Hi Listers, Once upon a time, while putting the National Broadband Strategy together, one of the envisaged uses for 4G was the ability to watch TV news of your choice live, while stuck in traffic, hopefully inside efficient public transport (don’t laugh). The migration has not only began for digital TV off a set-top box, but also on a mobile device. Considering this is the first screen for most Africans, digital TV will migrate pretty fast onto the Mobile. In the last two decades, there has been a lot of talk about the transformative power of technology in society, yet little attention has been paid to an emerging digital gap. Nearly 45 percent fewer women than men have access to the Internet in sub-Saharan Africa [Reuters] In its report, "Measuring the information Society 2013", the International Telecommunication Union estimated that by the end of 2013, 2.7bn people (40 percent of the world's inhabitants) were using the Internet. However, men are twice more likely to have access to the Internet than women. According to Intel's report Women and the Web: "on average across the developing world, nearly 25 percent fewer women than men have access to the Internet, and the gender gap soars to nearly 45 percent in regions like sub-Saharan Africa." Though Africa has recently seen rapid growth in Internet access, women are vastly underrepresented in technology. The rise of cybercafes has benefited men more than women because boys and men have more freedom of movement to get to the cafes and have more access to make and spend money at them. Furthermore, there is a disturbing trend of cyberbullying experienced by young women. They also find it difficult to access technology because of cultural restrictions and their lower status in society. Because women face barries such as poverty, illiteracy, and discrimination when getting training and education, we are witnessing the rise of a second digital divide. It is important to understand that technology and access to the Internet is essential to women's empowerment across the continent and it is key to overcoming these barriers in the first place. A step towards equality Gender inequality remains deeply entrenched in many African societies. Many women and girls still do not have equal opportunities despite this being enshrined in the law. Yet Information and communication technologies are important tools for advancing gender equality, women and girl's empowerment, and a more equitable and prosperous world. Becoming technologically skilled can play a major role in gettting jobs, being competitive in the job market and enable these women to pull themselves out of poverty.It is clear that if this group is ignored, problems such as economic dependency, violence against women, and low self-esteem will continue to be perpetuated. Access to Information and Communications Technology (ICT) can be essential for women entrepreneurs in starting and growing a business and overcoming barriers they face. A recent project by the United Nations and the International Labour Organization helped women in Tanzania use ICT to develop businesses. Beneficiaries of the project have described how something as simple as owning a mobile phone can help promote a grocery business and attract more clients. Access to the Internet can help sell handicraft products abroad. In Zambia, ICT has been used in the fight against gender-based violence (GBV). Organisations combating violence against women have used social media to help raise awareness and educate the public about GBV. Access to social media is a particularly effective way to reach youth and mobilise them on a grassroots level in campaigns against GBV. ICT can also allow grassroots women's movements to organise public actions and reach out across borders to mobilise international support. Thus, thanks to the power of the Internet, a new wave of activism has emerged through social media. One recent case that illustrates this phenomenon is the international mobilisation around Boko Haram's kidnapping of school girls in Nigeria. Across the continent, women's groups mobilised on social media through the hashtag #BringBackOurGirls to campaign for the release of the schoolgirls. ICT has been the focus of many empowerment organisations for women across the continent as well. At Make Every Woman Count (MEWC) we believe that ICT is essential not only for our organisation to monitor women's political empowerment. It is also an important tool to train women with so that they are able to access the political arena more easily. As an advocacy method, ICT can help empower African women to demand true reform that will bridge the gap between their legal rights and their enforcement. It gives women the opportunity to communicate their needs in their own ways, in real time and on a massive scale. Online technology also offers anonymity, which is absolutely essential when speaking out on sensitive issues might endanger a woman's safety. ICT is a limitless platform for women's grassroots organisations so they have a collective voice in public, thus enabling them to make their voices heard more clearly. Without access to ICT, women are at greater risk of being left behind as agents of change and leaders in a rapidly changing global society. We must ensure that women, as well as men, at all social levels and in all countries, can access and use such technology. Girls and women must be supported in becoming technogolically competitive and they must gain proper understanding of how to use it safely and effectively. In a globalised social order, the mechanisms of networked, global systems - production chains, finance, scientific and research processes, and the media - structure the rules of inclusion. They determine who has the ability to substantively participate in, and benefit from, the dominant networks of information, knowledge, production, and of cultural and resource flows. Today, as we witness what has been somewhat glibly labelled the 'mobile revolution', alongside a momentous surge in the use of social media technologies - especially by young populations in developing countries - newer frames to interpret social equity, inclusion and participation become critical for the agenda of development. How does the diffusion of ICTs connect to the democratisation of information, knowledge and culture? Does it offer new pathways for the socially marginalised to have greater control over knowledge and wealth? International Development Research Centre (IDRC), along with IT for Change, will host a round table between 29th September - 1st October, 2014, bringing together leading development scholars and practitioners to contribute to the ongoing dialogues on ICTs and development - particularly from the vantage point of equity and inclusion. In September 2009, IDRC had initiated a similar dialogue with Nobel Laureates Amartya Sen and Michael Spence, as well as other leading thinkers, at the Harvard Forum on ICTs, Human Development, Growth and Poverty Reduction. Building on the key debates of the Harvard Forum, the round table will explore if, and how, opportunities in the emerging network society are, and can be, 'programmed' into the structures of technological networks. Another key objective of the round table is to build a research agenda that is contemporary enough to tackle the future of the ICTs and development question in the Global South. Key issues The round table will focus on the following issues: 1. What is the emerging structural-institutional ecology framing inclusion in the network society? What readings of the current paradigms of ICT diffusion, use, production and policy allow us to trace power and exclusion? 2. How do we map continuities and disjunctures in development practice when technology meets society, to build a 'new' narrative in which all people matter? 3. Under what conditions can digital technologies bring about 'equitable inclusion' in the network society? What kind of a structural-institutional ecology can facilitate efforts for 'equitable inclusion' in the network society? 4. What broad questions and specific themes would comprise a pertinent research agenda on networks, development and inclusion? What research methodologies would be appropriate in this regard? Outcomes The round table envisages the following outcomes: * Field-building that deepens theoretical inquiry on 'inclusion and equity in the network society'. * Research agenda-setting on themes at the intersection of networks, development and inclusion. * Network building to explore possibilities for further work to build a systematic body of knowledge. * Knowledge products in the form of papers/essays, that can be the basis of a special journal issue. The event is designed to bring together around 25 participants - leading scholars, development practitioners and thinkers, as well as young researchers and practitioners in the sector who are interested in the theoretical and policy aspects of equity, inclusion and participation, in the 'ICTs and development' domain. This open call seeks to identify young development researchers and practitioners who can contribute to the debate. Interested individuals need to submit an abstract of 1000 words that will become the basis for an analytical essay, in case it is short-listed for the round table. There is a limited number of travel fellowships for authors of selected full-length essays, to participate in the round table. Selection criteria include a minimum of five years of experience in the development sector, preferably with a focus on ICTs, and two publications. (Criteria may be relaxed on a case-by-case basis). To: principles(a)eff.org Hi everyone, I'm delighted to say that we now have authors for brief reports on Brazil, Canada, France, Ireland, the EU, Netherlands, Turkey, United States, Pakistan, Germany, Italy, Mexico, Denmark and Spain. We still have a long way to go before this is a global report though. Any volunteers for the man countries that remain? We're only looking for 300-500 words. Guidelines are below if anyone else is interested in taking this on. The Snowden disclosures - the global impact one year on General information and guidelines for reports OVERVIEW June 5th is the first anniversary of the beginning of the Edward Snowden disclosures. This date will be an opportunity to review precisely what impact the subsequent exposure has triggered and what lessons we can learn as we move forward on the reform agenda. To coincide with this anniversary, the Privacy Surgeon is planning to publish a major feature on the consequences and impact of the key developments of the past year. One primary aim is to provide media, campaigners, opinion leaders and the public with a reliable source that presents the facts in a comparative format. For civil society and for those people wanting to pursue an agenda of reform, such a resource will be extremely valuable. We anticipate that the work will be published in association with key organisations, primarily in the civil society sector. The project will comprise at least two or three dozen national, sectoral and regional reports together with a summary and analysis. Each report will be no more than 300 - 500 words and will describe concrete, measurable outcomes rather than presenting opinion. In this sense it is more valuable to report outcomes than mere activity. This will mean not just mentioning, for example, that an inquiry was conducted or a parliamentary debate held, but whether something tangible has been implemented as a result. Most commentators have hardly a clue what's transpired in most of the world's countries in the past year. We hear much opinion, but relatively little facts or evidence. The aim is to get this report out on mass distribution to media a week in advance. Importantly, it doesn't matter if nothing concrete has emerged within a particular sector or country, It's important to communicate that there has been no activity. As a spoiler, it appears that most countries have seen no tangible activity or reform. WHAT DO WE WANT TO ACHIEVE? Three outcomes: 1. Outside of the US, have there been any concrete reforms undertaken by governments or other organisations? 2. In terms of the activity over the past year, what patterns and common themes, if any, can we deduce? 3. From this evidence, what lessons can we learn about how to take the reform agenda forward over the coming years? PROJECT COMPONENTS The project will comprise the following: - reports for the majority of EU countries. - reports on all 5-eyes countries - reports from selected African, South American and Asian nations - a global report on IGO actions (e.g. the UN surveillance resolution) - a global report on NGO actions - a global report on industry actions (adoption of encryption etc) - a specific report on reforms (if any) within the security sector - summary and analysis COMPONENTS OF COUNTRY REPORTS Each report should aim to provide the following elements, ideally in less than 500 words (though if more content is required this will be OK). It's not essential to go into detail on, say, a legal challenge or legislative reform. An introductory sentence or two and a link to the relevant background resource is sufficient. Please do try to include the following: - An introductory paragraph describing the overall impact of the revelations. - A paragraph that describes the scale and nature of media reporting (was the reporting investigative, did it address local/national involvement in surveillance or was it primarily focused on the US and the NSA as a single entity). - Was there any consequent public action in the manner of demonstrations or large-scale campaigns that had a measurable impact? - What was the action taken, if any, by parliament? Were any formal inquiries or investigations initiated? Any debates, votes or resolutions? Did anything emerge from this activity in terms of legislative or other reforms? - What cases, if any, have been brought before courts, police or judicial authorities? Have these resulted in any tangible outcome? - Is there any hard evidence or concrete indication that there will be a future development that will bring reform or transparency to the security arena? - To your knowledge, have any national organisations, trades unions, professional associations or industry groups taken concrete actions of any kind in response to the disclosures? Please do feel free to add any other material that you think is relevant, as long as it focuses on measurable outcomes and tangible reforms (if such exists). FORMAT OF REPORTS For consistency, the style of reports should be objective and reportive. Please do keep in mind that we're aiming here for a wide audience that may not be literate in technology or law, so please do explain various terms and acronyms that you might use. In terms of format, I'd be very grateful if you could use a text file like .rtf or something simple like that, though Word would still be OK. As I'll have to format this work for the website it's probably best to use end-notes like http://www.saidsimple.com/content/How-to-Write-End-Notes and in this case that would mean indicating what you want to reference in numbered brackets like (3) and then putting the reference and url at the end of the text, rather than using conventional footnotes. The default language for the project is English, but it would be extremely beneficial if you could also supply text in the native language. This will help ensure that the project dissemination is truly global and not just confined to the Anglo-American press. Could you also include a biography of no more than fifty words that we can include in the text itself, and - if you want - a link to your website or other source about you. Out of approximately 1,000 ICANN accredited domain name registrars exist, only 7 are based and operate in Africa. 1.Internet Solutions (IS) based in South Africa. 2.Kheweul.com is based in Senegal primarily targeting the francophone region in Africa. 3.AfriRegister based in Burundi 4.Ghana dot com a parent of the first internet service provider of Ghana NCS. Seems to operate primarily in Ghana. 5.Genious Communications is based in Morocco 6.Diamatrix also based in South 7.Web4Africa based in Ghana ICANN is exploring strategies and ideas to help promote the DNS industry in developing regions and is seeking comments on this report ((http://www.icann.org/en/resources/registrars/accreditation/dns-underserved-…) which will be used to develop a strategy to address the current challenges.
