INVITATION TO A MEETING OF THE SENATE STANDING COMMITTEE ON INFORMATION AND TECHNOLOGY

Dear Listers Greetings! The Senate Standing ICT committee is inviting us a consultative meeting to deliberate on emerging legislative and policy gaps in the ICT sector that may require the intervention of the Committee, more so in response to the Covid-19 pandemic. The meeting will be held on *Wednesday, 15 July, 2020 at 9:40 a.m. on the Zoom*. A secure link will be shared with yours with those who are interested in participating. In 2017, we engaged with the Senate ICT committee, and produced a report *‘Talk to the Senate’: Priorities 2017-2022* which can be found here: https://www.kictanet.or.ke/?mdocs-file=40221 The engagement focused on 4 broad areas namely: 1. ICT challenges, risks and opportunities in the counties 2. Opportunities for intervention by the Senate 3. Necessary legislative interventions 4. Effective public participation, and 5. Emerging issues. You may want to see whether anything has changed in these thematic areas, in particular in light of Covid 19. Are there ways in which things can be done differently? Kenya's Criminal Justice System Goes Digital

[image: image.png] This week, 'hayawi hayawi huwa' (Anything long-anticipated comes to realisation) Kenya judiciary went digital with also the Office of Director of Public Prosecution also developed and integrated its case management and document tracking system to the judiciary's Electronic Filing System. The judiciary disclosed that the E-filing system will generate the necessary impetus to fully integrate ICT into all justice processes to enhance efficiency. The Components of E-Filing include 1) E-Case Registration 2) E-payment 3) E-Case Search 4) E- Calendar 5) E-Service Listers, we also need to be cognizant that, some of the measures the judiciary had to adopt was as a result of Kictanet's memorandum 'Proposals to the Judiciary on the Use of Video Conferencing in Judicial Proceedings during the Covid-19 Pandemic.' <https://www.kictanet.or.ke/?mdocs-file=41565> Some juice from the event is that Chief Registrar disclosed that since the introduction of the electronic payment system in the financial year 2013/14, Judiciary's revenues shot from about 500 million in the previous year to over 2.1 billion. Sen. Abshiro and Ali, Dr. Kate Getao, then a director at the ICT Authority, at an Oracle Developer Conference at PanAfric Hotel was asked this precise question. She explained that the government had a Disaster Recovery Centre at Ruaraka and that the government was building a datacenter in Naivasha, close to Olkaria (for power purposes) to house all the data from and for government agencies. This data centre would then be opened up for counties. She carefully did not give a date but we were thinking with the “digital government” promises, we would see this come to fruition within that election period. Note, the problem is not lack of expertise in ICT. It seems we do not “love” our country. I am not talking about patriotism, I am talking about a good balanced pride in our country. When people join government as elected officials or the civil service, it is like they die inside. Something happens and I cannot figure out what it is. Ali is strong. Ndugu Ali, Have no fear, we are not giving up. When we are asking, we are asking with good intentions, so that we work together to make it happen. At that time, I was in communication with an upcountry county ICT government official who had wanted to know whether they wait for the ICT Authority or they implement their own solution for communication purposes. You can imagine how that story went. We have been part of strategy meetings and roadmap panels and left it to the ICT authority to do their part. What we don’t get is official communication to keep us in the loop, even if things take time. Communication helps everyone. It seems we have a level of distrust that clouds how we interact, yet we are working to benefit one another. So we continue with other avenues ... and wait.
