistent with legal process, and will be responsive to innovation. Relevant organizations should commence a process towards enhanced cooperation involving all stakeholders, proceeding as quickly as possible and responsive to innovation. The same relevant organizations shall be requested to provide annual performance reports. Friends, This is a good discussions. But can you really consider ICT in the same terms as medicine, engineering, law, accounting, etc.? Consider that some of these professions have been around for centuries, have evolved codes/practices/ethics that have allowed for standardization (and hence regulation), mainly as a consequence impact on safety/lives/economy/etc. ICT, despite the speed with which it has allowed things to change, has yet to get there to be at par with some of these professions. Example: the core ICT subject matter expertise is not agreed across the board, although there is tendency towards convergence over the last 30 years. I have seen such disparate BScs in computer science/engineering with astounding variance! Amazing! CSK's role was cut to help the profession mature in the country. It should do more and live to expectations. I have also seen a few names recently, mainly driven from private sector interests.
