25 companies submit their EOI Proposals for the Digital Literacy Program

Dear all, The Digital Literacy Program Expression of Interest proposals were opened yesterday at 10am at the ICT Authority offices. A total number of 25 companies/consortiums successfully submitted their proposals by the slotted deadline. One more company was disqualified for late submission. Eligible bidders should have completed 3 similar assignments in the last five years either individually or as members of the consortium. Shortlisted candidates will then be requested to bid on their technical and financial capability. Procurement process will be complete in the next three months so as to deliver first batch by January, 2017. UN Broadband Commission: Global Broadband Growth in Decline, 4 Billion Still Offline

New figures in the report confirm that 3.2 billion people are now connected, up from 2.9 billion last year and equating to 43% of the global population. But while access to the Internet is approaching saturation levels in the developed world, the Net is only accessible to 35% of people in developing countries. The situation in the 48 UN-designated Least Developed Countries is particularly critical, with over 90% of people without any kind of Internet connectivity. *Google/France Ruling -v- Twitter Politwoops* This particular case ties in with the revocation of Netherlands-based Open State Foundation (OSF) access to Twitter’s API in August 2015. In 2010, OSF created Politwoops, a tool to publish tweets deleted by politicians. As the tool gained traction spreading into over 30 countries, Twitter was under pressure from politicians to explain why their right of expression was being tampered with, seeing that deleting a tweet is a form of expressing what you want (or don’t want, as it were) to be known of you. Twitter explanation went something like: “No one user is more deserving of that ability [to delete a tweet] than another. Indeed, deleting a tweet is an expression of one’s voice.” OSF is arguing that Twitter’s reasoning and justification conflates political figures transparency with their privacy. The people they represent need to know what their officials think about, not just for one moment but also across time. In fact, judicial rulings have over time recognized this need and particularly hold that public officials do not receive the same treatment for privacy as man-on the street (or Twitter streets). The question then is, between the citizen’s right to information and public officials’s right to privacy, what comes first. The French/Google case might be a little different in that it combines both private and public citizens compared to Twitter’s private versus public. However, this points to a growing discomfort between privacy, freedom of expression and access to information. Why is he concealing the “how” of how his complaint was reportedly “brought to a very satisfactory conclusion …”. Was he compensated? Was it an apology? Was it ….? How does Cofek come in? Does he have a single complaint on Cofek? Or he is complaining by proxy? Cofek is registered as a membership Federation under Societies Act, Cap 108(Sec10). Subscriptions are a major revenue stream. How does someone owning a Subaru (as one described be one Njoki Chege) and taking it to a major garage be unwilling to pay subs to be assisted? Besides the law requires the same. How can a top journalist like Mr Wakaba be unable and or unwilling to pay an equivalent of Sh500 per month (Sh6000 annual subs) yet he has unrealistic expectations of us as though we are taxpayer-funded? How do we pay rent, staff or office operations? Be that as it may, we go out of our way, daily, to answer phones, (email/twitter) questions, advise and even take up litigation for those who genuinely cannot afford our subs. We end up paying costs for a few lost cases. On overall consumer policy and regulatory issues, we assist all consumers including Mr Wakaba! The flaws in systems built around this concept are many and have been widely documented ranging from effectiveness, privacy concerns and even the legality. Australia and the United States are perfect case studies of how such systems have failed in the "war on piracy". While we may be dismissive of this because we have the technical skills to by pass anything the govenment tries doesn't mean this is not a bad law, what happens if someone shares a video or audio to FB or Twitter? The implications for free speech could be huge. I think this is coming of the back of the Music Policy?
