The biggest for me is user awareness, this is where i feel we have the biggest gap. There is great need for users to know their rights as regards data. The second group that needs awareness are the data controllers who need to make their data protection policies on the finger tips of their staff, that way user data could at-least be given some respect. Thirdly on the laws, we could look at the GDPR as a more recent example that could start conversations. Dear Listers, I trust you are all well. As you are all aware, this year's Kenya IGF will be held on the 19 July 2018 at the Panafric Hotel. The theme of the KIGF is: “ICTs for Kenya’s Development: Getting Everyone on Board”. As part of the lead up to the event, we shall as per the long standing tradition, commence with the online discussions based on the topics that members contributed to the list. The Pre-IGF discussions are useful to help highlight the emerging issues of concern to the community and greater in-depth discussion on the list. The discussions are also useful for learning and experience sharing as we all get the opportunity to hear your fantastic ideas and opinions about important issues within the ICT sector that we all care about. Report on 10 years of ICT policy discourse in Kenya by KICTANet

I take this opportunity to share a KICTANet report on_10 years of ICT policy discourse in Kenya (2007 – 2016)__._ The commencement of this project was premised on the need to identify the different conversations that had taken place on the KICTANet platform since 2007.The object was to find out what issues had been discussed, which stakeholders had been active, and what sort of policy impact the debates had created. Notably, over 30,000 exchanges had happened during the period under review, with 27,000 being on ICT policy._Bitange for President _was one of the top threads, followed by_TV Signals turned off _and Vision 2030 and Misplaced Priorities coming third. Kudos to the following: * Grace Mutungu (Bomu) for overseeing the project and writing the report. * Rosemary Koech-Kimwatu was the lead researcher. She was assisted by a team comprising Francis Monyango, Joyce Mutheu, Njoki Mwangi, Umuhany Zuhudi and Dennis Karanja. This team pored the over 30K conversations and categorized them into internet governance baskets. And * Washington Odhiambo for curating the list and for the data analysis. Adam, Answering for Ali, I, for one, led a Lakipia County ICT delegation to the East African Data Centre to explain to them how a county can house their ICT systems as part of a "private" cloud at the data centre. This came about due to lack of a Kenya Government data centre that counties could have access to and what a proper Tier 3 Data centre looks like, were they to imagine they can build a data centre. In fact, we found a power supply set up being built to allow EADC entry into Tier 4. Secondly, radio images are digitally acquired then printed on film for diagnosis and patient records. The days of carrying around films should be numbered. A lot of the radiology analysis is done on the high resolution monitors. The storage is digital as well. KNH can store radiology images for the patients who have been treated at KNH as well as those referred there. But if one happens to go to the more than 10 imaging centres in Nairobi, where should the imaging data go? The NINAFUU proposal was that, where the medical information is acquired, that information can be kept by the doctor or institution for their own future use and a copy of that particular information delivered to the patient/client since it has been paid for. That way, a cancer centre has access to the cancer data generated at their facility, and the patient has his/her cancer data along with other data from other facilities. When the patient travels to another facility, those records, with express permission, can be retrieved and further treatment can commence. This was particularly important for patients who have to undergo new, expensive tests at the next facility when seeking medical consultation or treatment.
