The Act confers upon the Cabinet Secretary for Health, in consultation with the Digital Health Agency and the County Governments, the power to make Regulations under section 60 for various matters required to be prescribed under the Act, in particular, health information management policies and procedures, the use of e-Health applications and technologies, medical devices and innovations, data quality and data protection audits and the establishment and implementation of the data exchange component as per the Kenya Health Enterprise Architecture. Kenya’s President Wades Into Meta Lawsuits

Now I can report to you that we have changed the law, so nobody will take you to court again on any matter.” Ruto said Sama had planned to relocate to Uganda “because many of us were giving them trouble.” The article discusses two lawsuits in Kenya that challenge the liability of Big Tech companies, specifically Meta, for alleged abuses at an outsourcing company, Sama, which was contracted to moderate content. These charges which will require independent medical researchers to pay Kes. 30,000 to access the health data are contained in the proposed Digital Health Information Management Regulations, 2024, part of what will effect the Digital Health Act No. 15 of 2023, currently under public participation. It's been 72hrs and Telegram is not currently available in Kenya unless you are using a VPN or proxy. An article by Kictanet https://posts.kictanet.or.ke/tele-gone-telegram-down-is-it-an-internet-shut… noted this same time last year. Is it a coincidence? Some say it's to STOP exam cheating, others say it's a show of the government's mighty power. Partinet questions were asked on the article but since we did not get answers, it is back. No consequences. But I ask the same questions again. "After Telegram, what else will be shut down? What will be the next excuse? What direction do we want to take as a country?" On the matter of cheating in exams

Friends, It looks like this is a worldwide phenomenon. On our part in Kenya, many students and graduates of Kenya universities earn pretty well from writing papers for folks worldwide. I am not sure whether anyone has formally studied this. According to the attached document (it's long) an American professor laments the change in attitude towards cheating. She argues that, while in the past people could be ashamed of being caught cheating and that folks were proud of the 'sweat of their labour' that is no longer the case. In my view, cheating happens because all around us people are cheating and (apparently) getting ahead of others; even those who get caught manage to game the system and get away with it. It is happening everywhere: in homes, churches, schools, government, private sector, etc. ... Name it! Gaming the system and beating it is a triumph for many! Second, in the old days, some taboos limited people's will to act beyond certain limits. A person could, for instance, fear that a curse might befall them! ... No more: people are cheating, getting ahead and no curse seems to come their way! All this has eroded the work ethic where folks could be proud that 'the sweat of their labour' has made them attain success. So just because someone works hard, has integrity and 'gives to Caesar what belongs to Caesar' does not underlie the person's status in that society. Thieves and scoundrels (and just because they are loaded with mbesha, regardless of how it was earned) seem to win!
