In the defense of my good friend Thuo; 1. The kind of entities that would (allegedly so far) compel Safaricom (SC) to mine your data has access to all the below mentioned. 1. National ID card details 2. High school results slip, and university transcripts 3. Payslip 4. Bank statement 5. Health status, and medical records 6. Name of past and current girl friends, wife, and kids (Unless you have never texted or called them) 7. The name of your kids, age, where they go to school, and class 2. I think we also need to give some benefit of doubt that SC is simply running an optimizer that could essentially be doing some transparent caching. Whenever the actual truth will be confirmed, I will perhaps join the protest by making some serious noises with my keyboard. 3. We could also blowing this out of proportion. How much sensitive data do we transmit over the basic HTTP protocol nowadays? And if you are telling me that KE has NSA and GCHQ grade HTTPS popping capabilities, then first of all I am impressed.. The issue for me would be more towards the protection of this data by requiring court orders (even if in secret but recorded requests eg. between AG -> CJ) for a particular person's data to be accessed from the archives or in real-time. For my part, a concern that I have had with SC has to do with the permissions they request for on their Apps. I could be very wrong here, but I believe that these Apps only need Internet access so that they can pull your data from SC servers. These permissions could potentially grant a malicious attacker access to a lot of information if SC's systems were to be compromised. Dear Listers, Parliament has questioned the small amount of tax paid by app-hailing taxi firm Uber, suggesting that the bulk of the profits is repatriated outside the country. Patrick You raise an interesting issue. However that should not divert us from the main point that Victor is making. Are multi-nationals paying their fair share of taxes? Here' an interesting story that is related to this. Apple's tax headaches <https://www.forbes.com/sites/kellyphillipserb/2016/08/30/apple-found-to-hav…> This problem emanates from the Principle of Transfer Pricing. <https://en.wikipedia.org/wiki/Transfer_pricing> In a nutshell Transfer Price is the *price* at which divisions of a company transact with each other, such as the trade of supplies or labor between departments. *Transfer prices *are used when individual entities of a larger multi-entity firm are treated and measured as separately run entities. This is where it gets interesting:- So let's say Multi-National X has an operation in Kenya but all invoicing is done in say Ireland (sound familiar for those who deal with Multi-Nationals in the Tech Space?) but then the said Multi-National also invoices itself (ok, its 'subsidiary') for 'Management Fees' and other 'expenses'. The ultimate effect is that profits declared are at a minimum. And this practice is perfectly legal. :-) In Apple's case they even went ahead and negotiated a minimum tax of 3%!!! Hello listers. CIPIT has been conducting network measurements on Kenyan Internet Service Providers (ISPs) since June 2016 using assorted techniques. Between 6 – 10 February 2017, the data indicated the presence of a middle-box on the cellular network of one provider, Safaricom Limited (AS33771) that had not previously presented any signs of traffic manipulation. Middle-boxes assume dual-use character in that they can be used for legitimate functions (e.g., network optimisation) and can simultaneously be used for traffic manipulation, surveillance and aiding censorship. In light of such dual uses, this report makes clear that service providers operating middle-boxes must communicate to the public in a transparent manner the justification for such activity. This is especially relevant as government bodies announce plans to monitor and possibly censor the Internet during Kenya’s current electoral processes. Alex Mutuku: Computers and Cybercrime Bill

Assuming that Alex Mutuku managed to siphon KES 4B from KRA (and perhaps some from NTSA and any other govt computer system), I am at that point where I have to ask what is the role of the Govt ICT Services (there is a body like that, yes?) or it is that KRA/NTSA/Other govt agencies run their own ICT Services without a central coordinating agency that standardizes on procedures/policies? If it's true that there was this heist at KRA, then I see no reason not to suspect there are (will be) other heists in other govt agencies, hence my question. Secondly, I remember about the Computers and Cybercrime Bill 2016. I think it was shelved, or maybe just gathering dust somewhere, or was it ultimately signed into an Act? Did it become law and so forms the basis upon which Alex Mutuku is being charged?? During the Ndemo days, I would expect to get a comprehensive response to the two questions above in just a few hours. In this era Sammy Itemere+Victor Kyalo, it's just so silent. Using Third Party VPNs on Safaricom Mobile Data

So I’ve been testing use of my 3rd party VPN on Safaricom, and not been able to. Interestingly, this is what Safcom agents told me today: https://twitter.com/ninanjira/status/844115331421487104 <https://twitter.com/ninanjira/status/844115331421487104> Basically, that VPN use on Safcom is a provision that you pay for, and that is tailored for organizations. Additionally, this is apparently in the T&Cs; I’m awaiting more information on which specific clause addresses this. To me, this has interesting implications. That is, in the event of, say, a shutdown, one can’t bypass the block using their Safcom mobile data… If you are a VPN user, try it on your mobile data and let me know what happens. I can use VPN on other mobile data networks (e.g. Airtel). Listening. This auspicious event will push the leadership role of the private sector in supplying, using, and demanding open data; bring together brilliant innovators and visionaries to grow their networks, hone their success, and connect with sources of support; and introduce investors and donors to an expanding sector that seeks and supplies open data to achieve development goals in Africa and across the globe. Goals for this conference include: 1. Listen. 2. Create regional attention and global awareness of increasingly pan-Africa use and publication of open data including catalytic open data initiatives in African countries. 3. Develop and host continent-wide Africa Open Data Conference in a transparent and inclusive way to support structured and reliable engagement of a growing community. 4. Prioritize agenda of ongoing and inclusive actions beyond the conference dates. 5. Convene existing robust open data community in Africa and encourage new participation in person and virtually before, during, and beyond the event. 6. Develop and grow international collaborations in open data focused on African areas of interest including sectors (education, energy, agriculture, WASH), economic growth (jobs, business), service delivery (public service efficiencies) and internal government processes(efficiency and accountability). 7. Demonstrate the vital role of of non-government data (crowdsourcing, private sector, civil society, university, etc). 8. Demonstrate the vital role of an engaged civil society in driving institutional change in governments and the development complex 9. Build from Open Data Consensus, Data Revolution, Africa 2063 Planning, SDG targets, and where possible- OGP Subnational and National Action Plans already underway 10. Attract side event organizers who capitalize on the planning of the conference to extend technical training and community building 11. Prioritize sessions that focus heavily on audience participation in person and virtual. 12. Promoting the development and harmonization of data standards across board 13. Identify needed policy measures to address core issues of open data in Ghana and across Africa. 14. Support existing efforts and attract new partners to assess baseline and count progress toward achieving the Sustainable Development Goals including strengthening country data roadmaps. *All stakeholders* are invited to submit proposals to hold workshops at the forthcoming IGF, which will be held in *Geneva, Switzerland, on 18-21 December 2017.* The proposed overarching theme for this year's IGF is* 'Shape Your Digital Future!'*, emphasizing both the IGF's participatory mechanisms and a forward-looking approach to the Internet governance discussion.
