The peer to peer nature of bitcoin is designed to remove the need of a central regulatory authority. The Political Economy of Remittances

A report <http://www.worldbank.org/en/results/2014/04/04/savings-of-44-billion>by the World Bank (April 2014) had this to say: There are five “corridors” – a country to country transfer – with an average fee higher than 20%, all of them in Africa. Migrant workers in South Africa, for example, paid an average of just over 23% in fees on the money they sent to Botswana in 2012, making it the most expensive remittance channel in the world.Sending money from South Africa <http://www.theguardian.com/world/africa> to Mozambique was the second most costly channel, with an average 22% fee imposed on transfers. “Forcing migrant workers to pay as much as $50 to send $200 is wrong, especially when they are sending salaries they have earned in the hope of supporting their families back home,” An earlier report <http://www.odi.org/remittances-africa> by ODI (April 2014) raised the same point. Linking this back to Kenya - there are systemic hurdles denying entry into the remittance market innovative, cost effective competitors and this, in concert with existing market dominance forces, keep costs high. Waithaka, Ahmed What you have articulated is at the crux of the matter. CONTROL. To Barrack’s question:- 1) If you were the Governor CBK or CS Finance? How would you handle Bitcoins? (with limited knowledge on technology matters?) That is, I believe a critical component of Policy and how the government of the day chooses who is appointed to what docket. But to answer your question in a straight forward way:- If I were the Governor or CS Finance I’d first take the steps to ensure public interest is preserved. I would then call in the proponents of this particular case and try and find a way for them to work together as we extend our policies and regulations to encompass cryptocurrencies. The fact that we ignore them doesn’t mean they don’t exist. I certainly don’t want to be the proverbial Ostrich sticking its head in the sand and wishing away all its problems. But then, this is just hypothesis right? :-) My humble advise to Regulators the world over:- Don’t be like the Ostrich. :-) Oh, and I would have expected the Central Bank to have asked the court to enjoin them in the Lipisha/Bitpesa vs Safaricom case as Amicus Curiae. The UN General Assembly reviewed the progress made over the past decade and negotiated a text that addresses a number of global Internet governance issues. 2015 is also the 10th anniversary of a multistakeholder experiment that helped bring the WSIS to a successful conclusion: the Working Group on Internet Governance (WGIG). Convened in 2004, the WGIG assembled 40 representatives of governments and stakeholders who engaged in months of intensive peer-level dialogue and collective analysis. Joe Mucheru vetting by parliament for position of ICT CS

Joe Mucheru was vetted today by Parliament for the position of CS at the ministry if ICT. His achievements are major. It is good to see youthful people takeup leadership positions in the country, especially at Cabinet level. Joe is a man who believes in himself. He addressed issues very articulately and has good grasp of the industry. I liked the way he addressed issues of dominance by Safaricom and realisation of the Konza dream. On Safaricom, he stated in many words that there is no need to stiffle our companies, which in the larger world view are actually not that big. There is room for growth and ensuring our companies cross the border and operate in other markets. He stated his commitment to ensure fair competition in the industry and infrastructure sharing. This is what we have been advocating for at Kictanet. On Konza, he stated that he is committed to ensure the project goes through. His view was that there are not that many large ICT companies in Kenya. Many investors come around with bagloads of money, like $20m but they leave frustrated because of lack of investment opportunities. Konza will be that stepping stone for startups and entrepreneurs to get into the big league. I believe if he puts his energy in the ministry, we will see tremendous change in the sector. Too bad the current regime has less than two years in power. Do you think the ICT industry is moving in the right direction? Regards

Dear JG, Thanks for your response. My intervention on Mobitelea was not when was it sold to Vodacome. My issue was who is his co-beneficial shareholder in Vodacome. The secrecy around mobitelea taints safaricom and vodacom efforts in fighting corruption. The easiest way to fight corruption is to ask Public servants to declare their wealth and then do studies either targeted or randomly to confirm the stated details. Without wealth reports, you're left to only gathering intelligence on ‎suspects; a much more expensive exercise. In that you are right. It’s what we do with that information. So for example in Bob’s case. He, by virtue of sharing his information has said that his income and assets list, by virtue of him being a public servant is not a private matter anymore and you can track them when he was CEO and when he leaves. That in itself is (or should at least be!) a major deterrent of income accumulation using underhand methods. It is a part of a bigger solution. But its a beginning. Internet Freedom Festival - (Spain - March 2016)

Hello listers, The Internet Freedom Festival (IFF) will take place March 1-6, 2015 in Valencia, Spain. It is a time for the freedom community to strengthen bonds of trust, share knowledge, and recharge batteries. IFF takes a community, ground up approach. As a result, we are looking for interesting individuals submit a session that they feel would benefit the Internet Freedom community. Currently, there are 8 tracks you can be part of. Previous festivals have seen low attendance from Sub-Sahara Africa, from child-safety online orgs, gender-focused organisations, LGBTQI community and other minorities who are affected by Internet surveillance but are not represented as much as they would wish. Funding is limited and will depend on quality of session, how collaborative it is and how it can lead to a practical impact path after the festival.
